한국의 과학기술 어디까지 왔나 - 유전자 조작기술

  • 우리나라의 생명공학기술 수준은 선진국에 비해 93년도 50%, 97년도 80% 수준으로 평가된다. 연구인력은 97년도 기준 4천4백35명이며 시장규모는 4천2백억원으로 세계시장에 비해 1.6% 수준이다. 최근 성공한 복제소 영롱이의 개발은 우리의 유전공학분야가 세계수준으로 진입했음을 증명해주는 쾌거이며 이제 우리나라도 세계 5번째 동물 복제국이 되었다.

Comparative Assessment of Suspension Bridge Construction and Engineering Technology (현수교 건설 기술수준 비교평가)

  • This paper is to provide information for quantitative evaluation of suspension bridge engineering and construction technology, technology development, and long-span bridge R&D agenda. Technology classification structure and key words are established and survey to identify technology level is performed. Then, competitiveness of patents and journal articles is evaluated for Korea, USA, Japan, Germany, France, and England. As a result, USA and Japan are generally competitive countries for all technology categories based on patents and journal articles. Korea is grouped in upper-middle class for overall technology level of suspension bridge. However, there are some variances among the level of technologies. This research results could be utilized as reference to establish future long-span bridge R&D. Also, it can be a standardized methodology to compare technology levels among countries.

  • 우리나라 원자력기술 수준은 정부와 원자력위원회의 적극적인 개발정책 제시와 관련기관들의 헌신적인 노력에 힘입어 영광 원전 3,4호기의 준공으로 95%를 상회하는 것으로 평가되고있다. 하지만 이는 상업용 원자력 발전소의 개발ㆍ이용 능력이며 비발전 분야를 포함하는 원자력 미래기술의 개발능력 수준은 아직 이에 못미치고 있다. 이러한 국내 원자력기술 개발ㆍ이용의 상황을 고려하여, 본 연구는 원자력기술 선진국이라 할 수 있는 일본, 독일 그리고 프랑스 등에서 수행한 과학기술 미래기술 평가 사례를 조사하고 여기에서 나타난 원자력 미래기술의 종류와 각 기술에 대한 예측, 평가 결과를 조사하고 국가별 평가 결과의 비교를 수행한다. 이 연구는 기존의 원자력기술에서 시야를 넓혀 과학기술의 범주에서 원자력 미래기술을 조명하고, 또한 원자력 선진국의 원자력 미래기술 평가를 통해 중대 전환기의 우리나라 원자력 개발ㆍ이용 발전방향의 수립에 기초자료로 활용될 수 있을 것으로 판단 된다.

Technology Level Evaluation Based On Technology Growth Model and Its Implication - In Case of 'Biochip and Biosensor Technology' (기술성장모형에 기반을 둔 기술수준평가 결과 및 시사점 - 바이오칩.센서기술을 중심으로)

  • In this paper, we analyze the result of the Technology Level Evaluation of 'Biochip and biosensor (BB) Technology' consisted of 3 sub-categorized technologies; biochip sensing (BS), lab on a chip and high-efficient customized health care technology. As an analysis tool, authors used a delphi (a repeated survey) and dynamic methodology with technology growth model to overcome limits of previous evaluations. As a result, levels of BB were evaluated 51.5% (Korea) and 75.1% (US), and the technology gap between two countries was 6.1 yrs. In 2013, these levels were expected to change to 60.1% (Korea), 78.4% (US) and 4.3 yrs, respectively. In comparison with other biotechnology, the gap of BB was smaller and expected to catch up with US faster. In the case of sub-categorized technologies, they showed the smallest gap and would have faster catch-up speed than other sub-categorized technologies in the Biotechnology field. Based on the result of the survey, relative superiority of BB in Korea was originated from competent researchers and research fund, but weak basic science would be weak points. We think that BB's characteristic as an emerging technology and concentrated research activities on BB are additional strong points. This research proposes the supporting and supplemented points to promote the BB in Korea.

  • The SSE-CMM model is how to verify the level of information protection as a process-centric information security products, systems and services to develop the ability to assess the organization's development. The CMM is a model for software developers the ability to assess the development of the entire organization, improving the model's maturity level measuring. However, this method of security engineering process improvement and the ability to asses s the individual rather than organizational level to evaluate the ability of the processes are stopped. In this research project based on their existing research information from the technical point of view is to define the maturity level of protection. How to diagnose an information security vulnerabilities, technical security system, verification, and implementation of technical security shall consist of diagnostic status. The proposed methodology, the scope of the work place and the current state of information systems at the level of vulnerability, status, information protection are implemented to assess the level of satisfaction and function. It is possible that measures to improve information security evaluation based on established reference model as a basis for improving information security by utilizing leverage.

