The purpose of this study is to review the changes in the aviation safety management system, how that system has evolved and what forces caused these changes to take place. Also included is an examination of the development process of the aviation safety management system in view of the new institutionalism, identifying the patterns of change. Based on the results of this study, I propose policy methods to design a desirable civil aviation safety system with a view toward raising the safety standards in the Korean civil aviation community. The major analysis variables are as follows: first, aviation accidents caused by external factors and international standards as independent variables second, environmental changes and political processes affecting aviation safety management system as major mediating variables and third, the aviation safety management legal system, the aviation safety management organizations and an expert participation system as dependent variables. The institutional changes and continuance of the aviation safety management system show that when specific circumstances arise, the continuance lasts depending on the path dependency, and in a certain circumstance, when immanent changing factors reach a critical point, the system suddenly changes by a punctuated equilibrium, which are all included in this study.

South Korea's available water resources per capita is very small compared to global average as there is a high population on small land. Thus, it is imperative to secure water resources for the safe livelihood of the citizens. As an advanced, industrialized country, South Korean economic dependence on agricultural has greatly lowered. Unless South Korea utilizes foreign water resources, it is impossible to provide agricultural and livestock products the same as current levels. However, virtual water-related research in South Korea is still inadequate. When establishing the water resources plan, it does not consider the international trade of virtual water. This research aims to solve this issue by analyzing the international virtual water trends focusing on South Korea. Consequently, the export and import of virtual water trade was identified according to country and item for 248 countries and South Korea. According to the results, South Korea's agricultural and livestock virtual water has much higher imports than exports, which outputs with agricultural by-products being the main import. In 2018, South Korea imported 72.2 billion ㎥, which is 29 times the exported amount of 2.5 billion ㎥. The research results can be used as baseline data for establishing the national water resources plan in the future.

It is the most critical issue in recent international intellectual property licence disputes to decide the applicable laws to the license contracts. As Korea and the European Union(EU) reached free trade agreement(FTA), and the EU-Korea FTA entered into force on July 1, 2011, the FTA has boosted social, economic, cultural exchanges between the two. As a result of the increased transactions in those sectors, legal disputes are also expected to grow. This situation calls for extensive research and understanding of the choice of law principles applicable to international intellectual property license contracts in the EU. To decide the laws applicable to issues arising from international intellectual property license contracts disputes, the characterization of those issues is necessary for the purpose of applying private international law principles to them. In terms of characterization, intellectual property license contracts fall within contractual matters. In the EU, the primary rule of choice of law principles in contractual obligations is the Rome I Regulation. Because the choice of law rules, such as private international law principles, the Rome Convention(1980), and the Rome I Regulation, differ in the time of application, it is essential to clarify the time factor of related contracts. For example, the Rome I Regulation applies to contracts which were concluded as from December 17, 2009. Although party autonomy in international contracts disputes is generally allowed, if there is no choice of law agreement between the parties to the contracts, the objective test rule of private international law doctrine could be the best option. Following this doctrine, the Rome I Regulation Article 4, Paragraph 1 provides the governing law rules based on the types of contracts, but there is no room for intellectual property license contracts. After all, as the rule for governing law of those contracts, the Rome I Regulation Article 4, Paragraph 2 should be applied and if there are countries which are more closely connected to the contracts under the Rome I Regulation Article 4, Paragraph 3, the laws of those countries become the governing laws of the contracts. Nevertheless, if it is not possible to decide the applicable laws to the license contracts, the Rome I Regulation Article 4, Paragraph 4 should be applied in the last resort and the laws of the countries which are the most closely connected to the contracts govern the license contracts. Therefore, this research on the laws applicable to intellectual property license contracts under the Rome I Regulation suggests more systematic and effective solutions for future disputes in which Korea and the EU countries play the significant role as the connecting factors in the conflict of laws rules. Moreover, it helps to establish comprehensive and theoretical understanding of applying the Korean Private International Law to multifarious choice-of-law cases.

