The standard is a nation's one of the most important industrial issues that improve the social and economic efficiency and also the basis of the industrial development and trade liberalization. This research analyzes the enactment and the utilization of Korean industrial standards(KS) of various industries. This paper examines Korean industries' KS utilization status based on the KS possession, enactments and inquiry records. First, we implement multidimensional scaling method to visualize and group the KS possession records and the nation's institutional issues. We develop several hypothesis to find the decision factors of how each group's KS possession status impacts on the standard enactment activities of similar industry sectors, and analyzes the data by implementing regression analysis. The results show that the capital intensity, R&D activities and sales revenues affect standardization activities. It suggests that the government should encourage companies with high capital intensity, sales revenues to lead the industry's standard activities, and link the policies with the industry's standard and patent related activities from R&D. Second, we analyze the impacts of each KS data's inquiry records, the year of enactments, the form and the industrial segment on the utilization status by implementing statistical analysis and decision tree method. The results show that the enactment year has significant impact on the KS utilization status and some KSs of specific form and industrial segment have high utilization records despite of short enactment history. Our study suggests that government should make policies to utilize the low-utilized KSs and also consider the utilization of standards during the enactment processes.

최근 급속히 팽창된 산업 구조와 이에 따른 업무량의 증가는 종래의 관리기술로서는 이를 성공적으로 처리할 수 없게 되었으며 아울러 인간의 미래조작능력의 증대와 기업구상력의 개발, 사회변동에 대비한 예측적인 계획의 수립 등 관리기능의 신장은 새로운 관리기법을 요구하게 되었으므로 PERT/CPM 수법이 신관리기법의 하나로 등장하게 되었다. PERT/CPM 이란 Program Evaluation Review and Technique, Critical Path Method 의 약자로서 우리말로는 계획수립 집행 및 평가로 번역되는데 이의 직역은 종속 및 총합 $\ulcorner$시스템$\lrcorner$ 과업의 동시진행 및 집중관리라 할 수 있는 것으로 시간과 비용을 절감하려는 기법인 것이다. 또한 PERT 기법은 복잡한 작업형태를 상호관련성있는 Network로 구성하고 제종속작업을 하나의 통일된 목표로 진행시키는 것을 의미한다. 이와 같은 PERT/CPM 기법은 제한된 자원의 효율적인 투자 및 관리와 불필요한 시간과 비용을 제거하여 준다. 현재 정부(경제기획원)는 PERT/CPM 제도를 도입하여 건설공사에 대한 예산관리제도를 설정중에 있으며 민간 및 정부투자기관으로서 현대건설주식회사와 한국전력주식회사와 이미 PERT/CPM 제도화방책을 연구기관에 위촉하여 제2단계적용을 시도하고 있는 것은 시대적 당위성에 따른 타당한 전망이라 하겠다. 거금 한국양회공업협회가 본제도의 도입 적용을 추진하기 위한 일련의 조사활동을 시작한 것은 시멘트 공업계의 새로운 경영관리체제를 모색하고 업계를 선도하는 중요한 전환점이 되리라 믿는다.

충남 논산에 위치한 (주)우성양행은 동물용의약품 분야에서 탑티어에 속하는 기업이다. 모기업인 우성사료와는 축산업분야에서 동반자적 관계를 유지하면서 높은 성장도 이뤄냈다. 우성양행에서 생산관리를 총괄하는 나기선 상무이사는 "동물의약품 분야에서 매출액 기준 10위권인 우성양행은 첨가제, 의약품 쪽으로는 3위권이고, 팜세이프, 농장 소독 등 농장 청결제 분야에서는 선도를 달리고 있다"고 밝혔다. 단순히 시장점유율만 높은 것이 아니다. 철저한 제조과정 속에 6년 동안 단 한차례의 사고도 발생하지 않았고 농림축산검역본부의 GMP(동물용의약품 등 제조 검사시설 및 품질관리기준)를 준수하며 적합한 제품을 생산해 오고 있다. 동물의약품 제조분에서 시장점유율, 안전분야 모두 선두에 서 있는 우성양행이 어떠한 안전관리와 경영활동을 펼치고 있는 이야기를 들어봤다.

클라우드 컴퓨팅의 개념은 2006년에 처음 나왔다. 이것에 대한 정의는 내려졌지만 서비스 제공자들의 이해에 따라 조금씩 차이가 있다. 현재 아마존과 구글같은 글로벌 기업에서는 클라우드 서비스를 선도하고 있고, 더욱이 모바일 시장이 급성장 하고 있는 현 시대에서 모바일 클라우드는 더욱 앞서나가는 서비스 모델이 될 것으로 전망된다. 하지만 모바일기기는 분실 및 도난의 위험이 높다. 현재 사용 중인 모바일 클라우드의 인증 방법들은 기존 클라우드의 인증방법을 그대로 사용하고 있어서 타인의 모바일 기기를 악의적인 사용자가 습득할 경우 쉽게 인증을 통과 할 수 있다. 따라서 모바일 클라우드 환경에서 사용자의 인증을 더욱 안전하게 할 수 있는 방법이 필요하다. 본 논문에서는 모바일 기기를 이용하여 상황인식을 기반으로 한 인증방법을 제안한다.

