This study deals with a certified e-document authority system to securely archive e-documents by a government authorized third party. For this study, I have looked at three cases of certified e-document authority systems and compared then with the similar cases in the USA and Japan. In my conclusion, I suggest four ideas to improve the service of certified e-document authority system. First, the company providing the certified e-document authority system needs to expand to special services. Second, they need to concentrate on subject area of their business. Third, they should provide a consulting service for business archives with business customers. Finally, they can support additional services like document risk management and other digital contents archiving.

In this paper we proposed a video watermarking algorithm based on a three dimension discrete wavelet transform (3D DWT) and direct spread spectrum (DSS). In the proposed method, the information watermark is embedded into followed frames, after sync watermark is embedded into the first frame. Input frames are divided into sub frames which are located odd row and even row. The sub frames are arranged as 3D frames, and transformed into 3D wavelet domain. In this domain the watermark is embedded using DSS. Existing video watermarking using 3D DWT is non-blind method but, proposed algorithm uses blind method. The experimental results show that the proposed algorithm is robust against frame cropping, noise addition, compression, etc. acquiring BER of 10% or below and sustains level of 40dB or above on the average.

본 연구에서는 1980년부터 2008년까지의 재해역학조사센터(http://www.emdat.be/)의 자료를 활용하여, 북한지역의 홍수로 인한 피해를 조사하였다. 북한의 홍수 발생 기간 중 약 70%가 주로 7월과 8월에 발생하였으며, 홍수로 인한 총 재산피해는 약 180억 달러에 달한다. 이중 1995년의 홍수는 약 150억 달러로 세계 50대 자연재해로 기록되었다. 또한, 2007년의 홍수는 북한의 자연재해 중 가장 많은 인명피해로 당시 사망자는 600명 이상이 기록되었다. 북한의 홍수 유형별 피해 규모를 분석하기 위하여 홍수 유형을 불특정 홍수, 돌발 홍수, 일반 홍수로 분류하여 분석하였다. 또한, 남북한의 차이를 분석하기 위하여 남한의 홍수 사례를 같은 유형으로 분류하여 함께 비교하였다. 유형별 빈도는 남한의 경우 3가지 유형이 비슷한 빈도로 발생된 반면, 북한의 경우 일반홍수의 빈도가 다른 홍수의 빈도 보다 조금 많이 발생하였다. 유형별 인명피해 부분에서는 남한은 전체 유형에서 돌발홍수가 52%로 가장 많은 부분을 차지했으며, 북한의 경우는 일반홍수가 42%로 가장 많이 차지하였다. 결론적으로 남한은 일반홍수와 돌발홍수의 빈도는 같았으나, 돌발홍수가 인명피해 면에서 2.3배 많이 발생하였으며, 북한의 경우 불특정 홍수와 돌발홍수의 발생 빈도는 같았으나, 돌발홍수로 인한 인명피해가 1.5배 많이 발생하였다. 경제적 피해 부분에서는 남한의 경우 돌발홍수가 약 19억 달러로 가장 많은 피해액을 발생시켰으며, 북한의 경우 일반홍수가 약 153억 달러로 가장 많은 피해액을 발생시켰다. 이는 남한의 약 7배에 해당하는 금액이다. 남북한이 경제적 피해 부분에서 큰 차이를 보이는 것은 1995년의 대홍수의 피해액이 약150억 달러로 기록되었기 때문으로 사료된다. 향후 기후변화로 인하여, 자연재해는 더욱 증가할 것으로 생각된다. 남한의 연구뿐만 아니라 한반도 전체에 대한 연구가 필요하다. 현재, 북한의 경우 기상 현상, 재해정보 등의 연구 자료는 남한 지역의 연구에 비해 상대적으로 많이 부족하며, 매우 제한적이고 단편적인 자료들만 존재하고 있다. 따라서 이에 관한 많은 연구들이 필요한 실정이다. 현재 작성되어 있는 북한의 재해 취약성 지도를 좀 더 연구하여, 한반도 전체의 재해 취약성 지도의 작성이 필요할 것으로 생각된다. 또한, 한반도 지역에서 발생하는 위험기상에 따른 사회경제적 피해를 줄이고 능동적으로 대처하기 위해 남북간 기상협력이 활성화 될 필요가 있을 것으로 생각된다.

