미국과 프랑스 정부의 사이버조기 경보 체계

  • 정보보안 선진국인 미국과 프랑스 정부는 사이버위협을 국가안보에 대한 중대한 문제로 생각하고 국가 보안을 담당하는 기관(미국, 국토안보부/사이버보안실(NCSD); 프랑스, 중앙정보시스템보안국/프랑스 정보 CERT인 CERTA 및 정부 사이버보안운영센터(ITSOC)들로 하여? 사이버위협대응을 위한 정부의 경보체계를 구축·운영하도록 하고 있다. 이러한 미국과 프랑스 정부의 사이버조기 경보체계는 국가사이버안전센터를 중심으로 사이버보안 사각지대를 해소하고 최신 사이버위협 대응 기술을 확보하며 민관협력을 통하여 우리나라의 사이버조기 경보체계를 강화·발전시키는데 좋은 참고자료가 될 것이다.

  • 미국의 사이버보안 관련 법률은 1987년 컴퓨터보안법이 제정되는 시점이 본격적인 시작이라고 할 수 있다. 1990년대에는 컴퓨터 및 인터넷의 발전으로 정보보안의 중요성이 대두되었으며 법률은 데이터 보호 및 프라이버시 중심으로 제정되었다. 2002년 국토안보부 설립을 위한 국토안보법의 제정을 통해 본격적인 국가 사이버보안 정책을 시작할 수 있는 토대를 마련하였다. 전자정부법(2002) 부속법률인 연방정보보안관리법(FISMA 2002)은 연방기관들의 사이버보안 관련 임무를 구체화하여 국가차원의 사이버위협 대응을 체계적으로 할 수 있었다. 2014년 연방정보현대화법(FISMA 2014)으로 개정되어 지난 10여년간의 시행착오를 바로잡는 노력을 진행하고 있다. 2015년 사이버보안법(Cybersecurity Act 2015), 2018년 사이버보안 및 기반구조보안기관법(CISA 2018)을 제정하여 국가 사이버보안 체계를 획기적으로 발전한 미국의 사이버보안 법률의 추진 현황을 살펴봄으로써 우리나라의 법체계의 발전방향에 대해 고찰해 보도록 한다.

  • According to Homeland Security Act of 2002, DHS in USA is comprehensively responsible for execution of protection methods on the public and private sectors against cyber attack for USA cyber crisis management. There are different laws and organizations according to the sector that is the public, the private, CII(Critical Information Infrastructure, or Non-CII in Korea. In this paper, we show the unified cyber crisis management of USA makes korea realize the importance to integration and systematization for the national cyber crisis management system.

  • This paper is intended as performance verification of efficient container door Open/Closed detection mechanism for Container Security Device(ConTracer) to container cargo transportation. Container door Open/Closed detection mechanism using Reed sensor is important to satisfies the US Department of homeland security customs and border protections requirements to many types of container door. Also, Verify that the container door is configured correctly and that you can check the illegal opening. In this article, Performance valuation of this Contacer on reed sensor has been verified through field test for each other 30 containers. Once the improvement has been made, we are suggest that propose skills will meet the highest standards for container security safety.

A Study on the Major Country's Domestic Intelligence Operation and Architecture: Focusing on UK, USA, France and Korea (주요 국가의 국내정보 활동 및 조직체계 연구 : 영국·미국·프랑스·우리나라의 국내정보기구를 중심으로)

  • Nowadays, proactive intelligence activities are required because of enhanced nation wide threats of terrorism and complexity of multidimensional factors of national security. South Korea not only need to draw up plans of information sharing among agencies for more effective national intelligence activities, but also have to evaluate the structure of Domestic Intelligence Agency and its right direction of activities. In this vein, this paper conducts comparative studies of structures and range of activities of intelligence Agencies by reviewing U.K, U.S.A, and France cases and suggests a potential model of 'domestic information specified agency' that we can adopt and methods to share information among agencies. The focus of this paper is on the reviewing of necessity of establishing new 'domestic information specified agency' which will mainly conduct anti-terrorism and counterintelligence activities, and its appropriate form. After reviewing the cases of U.K, U.S.A. and France, we conclude that overcoming the people's distrust about an invasion of freedom and rights caused by centralized and integrated independent intelligence agency is a prerequisite. Disputable issues of FBI, DHS, and South Korea's intelligence agency cases suggest that plans for restoring trust have to be considered if a new 'domestic information specified agency' is established in NIS. If it is established under government ministries such as MSPA focusing on implementing anti-terrorism and counterintelligence activities, organizations such as NCTC, NIC, that can carry out information sharing and cooperating with agencies concerned have to be established. Additionally, measures to solve structural problems caused by carrying out law enforcement functions by domestic information specified agency should be considered.