The advancement of IT and the "Fourth Industrial Revolution" blurred the boundary between industries. The importance of strategic cooperation between enterprises is emphasized. IT companies must consider their existing business areas and create new territories to drive changes in the industry. They must also secure their competitive edge and manage economic costs to enable them to compete with their global counterparts. By utilizing their resources effectively, these firms can create value through inter-firm cooperation. This study analyzes the collaborative network of global IT companies using social network analysis and examines the effect of this network on firm performance. Collaborative linkages and betweenness centrality, which represent the bridging position of a firm in a network, significantly affect firm performance. This result highlights the importance of the structural position of a firm in a cooperative network of IT companies. This study also characterizes clusters in a network of IT companies. Most of these clusters comprise a combination of IT companies in diverse IT industries. These clusters suggest that these companies engage in multilateral cooperation without boundaries to maximize their business capabilities. This study offers practical implications for establishing a cooperative strategy and framework that can capture business trends in the IT industry from a macroscopic view. This study also visualizes collaborative networks in a multifaceted way using social network analysis to provide researchers and business practitioners with an informative viewpoint.

어떤 산업이든 기계공업이 관여되지 않는 분야가 없듯이 공작기게가 관여되지 않는 기계공업은 생각할 수 없다. 이와같이 공작기계는 <기계를 만드는 기계> 라는 점에서 모든 산업분야의 근간을 형성하고 있으므로 공작기계의 품질과 성능은 곧 한나라의 기술수준을 가늠하는 척도로서 대표된다고 하여도 과언은 아 니다. 오늘날 선진국들은 수요자가 요구하는 다양한 초정밀공작기계까지도 만들고 있다. 크게는 우주개발에 서 항공기, 선박 및 자동차생산을 위시하여 건설장비, 전자 및 광학, 정밀화학, 각종 시험기기 등 공작기계의 손이 미치지 않은 곳이 없다. 이렇게 공작기계는 전산업에 걸쳐 크게 영향을 주고 있으며, 특히 최근의 산업 화 추세가 점차 자동화, 무인화, 초정밀첨단산업으로 비약함에 따라 공작기계의 역할은 더욱더 중요시되고 있 다. 우리나라 공작기계공업은 1960 년대의 이전 극히 영세한 중소기업중심의 보수공작기계부품 생산형태에서 1960 년대 후반부터 일부 범용기종의 생산이 시작되었으나 보다 본격화한 것은 1973 년 정부의 중화학공업육성 시책에 따라 대기업의 대거 참여로 공작기계제조업은 시설, 자산, 경영면에서 대형화 하였고, 동시에 선진국의 최신기술과 시설을 적기에 도입하므로써 품질향상, 신제품개발, 수출참여 등 공작기계공업 발전에 일대 전기를 마련하였다. 특히 '85 년에 들어서면서부터 3 저의 여파로 국내 자동차산업의 호황, 전자, 기계 및 관련수요 산업의 설비투자와 시설개체에 힘입어 공작기계생산도 활발하기 시작하여 그 어느때보다 생산기반혁신을 위한 구조적 대응책이 절실해지고 있다. 따라서 공작기계공업의 당면과제는 지속적인 기술개발과 품질향상으로 국산 화율을 제고시켜야 함은 물론, 이를 양산화하여 명실공히 선도산업으로서의 위치를 굳히고, 적어도 기계류의 수입국에서 기계류의 수출국으로 기치를 든 탈바꿈을 할때 비로소 불균형이 없는 흑자시대는 도래할 것이다.

An increase of national R&D has brought the growth of research performance such as paper and patent quantitatively. However, the results of technology transfer and commercialization still leave much to be desired in Korea. Therefore, it has to be drawn up a plan for effective management & application of research performance created by public research institutes. We select four leading institutes (two universities, two government-funded research institutes) that performed efficient performance management & application. Then, we analyze the best practices and suggest contributions. The results show that four institutes build up a framework of performance management & application from research planning to technology transfer and commercialization. At an early planning phase, institutes set up definite needs-oriented goals, and prior review as well as prior art search is executed through experts. Besides, they systematically promote strategic patent management, technology marketing, post management, and so forth. For such a performance management & application process, capabilities have to be supported with regard to specialized organization, system, routine. This study can give an hint to improve performance management & application from public research institutes in Korea.

