본 연구는 최근 중대재해 처벌법 시행에 따라 관심이 높아지고 있는 근로자 참여형 위험성 평가를 위한 중요한 평가 요소를 확인하기 위해 수행되었다. 연구의 목적은 다음과 같다. 첫째로, 근로자 참여형 위험성 평가를 위한 관련 선행연구 및 위험성 평가 지침과 같은 관련 선행 문헌을 분석하였다. 둘째로, 위험성 평가 전문가들의 대안을 통해 위험성 평가에서 중요한 상위 개층 요인을 확인하였다. 셋째로, 위험성 평가에 대한 중요한 요인을 계층화 대안 모델을 검증하기 위해 안전관리자와 근로자를 대상으로 한 집단 간의 상대적 중요도를 측정하기 위해 계층분석(Analytical Hierarchy Process) 방법을 사용하였다. 이를 통해 건설 현장에서 근로자 참여형 위험성 평가를 수행하기 위한 이행력 관리 수단 및 위험 조치 수립을 위한 기초 자료를 제공하고자 하였다.

This study empirically investigated the relationship between workers' safety behavior and safety leadership, trust in leader, workers' involvement, and safety knowledge in the enterprise, and analyzed the role of the factors to identify and analyze factors that enhance workers' safety behavior that contribute to the prevention of major accidents in the enterprise. When industrial accidents occur, companies have to bear huge loss costs due to direct costs of compensating the victims and indirect costs such as human loss, material loss, production loss, and time loss. Based on the results of previous studies, this study investigated the effects of managerial safety leadership and workers' trust in leader on safety behavior through the mediation of workers' involvement and safety knowledge among production, technical, and labor workers in the manufacturing industry. Statistical analysis was conducted on 271 manufacturing workers using SPSS and PLS. The results showed that safety leadership and trust in leader can lead to workers' involvement and have a positive effect on workers' safety knowledge acquisition, which can lead to workers' safety behavior.

목적: 산업장 안전보건교육에서 근로자의 자발적인 참여는 그 효과와 관련된 핵심적인 도전과제이다. 본 연구는 PRECEDE 모델을 중심으로 일부 제조업 사업장 근로자의 안전보건교육 참여도와 관련된 요인을 규명하는데 그 목적을 두었다. 방법: 전국 133개 제조업체의 450명(50인 미만 사업장 근로자 160명, 50인 이상 사업장 근로자 290명)의 근로자를 대상으로 자기기입식 설문조사를 실시하였다. 설문지는 일반적 특성과 함께 산업재해 및 안전보건교육과 관련된 역학적, 교육적, 생태학적 특성에 관한 문항으로 구성되었다. 결과: PRECEDE 특성 중 대규모 사업장 근로자의 사내 안전보건교육 관련 교육.생태학적 여건이 소규모 사업장 근로자보다 나은 것으로 나타났다. 근로자의 사내 안전보건교육 참여도와 관련된 PRECEDE 특성은 소규모 사업장에서는 안전보건교육 담당자에게 필요한 연수교육요구도, 안전보건교육을 위한 사회적 지지, 전체적인 사내 안전보건관리 수준이었는데, 사업장 규모 50인 이상의 사업장에서는 근로자의 연령, 사내안전보건교육 효능감, 사내교육을 위한 사회적 지지도, 사내 안전보건교육담당자의 교육역량이었다. 결론: 소규모 사업장 근로자의 사내 안전보건교육 참여도와 관련된 요인은 주로 조직 수준의 특성이었는데 반해(사내교육을 위한 환경적, 사회적 지지), 50인 이상 사업장에서 유의미한 특성은 주로 개인 수준의 특성으로(안전보건교육 효능감, 사내교육담당자의 교육역량) 사업장 규모에 따라 다른 양상을 보였다. 이를 기반으로 사업장 규모에 따라 차별화된 사내 안전보건교육 지원이 이루어져야 하겠다.

