A Preliminary Study on Event Archives (사건 아카이브의 시론적 연구)

  • This study aims to establish the definition of "event archive," which collects and manages records that focus on a specific event, in order to present a new perspective onto the collection and management of private records. As such, this study defines "event archive" and then identifies its characteristics by comparing it with community archives and locality archives. An event archive consists of person, spatiality, and temporality. As it puts an emphasis on temporality in particular, this study suggests a spiral model, which grafts person and spatiality onto a time axis. Moreover, this study suggests three considerations for the construction of an event archive. First, it presents different construction methods for different types of event archives depending on the time an event occurred. Second, it suggests records collection and management areas considering the three components of an event archive-person, spatiality, and temporality. Third, it supports a digital archive for an event archive to become an open archive.

Characterization Strategies for Establishing City/County Records Centers in Kyonggi Region (특성화에 기반한 시.군 자료관 설립 방안 연구 - 경기도를 사례로 -)

  • The records centers which belong to specific cities(-shi) or counties(-gun) are different in terms of constituencies and functions with the records centers of any other administrative agencies. The purpose of this study is to develop models of establishing the city/county records centers reflecting the recordkeeping environment of cities and counties especially located in Kyonggi Region. This present paper begins with analyzing the conditions of records management of cities and counties in Kyonggi Region, and the characterized functions of them. Based on these analyses, it suggests standardized procedures and characterization strategies for establishing city/county records centers.

A Study on Preservation Description Elements of National Records based on PDI(Preservation Description Information) in OAIS Model (OAIS 모형의 PDI(Preservation Description Information)를 기반으로 하는 국가기록 보존기술요소 연구)

  • In this study, description elements of National Archives of Korea(NAK) and National Assembly Archives(NAA) were collected and analysed based on PDI(Preservation Description Information) of OAIS Reference Model(ISO 14721). As for NAK, records management guideline published in 2009 and metadata standards published in 2007 were analysed. As for NAA, Records management manual published in 2009 and metadata applied in national assembly records management system were analysed with group interviews. As a result, improved metadata details and sub-elements were suggested based on OAIS PDI concepts and Calanag's and Russell's research.

A Study of River-Bed Variation from Goan to Indogyo due to Flood in Han River (홍수시 한강 하류부의 하상변동에 관한 연구)

  • The river-bed variation and the sediment transport in an alluvial stream are very complicated physical phenomena, especially in a stream where the dam construction prevents the supply of earth and sand from upper tributaries Therefore, the mathematical modeling is needed to establish. The purpose of this study is to apply river-bed variation to the Han River downstream by the conception of gradually varied unsteady flow instead of that of steady flow in order to decrease errors. For the variation and forecast of river-bed, the numerical analysis has been made in this study by way of discharge variation and river-bed variation. In conclusion, the numerical analysis shows that river-bed variation, sediment transport , and their forecast have similarity to natural phenomena and that river-bed variation is greatly affected in sediment transport by discharge variation and retention time(duration). Therefore, the errors of numerical analysis can be reduced by the application of flood data instead of continuous discharge data.

  • This case study aims to describe the principles and methods of records management applied to the systematic management of records in the KDI School of Public Policy and Management, and the process of its practical implementation. It provides more extensive coverage than most existing studies on records management, dealing with all procedures from the theoretical modeling to the records management system building. The School has built the Records Center that can integratively manage its administrative records and archives that have been erratic and unsystematic over the years. As a result, the introduction of records management has become a basis for succeeding the achievements of the KDI School and its history as well as supporting administrative and knowledge resources. As well, it is intended to be a guide for other schools or institutions when building the records management system.

  • 최근 국내외에서 기상이변에 따른 물 부족에 대응하고 먹는 물의 생산과 공급 효율성 향상을 위하여 스마트워터그리드에 대한 연구가 활발히 진행되고 있는 경향으로 이는 상수도 인프라시설의 운영오류, 자연재해, 사이버를 통한 의도적 공격 등에 대해 안전하고 신뢰성이 높은 시스템을 구축하기 위한 것이다. 또한 상수도 분야에서는 스마트 미터링 개념을 도입하여 상수관망에서 발생되는 각종 사고나 물 손실을 저감하기 위한 노력이 시도되고 있는 실정이다. 일반적으로 누수량이 많을 경우에는 누수의 징후가 지표면에서 확인이 가능하나 미세한 경우 탐사장비의 운영이나 인력의 투입을 통해 가능하다. 물 공급계통인 상수관망에서 물 손실을 저감시키기 위한 방법중 하나로서 수도미터로부터 기록되는 물 사용량 데이터를 이용하여 누수패턴을 추출함으로써 누수감시가 가능하도록 하는 모형을 개발하고자 하였다. 이는 탐사장비에 의한 누수감지와 상호 보완적을 활용할 수 있는 것으로서 사용량 자료를 분석하여 사전에 처리된 자료의 노이즈와 결함 있는 계측값을 필터링시키는 기법이 도입된 것이며 신속한 감지를 통해 누수 지속시간을 감소시킴으로서 누수량의 저감을 목표로 한다. 물 공급 네트워크를 보다 더 효율적 만들 수 있는 누수 감시모형은 상수관망의 운영에 필요한 정보를 도출하기 위하여 보다 정확하고 다양한 수학적 및 통계적 분석을 기반으로 구성되어 누수 외에도 각종 결함을 찾아내는 역할을 수행할 수 있다. 향후 다양한 지역을 이러한 수용가의 물 사용량 미터링 결과를 토대로 실제 사용량과 누수량을 분리하여 분석함으로써 국내 실정에 적합한 누수감시 기술배발 토대를 마련할 수 있을 것으로 판단되며, 누수저감을 위한 실질적인 상수관망의 운영관리 효율향상의 정보로서 활용이 가능할 것으로 판단된다.

