In this study, safety management procedures were developed based on domestic and foreign guidelines and related maritime law to ensure the safe development and implementation of smart autonomous ship technology and Samsung Heavy Industry. The safety management procedure was developed according to the guidelines for (MASS) sea trials (MSC.1/Circ.1604, Annex: Interim guidelines for MASS trials), proposed by International Maritime Organization (IMO) for the relevant authorities and stakeholders of MASS to properly conduct tests of systems and infrastructure related to safety and environmental protection. The developed safety management procedure applies to the maritime demonstration test of a system applying autonomous navigation element technology mounted as a navigation aid on a ship operating under a watch system, while complying with the environmental protection and navigation safety of the coast of Korea.

In this paper, International convention on the control of harmful Anti-Fouling system on ship, Ballast water management, Prevention of air pollution from ships, treat a main pending problem in ocean related environmental regulation convention.

The protection of intellectual property right in international conventions are worldwide or regional areas already exists a century. Therefore, our country is positive affiliated with international conventions. After that time, such as a violation of international convention and an example of imitations are continually that we prognosticate the international trade market activities was difficult not only became an issue of country credit risk. At this point, the major purpose of this study make an analysis of both paralleled with the case study follow an example and the comprehension with concerned about recognition of intellectual property right. In additionally, it stands a plan of package design protections under the WTO systems. This study have carried out a theoretical and practical analysis of intellectual property right and statistical analysis through the inside and outside of the country packaging design study and a case study of troubles with intellectual property. Besides, it is accomplish the purpose of the study that established exploratory study survey about inside and outside of the country packaging design infringement case study and relative package design industry employees with consumptions real research. I hoped that this study will be a foundation on which packaging, design industry protections to intellectual property right.

This paper finds out that the WTO's member countries' environmental measures have sometimes reflected the interests from their domestic industrial fields under the name of environmental protection. For the harmonious linkage between the trade and environments under the WTO mechanism, it is required for the concerned parties to reach the consensus for the measures to be imposed domestically and internationally, as well as the WTO's judicial efforts to make more scientific approach. Such coordination and consensus among the concerned parties to the domestic and international environments would be the efficient way to solve the conflicts between the trade and the environments, together with the WTO's more scientific approach in interpreting and applying the environmental provisions.

선박의 대형화와 고속화 및 늘어나는 해상 뮬동량으로 인해 해상에서 대형사고의 위험이 증가하고 있다. 해난사고의 위험을 억제하고 선박의 안전과 해상환경의 보호를 강화하기 위해 기존 레이더 위주의 관제시스템을 국제적 e-Navigation기반의 다양한 항행정보지원 및 최신 유비쿼터스 기반의 센싱 장비들에 의한 기술과의 융합을 통하여 보다 지능화되고 첨단화된 차세대 해상교통관제시스템(u-VTS)의 도입이 필요하게 되었다. 국제표준에 부합하는 차세대 해상교통관제시스템(u-VTS)을 개발하기 위해서 국제동향의 분석이 필수이며, 이 연구에서는 VTS 관련 국제회의에서 현재 논의 중인 내용을 소개하고 상용화될 기술에 대하여 조사했으며, u-VTS에서 제공되어야 할 서비스를 도출했다.

By using personal health devices, a type of bio-censor at home and building, for telemedicine, this paper proposes a new method to protect more robust patient's privacy than before scheme [1] by ensuring the integrity and the secure transmission further when it communicates with gateway which collecting bio-information from them. As the suggested method is designed to conform with ISO/IEEE 11073-20601 [2], which is international standard, it considered interoperability with various health devices.

지난 4월 23-25일 3일간 태국 정부의 주최로 제7차 APEC 정보통신장관회의(The 7th APEC Ministerial Meeting on Telecommunications and Information Industry:TELMIN 7)가 방콕에서 개최됐다. 지난 1994년 APEC 정상회의 당시 우리나라의 제안으로 설립된 APEC 정보통신장관회의는 1995년 서울에서 1차 회의를 개최한 이후, 2-3년 주기로 총 6차례 회의를 진행, 아.태지역 통신분야 논의의 최고 구심점으로 자리매김했다. 특히 이번 제7차 APEC 장관회의는 '디지털 번영:도전을 성취로(Digital Prosperity:Turning Challenges into Achievement)'라는 주제로 ICT(Information Communication Technology) 기술 발전 및 안전한 이용환경 구축을 통해 경제성장을 달성하고자 하는 APEC 회원국의 정책방향을 담고 있다는 점에서 주목을 끌었다. 이번 제7차 APEC 정보통신장관회의의 세션별 주요 발표내용을 간략하게 정리하고, 특히 정보보호 분야 세션에서 발표된 내용들을 중점 소개하고자 한다.

현재 미국을 비롯한 선진 국가에서는 ISO 국제 표준인 국제 공통 평가 기준 ISO/IEC 15408(CC v2.1, Common Criteria for Information Technology Security Evaluation))과 공통평가방법론(CEM, Common Methodology for Information Technology Security Evaluation)에 근거하여 IT 제품 및 시스템에 대한 보안성 평가를 하고 있다. 그러나, 현재 CC 및 CEM은 주로 IT 제품의 보안성 평가를 위한 것이며, 실제 IT 환경에서 운용되는 시스템에서 이를 적용해 평가하는데는 많은 어려움이 있다. ISO를 중심으로 각 국에서도 이와 관련해 시스템 평가에 CC를 적용하기 위한 방법론이 검토 중에 있다. 그리고 현재 개발 진행중이거나 시장에 출시된 많은 제품이 여러 단일 제품이 합성된 통합제품 형태로 구성되고 있는 추세이며, 이는 시스템 평가 문제와 더불어 향후 CC 기반의 평가를 활성화시키기 위해 풀어야 할 문제로 제기되고 있다. 본고에서는 각 국에서 추진 중인 시스템 평가 동향을 살펴보고, 현재 ISO/IEC SC27/WG3에 표준화로 제안된 "Security Assessment of Operational System"에 대해 살펴보고자 한다.자 한다.

국제간 정보통신전달 수단으로 인공위성과 해저케이블이 상호보안적으로 사용되어 왔다. 특히 최근에 와서는 해저 광케이블의 등장으로 국가간 정보통신전달 수단으로 케이블의 역할이 급격히 증대되고 있다. 해저케이블은 열악한 해양환경에 노출되어 있으므로 건설시나 운용중에 손상 받을 가능성이 아주 크며 그로 인한 파급효과가 엄청나다. 또한 해저케이블 사고시 복구에 많은 시간과 어려움이 뒤따르며 비용도 막대하다. 따라서 해저케이블의 안전성을 확보하는 것은 매우 중요하며 이에 대한 보호대책이 절실하다. 본 논문에서는 해저케이블의 건설 및 운용상에 발생할 수 있는 여러 불안전 요인들을 찾아 그에 대한 대책방안을 고찰해 보고자 한다.
