Changes in Agricultural Extension Services in Korea (한국농촌지도사업(韓國農村指導事業)의 변동(變動))

  • When the marcher visited Korea in fall 1994, he was shocked to see high rise apartment buildings around the capitol region including Seoul and Suwon, resulting from rising demand of housing because of urban migration followed by second and third industrial development. After 6 years in March 2000, the researcher witnessed more apartment buildings and vinyl house complexes, one of the evidences of continued economic progress in Korea. Korea had to receive the rescue finance from International Monetary Fund (IMF) because of financial crisis in 1997. However, the sign of recovery was seen in a year, and the growth rate of Gross Domestic Products (GDP) in 1999 recorded as high as 10.7 percent. During this period, the Korean government has been working on restructuring of banks, enterprises, labour and public sectors. The major directions of government were; localization, reducing administrative manpower, limiting agricultural budgets, privatization of public enterprises, integration of agricultural organization, and easing of various regulations. Thus, the power of central government shifted to local government resulting in a power increase for city mayors and county chiefs. Agricultural extension services was one of targets of government restructuring, transferred to local governments from central government. At the same time, the number of extension offices was reduced by 64 percent, extension personnel reduced by 24 percent, and extension budgets reduced. During the process of restructuring, the basic direction of extension services was set by central Rural Development Administration Personnel management, technology development and supports were transferred to provincial Rural Development Administrations, and operational responsibilities transferred to city/county governments. Agricultural extension services at the local levels changed the name to Agricultural Technology Extension Center, established under jurisdiction of city mayor or county chief. The function of technology development works were added, at the same time reducing the number of educators for agriculture and rural life. As a result of observations of rural areas and agricultural extension services at various levels, functional responsibilities of extension were not well recognized throughout the central, provincial, and local levels. Central agricultural extension services should be more concerned about effective rural development by monitoring provincial and local level extension activities more throughly. At county level extension services, it may be desirable to add a research function to reflect local agricultural technological needs. Sometimes, adding administrative tasks for extension educators may be helpful far farmers. However, tasks such as inspection and investigation should be avoided, since it may hinder the effectiveness of extension educational activities. It appeared that major contents of the agricultural extension service in Korea were focused on saving agricultural materials, developing new agricultural technology, enhancing agricultural export, increasing production and establishing market oriented farming. However these kinds of efforts may lead to non-sustainable agriculture. It would be better to put more emphasis on sustainable agriculture in the future. Agricultural extension methods in Korea may be better classified into two approaches or functions; consultation function for advanced farmers and technology transfer or educational function for small farmers. Advanced farmers were more interested in technology and management information, while small farmers were more concerned about information for farm management directions and timely diffusion of agricultural technology information. Agricultural extension service should put more emphasis on small farmer groups and active participation of farmers in these groups. Providing information and moderate advice in selecting alternatives should be the major activities for consultation for advanced farmers, while problem solving processes may be the major educational function for small farmers. Systems such as internet and e-mail should be utilized for functions of information exchange. These activities may not be an easy task for decreased numbers of extension educators along with increased administrative tasks. It may be difficult to practice a one-to-one approach However group guidance may improve the task to a certain degree.

  • How can new media devices and networks provide an effective response to the world's growing sector of cultural and historically-minded travelers? This study emerged from the question of how mobile handsets can change the nature of cultural and historical tourism in ubiquitous city environments. As wireless network and mobile IT have rapidly developed, it becomes possible to deliver cultural and historical information on the site through mobile handset as a tour guidance system. The paper describes the development of a new type of mobile tourism platform for site-specific cultural and historical information. The central objective of the project was to organize this cultural and historical walking tour around the mobile handset and its unique advantages (i.e. portability, multi-media capacity, access to wireless internet, and location-awareness potential) and then integrate the tour with a historical story and role-playing game that would deepen the mobile user's interest in the sites being visited, and enhance his or her overall experience of the area. The project was based on twelve locations that were culturally and historically significant to Korean War era in Busan. After the mobile tour game prototype was developed for this route, it was evaluated at the 10th PIFF (Pusan International Film Festival). After use test, some new strategies for developing mobile "edutainment content" to deliver cultural historical contents of the location were discussed. Combining 'edutainment' with a cultural and historical mobile walking tour brings a new dimension to existing approaches of the tourism and mobile content industry.

