Research records are essential records to explain the accountability of research throughout the life cycle of a research project. Thus, they need to be properly managed, preserved, and shared. This study analyzed the effectiveness and ability of applying DMP to research records management. This study also suggested the RRMP (Research Records Management Plan) for the research records management and preservation in scientific research institutes. RRMP is considered as up-front planning for the research records management and preservation before any records are created.

Access re-review is a process to reclassify the non-disclosure documents to open accessible documents, and it has to be performed in every five years. However, current procedures of the access re-review in many archives have not been properly working, due to the shortage of the available archivists for providing enough access re-review. Although many difficult situation for the re-review such as enormous amount of re-review documents and lack of archivists, access re-review was included in the administrative evaluation list, of which it makes the re-review for just evaluating process. In this study, the access re-review of Seoul Metropolitan Office of Education, which have performed by external service companies as well as the other institutions' progresses were summarized for improving access re-review process. Although Seoul Metropolitan Office of Education processed 610,000 re-review with 100,000,000 won budget for 4 years, the project has been failed to get more budget support because of the claim for the budget efficiency. The other institutions also could not focus on the actual access re-review. Considering all the points, current access re-review process is clearly required to be improved.

구술채록은 특정 주제의 연구사 기록화 작업에 있어 후대에 생생한 역사체험을 전승할 수 있는 최적의 연구사업이다. 특히 국내 천문우주과학 분야의 원로들이 대부분 연로하다는 점에서 한국천문학 발전사에 대한 구술채록은 시급성이 더욱 요구되고 있다. 이에 한국천문연구원 고천문연구센터는 그간 기관에서 자체적으로 수행해 온 사료분류체계 수립작업과 단발적인 구술채록 경험을 기반으로 본격적인 구술채록 연구사업을 수행할 계획이다. 이 연구는 한국천문학 발전사 구술채록 사업의 절차적 방법에 대한 기획론이다. 크게 (1)구술채록 로드맵 수립, (2) 구술기록 생산 프로세스, (3) 산출물 관리 및 활용으로 제시하고자 한다. 먼저 구술채록 로드맵 수립에 있어서는 현대 한국천문학 발전의 태동기 1950년대 중반을 기점으로 역사연구 및 주제분류를 중심으로 천문학 구술기록 특성화를 기한다. 이를 기반으로 구술대상자를 선정하고 큰 맥락의 역사와 개인 생애사를 교차하는 분석 틀을 중심으로 인터뷰 질문지를 추출한다. 이 과정에서 구술대상자의 소장 사료를 도출하여 미리 잠재적 사료 수집을 도모하도록 한다. 둘째, 본격적 구술기록 생산 프로세스에서는 전 단계에서 이행한 수집정보를 바탕으로 구술 산출물을 제작한다. 면담일지, 상세녹취록, 요약본, 이용동의서 등 기타 필요한 구술 제반 서식을 바탕으로 구술 동영상을 산출하고 라벨링한다. 이 산출물에 대한 사실관계 검증 후 최종 산출물 완성 및 기타 행정 처리로 제작은 종료된다. 마지막으로 산출물 관리 및 활용에 있어서는 사료 수집 전략의 기반 자료와 다양한 지식정보콘텐츠의 활용체계를 수립한다. 더 나아가 향후 이 연구사업은 구술DB화와 서비스 체계화를 위하여 구술아카이브 시스템을 설계하는 데 성과물을 활용한다. 이 연구기획론은 한국천문학이라는 특정 주제에 대한 것이므로 큰 틀에서의 방법은 기록학적 전개방식을 차용하지만, 역사연구와 기록의 특성화에 있어서는 한국천문학 연구사에 대한 깊은 이해가 동반되어야 한다. 따라서 광범위한 한국천문학 네트워크에 해당하는 다양한 학회, 교육기관, 연구기관 및 각종 사단법인 등의 역사와도 긴밀히 연결되어야 성과물은 비로소 가치 있고 풍부할 것이다. 이 연구를 시발점으로 향후 한국천문학 발전사 구술채록 사업에 대한 다양한 관학연구의 인식 공감대가 마련되기를 기대한다.

This study aims to emphasize the importance and activation of citizen oral history. As is well known, research on oral history gradually began in earnest in Korea from the 1980s. Until now, citizen interviews by researchers and elite interviews by researchers have steadily increased in quantity. However, citizen interviews by citizens are insignificant. The "Digital Life-history Archiving" project, which has been under the supervision of the Ministry of Culture, Sports and Tourism since 2021, is a new and meaningful attempt. Citizens are educated on archiving and oral history to conduct interviews and produce archives. It is producing high-quality oral archives, securing citizens' archiving capabilities, and building local cultural resources. Based on the experience of participating in this project in 2021, I evaluated the performance and limitations and looked at the implications. I expect it to help reduce trial and error in the future. I also proposed a plan to actively produce and utilize citizen oral archives. To this end, specific cooperation between oral-history institutions and oral archives platforms were also proposed.