The risk assessment under the Occupational Safety and Health Act was implemented in 2013, but since it is not mandatory, companies are operating it as a formality. Although legal obligations have been strengthened, such as the recent comprehensive revision of the Occupational Safety and Health Act and the enforcement of the Act on Punishment for Serious Accidents, the death rate has remained stagnant. Even if a risk assessment plan is properly established in order for employers to prevent industrial accidents through necessary measures, it is necessary to involve relevant workers so that they can understand and implement the contents of the risk assessment. In this regard, this study proposed applying efficient worker participation measures through on-site surveys to activate the participation of vulnerable workers in risk assessments. Purpose: TThis study seeks to understand the provisions of the Industrial Safety and Health Act and the Construction Technology Promotion Act and to propose measures to prevent serious industrial accidents by seeking to promote safety and health of workers through improvement of safety management at construction sites. Method: A survey was conducted on construction sites with more than 50 permanent workers (5 billion won in construction amount). The analysis of the data was conducted using the JAMOVI statistics program and based on objective data. Result: Multiple regression analysis was conducted to verify the hypothesis of this study, and the results of the analysis. The participation of workers in safety and health activities has the highest impact on the promotion of safety and health of workers. Conclusion: In order to promote safety and health of workers at construction sites, compliance with safety and health rules of workers is required and improvements should be made to allow workers to participate in safety and health activities.

This study analyzed the effect of participation of in - company events on organizational commitment. A total of 52 questionnaires were analyzed for workers. The results of this study were as follows: First, there was no statistically significant correlation between employees' satisfaction with organizational life satisfaction and the correlation coefficient between MT / WS and Sports events was -.478, p <.01 Level negative correlation. Second, the group differences of the organizational life satisfaction according to the individual characteristics of the workers were analyzed according to the age and position, and the organizational life satisfaction was analyzed as being higher than that of 30 ~ 35 years of age More than the deputy director. Third, there was no statistically significant difference between groups of self-efficacy according to personal characteristics. The purpose of this study is to examine whether organizational commitment influences organizational commitment through organizational life satisfaction and self - efficacy.

본 연구는 중대재해처벌법 시행 이후 1년 8개월이 지난 현재까지 사업장의 안전 문제에 대한 사회적 인식 부족을 확인하였다. 2023년 사업장 위험성 평가 지침 개정에도 불구하고, 안전 문화 인식과 참여율 저조가 주요 원인으로 확인되었다. 이를 해결하기 위한 방안으로, 안전 리더십의 강조와 개개인의 셀프 리더십을 통한 자기효능감 향상 방법을 제시하였다. 사업장의 안전 문화 확산을 위한 캠페인의 중요성 또한 강조하였으며, 이를 기반으로 한 안전 문화 확산 전략의 재정립이 요구된다는 결론을 도출하였다.

This study examines how labor unions change in the 21st centry and what is needed for successful transformation of Korean labor union. The study identifies four major driving forces of change in union's role. They are changes in industrial and occupational structures, utilization of information technology, labor substitution, and changing attitude of workers. The effects are decrease in union membership, shrinking coverage of bargaining, weakening voice mechanism, and representation. Thus, labor unions in the 21st centry transform themselves into service union, individual representation system, and worker participation model. Korean labor union, with its current reputation of militant unionism, needs to transform into above mentioned model. Two keys for the change are market competition and family unionism.

This study analyzed the effect of participation in work and learning ducal system of small businesses on employees' job competency enhancement. The study results showed that performance assessment significantly affected job competency enhancement(p<.001, ${\beta}=.514$). In conclusion, it is suggested that small businesses should consider performance assessment more important and actively include it in training program as generally utilizing off-the-job or on-the-job training method. This study provided implications for analyzing the effect of participation in work and learning ducal system of small businesses on employees' job competency enhancement, so it broadened the scope of the study about performance of work and learning ducal system and verified the effectiveness depend on the type of training.