  • 조직의 정보보호 목표를 효율적이고 효과적으로 달성하기 위해서는 조직의 정보보호 수준을 정확히 평가하고 이를 개선시킬 방향을 제시하는 기준이나 평가모델이 필요하다. 또한 이를 위해 부문별 정보보호 수준을 평가하고 개선할 수 있는 평가 지표나 기준이 필요하고 우리나라에서 적용 가능한 정보보호 시스템들의 평가방법론이 연구되어야한다. 따라서 본 연구에서는 정보보호와 관련된 기술적 요소와 관리적 요소, 물리적 요소를 기본으로 하는 정보보호 지표체계를 구성하고 정보보호수준을 종합적이고 체계적으로 평가하기 위한 정보보호 성숙 5단계 모형을 통해 서로 매핑 될 수 있는 정보보호수준 통합평가시스템을 개발하였다. 이러한 통합평가시스템은 기존연구와의 비교 및 사례적용을 통해 그 실효성을 검증하였다.

A Study on Home Economics Teachers' Concern for Performance Assessment and Its Implementation (기술ㆍ가정과 교사의 수행평가에 대한 관심도, 실행수준, 실행실태 및 관련변수)

  • The purpose of this study was to examine how much secondary school home economics teachers paid attention to performance assessment, to what extent and in which way they carried it out and how much support was given to that. It's basically meant to help provide more systematic support for performance assessment. The instrument used in this study was an Interest-Based Reform Adoption Model developed by Hall. Hord and et. al. at Texas University Research & Development Center for Teacher Education. and the subjects in this study were home economics teachers from 95 secondary schools in Gyeonggi province. After a survey was conducted by mail. the responses from 157 teachers were chosen for analysis. For data handling. SPSS/WIN program was utilized, and statistical data on mean. standard deviation and percentage were obtained. In addition. t-test and ANOVA were employed. The major findings of this study were as follows: First. as for their type of interest in performance assessment. influential type(35.0%) was most common. followed by confident type (29.3%). indifferent type(20.4%) and task type(15.3%). Second, regarding their implementation. every teacher carried out performance assessment. The largest group of the teachers fulfilled it as part of routine daily schedule(60 teachers. 38.2%). which could be called the level 4. The second largest group tried to integrate performance assessment to education programs(53 teachers. 33.8%). which could be called the level 5. The third largest group implemented it without making careful preparations for that(26 teachers. 16.6%). which could be called the level 3. and the fourth largest group tried to reinvent it(11 teachers. 7.0%), which could be called the level 6. The fifth largest group was in the middle of researching it(5 teachers, 3.2%). which could be called the level 1. And the sixth largest group was in the course of making preparations for that(2 teachers. 1.3%) . which could be named the level 2. Third. concerning how much they found themselves to be supported about performance assessment. they eave three or less marks to that. which showed that they weren't supported sufficiently There was little gap among them in their concern for performance assessment and its implementation levels. and this fact suggested that there wasn't satisfactory backup for their performance assessment.

  • This study is to acquire a thorough understanding of the S&T level of Korea to serve as an important basis for the government policy-making, and to make basic information available to effectively promote the National R&D Program by survey of the overall S&T level in Korea S&T level survey is a comparison to the highest levels in the world to the third 3digit of the technology tree table. And, survey of technological gaps by year, during which Korea is able to reach the current level of the advanced countries. The findings of the surveys should be applied to strategic technology Planning for solving or narrowing the technology gap, e the major criteria for resources allocation in National R&D programs. And, the findings of the surveys should be the fundamental information used to establish strategic S&T policy in government.

  • This study has been undertaken to empirically test how the level of information Home Helpers have about their client and the hypothesis that home-helpers' expertise about their service provided to their clients is expected to positively affect their assessment of service provided to clients. Main results of this study are as follows : First, home-helpers' knowledge, skill, and information about clients is positively related to their assessment of service provided to clients. Home-helpers' information about clients plays a more important role than knowledge and skills in the process of assessing the services provided to clients. After maintaining that the hypothesis is empirically confirmed, the author discusses the implications of empirical findings.

  • 본 연구는 과학기술연합대학원대학교(UST)를 중심으로 한 과학기술계의 새로운 대학원모델을 평가하는 기법에 주안점을 두고 있다. UST와 일본의 SOKENDAI(The Graduate University for Advanced Studios)를 비교함으로써 새로운 대학원모델의 필요성을 말하고 있다. UST는 커리큘럼과 도제식 수업, 맞춤형 교육체계, 현장 중심형 인력양성체계들이 아직 높은 수준에 도달하지 못한 반면 교육목적과 비전이 상당 수준 만족스럽다는 결과를 얻고 있는 조사를 바탕으로 한 UST의 평가에 관해 다루고 있다. 본 연구에서는 대학평가체계의 네 가지 유형과 함께 토론회와 모든 평가에 부합되는 고급 평론을 통하여 UST에 방법론적으로 적용할 수 있는 평가방식을 제안한다. UST를 위한 새로운 평가방식은 대학원평가를 위한 특수성과 보편성으로 서로 동일하다. UST는 다 학제적이며 신생 융합기술분야에서 현장중심형인 리더십을 갖춘 인재양성을 위한 교육체계를 가지고 있으며 동시에 세계적인 특성을 가지고 있다. 두 요소는 특수성이 더욱 강조된 5:5, 6:4의 비율을 보이고 있다. 앞으로 후속적인 보완연구가 추가되면 더욱 활용성이 높아질 것으로 기대된다.