A Study on Contents Model for Business Records by the Application of the PREMIS Data Model (PREMIS 데이터모델 적용을 위한 사무문서 컨텐츠모형 설계 연구)

  • This study presents a contents model designed for business records that require long-term preservation. The contents model is based on the PREMIS(Preservation Metadata: Implementation Strategies) data model and the ISAD(G)(General International Standard Archival Description). The study selected the record collection of "the records of the overseas petroleum business and oil field development of A company located in B country." This collection requires permanent preservations by the nation and even beyond. It was attempted to establish the concepts of intellectual objects in the PREMIS data model to apply the PREMIS data model to the business records specifically. In other words, the study established the principles for differentiation of the classes in the record contents and the hierarchy structure, and the hierarchy model was developed for business records contents to derive the business records model based on those principles.

A Study on Data Quality Evaluation of Administrative Information Dataset (행정정보데이터세트의 데이터 품질평가 연구)

  • In 2019, the pilot project to establish a record management system for administrative information datasets started in earnest under the leadership of the National Archives. Based on the results of the three-year project by 2021, the improved administrative information dataset management plan will be reflected in public records-related laws and guidelines. Through this, the administrative information dataset becomes the target of full-scale public record management. Although public records have been converted to electronic documents and even the datasets of administrative information systems have been included in full-scale public records management, research on the quality requirements of data itself as raw data constituting records is still lacking. If data quality is not guaranteed, all four properties of records will be threatened in the dataset, which is a structure of data and an aggregate of records. Moreover, if the reliability of the quality of the data of the administrative information system built by reflecting the various needs of the working departments of the institution without considering the standards of the standard records management system is insufficient, the reliability of the public records itself can not be secured. This study is based on the administrative information dataset management plan presented in the "Administrative Information Dataset Recorded Information Service and Utilization Model Study" conducted by the National Archives of Korea in 2021. A study was conducted. By referring to various data, especially public data-related policies and guides, which are being promoted across the government, we would like to derive quality evaluation requirements in terms of records management and present specific indicators. Through this, it is expected that it will be helpful for record management of administrative information dataset which will be in full swing in the future.

Development and Application of Science Program for Gifted Students Based on Earth Systems (지구계 중심의 과학영재교육 프로그램 개발 및 적용)

  • The purposes of this study were to develop an Earth Systems-based program for science-gifted students and to investigate the effects of field application. The developed program was composed of six activities focused on 'fault and earthquake'. Each step including exploratory step, enrichment step and application step was designed to be associated with aims for Earth Systems Education. Two instruments for experiments were produced and students' activity sheets and teacher's guide of the program were developed. The program was applied to 14 science-gifted students who were 8th grade belonging to an institute for science-gifted at an university. Data was collected from students' activity sheets, outcomes and questionnaires. The findings were as follows. First, the results of analyzing the students' activity sheets and outcomes indicated that the program was helpful in understanding the interactions among subsystems of the Earth. Secondly, the results of the survey indicated that positive responses in acquiring scientific concepts and the results revealed science-gifted students were much interested in this program. Many students perceived that the level of program was appropriate for the science-gifted students, a few students perceived that the level of contents was high.

A Study on Establishing a Port Business Valley in Incheon Port (인천항 포트비즈니스밸리 전략 수립에 관한 연구)

  • As more manufacturing and global businesses are being pulled into the port area, the idea of a Port Business Valley (PBV) is being pondered as it would create jobs and added value. The PBV would be centered around the harbor and be connected to the port, a logistics district, an industrial district, and the city. The resulting domestic and foreign investment in logistics, industry, business, tourism, living, etc. would vitalize the geographical characteristics of Incheon Port. It would also generate the largest amount of ripple effects between industries in the PBV. However, up until recently, the most frequently offered examples of planning that have helped logistics of a port to grow that have used a PBV have been those of Busan New Port and Gwangyang Port. However, this study is the result of the recent inception of the idea of creating a PBV centered around Incheon Port and the need for experts to develop a plan for such a PBV in Incheon by conducting a site specific study. The aim of this study is to set up the concept of PBV and establish PBV model of Incheon Port. In addition, this study identifies construct factors and their strategies for establish PBV of Incheon Port and then, shows the key factors and related-strategies on Fuzzy-AHP analysis from a survey of logistics experts with Incheon Port.
