Governance-Based Measures to Solve the Conflicts in Pyeongtaek-Dangjin Port (평택당진항의 갈등 원인과 거버넌스 접근을 통한 해결방안)

  • There have been many conflicts in Pyeongtaek-Dangjin Port among central government, metropolitan council, and cities over the jurisdiction of reclaimed port area, an international passenger terminal construction and a bridge between the port and Dangjin area. This study found out two causes for the conflicts in terms of governance. First, the current governance structure of Pyeongtaek-Dangjin port has high levels of conflict and disputes among stakeholder. Second, there is no leading agency which is responsible for the future development of the port. It is very important to decrease the possibility of conflict and to establish leading agency. Measures to decrease the likelihood of conflict include establishment of conflict resolution mechanism, the clarification of the facts and applicable law, mutual exchanges between stakeholder. Measures to establish a leading agency include the introduction of a single governance, establishment of Pyeongtaek-Dangjin Port Authority, central-local combined governance, and empowering PA to do all port management.

  • This paper reviews geographical researches on developing countries and suggests relevant future topics. The German language region is especially chosen, because it has a lot of outcomes in the field of geographical researches on developing countries. This paper first reviews the history of geographical researches on developing countries, next analyze various trends of development strategies of developing countries and paradigms of development theories, and finally tries to describe research approaches, significant meanings of the research, and essential topics on the research. The aim of this paper is to verify the geography of developing countries as a practical academic field and to remind the importance of the geography of developing countries, which could contribute to social development and succeed the tradition of regional studies as globalization and international cooperation has continuously intensified.

Changes of Electrical Characteristics of Low-voltage ZnO Varistors by a lightning Impulse Current (뇌충격전류에 의한 저압용 산화아연형 바리스터의 전기적 특성변화)

  • This paper presents the effect of lightning impulse current on ZnO varistors(390[V], 6.5[kA]) used in low-voltage AC mains as a protective device against transient overvoltages. The electrical characteristics of ZnO varistors are deteriorated by overtime impulse current, and a deteriorated ZnO varistor is brought to a thermal runaway and finally destroyed even in normal operating voltage. Therefore, it is important to estimate the changes of the electrical characteristics of ZnO varistors. A lightning impulse current standardized in IEC 61000-4-5 is applied to the varistors to accelerate deterioration, and the energy applied to the varistor at each time is about 12 [J]. In the experiment, various parameters such as leakage current, reference voltage are measured with the number of applied impulse current. Also, micro-structure changes of the varistors after applying the lightning impulse current of 200 times are compared. The electrical characteristics of the varistors are degraded by overtime impulse current, showing increase in leakage current and decrease in reference voltage.

An Analysis on the Impacts of QS Asia University Rankings Indicators and the Comparison of Major Countries'Results (QS 아시아대학 순위 평가지표의 영향력 분석 및 주요국 결과 비교)

  • This study aims to analyze the impacts of the QS Asia University Rankings (QSAUR) indicators and to compare the scores obtained by major countries. Hierarchical multiple regression was performed on the results of the QSAUR 2013-2015 and the average indicator and overall scores of each country were calculated. In the QSAUR, the most influential indicator was academic reputation. Each indicator's influence corresponded to its assigned weights and standard deviations. The results of the comparison revealed that Japan, South Korea, and China had the largest number of institutions among the top 150, while Singapore maintained the highest average scores on the indicators as well as the overall score. Each country had different areas that required improvement. South Korean colleges scored lower than some countries on academic reputation, papers per faculty, and international faculty. To attain higher ranks in the QSAUR, academic reputation, institutions' research capability improvement, and internationalization are needed. The implementation of these strategies is necessary to diminish the gap between South Korean institutions and other Asian institutions.

  • The purpose of this study was to review and analyze the history and present of the deaf baseball of Korea and U.S. This study used text analysis method that applies comprehensive analysis of the research paper, newspaper, publications and the data from related associations. This study found followings. First, youth baseball teams need to be vitalized. Second, to maximize the motivation and sense of accomplishment, various tournaments need to be hosted and the support for participating in international tournament is necessary. Third, the interchange between deaf baseball and softball is needed. Fourth, the integration of deaf sport and non-disabled sport is necessary. The results of this study might be used for further researches on deaf baseball.

Current Status of the Film Development Fund and Plan for Securing Finances (영화발전기금의 현황과 재원조성 방안)

  • The Film Development Fund was established in 2007 to improve the quality of film arts and promote the Korean film and video industry. As a key resource operated by the Korean Film Council, the film development fund provides various projects including support for the promotion of Korean film creation and production, funding in video-specialized investment associations, export and international exchanges of Korean films, and production of small-scale or short films. This study aims to propose ways to reinvent the film development fund, which is in danger of being depleted. Based on such purpose this study examined the status and problems of the current film development fund and reviewed previous literatures and related discussions. Furthermore, the policies of similar overseas organizations for film promotion including French National Film/Video Center (Centre National du Cinema et de l'image $anim{\acute{e}}e$, CNC) and the British Film Institute (BFI) were reviewed to draw a multi-faceted way to replenish the source of revenue for Korean film development fund.