  • Since the September 11, 2001, transnational crimes and terrorism have increased, the importance of border security has been emphasized and integrated CIQ capability has been required. The U.S., Canada, and Australia are consolidating CIQ to strengthen border security, focusing on strengthening travelers and goods immigration control and airports, ports and land border security. In 2003, the U.S. established the Customs and Border Protection(CBP) under the Department of Homeland Security. Canada also established the Canada Border Services Agency(CBSA) under the Public Safety Canada in 2003. The Australian Customs and Border Protection Service was integrated with the Department of Immigration and Border Protection(DIBP) and the Australian Border Force was established in 2015. However, Korea operates a distributed border management system for each CIQ task which is unable to respond to complex border threats such as illegal immigration, entry of terrorists, smuggling of drugs, and gun trade in the airports, ports and land borders. In order to solve this problem, it is possible to consider integrating sequentially the customs and quarantine services which have high similarities, and to integrate the entire CIQ tasks with the Korea Customs Service delegated to the immigration control duties in the mid to long term. There is also a plan to benchmark the CIQ single accountability agencies in the U.S., Canada, and Australia in accordance with the Korean situation and to establish a new integrated border security organization.

A Study on the Analysis of Trump Administration Cybersecurity Policy: Focusing on Critical Infrastructure (트럼프 행정부의 주요기반시설 사이버보안 정책분석에 관한 연구)

  • The purpose of this study is to understand the cybersecurity policies and critical infrastructure protection of the United States through analyzing Donald Trump's administration executive orders, the national cyber strategy, and the legislation. The analysis has three findings. First, the Department of Homeland Security (DHS) became a main agent in the cybersecurity while the role of the White House was reduced. Second, Trump's administration expanded its role and mission in the policy area by extending the meaning of critical infrastructure. Third, in the case of cyber threats, the government can be involved in the operation of critical infrastructures in the private sector. The opinions of the professional bureaucrats and DHS were more reflected in the direction of the cybersecurity policy than those of the White House. In contrast to Barack Obama's administration, the Trump administration's cybersecurity strategies were not much studied. This study provides insights for improving cybersecurity policies and critical infrastructure protection.

  • As we observed in Irag war, air force power is integral to military operations owing to its promptness and accuracy. In this regard, strong air force power has a deterrent effect on a war. Meanwhile, as aviation industry is a key-future industry, the importance of the industry in our economy is significantly growing. Therefore, to maximize a national interest in utilizing limited aviation resources, it is necessary to establish a new system in which civil aviation and military aviation system is closely related and consolidated. Thus, our task is to find a way to enhance civil aviation industry to the extent of guaranteeing effective military operations. At the same time, civil aviation resources shall be effectively utilized for the military purposes in the event of a war.   • CSD is IEEE Stan없rd 802.15.4b based Container Security Device which is proposed by the U.S Department of Home Security. It is mounted inside the container to sense opening of the container door. ConTracer is the CSD which is developed in this research whose major features are sensing door opening status as well as history inquiring on internal environment and shock to the container by mounting the temperature/humidity/shock sensors. Moreover, its RFID frequency bandwidth uses 2.4GHz 10 correspond actively to the radio regulations used by different countries. This. paper introduces the development trend of CSD, compares the ConTracer which is developed thru this research and other company's CSD, and introduces CSD System which is designed and established using ConTracer. Finally, the implemented CSD System is verified by applying the demonstration service to container distribution between Korea and Japan.