최근 기후변화로 인해 지구촌 곳곳은 이전에 경험하지 못한 극한 홍수재해로 몸살을 앓고 있다. 2011년 태국에서는 짜오프라야강 범람으로 국토의 70% 이상이 침수되었고, 2013년 인도 북부지역에서는 갠지스강 및 지류의 범람, 산사태, 가옥붕괴 등으로 1,000여명이 숨지고 관광객 및 순례객 7만여명의 발이 묶이는 피해가 발생하였으며, 2014년 발칸반도에서는 120년만의 폭우로 인하여 30여명이 사망하고 100만명의 이재민이 발생하였다. 국내의 경우 2011년 수도권을 중심으로 하루에 300mm가 넘는 기록적 호우가 쏟아지면서 주택과 도로의 침수, 산사태 등으로 많은 인명 및 재산피해가 발생하였다. 또한 2014년 8월 경남 부산지역에는 시간당 130mm가 넘는 국지성 호우에 따른 산사태, 침수 등으로 도심기능이 마비되는 피해가 발생하기도 하였다. 이처럼 대부분의 자연재난은 태풍 및 집중호우 등 물재해로 발생하고 있으며, 국내의 경우 2012년 전체 자연재난의 95.6%, 2013년 전체 자연재난의 93%를 물재해가 차지하였다. 이에 구조적 비구조적 홍수 재해 저감대책 수립 및 시행 등 지속적인 물관리 노력으로 대하천에서 발생하는 홍수피해는 크게 감소하였으나, 지자체를 중심으로 운영 관리되고 있는 중소하천에서의 피해는 오히려 점차 증가하고 있다. 조사에 따르면 최근 5년간(2007~2011) 홍수피해의 98% 이상이 중소하천을 중심으로 발생한 것으로 발표된 바 있다. 특히 지자체의 경우 전문인력 및 기술력 부족, 열악한 재정 등으로 피해가 반복되고 있는 실정이다. 이에 따라 중소하천과 같이 소외된 지역의 물복지 향상을 위해서는 홍수재해 상황에 신속하고 효과적으로 대응하기 위한 과학적 체계적인 선진 홍수재해 관리체계의 구축이 요구되는 바이다. 이에 물관리 전문기관인 K-water에서는 지난 2010년부터 ICT기반의 우수한 물관리 기술력과 홍수대응 Know-How를 활용하여 '지자체 맞춤형 홍수재해관리시스템' 구축을 지원하고 있다. 본 시스템은 상 하류의 다양한 재난 정보를 수집 통합하고, 수집된 정보를 활용한 홍수분석을 통해 예방적 재난대응 체계를 구축하는 것으로, K-water는 지난 2010년 남원시를 시작으로 무주군, 군산시, 진안군 등의 시스템 구축을 지원하고 있다. 재난은 복구보다 예방이 우선되어야 함은 모두 다 아는 사실이지만 예산문제 등으로 항상 소 잃고 외양간 고치는 일이 아직까지 반복되고 있다. K-water는 물관리 전문 공기업으로써의 역할을 다하고, 예방 위주의 재난관리 체계 마련을 위해 '지자체 맞춤형 홍수재해관리시스템' 구축 지원을 지속적으로 확대해 나갈 것이다.

Near-infrared (NIR) absorbing dyes have been applied to various applications such as optical filters, biotechnology, energy storage and conversion, coating additive, and traditionally information-storage materials. Because image sensors used in cellphones and digital cameras have sensitivity in the NIR region, the NIR cut-off filter is essential to achieving more clear images. As energy storage and conversion have been important, diverse NIR absorbing materials have been developed to extend the absorption region to the NIR region, and NIR absorbing materials-based research has proceeded to improve device performances. Adding NIR-absorbing dye with a photo-thermal effect to a self-healable coating system has been attractive for future mobility technology, and more effective self-healing properties have been reported. In this report, the chemical structures of representative NIR-absorbing dyes and state of the art research based on NIR-absorbing dyes are introduced.

Two species, Lyctoxylon dentatum (Pascoe, 1866) and Melalgus batillus (Lesne, 1902), belong to the family Bostrichidae are reported in Korea for the first time. We provide the brief diagnosis and information on the species and their photographic images.

In the recent years, Gov.2.0, which strengthens not only a claim for freedom of information but also sharing public information, became a new paradigm of government operations. In line with the paradigm the Korean government promotes the Gov.3.0 policy. This study exams the freedom of information system, which expends its roles and responsibilities for enhancing the usage of public information in the Gov.3.0 era. Furthermore, it analyzes the system's usability from the perspective of users. The freedom of information system is the fundamental portal for all the public information's disclosure and usage. Without providing the solution for problems of the system, the Korean government's Gov3.0 policy cannot succeed. Also, Park Geun-hye Government's Gov.3.0 initiatives which consists of tasks, such as reinforcing freedom of information, immediate releasing original documents, and expending public access to information, should be done through the freedom of information system. The importance of the system is increasingly heavy. It is not only the simple online contact point for public information, but also a public sphere for sharing public raw data and for implementing the Gov.3.0 vision. However, the current system still does not slove it problems. This study analyzes the system's problems in terms of usability and sustainability. As a result, it provides three alternative strategies for the freedom of information system, including 'personnel and financial support expansion', 'strengthening user-friendly operating' and 'establishing long-term strategies for system improvement.

In recent years the service of commercial document delivery has mutured in the library and information field. The aim of this paper is to evaluate the performance of the major document delivery suppliers accessible through the internet. Actual article requests in science and technology were sampled systematically and forwarded to the suppliers selected. Processing data was collected and analyzed in terms of fill rate, delivery time, and cost. Method of delivery was also a criteria of analysis. Results shows that the performance of the commercial suppliers varies according to the criteria. And the knowledge about vendor services and citation verification are important factors affecting the document delivery capability. Finally recommendations based on the results are briefly examined.

In this paper, an integrated management system of seismic observatory information based on XML is proposed. The number of organizations which have their own seismic stations eg. KMA, KIGAM etc is increasing since 1998. Related informations such as location, installed instruments. and operational profile are essential for efficient utilization of seismic data. It's not easy to provide the uniform type of information and has limitation to announce the updated information of station rapidly through individual information management system of each organization. In this paper, we propose an integrated management system of seismic observatory information which can support to manage information of their own seismic observatory by a person in charge via Web, to integrate that in nation-wide and to provide that for users. We investigated minimum information of observatory were needed to use seismic data and the analysis result was structured by using XML. The integrated management system consists of the observatory management module. information search module, and the latest information supply module etc. By using proposed system, seismic observatory information of each organization can be managed and be supplied efficiently in nation-wide.
