Current Status and Improvement Plan for Records Management at Research and Management Institutions: Focused on Core Research Records (연구관리 전문기관 기록물관리 현황 및 개선 방안: 핵심 연구기록물을 중심으로)

  • A research and management institution plays a middleman role between government departments and research institutes. Research records collected from research institutes are important not only as evidence for research tasks but also for knowledge and information sharing. In this study, the key research records collected by research management institutions are identified, and problems are analyzed to present efficient measures to improve key research management.

A study on Wikidata linkage methods for utilization of digital archive records of the National Debt Redemption Movement (국채보상운동 디지털 아카이브 기록물의 활용을 위한 위키데이터 연계 방안에 대한 연구)

  • This study designed a data model linked to Wikidata and examined its applicability to increase the utilization of the digital archive records of the National Debt Redemption Movement, registered as World Memory Heritage, and implications were derived by analyzing the existing metadata, thesaurus, and semantic network graph. Through analysis of the original text of the National Debt Redemption Movement records, key data model classes for linking with Wikidata, such as record item, agent, time, place, and event, were derived. In addition, by identifying core properties for linking between classes and applying the designed data model to actual records, the possibility of acquiring abundant related information was confirmed through movement between classes centered on properties. Thus, this study's result showed that Wikidata's strengths could be utilized to increase data usage in local archives where the scale and management of data are relatively small. Therefore, it can be considered for application in a small-scale archive similar to the National Debt Redemption Movement digital archive.

A Study on the Improvement of Record and Archives Training in the National Archives of Korea (국가기록원의 기록관리교육에 대한 개선방안 연구)

  • In most countries, the national archives and universities operate educational programs and training courses for present and future records managers and archivists. In Korea, records management and archival training has been provided by the National Archives of Korea(NAK) and multiple graduate programs in archival studies. Records management and archival training programs in the NAK affect directly on the quality of the records and archives management in the public agencies and further on the records and archives management in general. In this paper, I presented a general overview of the records management and archival training programs in the NAK which focus on continuing professional education for the records managers in the public agencies. While presenting some key issues in the training programs, I also suggested some solutions and alternatives for the improvement and expansion of the training programs of the NAK. I suggested an expansion and diversification of the scope and contents of the training programs which would include training of records creators in the public sector and records managers and archivists in the private sector.

Records Management Business Analysis of Certified Electronic Document Center as the 'External Electronic Records Storage Facilities' ('외부전자기록물저장시설'로서 공인전자문서센터의 업무 분석)

  • The purpose of this study is to review whether Certified Electronic Document Center can perform electronic records preservation work as 'external electronic records storage facilities'. It began with addressing the current state of Certified Electronic Document Center. And then reviewed the key concepts of archival science in archival science literature and the meaning of electronic records preservation. The results of the review pointed out that these concepts are confused depending on each designated community's interests while the revision of the Archives Law. And finally we inspected whether Certified Electronic Document Center has an ability to perform the electronic records preservation work. For this, we compared and analyzed Archives Law, national archives' standards and regulations related to Certified Electronic Document Center. As a result, we may confirm that the current Certified Electronic Document Center did not have the capability for records management.

Study on the Current Status and Improvement Plan for the Records Management of Local Government (기초자치단체 기록관리 현황 및 개선 방안 연구)

  • Currently, not only central governmental agencies, but also local government started to hire records management professionals, and the records management became more systematic. This study tried to understand the current situation of local government's records management. Among the local governments' records management offices of in metropolitan area, i.e. Seoul, Gyonggi and Incheon where they hired records management professionals, 11 professionals were interviewed between September and October 2009. Based on the interview, the current situation and problems of the local government records management offices were identified in the areas of system related, administration related, and information service related. Suggestions for the improvement were proposed on those areas.