KAIST는 다수의 성공 창업 사례와 국내 창업생태계에서 기술창업 발생지로 역사적 의미를 이어오고 있다. 최근 KAIST의 교원 창업이 매년 증가하고 있으며 딥테크 분야 창업으로 성장률과 생존율이 매우 높게 나타나 많은 주목을 받고 있다. 국가적으로도 매우 중요한 혁신기술창업 집적지라는 평가를 받고 있다. 대표적인 기업가적 대학인 KAIST는 기술창업 요람이라고 불리며 오랫동안 캠퍼스 창업생태계를 구축해오고 있다. 또한, 대한민국 창업생태계가 발전하면서 창업기업을 가장 많이 배출시킨 기관으로 혁신적인 창업문화를 선도해 오고 있다. 최근 KAIST의 신문화전략 1 Lab 1 Startup 비전을 수립하였고, 과학기술의 우수한 기술력을 바탕으로 연구실 R&D 기술을 혁신창업으로 이어지는 사업화를 위한 변화와 혁신을 주도하고 있다. 신문화전략 이후 몇 년 동안 교원들이 더욱 창업에 많은 관심을 가지기 시작하였고, 실질적으로 KAIST의 혁신 창업기업 수가 증가하였다. 이러한 결과는 신문화 전략 외에도 다양한 교원창업 성공사례 확산, 교원창업 활성화를 위해 제도개선, 아이디어 발굴부터 기술사업화 지원, 자금조달, 비즈니스 모델 고도화, 기술사업화 및 글로벌 창업지원, 창업 인프라를 제공하고 있기 때문이다. 하지만 KAIST의 창업을 한 교수를 대상으로 세부적으로 기술창업 성공 사례와 핵심요인에 대해서 분석한 연구는 매우 부족하다. 이에 본 연구에서는 KAIST에서는 교원창업 분야에서 성공적인 창업기업을 배출되고 있는 현상에 관한 사례, KAIST의 특화된 창업지원프로그램 소개, 교원 창업 성공 사례들이 어떻게 가능한지에 관한 요인과 그 이유를 탐색하고자 한다. 교수 창업 활성화를 위한 규정, 제도, 창업지원프로그램 등에 대해서 분석을 하고자 한다. 그러므로 본 연구에서는 대표성이 있는 KAIST N차(연쇄 창업가) 창업을 한 A 교수의 사례를 중심으로 어떻게 지속해서 창업하고 있는지, 성공 요인이 무엇인지, 어떻게 하면 교원창업이 활성화될 수 있는지 요인들을 파악하고, 연쇄 창업 방법론이 무엇인지 사례조사와 함께 선행연구 문헌 자료 조사, 인터뷰를 중심으로 연구하여 대한민국에서 실질적인 교수창업이 활성화될 수 있는 활성화 모델을 제시하고자 한다. 따라서 본 연구를 통해 교원창업에 있어서 실질적인 애로사항, 현황, 여러 번 인터뷰를 통해 핵심 요인과 원인을 파악하고자 한다. 국가적으로 대학 교원 창업 활성화 모델이 필요한 시점에 실효성이 있고 성과를 창출할 수 있는 활성화 모델을 제시하여 대학의 우수한 연구, 인적 자원을 활용한 혁신 창업 활성화 모델을 새롭게 제시하여 기업가적 대학으로 발전하고 교원들이 적극적으로 창업에 관심을 가지고 성공적인 성과를 창출할 수 있도록 체계를 만들고자 한다. 본 연구에서 제시하는 A교수의 N차(5개 창업) 창업한 사례 연구를 통해 대학 교원들의 혁신창업 활성화를 위한 정책적, 실무적 시사점을 도출하고자 한다.

Human Genome Project was a big science done by United States, U.K., France, China, Germany and Japan. But in Korea HGP was not constructed because of lack of governmental funding and failure to attract relevant actors' attention in spite of small voices from early genome researchers and some family members of patients with incurable diseases. This article does not argue that HGP in Korea was an undone science, a concept claimed by Scott Frickel, et al. Instead, it shows the historical fact that HGP was not constructed in Korea in 1990s and analyzes how genomic researches could become possible in Korea in the post-genomic age using the framework of triple-helix. In Korea, researchers have constructed hybrid networks and organizations that intermingles laboratories of university, industry, and government to conduct genomic researches which requires a lot of financial funding. This structure is different from the entrepreneurial university seen in developed countries such as the United States. Using two examples, this article shows that founding a start-up company by university researchers was not an option as in the United States, but a necessity in order to obtain enough funding to conduct genomic researches in Korea. Otherwise, researchers in Korean universities had to form hybrid networks with government to obtain small amount of funds to conduct researches. I argue that this phenomenon shows multifaceted characteristics of institutional structures regarding genomic researches in Korea.

Cross platform game has brought about the expansion of game market, which results in technology innovation overcoming the limit of game consumption. The new model integrates both off and online game services. Gamers can now enjoy game service regardless of age, time, and space. If the technology evolution model of digital contents like cross-platform game engine can provide contents for several platform at the same time, the interactive service can be utilized into maximum level. It is also necessary to allocate, switch data as well as to innovate the transmission technology of data according to each platform. Providing the same contents for several platform as many as possible can be the most suitable strategy to enhance the efficiency and profits. However if the interactive service can be accomplished completely, the development of data switching technology and distribution should be made. To be a leader in the next digital contents market, one should develop the network engine technology which can embody the optimization of consumption in the interactive network service.
