소프트웨어 공급망 관리를 위한 글로벌 솔루션 동향

  • 2021년 5월 12일, 미(美) 바이든 행정부는 소프트웨어 공급망 보안 강화를 위한 대통령 행정명령 14028을 발표하였다. 이후 연방정부에 납품하는 핵심 소프트웨어에 대해 SBOM(Software bill of materials) 제출이 의무화됨에 따라, 2021년 하반기부터 소프트웨어 공급망 관리를 위한 다양한 솔루션이 빠르게 개발되고 있다. 하지만 활발한 연구 및 산업화가 이루어지고 있는 글로벌 정세와 달리, 국내 산업은 상대적으로 더딘 실정이다. 이에 따라 본 논문에서는 소프트웨어 공급망 및 SBOM 관리를 제공하고 있는 글로벌 기업과 해당 솔루션에 대해 소개한다. 향후 국내 시장도 소프트웨어 공급망 보안 강화를 위해 SBOM 관리 의무화가 예상되는바 관련 솔루션의 개발 연구가 요구된다.

  • Many major country have struggled to build a block of the secondary battery industry supply chain by considering their interests first. And their supply chain due diligence agreement mandates due diligence on human rights and environmental risks that may occur throughout the supply chain. So the integrated approach called supply chain ESG is needed. But there isn't to be a global standard for ESG yet. And the disclosure standards for each country are different, adding to companies' confusion. In this perspective, to present guidelines for establishing a supply chain ESG management strategy accompanied by Korean SMEs, this study presents environmental evaluation indicators of global secondary battery supply chain ESG customized for Korean SMEs and then performs weight analysis using AHP methodology. Through this, this study aims to suggest implications for accepting sustainability within the supply chain of Korean SMEs by presenting indicators to be considered first among environmental evaluation indicators in preparation for ESG due diligence of the global secondary battery supply chain.

  • 공급망 관리(SCM: Supply Chain Management)는 공급자, 생산자, 고객에 이르는 공급망(Supply Chain) 전체에 대한 합리화된 통합적 관리를 의미한다. 현재까지 최적화와 관련된 분야들에 대한 연구가 많이 진행되어 왔으나 이러한 최적화 값들의 실제 적용에 관한 연구는 미흡하였다. 이에 본 연구에서는 공급망을 모델링하여 원하는 기간 동안의 시뮬레이션을 통해 공급망을 정량화된 데이터로 표현해 주고, 각 구성 요소에서의 운영정책 변화나 공급망 디자인의 변화와 같은 여러 가지 발생 가능한 변인들이 공급망에 어떠한 영향을 미치는지를 나타내 줄 수 있는 Supply Chain Simulator(SCS)에 대한 개략적인 내용을 살펴보고 개발된 SCS들에 대하여 간략하게 알아보고자 한다.

미국의 소프트웨어 공급망 보안 정책 동향: SBOM 사례를 중심으로

  • 2021년에 발생한 일련의 소프트웨어 공급망 공격으로 미국 연방 정부의 사이버보안 개선 정책이 가속됐다. 이중 소프트웨어 구성 정보를 유통하는 SBOM 정책은 SW 구성요소의 투명성을 강화하여, 이를 활용하는 공급자와 수요자의 보안 인식 개선에도 도움을 줄 것이 기대된다. 다만 SBOM으로 공급망 보안 위협을 완화하려면 해결해야 할 기술적 이슈가 있고, SBOM 수집자를 위한 구체적인 가이드도 마련되지 않아 제도 정착에는 시간이 걸린다. SW 공급망 문제는 SW 개발 관행에 대한 지속적인 개선이 요구되며, 글로벌 연쇄 위험으로 결코 혼자서는 해결할 수 없다. 따라서 우리는 실태조사, 실증사업 등을 시작으로 현실에 맞는 정책을 먼저 적용하고, 제도적 조화를 위한 국제협력에도 힘써야 한다.

The Impact of the U.S.-China Trade Dispute on the Global Supply Chain (미·중 무역분쟁이 글로벌 공급망에 미친 영향)

  • The trade dispute between China and the U.S. began before Corona and is easing at this time by bringing new changes to the pendemic, and the development of the Chinese manufacturing industry has increased interdependence between the U.S. and China. However, the overall global trade should be less than before pendemic, and Korea's response strategy should be made serious at this time.However, new changes are taking place again these days. With the recent outbreak of COVID-19 in Shanghai, China, new changes are expected to occur in China's industrial chain. As the Chinese government strictly creates quarantine figures for COVID-19, many factories and companies among industries are forced to close for a while. As economic globalization and division of labor continue to deepen, multinationals choose suppliers and industrial chains within the world to form a global supply chain structure to pursue cost minimization and profit maximization. China is an indispensable part. Whether it is China, the U.S. or Korea, it can be a risk and an opportunity now.