A Study on the Collection Policy of Presidential Libraries and Museums in the United States (미국 대통령기록관의 수집정책에 관한 연구)

  • A Collection Policy provides a direction to an archive, but also provides a foundation for developing practical measures of planning and collecting process. In terms of a Collection Policy, it enables detail collection as regulations or codes cannot be as defined as the level of collection, thus, it allows systematic and strategic approaches in collecting former presidents' records. In the case of United States, where the same presidential system exists as South Korea, although the individual Presidential Libraries and Museums have different periods of collections, the Collection Policy was implement a half century ago that is used as a foundation data for record collection. However, the Presidential Archives in South Korea do not have a Collection Policy implemented that the collection is based on 'collection regulations' and 'collection plans.' In the comparison of the Collection Policy at the Presidential Libraries and Museums in the United States and the "collection regulation" and "collection plan" at the Presidential Archives in South Korea, it shows that while the Presidential Libraries and Museums' Collection Policy applies the characteristics of individual presidents that the collection comprises the records from more than the appointed period that it includes various personal records of relating figures, events, regions, and even personal interest; the records are written in detail to the detailed scale and procedure. On the other hand, the Presidential Archives in South Korea, the records collected based on 'collection regulations' and 'collection plans' do not sufficiently apply the individual features of the former presidents that the collections remain as general and unclear. This is due to the absence of a Collection Policy that systemizes and sustains professionalism and consistency of collection plans and procedures. Hence, this study is conducted to propose collection policy implementation measures by analyzing the Collection Policy of the Presidential Libraries and Museums in the United States and identifying implications for applying individual president characteristics.

  • The amount of audio-visual records production is growing rapidly and its formats are various. However, the audio-visual records are hardly managed and transferred. There are four different problems for checking how to transfer and manage audio-visual records of the central government: production and register, management and utilization, transfer, and dedicated program management. For solving these problems, the study proposes the development of process tools for audio-visual records, such as dedicated processes and S/W; the standardization of audio-visual records' management; the changes of audio-visual records officer's recognition; the need to educate dedicated audio-visual records managers; the recruitment of professionals dedicated to audio-visual records in the National Archives of Korea. Additionally, it is necessary to make an effort into practical use and preservation of audio-visual records.

  • For the long-term preservation of document-type electronic records, the National Archives of Korea has chosen PDF/A-1 as the preservation format named as the document file format, and established it as a public standard. The only option of selecting PDF/A-1 restricts the use of various electronic file formats that can or must be applied to actual works as IT advances and tasks change. Moreover, it is difficult to apply PDF/A-1 to other types of electronic records (administrative information datasets, audiovisual records, web records, etc.). Therefore, it is necessary to diversify the preservation formats of electronic records. We suggest a framework for selecting various preservation formats. Furthermore, we propose common criteria and evaluation methods frequently applied to all electronic records when selecting a preservation format, and introduce a methodology for deriving intrinsic criteria applied to each type of electronic records.

A Study on the Design of a Topic Map-based Retrieval System for the Academic Administration Records of Universities (대학 학사행정 기록물의 토픽맵 기반 검색시스템 설계에 관한 연구)

  • A topic map was designed as an efficient information retrieval method that is optimized for classification, organization, and navigation through the use of a semantic link network above information resources. With this, this study aims to design a topic map-based university archives retrieval system to provide the relevant information retrieval. For this study, electronic records that relate to the academic administration within two years of D university were collected, and topic map editing was carried out with Ontopia Omnigator. Topics were classified according to their functional analysis of academic administration. In the end, the number of topics was finalized as 626, with 6 types in general: academic work, staff, college register, student, university, etc. Association was separated into six types as well, which were formed with consideration to the relationships among topics. In addition, there are seven occurrence types: register class, register number, register date, receiver, title, creator, and identifier. It is expected that the associative nature of the designed topic map-based retrieval system in this study will make navigation of large records easy and allow incidental discovery of knowledge.

How To Preserve Old Documents Permanently : Especially Papers (기록물을 영구 보존하려면 : 문서 기록물을 중심으로)

  • In modem day Korea, the amount of records containing data, statistic etc are increasing dramatically. However, our country neglects to deal with these archives which include fields such as culture. Thus government documents, even modem documents less than 50 years old, are fading. becoming damaged and acidic. The purpose of this study is to research factors for prolongment the life of archival records, especially papers. Firstly, we want to maintain the document's original quality, which is a PH between 7 to 8.5, permanently. Secondly, our objective is to permanently maintain the records in a scientific environment. Thirdly, to execute proper repair methods by conservators. Permanent quality refers to the maintenance of a PH between 7 and 8.5 in a scientific environment whereby regulations are in effect to control the environment. These factors include constant temperature and humidity, breakors of various lights, Stable storage facilities which are fire resistent. A CCV control system as well as the dusting and fumigation of records. Finally, to conservate damaged papers based on exact diagnosis.
