Healthcare is on the verge of a paradigm shift towards an emphasis on wellbeing, integrative health, and prevention of disease, while the traditional medical model focuses solely on end-point treatment. The development of digital technologies has played a major role in this change as digital technology and health have converged. Therefore, many developed countries promote the digital healthcare industry as a new economic growth engine, and Korea is no exception. To promote the digital healthcare industry, the Korean government provides institutional support by improving the legal and regulatory system for medical devices and health data. However, Korea still has an underdeveloped legal and regulatory framework for digital healthcare compared with other countries. In this study, we review the relevant regulatory systems in the United States, United Kingdom, Germany, and Japan. We then explore newspaper articles and conduct expert interviews to analyze the regulatory situation in Korea and the problems the digital healthcare industry faces. In conclusion, we discuss a regulatory reform plan for development of the digital healthcare industry in Korea.

한국은 세계적으로 정부 주도의 IT 정책이 가장 성공한 나라로 평가되어 왔으나 최근 스마트폰 등 모바일 중심의 세상이 도래하면서 기존 정보통신사업 생태계가 크게 요동치고 있다. 더욱이 이러한 새로운 패러다임 및 BM이 미국발이어서 새로운 시장 창출형 정책선도 모델 발굴이 매우 시급하다. 그러나 과거와는 전혀 다른 새로운 환경, 즉 규제의 힘이 약해지고 새로운 Value Chain 및 산업조직 등 시장의 힘이 강해진 상황에서 이용자의 참여를 유도하고 궁극적으로 시장의 잠재적 수요를 창출할 수 있는 소통적 정책모델 정립이 매우 중요하다고 할 수 있다. 이러한 관점에서 통신산업은 수동적으로 관리해야 할 대상이 아니라 미래 국가경쟁력을 위해서 적극적으로 진흥, 육성해야 할 분야라는 인식전환이 그 어느 때보다 필요하다.

Complexity paradigm is a scientific amalgam that aims to unite a range of theoretical perspectives and research agendas across natural and social sciences. Proponents of complexity paradigm lay claims to an increasing number of areas of study, including artificial life, interpersonal networks, internal/international patterning of organizations, mapping of cyberspace, etc. All of those can be subsumed under the title, 'complexity turn.' Owing to the idea of open system, complexity paradigm has developed a number of new concepts/themes/perspectives that help to account for the complex mechanism of living and non-living creatures. A complex system comprises a number of properties such as disequilibrium, nonlinearity, dissipative structure, self-organization fractal geometry, autopoiesis, coevolution. Following a brief introduction to theoretical development, those properties are succinctly discussed. The complexity turn has provided a wealth of insights that enable to analyze system operations of any kind. It contributes a lot to illuminating the working of social system as well. The most remarkable attempt may be Niklas Luhmann's 'neofunctional system theory.' Merits and shortcomings of complexity paradigm were examined and its future prospect were assessed with the conclusion that complexity paradigm would continue to be useful both as effective transdisciplinary framework and powerful analytical tool.

Looking back at the last 10 years of the enactment of the Game Industry Act, the law was revised as a regulation rather than a promotion of the game. The objective of this study is to investigate where game regulation originated and derived through the history of those, and to find out what areas were missed, and to solve the tangled threads by regulation. For this purpose, we reviewed the implications of 10,000 won per hour, and discussed alternatives. Data were collected and analyzed on the basis of a review of regulatory literature and in - depth interviews with experts. When regulating games, we found that the side effects were further amplified by simply regulating the amount. Especially, we found that the vicious cycle in which functions such as indication, hit repeatedly, and automatic progress are made and immediately following prohibited is repeated. The point at which there is a sharp interest between the game user and the game operator in the game progression is the 'reward ratio for betting'. This is the key to protecting users. This could be a regulation considering the mechanism of the game. If the regulatory paradigm shifts in the future due to game regulations that take into account the 'reward ratio for betting' in the future, it is expected to minimize the side effects of price regulation and create a sound game ecosystem.

본 연구는 개방화, 탈규제화의추세와 함께 정보기술의 도입으로 인하여 큰 변화를 맞고 있는 이때 변화에 대응하기 위한 바람직한 경영조직의 설계방안을 실증적으로 제시해보고자한다. IT의 조직내 도입 및 확사과정에서 드러나는 조직간 차이를 분석함을 주안점으로 하고 있는 본 연구에서는 이 두가지 시각을 함께 수용하여1) IT의 푸쉬-풀 패러다임을 설정하여 이로부터 설문항목을 도출하고, 2) 각 항목에 대한 표준지표를 설정하고 설문을 작성·배포한 후, 3) 그 응답자료를 분석하여 우리나라 산업조직의 일반적 대응력을 분석함으로서 , 5) 이를 토대로 기업의 바람직한 조직 설계방향을 제시하는등 일련의 연구절차를 구체적으로 제시하였다.

Korea's energy sector was one of policy sectors that exhibited the classical bureaucratic governance of an administrative state. Under the regime, government monopolized the policy-making process and controled the market and the civil society. It not only provided energy goods and services directly through public enterprises but also dominated the market activities through public regulations. However, during 1993~2002, stringent reformation efforts were made to transform the governance regime from the past bureaucratic model to the market model, by way of privatization of public enterprises and deregulation. The ideology behind the reformation based on the shared recognition that the market and spontaneous order thereof is the better apparatus than the government and artificial order thereof in solving social problems mote efficiently. From the year of 2003, another round of reformation efforts have been promoted to introduce the participatory governance model, through institutionalization of channels for the wider participation of civil society into the energy policy-making process. This reformation efforts respond to; first, the increasing criticism from the civil society on the closedness of energy policy process and the higher probability of policy failures thereof, and second, the recognition that the self-organizing nature of an open policy process is the better mechanism for evolutionary problem-solving.

Recent rapidly growth in nanotechnolgies is promised novel benefits through the exploitation of their unique industrial and biomedical applications. In addition, the production amount of these nanomaterials and nanoproducts has increased, and thus their uncontrolled release into the environment is anticipated to grow dramatically in future. Therefore, nanowaste streams must be effectively managed for sustainable nanotechnology. However, the effectiveness and capability of the current systems to handle nanowastes are yet to be established. In this review, we investigated several key topics for new paradigm of nanowaste treatment, (i) global and domestic production of nanomaterials and nanoproducts, (ii) definition and key resources of nanowaste, (iii) current and developing treatment method for nanowaste, and (iv) regulations for nanomaterials and nanoproducts.
