It is only 9 to 10 years since the use of internet became commercial. But electronic commerce is now a familiar form of commercial transaction. Though the ratio of electronic commerce compared to total commercial transaction is still low, it is certain that electronic commerce will be the major form of transactions in the future. In July 1, 1997, United States made a public "A Framework for Global Electronic Commerce" to set up Internet to be a duty free zone and declared to play the trigger role in getting the international discussion of "A Framework for Global Electronic Commerce". In July 8, 1997, EU also adopted "Bonn Declaration"-minimizing government regulations and imposing no new tax on electronic commerce. Focusing the international trend, we need to develop the tax policy that is suitable for our country situation as soon as we can. To be able to do that, we must make an endless effort like selecting professionals, making new administrative part and supporting the research.
The purpose of this study is to explore the network city in detail as a new model for explaining urban growth in the changing economic environment in recent years. For this purpose, starting from Batten's (1995) pioneering work on network city in the mid 1990s to the most recent ones, literature is reviewed and various aspects of network city model are examined including formation process, spatial structure, application to management and urban planning, and growth potential. With this, the study aims at providing comprehensive knowledge necessary for evaluating if the network city model is appropriate in explaining the urban phenomena in the 21st century. The result of the review shows that network city model is the one appropriately explaining the changing urban system associated with the economic globalization and the development of transport and information technology. In addition, more and more European city governments tend to adopt this as the urban planning principle.
Domestic metal mines have contributed to the national industrialization of Japan for over a century through their stable supply of raw materials. However, due to the changes which have taken place in the industries structure, mining industry has been shifted to downstream industries. At present, only three major mines are in production. In recent times, changing economic conditions have made it increasingly difficult to develop new base metal mines. Subsequently, the deposit type targeted has shifted from base metals to epithermal associated gold deposits which, if of sufficient grade and tonnage, can be economical. Accompanying the dramatic rise in the price of gold during the late 1970's, has been an increase in the geological information and our understanding of epithermal gold deposits around the Pacific rim region. In particular, the common acceptance of the plate tectonic theory and the correlation's between modem geothermal systems and fossil epithermal systems were most important developments. In 1988, the Mining Council authorized the domestic exploration of 19 districts, targeting epithermal gold mineralization. Since 1989 the Metal Mining Agency of Japan, semi-government organization, has been conducted gold exploration in such area. With new genetic concepts and new technologies, promising gold mineralization has been discovered. Two such areas which are at an advanced stage of exploration are Seta, in northern Hokkaido, and Noya, in central Kyushu.
Drilling operation is the most important and costly essential work in oil and gas exploration and development. Therefore, the studies about rate of penetration have been carried out continuously to improve drilling efficiency. In recent years, data-driven models have been developed by various researchers to overcome disadvantages of traditional mathematical models. For the data-driven models, selecting proper algorithms and parameters is very important. In addition, data-driven models should be retrained in real-time during continuous drilling operations in order to improve the model performance. In this paper, the latest studies are investigated to provide information about algorithms, drilling parameters and model retraining intervals that used in drilling optimization.
This study, as a study on building platforms for smart campus ecosystem, took an approach that reflected the needs of various stakeholders of smart campus, and focused on functions to help them strengthen their competitiveness and advance into society by focusing on the learning of the most important university student users, college life, and social connection. First, we looked at the theories related to smart campus construction through prior research, and next, through domestic and international environmental analysis and trend analysis, we designed and presented a target model for e-portfolio focusing on core competency development and support system for Industry-Academic Cooperation, and proposed the main point for continuous smart campus development model.
