A Study on Cost-benefit analysis of Defense Improvement Project for Acquisition Alternative Analysis (방위력개선사업의 비용편익 분석을 통한 획득대안 분석 연구)

  • Since the weapon system project has a large ripple effect on the country by investing a huge budget, analysis of acquisition methods that secured economic feasibility is required in the planning stage to promote the weapon acquisition project. In response to this demand, economic analysis for acquisition method is preformed in the research stage of previous studies, but the analysis on economic analysis for acquisition alternative is imperfect at the present. In this research, we identify the limitations of the effect analysis and propose an additional cost-benefit analysis method to analyze the economic feasibility of the acquisition alternative. It is possible to present the universal results of economic feasibility analysis for not only multiple alternatives but also single alternatives by presenting benefit/cost ratio. It is applied to research on acquisition project of OO guided rocket, and the result of economic analysis for each alternative is presented.

  • This study compares the educational effect using real equipment, virtual reality, and video to improve the educational and training effect of the army and verifies which method of education is excellent. The Army has made a lot of efforts to realize the actual training environment, however, it is increasingly difficult to provide the actual training environment because of 1) restrictions on securing training sites and urbanization, 2) deepening conflicts with the people, and 3) difficulties in acquiring defense budget. To resolve these issues, the use of virtual reality(VR) has the advantage to experience actual battlefield indirectly and could save budget by training in a virtual battlefield environment. In particular, in the case of dangerous or expensive weapons systems, is further required. Hence this paper studies how effective virtual reality is compared to the actual weapons system. virtual reality(VR) education is less effective than actual equipment education, but it is higher than video education. Based on this research result, it will be used as a basic data for the analysis of educational effects based in virtual reality(VR).

  • The AR/VR-based education and training system is expected to contribute greatly to accident prevention and budget reduction as well as practical training effects similar to the battlefield environment. Research to use AR/VR for learning is ongoing, and technology can be improved without experiencing failures that can occur in the real world. Major advanced countries in defense recognized the advantages of AR/VR technology early on, and developed and utilized systems using them in various fields, from mastery of individual weapon system operation to comprehensive combat training systems, war history education, and post-traumatic stress treatment. Therefore, the purpose of this study is to examine the cases of AR/VR application education and training in advanced defense countries and to draw implications for the South Korean military.

A Study on the Application of the 4th Industrial Drone to the Military Field (4차 산업시대 드론의 군사 분야 적용에 관한 연구)

  • In the 4th industry, drones are being used while having a close relationship with our lives. The development and use of various drones suggests a new paradigm for the domestic industry in the future, and is expected to become more advanced and scientific. Meanwhile, in the field of defense, efforts are being made in various ways to overcome the social phenomenon of reduced service resources. It is concentrating its efforts on strengthening the national defense power by preparing an exit strategy to supplement the shortage of service resources and to maintain and improve combat power, and by combining various science and technology related to the 4th industry. The military is planning to reinforce its combat power in connection with future industries to effectively respond and perform missions in preparation for the future combat aspects that have been researched and planned, and is planning an unmanned combat system for the science and technology army by investing a separate budget. Therefore, we systematically introduce and utilize drones, which are the core of the unmanned combat system, to create more active combat power and seek countermeasures for the battle vacuum, It is expected to provide a new paradigm for the battlefield when using advanced technology developed in the private sector and grafting it to the military sector.

A Method of Determination of the Number of Tests for Reliability Growth Management (신뢰성 성장관리 시험의 시험 시료 수 결정 방안)

  • The number of test samples was calculated by setting the reliability growth management test period considering the weapon system development period. The optimal reliability growth management test design condition was 80% reliability, 60% confidence level, and 6 months of test period. At this time, it was analyzed that 4 test samples were required if 0 failure occurred, and 9 test samples were required if 1 failure occurred. Using the method of determining the number of samples presented in this paper, it can be used as a basis for acquiring a budget for the number of samples for reliability growth management when switching from the exploratory development stage to the system development stage.

  • Weapon systems have been developed with high technology electronic equipment due to technology growth. In addition, the capital, operational and maintenance costs of weapon systems have all increased. However, cost of operation and maintenance for weapon systems has been decreased relatively compared to the increased capital cost of weapon systems. Therefore, the defense industry needs to research the life cycle cost of weapon systems that have high operational and maintenance costs. This paper focuses on maintenance equipment for the operation and maintenance of weapon systems. Recently, it seems that the weapon systems that have periodic calibration with maintenance equipment are valid. The equipment requires periodic calibration by the manufacturer to check its own validation. Basically, customers demand high reliability devices from foreign companies that have qualified in the global market. Therefore, the tools need to be calibrated overseas. In other words, weapon systems are not available when the equipment has to be calibrated overseas because the systems require validation with valid maintenance equipment. A purpose of this paper is to compare the loss costs that arise from the calibration of the equipment overseas and the purchasing cost of the tools. Finally, the research shows the number of equipment that customers need to minimize the cost. This research will help to improve the efficiency of operation of weapon systems and solve the problems associated with the need for maintenance overseas.