최근 해상교통관제시스템(VTS : Vessel Traffic Service)은 항행지원정보교류가 가능한 육상국으로서 선박 통항의 안전과 효율성을 증진시키고 환경을 보호하는 e-Navigation의 핵심적 시스템으로 역할이 기대되고 있다. 최근 IALA를 통하여 국제적으로 데이터 공유를 위한 구조에 대한 연구와 표준 포맷이 정해지고 있으며 IVEF(IVEF:Inter-VTS Data Exchange Format)는 이중의 한 중요한 요소이다. 이러한 실시간의 트래픽 정보는 국가적으로 보안에 민감한 요소이나 현 규격에 정해진 보안성에 대한 규정은 다소 정해진 바 없이, 연동하기 위한 보안 규격을 다시 설계하여 상호 추진하고 연동시험을 수행해야 될 수준이다. 또한 Radar에 대한 물표 자체의 전달은 현재 고려하고 있지 않기 때문에 Track되지 않은 물표는 불필요한 많은 속성들을 같이 전송해야 하며, 레이더 물표에 대한 별도의 정해진 속성은 없는 상태여서 기존의 선박의 길이를 기반으로 비율을 고려하여 다시 재 산출되어야 가능하다. 따라서, 본 연구에서는 이러한 데이터 공유를 위한 IVEF의 규격을 검토하고 이를 보완하는 내용을 고려하여 새로운 프로토콜 및 방안을 제시한다. 이러한 구조는 VTS 시스템에서 적용 가능한 방안인지를 확인하여, 실제 적용할 수 있는 기술개발로서 방향을 정립하고자 한다.

This paper characterizes typical nonlinear loads into two types of harmonic sources, i.e., harmonic voltage source and harmonic current source. A series resonant filter is very effective in harmonic reduction for harmonic voltage source type of nonlinear loads such as personal computer loads with smoothing dc capacitors. A parallel resonant filter is suited for current source type of nonlinear loads such as ac drives with smoothing dc reactors. General compensation characteristics and comparison of series and parallel resonant filters are given analytically and experimentally. Compliance with IEC Std 1000-3-2 has been evaluated for limiting harmonic distortion.

Test procedure for Electric Vehicle(EV) motor/controller has been developed. Most of existing standards mainly focus on minimum requirements for safe operation. However, detailed test procedures are not covered in the standard. In order to develop test items, methods and procedures which should be strictly applied to EV motor and controller, existing standards have been reviewed by the expert group in Korea. Based on their feedback, standard test procedure was proposed. Test procedure especially for combined motor and controller has been proposed. As a load lot the tested motor, M-G set, eddy current type engine dynamo and AC dynamo were used. Test procedures for the driving cycle test and regeneration test were proposed.

신재생에너지원의 급속한 보급, 고신뢰 및 고효율 전원망에 대한 고객의 요구, 디지털부하의 급증 등 기술적 사회적 환경의 변화에 따라 직류배전망에 대한 관심이 높아지고 있다. 이에 따라 직류배전망의 안전성에 대한 문제도 지속적으로 제기되고 있다. 특히 지락, 단락사고, 절연고장, 낙뢰, 아크, 전식 등으로부터 인체 감전과 기기의 소손, 정지 또는 오동작이 발생될 수 있으며 이로 인해 심각한 문제를 야기될 수 있다. 국제표준 IEC 60364에서는 전기설비에 따른 접지시스템을 TT, TN 및 IT접지의 3가지로 분류하고 있다. TN접지방식은 전원선과 설비외함의 노출 도전부를 보호도체를 사용하여 공통으로 접지하는 계통을 말한다. 따라서, 전원선이 외함에 접촉되거나 인체의 감전에 의한 누전사고가 발생하였을 때 전원선 전체를 통하여 흐르는 전류의 차이를 검출함으로서 사고전류의 검출이 즉각 이루어 질 수 있다. 교류계통에서는 영상전류검출기에 의하여 누설전류의 검출이 가능하지만 직류계통에서는 영상전류검출기를 사용할 수 없으므로 새로운 방식의 누전검출장치의 개발이 요구된다. 또한 감전 사고는 인체의 사고와 설비의 사고 두 가지로 구별되며, 효율적인 전력운영과 안전을 위하여 두가지 사고에 대해 통합적으로 구분 동작이 가능한 누설전류 검출기 개발이 요구된다. 본 연구에서는 TN접지계통에서 직류누설전류 검출이 가능한 홀 센서(HCT)를 사용하여 인체 및 설비의 누설전류 패턴에 따라 구분 동작이 가능한 직류용 누설전류 검출기 개발에 관한 연구를 수행하였다.