Quantum technology is undergoing a revolution. Theoretically, strange phenomena of quantum mechanics, such as superposition and entanglement, can enable high-performance computing, unconditionally secure communication, and high-precision sensing. Such theoretical possibilities have been examined in the last few decades. The goal now is to apply these quantum advantages to daily life. Europe, where quantum mechanics was born a 100 years ago, is struggling to be placed at the front of this quantum revolution. Thus, the European Commission has decided to invest 1 billion EUR over 10 years and has initiated the ramp-up phase with 20 projects in the fields of communication, simulation, sensing and metrology, computing, and fundamental science. This program, approved by the European Commission, is called the "Quantum Technology Flagship" program. Its first objective is to consolidate and expand European scientific leadership and excellence in quantum research. Its second objective is to kick-start a competitive European industry in quantum technology and develop future global industrial leaders. Its final objective is to make Europe a dynamic and attractive region for innovative and collaborative research and business in quantum technology. This program also trains next-generation quantum engineers to achieve a world-leading position in quantum technology. However, the most important principle of this program is to realize quantum technology and introduce it to the market. To this end, the program emphasizes that academic institutes and industries in Europe have to collaborate to research and develop quantum technology. They believe that without commercialization, no technology can be developed to its full potential. In this study, we review the strategy of the Quantum Europe Flagship program and the 20 projects of the ramp-up phase.

By facing the era of the 4th industrial revolution, personalized medical services for patients are expanding with the development of information and communications technology. With these changes, digital medical devices have begun to be used to support diagnosis, patient monitoring, and decision-making of diseases, and recently software medical devices for the purpose of preventing, managing, or treating disorders or diseases have become popular. The aim of this article is to understand the current concept and status of Software as a Medical Device (SaMD), which are actively being carried out in the United States, and to find out what fields can be applied in the future. In addition, it intends to find out the Korean domestic policy trends related to smart healthcare and find out the application of digital software as a medical devices that can be used in dental clinic to keep pace with the upcoming changes in the medical field.
The maritime industry is undergoing significant changes due to digitalization and decarbonization, collectively known as "2D." This study investigates how these transformations are impacting the industry's business models. Since the changes are still ongoing, a cognitive approach was used to derive business models, rather than relying on actual case studies. The study presents experimental maritime business models that correspond to the four types of business model frameworks (or archetypes), along with recent trends for each model. The research results show that new business models are emerging in various areas, including the commercial and technical fields of the maritime industry. This thought-provoking study is significant as a pioneering investigation that will stimulate subsequent case-based research in academia and provide strategic guidance to market participants or policy makers in the maritime industry.
Cloud Native refers to the Technical Maturity Level of a cloud environment that can utilize all cloud resources to fully function. In converting public sector information resources to the cloud, the characteristics of the cloud are not being used well. Therefore, in this study, the qualitative research method cloud expert interview technique and the quantitative research method used text network analysis for domestic and foreign related articles. Through this, we analyzed the utilization trends related to domestic and foreign cloud natives and the cloud policies of developed countries. Through previous research, the core components of cloud-native were examined, and the need for agile methodologies that were not addressed in previous studies was raised. It is believed that these core components will be applied in the public sector to contribute to business innovation through digital innovation. In addition, this study aims to provide important implications for the use of cloud native in Korea through an in-depth discussion on how to spread cloud native in the public sector.
The Korean economy has sustained high growth rate for almost three decades, that have been associated with the rapid expansion of manufacturing industries. In the beginning stage of development, the high growth of the Korean economy has been based on improvements in productivity obtained by the economies of scale. In that period, the improvements in productivity could be secured by the economies of scale in the export-oriented industries which are the labor- and material-intensive industries. In the latter half of the 1980s, the Korean economy went through rapid transition. Now Korea is at another juncture in its development process, where economic restructuring is critical to sustain high growth. However, economic restructuring in the 1990s call for much more concerted effort than before, since changes in internal and external conditions have profoundly altered the environment for economic development. If Korea is to sustain high growth in the 1990s, it has to promote balanced economic and social development in coordination with the smooth facilitation of industrial restructuring. There are no inherent conflicts among the issues involved, so they can be resolved by restructuring the economy to facilitate, in a global context, the development of knowledge- and technology-intensive activities and to ensure that the benefts of growth are reflected of qualitative improvements in national living standards. In this paper, we examined a scenario of structural changes using a mid- and long-term multisector model, in order to understand the conditions needed for realizing the growth potential. This examination explains the important features of the development course and policy directions that will help sustain high growth in the 1990s.