A Study on the Cooperative Housing for Foreign Students Education (외국인 유학생 교육을 위한 공동기숙사에 관한 연구)

  • Amid concentrating on inviting foreign students in the aspect of securing talents as well as advanced educational service industry in the world, the number of foreign students in Korea exceeded over 90,000 in 2015, increased to 104,262 anticipating further increase according to National Statistical Office. The government tried to expand the dormitory supply to the foreign students upon the discretion that short of the basic infrastructure in the universities such as quantitative shortage and facilities of the dormitories limited to lure the foreign students, despite the will of inviting more foreign students by the government, however, the rate of foreign students' staying in the dormitories was low with 36.0% nationwide in 2016, reflecting the difficulties of residence for the foreign students in Metropolitan areas. Hence, this study is to suggest the alternative potential as the cooperative housing for the foreign students with the expanded concept and its foundation methods, upon reviewing the concept and trend of the common dormitory such as universities-cooperative housing with the initiative of public institutions and the common dormitories for the Korean students studying in Seoul, and analyzing the university city of Paris and Tokyo International Exchange Center that are the examples of existing cooperative housing in overseas.

The Case Study on Joint R&D of 4M DRAM Technology in Korea (한국의 4M DRAM 공동연구개발 사례연구(상(上)))

  • 4M D램 공동연구 개발사업(1986.10~89.03)은 당시 미 일의 강력한 기술보호주의를 극복하기 위한 자구책으로 시작되었다. 국내 반도체업계는 선진국의 높은 기술장벽 및 기술보호주의를 극복하고, 강력한 경쟁력확보 및 기술축적을 위해 정부에 건의하였다. 이에 정부는 적극적인 자금지원을 통해 4M D램 개발 및 주변기술 개발을 목표로 초고집적반도체기술공동개발사업을 수행하게 되었다. 본 공동R&D사업은 ETRI의 주관으로 당시 금성반도체, 삼성전자, 현대전자산업 등의 반도체 업체와 학계가 참여하였고, 1986년 10월부터 1989년 3월까지 3단계에 걸쳐 수행되었다. 공동연구의 목적은 설계, 공정, 조립, 검사 등 4M D램 제조와 관련되는 기본기술개발과 함께 $0.8{\mu}m$ 선폭의 4M D램을 개발하는 것이며, 이를 위해 단계별 목표를 설정하고 관민연의 혼연일치로 추진되었다. 1차년에는 중요 핵심기술개발, 2차년에는 $0.8{\mu}m$ 4M D램 Working-die개발, 3차년에는 수율 20%의 $0.8{\mu}m$ 4M D램 양산시 제품을 목표대로 완료하였다. 각 연구단계별로 주요 핵심기술에 대한 연구평가가 실시되었으며, 관련기술에 대한 중복투자 방지를 위해 2차년도부터 분담연구가 수행되었고, 상호 기술공유를 위한 기술교류회가 활발히 이루어졌다. 또한 R&D수행을 통해 4M D램 Working-die를 2차년도 중반에 개발완료하였으며, 3차년도에는 4M D램의 20% 수율확보와 공정기술의 최적화 및 DB 구축을 수행했다. 공동R&D 방식에서도 기업간 경쟁체제 도입에 입각하여 동기유발 형태로 진행되었다. 정부는 자금적 지원으로 기업간의 경쟁 심리를 자극하는 전략을 추진했다. 선두기업인 삼성에게는 선행적 개발 지위에 비례하여 더 많은 지원을 부여하는 대신에, 삼성의 기술성과를 다른 기업에게로 확산시킴으로써 반도체 3사 전체의 기술능력을 향상시키는 전략을 추진했다. 본 사업이 성공적으로 수행되어 반도체 제품의 세계시장 점유율제고, 국제수지 개선, 반도체 핵심기술 조기확보뿐만 아니라 16M D램급 이상 차세대 반도체기술 개발의 교도보가 되었다.

Government Visual Arts Support Policy (정부의 시각예술 지원정책)

  • Since the 1990s, the role of the government has been shifting towards governance. This new governance emphasizes government's role in establishing a cooperative system with private organizations through network structure and interaction. In the 1990s, Korean Government support for artists and exhibitions increased unprecedentedly. In the 2000s, support for the arts shifted in ways so as to integrate genres. Simultaneously, in order to strengthen the creative capacities of artists, support for new artists, multi-art and fusion arts have increased. From 2010, 'visual arts' business support was provided. In addition, 'visual arts' was supported by a joint planning project from 2013 Also, an overseas residence program has actively supported exhibitions through international exchanges. Since 2005, it has expanded to cooperation with India, Iran and Asian countries as well as with the Betani Studio in Germany. In addition local government supported for artists and the Biennale, residences, regional cooperative business through the local cultural foundation.

Changes in the role of universities due to the age of lifelong education (평생교육 시대에 따른 대학의 역할 변화)

  • Today, the paradigm of lifelong education has changed, emphasizing the role of universities as a lifelong educational institution. Re-opening a new horizon as a lifelong education institution that is not only centered on leisure education in the hierarchy where lifelong education can be afforded as before, or simply in line with changes in the social environment and the lengthened life cycle of the aging era. Let's propose a structured figure. Universities now have to create a virtuous circle structure that coexists not only with the role of the university itself, but with constant interaction with the local community. Adult learners, in particular, play a strong role in the development of their communities, so they are educated at the university to grow further and create structures that can return talent to the communities that go out into society. I should go. In the future, the university will actively open its doors to adult learners, position the university at the center of lifelong education, and in order to contribute to the development of the community, it will have to interact and cooperate with the community.