A Study on Development of Market Oriented MIS Curriculum (시장지향적 MIS 교육과정 개편을 위한 연구)

  • In recent business environment, we realize that MIS is taking important role in which it has been involved. However, we are having difficulty to find out the identity of MIS in business studies since MIS is derived from Micro Economics, Operations Research, Computer Science and so on. And there is no clear boundary in order to classify with other business area in consisting curriculums. Furthermore, IT staffs in the field are facing difficulties to utilize what they have learned MIS curriculums provided from business studies. In this research, we would like to present implications for development of market oriented MIS curriculums, which can be the actual needs of IT fields, through analysis of System Integration project for recent three years, analysis of IT capability based on the survey of IT consultants and analysis of application S/W technology trend in global vendor referred to "MIS Curriculum: The Current State of the Art and a Proposed Future Model (Lee et al, 2007)". As enterprise application software technology develop, the system integration can be achieved through special system solutions such as ERP, CRM, SCM, BI, etc. We also have acknowledged that solution consultants who have the ability of packaged S/W application are in demand since S/W vendors have become larger and more practical through M&A. Therefore, we have come to a conclusion regarding new direction of curriculum for increasing human power in IT industry which we demonstrated in detail through this research.

Forecasting Competition of Telecommunication Company in Full Browsing Service Market Based on First-Mover Advantage Analysis (풀브라우징 서비스 시장에서의 이동통신 3사의 경쟁 동향 분석: 선발자 이익 분석 관점)

  • Since the third generation (3G) mobile communication service has been launched by most mobile communication operators in Korea, the portion of data service in mobile communication service becomes one of the most important factors in mobile communication service market. In past mobile communication market, most mobile communication operators made their profit mostly from voice communication service. However, the portion of profit from data service has gradually increased based on both video phone call and mobile Internet service. In this situation, LG telecom launched the full browsing mobile Internet service. This service provides a new type of mobile Internet service platform which enables to access the World Wide Web using mobile browsers, so we generally access the Web using web browsers in the desktop computer. Under the open network structure of mobile Internet like situation, it is very important to analyze the factors which can affect the competition between mobile communication service companies. So, in this paper, we first present the current state of full browsing service, followed by the expectation of its growth potentials and barriers. Then, we analyze the advantages and disadvantage of LG telecom as a first-mover and SK telecom/KTF as followers. Finally, based on this analysis, we predict the future competition among these companies and the market.

Study on the 3GPP International Standard for M2M Communication Networks (M2M네트워크통신을 위한 3GPP 국제표준화 동향연구)

  • This study is investigated for M2M Communication Network Standard based on 3GPP. The environment of M2M communication, we can predict the new mobile service that gathering, handling, controlling, transferring of the data for Intelligence, so that we can consider new direction for a lot of subject of study development issue. This study is shown three types of M2M network structure and four types of use cases on 3GPP International Standard. In Addition, we can introduce the future M2M communication network model, it can be propagate the industry and academic cooperation with 3GPP standards. The suggestion develops multiple applications and multiple devices for industry and academic. With the deployment of network provider, this environment support our current communication market that the standard devices of M2M network and service requirement. We are suggest this study for grasp the initial market with the intellectual property right (IPR) based on International Standards. In the future, we wish the success that grap the initial market or initial academic study with helpful issue.

Global Trends of Sciences Information on the Sour Gas (사워가스 학술정보 동향)

  • The sour gas is natural gas containing components such as hydrogen sulphide and carbon dioxide that form acids when mixed with water. Element sulfur precipitates from sour gas when reservoir pressure and temperature decrease. According to the International Energy Agency, about 43% of the world's natural gas reserves(2,580 tcf or 73.057 tcm), excluding North America, are sour. The sour gas is often derived from the Germanic word 'sauer or acidic' and the etymology referred to as 'sour'. Sour gas requires special handling and infrastructure because it contains significant amounts of hydrogen sulphide, making it highly corrosive, flammable and explosive, and there fore more costly and dangerous to process. So the business of sour gas is affected by two important factors: the economic value of the gas, and the methods used in its production. According to be analyzed in the academic literature to sour gas(2000~2014) by the program of 'web of science', the research activities 145 papers in sour gas.