Effect of Supply Chain Risk on Port Container Throughput: Focusing on the Case of Busan Port (공급망 리스크가 항만 컨테이너 물동량에 미치는 영향에 관한 연구: 부산항 사례를 중심으로)

  • As the scope of supply chains expands globally, unpredictable risks continue to arise. The occurrence of these supply chain risks affects port cargo throughput and hinders port operation. In order to examine the impact of global supply chain risks on port container throughput, this study conducted an empirical analysis on the impact of variables such as the Global Supply Chain Pressure Index (GSCPI), Shanghai Container Freight Index (SCFI), Industrial Production Index, and Retail Sales Index on port traffic using the vector autoregressive(VAR) model. As a result of the analysis, the rise in GSCPI causes a short-term decrease in the throughput of Busan Port, but after a certain point, it acts as a factor increasing the throughput and affects it in the form of a wave. In addition, the industrial production index and the retail sales index were found to have no statistically significant effect on the throughput of Busan Port. In the case of SCFI, the effect was almost similar to that of GSCPI. The results of this study reveal how risks affect port cargo throughput in a situation where supply chain risks are gradually increasing, providing many implications for establishing port operation policies for future supply chain risks.

  • The purpose of this paper is to find out the implications by studying the optimal mechanism for securing the supply chain competitiveness of manufacturing industries, especially steel-making company. To this end, this paper examined the case of affiliates of the representative global steel group in Korea. So far, research on corporate strategy has been mainly focused on the parent company of large group company, but this time, considering the strategic limitations and characteristics of affiliates of large group company, we will explore the mechanism of supply chain management on the basis of ser-M, and explore appropriate mechanisms for global steel makers and affiliates of large group company. As a result of this study, in affiliates of large group, parent company centered mechanism is easy to operate because many of the affiliates of large group companies are built by the needs of the parent company. Therefore, the mechanism that maximizes the controllable internal Resources from the affiliated companies' position appeared to be suitable. The study on ser-M based supply chain mechanism in this paper is meaningful in that it examines the mechanism focused on the case of supply chain management of global steel manufacturer. The significance can be found in the case study of affiliates. In addition, it is significant in that it is a case study of domestic representative large group affiliates.

Application of Shared Logistics Operation Platform of ICT-based Logistics Companies (ICT 기반의 물류기업체의 공유물류 운영 플랫폼 개발에 관한 연구)

  • Recently, many global companies are making efforts to realize the sharing economy based on the establishment of a global supply chain and the established global supply chain. There are various methods for realizing the sharing economy, but among them, a lot of effort is being made to promote the sharing economy of companies through the shared logistics system, especially logistics efficiency. In order to realize the corporate sharing economy, companies are required to find ways to apply ICT-based shared logistics systems. Therefore, this study aims to improve the logistics efficiency of logistics companies in order to increase the efficiency of ICT-based sharing economy in logistics companies. To this end, we would like to present the current status and operation of the domestic shared logistics system for the application of the ICT-based shared logistics system, and suggest the operation plan of the shared logistics system through ICT linkage with the domestic shared logistics system. It is judged that various needs required in the global supply chain can be satisfied by presenting an efficiency plan for ICT-based shared logistics.

A Study on logistics Performance Index andSupply Chain Tracking Data during the Covid-19 Pandemic (Covid-19 팬데믹시기 물류성과지수와 공급망 추적 데이터에 대한 고찰)

  • The Covid-19 pandemic has had a significant impact on global logistics and supply chains, leading to major discrepancies in logistics performance across countries worldwide. Through an examination of logistics performance index and supply chain tracking data, this study aimed to identify the changes in global supply chains and logistics environments during the pandemic. The analysis of the logistics performance index showed that overall, countries around the world, especially developed nations, showed improvements in metrics such as customs and border management efficiency, the quality of trade and transport infrastructure, capability and quality of logistics services, and cargo tracking abilities. However, the competitive pricing feasibility of international transportation and the on-time delivery frequency of goods saw a decline due to the pandemic's effects. The supply chain tracking data revealed that ports in Asian countries demonstrated high processing efficiency. In contrast, the U.S. and European countries took comparatively more time. Particularly for air cargo, parcels, and express shipments, the U.S. showed relatively longer processing times, leading to logistical delays. In conclusion, during the Covid-19 pandemic, Asian countries maintained relatively high efficiency in their logistics and trade environments. Conversely, the U.S. and some European countries showed delays and decreased efficiency in various metrics. In the future, efforts should be made to address delays and congestion, namely, the deceleration of logistics processes.