In recent years, there were some who have conducted research on deriving the social and historical meanings of records through the analysis of specific records collections. This trend is an attempt to pay attention to human actions in the society and to read the society again through the records created by such actions. In this study, I derive various meanings and values of these records through the analysis of the "Laos Renewable Energy Support Activities" collection. Moreover, I study how the collection was reconstructed by the Human and Memory Archives. The "Laos Renewable Energy Support Activities" is the personal record of the donor who led the project, and contains the process and results of the project. Through this collection, I was able to look at the life of the donor as a foreign aid activist in Laos and realized his values. Furthermore, through the business process record, I was able to discover the implications of climate change response overseas aid projects. In addition, I was able to look at the culture and environment of Laos through the eyes of the donor who has been residing there for a long time.

This study draws out the implications based on the analysis of the U.S. Army's practices(Army Military Human Resource Record(AMHRR) and interactive Personnel Electronic Records Management System(iPERMS), Archival Information Service) and applies it to our military by paying attention to the importance of military personnel records and the thorough records management that are the foundation for promoting the welfare service projects of those who have committed to the nation. Through these, it is expected to contribute to the smooth promotion of veteran welfare projects and to create a climate that honors the military at the bottom of society in the future.

What kind of publicness is there in oral records? This question is the starting point of this study. To find the answer to this question, this study prepared three questions again. First, what is the public sphere and what is publicness? Second, what is the difference between oral records and other records? Third, has there been a case where oral records created publicness? This study analyzed the public sphere and publicity to achieve the purpose. Prior studies in philosophy, sociology, and politics were referenced. The results of this study are as follows. The results of this study are as follows. First, the core role of the public sphere is to provide citizens with freedom of speech. Second, oral records can record alienated information and facts and enable interaction. This study concluded that this was the publicness of oral records. This study proved this conclusion by analyzing the commentary by life history archivists who worked in the 2021 Digital Life History Archiving project.

This study was conducted in order to examine the quantity of health and medical statistics survey in Medical Records Offices which was required by outside institutions and whether it is profitable for the hospitals or not. The thirteen outside institutions required health and medical statistics of the 24 types of the survey to Medical Records Offices. 16.7% of health and medical statistics of the survey was paid to medical records offices such as the National Cancer Registration Survey, Patient Survey, Tuberculosis Patient Survey, and Hospital Discharge Patients Injury Survey. Medical Records Offices' total length of time for the health and medical statistics survey was over 200 hours per year like the National Cancer Registration Survey, Healthcare Accreditation System and Hospital Discharge Patients Injury Survey. The Medical Record Administrators in the hospitals with fewer than 500 beds work full time from 1 to 3. It is indicated in the study that it is necessary to improve the health and medical statistics survey system in Medical Records Offices required by the outside institutions and to employ additional Medical Record Administrator for more accurate Health and Medical Statistics Survey.

This study presents how to vitalize the record management of the provinces by investigating the current issues and by identifying the universality and the distinctiveness of the record management in local agencies. However, it only deals with the system of the record management, focusing on the history of the provinces. Although the related projects conducted by the provinces of Korea consist of various types, including publishing the local history, creating the activities of local cultural institutes, and collecting and organizing the historical records, these have not been active in many regions with insignificant achievements. In this regard, local self-governing bodies need to actively fulfill the duty of the management not only for the administrative archives but also for the historical archives by aggressively interpreting the associated parts suggested by the Act on the Management of Public Archives. Ultimately, it is proper to integrate theses two functions. Moreover, an effective collection is the core part of the record management of history. Therefore, a 'committee' with experts should provide in-depth views from planning to post-processing stages. Meanwhile, a consensus on the importance and the necessity of the historical archive management between owners and concerned parties should be formed during the collection process. In conclusion, each local autonomous entity should make sure of the active record management of history through establishing their own mid to long-term development plans, securing experts in archive management, as well as providing the service for record contents.

디지털보존 시대에서도 종이기록물의 보존은 여전히 그 중요성이 막중하다. 그리고 '세계의 기록유산; Memory of the World; MOW'의 지정은 세계적으로 소멸되고 있는 인류의 기록유산을 보존하고 보호하는데 큰 역할을 한다. 아울러 일본 국내에서 진행되고 있는 역사기록물에 대한 수복(修復) 보존 활동을 상세하게 설명함으로써, 한국에서도 이러한 기록물의 보존측면과 활용측면이 수례(車輪)의 두 바퀴처럼 그 필요성을 각각 인식하고, 종이기록물에 대한 보존활동 사업에 더욱 박차를 가하도록 당부하고자 한다.