T미국 공립학교들에 다양한 문화적, 언어적, 인종적 배경을 가진 학생들이 점차 늘고 있다. 최근 10년간 이 학생들의 수는 52% 이상 증가하였으며 (from 1.4 to 3.04 million) 전문가들은 이 학생들의 수는 계속적으로 증가하여 2020년에 50% 에 도달할 것으로 예상한다. 그리고 이들을 위한 영어 교육을 위해 효율적인 연구와 투자를 계속적으로 하고 있다. 미네소타 주 역시나 공립학교 등에서 30% 이상의 외국인 학생들이 특별한 영어 교육 프로그램으로 교육을 받고있다. 따라서, 이 연구는 미네소타 주의 한 주요도시에 위치한 고등학교를 모델로 이 학생들의 효율적인 영어교육을 위해 액션 프랜을 개발하는 과정을 설명하고 이 액션 플랜을 위한 주요 이론들을 소개하는데 목적을 둔다. 주요이론들은 Differentiated Instruction, SWOT Analysis, 그리고 Action Research Methods 등 이며 Special Educational Needs 개념을 정리하였다. 본 연구는 국제 교류의 증가에 따라 한국에 늘어나고 있는 외국인들과 그들의 자녀들을 위한 한국어 교육방법과 노력들을 제고해 보는 계기로 삼고자 한다. 그리고 이 연구 방법은 현재 한국 농촌 지역에 사는 다문화 가정 자녀들의 한국어 교육을 위한 프로그램 개발 및 실천 연구에 응용되어질 수도 있다.

The writing systems of the Silla dynasty, the Kugyol(口訣), had influenced the earlier states of Japanes Kunten(假片) during the 8th century. Japanese developed their own writing system, Kunten(訓点) after the 9th century. The Silla Kugyol was inscribed by Gagpil(角筆), a kind of ancient stylus, which seems to be originated in China and India. There are two main streams of Asian script culture. One is from China: a brush-pen culture for East asian calligraphy, named Seoye(書藝) or Seodo(書道). The other is from India: a tusk-pen culture for inscribing Buddha's words. In Korean peninsular, we can find the traces from Buddist texts inscribed by the Gagpil, a tusk-pen. We can find new writing system in the books of the Silla, penod, Panbilyanglon(判比量論), Hwaeommuneuiyogyol(華嚴文義要訣) etc. The scripts inscribed by gagpil was a totally phonetic system with dots and lines etc., like Hangul strokes was invented by I king Sejong 800 years later. The old system was used until 15th century before the invention of Hangul scripts.

As smart devices and communication technologies have developed rapidly, the healthcare industry in the globe is seeing remarkable issues on medical security. At the same time, personal medical records are being shared in the network, which would raise the risk of information security. This thesis aims to develop the curriculum to raise the awareness of information security among workers in medical institutions by referring to NCS(National Competency Standards) International standards, medical institutions' requirements and educational institutions' curriculums on information security based on proven results from medical devices and systems introduced in the public health centers, territorial branches, community health posts and primary, secondary, tertiary hospitals. Thus, this thesis offers the method to improve information security in healthcare institutions through validation testing conducted by medical practitioners and ICT experts.
