Korean academic societies in science and technology are trying to improve the prestige and quality of their journals by enlisting them in international citation databases. In order to be enlisted in international citation databases, a journal should be managed and maintained according to the policies of organizations operating citation databases. In particular, a journal should have an effective on-line publishing process including fair and transparent peer-review. KISTI studied the systematical necessary element so that the domestic journal could receive the evaluation for the international index DB record. Based on this, KISTI designed the Article Contribution Management System(ACOMS) Ver. 4.0 including the academic journal homepage and completed the english ACOMS development in 2010. Presently the english ACOMS promotes the continued facility improvement in 2012 in order to be reborn as the international journal manuscript submission/review and electronic publishing system. And it is managed about the academic journal of 49 kinds including JICCE academic journal. Therefore, this paper suggests utilizing english ACOMS as a way for JICCE journal to enlist their journals in international citation database.

OECD MNE Guidelines ('OECD Guidelines') was set forth in 1976 as a form of annex to the OECD Declaration on International Investment and Multinational Enterprises. The objective of the OECD Guidelines is to fulfill the implementation and adoption of the Responsible Business Conduct ('RBC') among the adhering states. To further the effectiveness of the OECD Guidelines, OECD, specifically the Investment Committee of OECD, has utilized National Contact Point ('NCP') structure. According to the Procedural Guidance annexed to the OECD Guidelines, peer learning is prescribed as an important tool for promoting and facilitating the implementation procedures of the OECD Guidelines. This paper, inter alia, is mainly focusing on the peer review mechanism applicable to NCPs because negative assessments by peers are likely to harm Korea's state image and entail international criticisms even though such reviews are conducted voluntarily. In addition, the Working Party on Responsible Business Conduct ('WPRBC') decided to have a peer review of Korean NCP in 2019. This paper first outlines the meaning and current applications of the peer review mechanism, and then analyzes specific peer review cases conducted in Denmark and Belgium in 2015, and in 2016, respectively. Lastly, based on the issues handled in the peer review reports on the above states, this paper makes a few recommendations for Korean government to prepare the peer review scheduled in 2019.

The paper evaluated the effects of port hinterlands and suggested the policies to improve them in Korea. The results of evaluation indicated that it is difficult for the effects to be evaluated so good. It seems that a lot of efforts should be made to make port hinterlands carry out their own functions well, in that, in particular, they have had so bad effects in carrying out such functions as production, international trade, and city. Policy actions were suggested including reduction of rent, strengthening international logistics networks, and governmental funding etc.

현대의 항공테러는 단순한 항공기 납치뿐만 아니라 항공기의 공중 폭파, 항공기에 대한 미사일 공격, 공항과 승객에 대한 공격, 그리고 항공 외부 시설에 대한 공격 등 실로 다양한 형태로 자행되고 있다. 항공 교통에서의 불법 방해행위를 사전에 방지하기 위해서는 출발지의 보안 검색이 무엇보다도 중요하며, 이를 위해서 사전 예방적 선제적 항공보안관리 체계 전환, 출입부터 탑승까지 전 과정을 프로세스화한 점검활동 강화, 국제권고기준 항공보안장비 보유와 첨단화 등 미래 변화에 대한 능동적 대처뿐만 아니라 정확한 보안검색과 고객편의의 융합을 통해 세계 최고 공항으로 지향하며, 행동탐지기법의 도입을 통해 일상적이고 포괄적인 보안검색 운영의 약점을 보완하여 항공보안 강화의 토대를 마련해야 하고, 불법 방해행위의 억지를 위해 2015년부터 새롭게 실시하는 국제민간항공기구 상시 모니터링 제도의 항공보안 평가(USAP-CMA) 방식을 적극 검토하여 국정원 공항공사 항공사 등 관련기관 정보 공유, 지속적인 모니터링 및 국내 국제민간항공기구(ICAO) 인증 항공 보안평가관 등과 철저히 대비한 세부 대응 계획을 수립하고 항공보안 전문가 육성을 강구하여야 한다.

광물자원 평가지침은 지역 및 국가에 따라 사용되는 지침서는 다소 차별적이지만 대체적으로 유사하다. 그 중에서 호주의 JORC 코드와 UN에서 작성된 UNFC 지침이 가장 많이 이용된다. 광물자원평가와 관련된 기술보고서 작성의 경우 국제적으로 통용되는 지침서를 근간으로 작성되어야 대외적으로 인정받을 수 있어 이에 대한 이해가 요구된다.

Assessing the quality of audio signals is an important consideration in making high quality sounds and various methods have been developed. This paper provides a general framework of sound quality and a technical overview of the international standard methods which are described in ITU-T, ITU-R, IEC and ANSI Recommendations in the speech intelligibility, speech quality, and audio quality areas. In addition, some recent findings and future works are included.

The job creation is one of the important issue from the public and private sector. For the job opportunity, the private sector would contribute to create plentiful opportunities for job-seekers. Especially, foreign donor countries has fostered the development consulting firm in the private sector with the legal and institutional support. As the result, it has played the important role to create the job opportunity for whoever want to find the way in the international development cooperation. However, South Korea does not yet make the environment as much as foreign donor countries. Hence, this study aims to analyze the case on fostering the development consulting firm in the international development cooperation to draw the political implication for South Korea. With this, the result of the study is significant to rebuild the index on the impact evaluation of the employment that is fit to the international development cooperation. Thus, foreign donor countries suggests that fostering the development consulting firms in the international development cooperation should be based on the political and institutional support, tied network, and sustainable supply of human resources. Indeed, the improvement of the index on the impact evaluation of the employment would contribute to correctly measure the impact from the development consulting firm in the private sector.

To ensure PKI systems' reliability, the security for PKI systems evaluation is required. But, unfortunately, the systematic security evaluation and certification of PKI systems is insufficient. In Korea, Firewall and intrusion detection system's security evaluation and certification has been enforced, but research of PKI systems’ evaluation is insufficient. This paper provides a PKI system evaluation criteria. This paper specifies a 7 level of the functional and assurance security requirements for a PKI system. And this PKI system evaluation criteria provides a compatibility with CC(Common Criteria) and KISES(Korea Information Security Evaluation Systems).