  • 공익사업 수행시 발생하는 용지보상은 매년 20조원에서 30조원에 이르는 막대한 예산이 투입되고 있는 반면 각종 규정과 업무절차가 복잡하여 업무처리에 많은 인력과 시간이 소요되고 있다. 이에 국토해양부와 같은 중앙부처, 지방자치단체, 도로공사 등 주요 공익사업 사업시행자들은 기관별로 별도의 보상시스템을 구축하고 있다. 하지만 교육과학부, 국방부 등 보상시스템을 사용하지 않는 중앙부처가 대부분이고 기 개발되어 있더라도 시스템 활용도가 낮아 보상시스템을 활용한 보상통계자료의 작성 등이 어려워 매년 국가가 취득하는 공공용지 취득실적 및 규모 등을 파악하기가 어려운 실정이다. 또한 회계시스템과 연계가 되어 있지 않은 시스템이 많아 정확한 보상비 집행실적 추적이 어려워 과세자료 누락으로 인한 세금 누수가 발생하고 있다. 더불어, 과다보상비 책정 및 지급시 이를 체계적으로 추적할 수 있는 전산자료 부재 등으로 보상비 집행의 투명성이 저하될 소지가 있다. 이에 중앙부처, 지방자치단체 및 공공기관별로 용지보상시스템 사용현황을 파악하고 이들을 근간으로 범국가적으로 보상업무를 선진화 할 수 있는 보상자료 통합 관리방안을 제시하고자 한다.

Nuclear·Atomic Public Diplomacy: The Possibility of Expanding Toward New Issue Area (핵·원자력 공공외교: 새로운 영역으로의 확장 가능성)

  • Objectives: Nuclear security and atomic energy industry have always been the domain of political and economical diplomatic affairs. The issue of nuclear proliferation must be resolved politically or militarily given the importance of the problem, the impact it has on global security, the influence of major powers, and non-proliferation regimes. Considering scope of the budget, manpower, and scale of the project, the atomic energy issue was also viewed from an economic perspective. Therefore, the goal of this study is to depart from the conventional viewpoint and investigate if public diplomacy may be extended to a new issue domain of nuclear security and atomic energy. Methods: In order to determine whether there are any areas that overlap, the uniqueness of Korea's position in the nuclear security and atomic power domains is evaluated and compared with the traits of public diplomacy. Results: It seems plausible to broaden the scope and function of public diplomacy in that field given Korea's uniqueness in nuclear security and atomic energy issue and overlap with public diplomacy. This is especially true given that the state must take the leading role and that ongoing policy demands are made in light of Korea's security and economic structure. In reality, it is assessed that the Summer Fellows Program, run by the KAIST Nuclear Nonproliferation Education and Research Center (KAIST NEREC), has had a considerable impact on public diplomacy in the area of nuclear security and atomic energy. Conclusions: Nuclear security and atomic energy issues have traditionally been handled from the perspectives of political diplomacy, summit diplomacy, and economic diplomacy. However, this paper evaluate that the possibility of enhancing the role of public diplomacy in this issue area is high and underscore that the budget support, programs, and manpower for similar public diplomacy activities are needed. Through this, South Korea's nuclear security policy and atomic energy industry could be supported from international community and it will advance national interest.

A Study of Targeted Killing, Unmanned Aerial Vehicles (무인항공기 표적살인(Targeted Killing)에 관한 고찰: 논쟁과 실행 정당성을 중심으로)

  • Targeted killing is a modern euphemism for the assassination of an individual by a state organization or institution outside a judicial procedure or a battlefield. Targeted killing using armed drones has raised profound anxieties in legal, policy, and advocacy communities in the United States and abroad, including among UN officials. The bottom line for targeted killing supporters is that targeted killing works as part of a larger counter-terrorism strategy. Targeted killing does what it is supposed to and removes the leader of a group. And despite growing legal, moral, and ethical issues concerning targeted killing, scholars agree that drone strikes and targeted killing operations will stay. The ACLU has sued top CIA and Pentagon decision-makers to seek accountability for the unlawful killings of three U.S. citizens in Yemen last year. Also, strikes by drones are associated with serious problems such as collateral damage to ordinary citizens and friendly fire. Targeted killings by drones also involves several issues to be resolved, including suspicions that they may run counter to domestic law prohibiting assassination, the opacity concerning their definitions and military actions, and the impact of whiplash transition. Finally, targeted killing program and the need for transparency. The assembly referring to resolution invites the committee of ministers to undertake a thorough study of the lawfulness of the use of combat drones for targeted killings and if need be develop guidelines for member states on targeted killings with a special reference to those carried out by combat drones. These guidelines should reflect the states duties under international humanitarian and human rights law in particular the standards laid down in the EC on human rights as interpreted by the european court of human rights.

The Study on the Sustainable Sharing Plans of Military Installations for a Civil Military Co-existence (민군상생을 위한 지속가능한 군사시설 공유방안 연구)

  • This paper shows procedure and strategies to improve military facilities and local residents' welfare through a civil-military sustainable cooperation project. Military installations tend to impede urban developments, so that a few civil compliant have been often filed. Meanwhile, it is sometimes impossible to relocate military units due to their own unique purpose, even though they belong to core sites of civil developments, which are generally indispensible due to urban expansion, magnified road networks and so on. The solution to offset these conflicts between civil and military demands, which are associated with military units and urbanization surrounding them, is to establish sustainable strategies which enable both civil and military be beneficial. In this study, it is described, decision making procedure to make some facilities of a military unit be better as well as promote local residents' welfare through securing high-quality sports facilities. Delphi-technique and Paired Comparison Method are used to collect civil and military opinions regarding sustainable agreements. As a case study, a civil military cooperation project between a military unit and a local government is introduced. With successful projects, it is expected that the better installations could lead positive images of a military unit, provide advanced athletic environments for both local residents and military personnels, and lessen defense cost to maintain them. Moreover, this project will go down as a paragon of civil military sustainable cooperation.