An Exploratory Study on the Effects of Social Capital mediated Corporate Entrepreneurship of Venture upon Corporate Performance (벤처기업의 사회적 자본이 조직기업가정신을 매개로 기업성과에 미치는 영향에 관한 탐색적 연구)

  • Researches recently made in advanced countries into entrepreneurship found that various resources and information are mainly provided to ventures through social capital, which is a resource capital based on a network, and through corporate entrepreneurship. This research is an exploratory study on the effects of social capital and corporate entrepreneurship of new ventures upon their corporate performance, conducted from the standpoint of dynamic capability. For that purpose, a questionnaire investigation was made of 171 venture entrepreneurs in Korea, and the following are the results of an empirical analysis of responses to the questionnaire. First, it was found that social capital, which is a resource capital based on a network, had a significant effect on corporate entrepreneurship. Second, social capital also had a significant effect on ventures corporate performance. Third, corporate entrepreneurship had a significant effect on corporate performance. These results imply that social capital and corporate entrepreneurship have a significant effect on the corporate performance of ventures, which have innate disadvantages concerning the supply of resources. On the other hand, ventures, which encounter relatively more intense demands for change and renovation, can be managed in a sustainable manner just when they adequately accumulate their social capital and utilize their external resources and appropriately conduct their corporate entrepreneurship activities.

  • The emergence of the fourth industrial revolution is rapidly changing the conventional society and the industry, eroding the boundaries among the technology, culture, and finance. In the mobility industry, as the engineering-based industry converges with the information technology, the mobile space is changing from mobility or safety-centric space into space where the passengers can consume infotainment or contents services. The contents evaluation of the future mobility is conducted in terms of usability or technology acceptance aspect, but according to the trend analysis, the mobility industries, such as vehicle OEMs, it is necessary to evaluate the emotional or sensibility factors for the development of their future mobile space design. Herein, this research study evaluates which sensibility factor should be evaluated in priority to develop the contents interaction in the future mobile space. Thus, using Patrick Jordan's Four Pleasure Model, the priority evaluation has been conducted among 116 Korean drivers. As a result of the statistical analysis and AHP (Analytic Hierarchy Process), it has been found that first, it is necessary to evaluate psychological, ideological, social and physical sensibility in the respective order, and second, it is necessary to evaluate based on the contents user type.

Current Status of X-ray CT Based Non Destructive Characterization of Bentonite as an Engineered Barrier Material (공학적방벽재로서 벤토나이트 거동의 X선 단층촬영 기반 비파괴 특성화 현황)

  • Under high-level radioactive waste repository conditions, bentonite as an engineered barrier material undergoes thermal, hydrological, mechanical, and chemical processes. We report the applications of X-ray Computed Tomography (CT) imaging technique on the characterization and analysis of bentonite over the past decade to provide a reference of the utilization of this technique and the recent research trends. This overview of the X-ray CT technique applications includes the characterization of the bentonite either in pellets or powder form. X-ray imaging has provided a means to extract grain information at the microscale and identify crack networks responsible for the pellets' heterogeneity. Regarding samples of pellets-powder mixtures under hydration, X-ray CT allowed the identification and monitoring of heterogeneous zones throughout the test. Some results showed how zones with pellets only swell faster compared to others composed of pellets and powder. Moreover, the behavior of fissures between grains and bentonite matrix was observed to change under drying and hydrating conditions, tending to close during the former and open during the latter. The development of specializing software has allowed obtaining strain fields from a sequence of images. In more recent works, X-ray CT technique has served to estimate the dry density, water content, and particle displacement at different testing times. Also, when temperature was added to the hydration process of a sample, CT technology offered a way to observe localized and global density changes over time.

Review of Remote Sensing Applicability for Monitoring Marine Microplastics (해양 미세플라스틱 모니터링을 위한 원격탐사 적용 가능성 검토)

  • Microplastics have arisen as a worldwide environmental concern, becoming ubiquitous in all marine compartments, and various researches on monitoring marine microplastics are being actively conducted worldwide. Recently, application of a remote detection technology that enables large-scale real-time observation to marine plastic monitoring has been conducted overseas. However, in South Korea, there is little information linking remote detection to marine microplastics and some field studies have demonstrated remote detection of medium- and large-sized marine plastics. This study introduces research cases with remote detection of marine plastics in South Korea and overseas, investigates potential feasibility of using the remote detection technology to marine microplastic monitoring, and suggests some future works to monitor marine microplastics with the remote detection.
