Understanding Factors Associated with Unmet Need for Outreach Community Health Service among Older Adults in Seoul (노인 방문건강관리 서비스 미충족 영향요인: 서울시 찾아가는 동주민센터 사업을 중심으로)

  • The purpose of this study was to examine various factors influencing the needs of Seoul's newly implemented outreach community services for older adults, and to suggest the direction of the outreach community health services in Seoul. A multi-level regression was conducted using data collected by face-to-face interviews from 1,000 individuals aged 65 and 70 in 17 districts, where participated in the Seoul's outreach community services. The results demonstrated that socioeconomic status (higher income and living alone), health status (having multiple chronic conditions and depression, lower health literacy), limited experience of the outreach community services, and low government trust at the individual level were associated with higher unmet need for the community outreach services. In addition, shorter participation period of the outreach services and financial independency at the district level were associated with higher unmet need for the services. The findings from this study implies the need for improving the quality of services by focusing on vulnerable groups such as individuals with lower income and worse health status. In addition, the outreach community health services may need to target individuals aged 66 to increasing efficiency of the services through utilizing results of life-cycle health checkup by the National Health Insurance Corporation.

  • It is expected that Korea will be entering with super aged society with its rapid changing to aging society compare to other developed countries. Such phenomenon is recognized from a long time ago and government has enacted Elderly Long Term Convalescence Insurance Regulation back in 1999. However, different from its actual purpose, there are many problems and improvements to be made, leading to legislative revision for several times. Still, it is left with many issues. This is one example showing there has been a continuous problem with elderly long term convalescence insurance system. Even this system in Germany which have started 4 years before us is to continuously revising regulation by raising issues to make strong structure for elderly welfare and long term convalescence, aiming to enhance life of elderly people by providing detailed standard for convalescence. Elderly related legal systematization may not enhance their welfare service or daily life right away. However, if details in regulation and its theory is systematically arranged, this will greatly reduce administrative confusion as well as increasing understanding and use of this system for the nation.

  • This article examines the issues around the coming age of artificial intelligence and the 4th industrial revolution. First, this articles addresses the changes we will encounter with the advance of innovative technologies. Changes in future jobs, education, travel and other lifestyle issues are discussed and responses of a few countries(governments) regarding preparations for such future changes are illustrated. To sum up, three dimensions - sustainable technology development, legal and policy-related establishments, and consensus building among the public - are identified as areas to focus on for the future. Particularly, it is advised that the Korean government apply and utilize new technologies to solve public issues and problems, particularly the newly-emerging "urban renewal" and "smart city" issues.

  • Korea has been showing a high interest in convergence centered on information and communication technologies for the past 10 years. However, with successful convergence of broadcasting and telecommunication sectors, successful convergence cases such as IPTV have been excluded. In some fields, The performance that citizens can experience is limited. In addition, the combination of the Internet of things and the big data shows that infinite data in the natural and social environment surrounding service users can be created and utilized to create better services. However, the division between departments and departments, And the limitations of policies and systems that can promote convergence of information and communication technologies. Therefore, in order to create new industries through the fusion of the Internet of things and big data, it is necessary to investigate what kind of inhibitory enzymes are present, to investigate the problems, to solve the problems, to develop technologies for activating the Internet and big data, And suggests ways to utilize the policy to promote convergence of related technologies.

Development of performance indicators for resident-friendly river management (주민 친화적 하천관리를 위한 성과지표 개발)

  • With the increasing demand for improving the quality of life of the people, the need for resident-friendly use and management of rivers is increasing. This study develops an indicator that can measure the performance of the multi-faceted function of the river that the general population can appraise, and in particular, the subjective satisfaction of residents. Based on related prior studies and case analysis, a draft indicator system covering maintenance of river facilities for flood control, water use, environment protection, and water-friendly use functions was established. Through a factor analysis adopting PCA extraction method and VARIMAX rotation method and survey, a performance indicator system consisting of three areas, six detailed areas, and 24 items is drawn. Also, the developed indicators are applied to national and local rivers in Daejeon to suggest implications through comparative analysis.

  • In recent years, the number of unforeseen weather hazards increased significantly, and subsequent financial loss in public and private sector has increased as well. Research has been increasingly focused on the actual damage assessment in the event of a disaster through effective and comprehensive disaster countermeasures to deal with and improve a better anti-disaster strategy. Through investigation of existing domestic and foreign property loss related to current damage analysis, the comparison and analysis in terms of current estimated methodology of the full extent of the damage results is proposed. In this study, a more efficient damage index and natural disaster damage assessment is suggested and more specifically, the basic standards of declared disaster areas and the strength of private property damage index will be also be discussed.

University Students' Awareness and Preparedness for Social Problems of the Fourth Industrial Revolution (4차 산업혁명의 사회적 문제에 대한 대학생의 인식과 준비 여부)

  • This study examines university students' awareness and preparedness for anticipated social problems of the Fourth Industrial Revolution and deteremines if there exist differences between gender, major fields of study and school years of students. Based on surveys with 122 university students in Seoul, students majoring in technology-engineering showed more positive outlook than students majoring in humanity-social science. Female students and humanity-social science students showed higher levels of concerns with social problems than male and technology-engineering students. More than three out of five students anticipated that they will experience the influence of the Fourth Industrial Revolution within the next five years. Two out of five students assessed their preparedness to be inadequate. Given the overarching social influence, it is necessary to develop convergent education of technology and social science that raises students' understanding and preparedness without differences in major fields of study and gender for the Fourth Industrial Revolution.

  • 2019년 발생한 인천광역시 붉은 수돗물 사태로 급수구역에 포함된 26만 1천 세대, 63만 5천 명이 직·간접적인 피해를 입은 바 있다. 경제적 피해액으로 추정할 경우 최소 1,280억 원 이상으로 보고된 바 있으며, 이와 같은 상수관망의 수질사고 확산은 장기간 동안 시민의 건강과 생활환경 수준을 저하시킨다. 따라서 상수도시스템의 수질사고확산 모델링 및 방지기술을 통한 수질안전성의 재확인이 필요하며, 이것은 상수도시스템의 지속가능성을 높여 국민이 체감하는 물 환경 수준 제고에 기여가 가능하다. 관망 내 수질해석을 직접적으로 수행하는 모델은 국외적으로 다양하게 개발(PODDS, EPANET-MSX, EPANET2.2 등)된 바 있으나 검·보정을 위한 수질측정 자료 부족 등으로 적용이 제한적이라는 한계가 현재에도 존재한다. 이를 보완하기 위해 수질자료에 비해 그 양이 많고 획득방법이 상대적으로 수월한 수리학적 계측자료 및 해석결과를 활용한 관로 내 체류시간 등을 활용한 연구가 수행된 바 있다. 그러나 이와 같은 수리학적 해석 결과를 활용하는 경우에도 계측자료를 기반으로 한 수리학적 검·보정은 필수적이라 할 수 있다. 본 연구에서는 관로 내 체류시간에 직접적인 영향을 미치는 유량 및 유속자료를 중심으로 수리학적 관망해석의 결과를 최적 검·보정하는 방법론을 제안하였다. 기존 상수관망 수리해석의 검·보정은 일부 지점에서 수압을 측정하고, 수리해석 결과로 도출되는 해당 지점의 수압이 실측된 결과와 유사하도록 관로의 유속계수를 적절히 보정하는 형태로 진행되었다. 그러나 본 연구에서는 관로유량과 유속자료의 목적함수 내 가중치를 수압자료보다 크게 설정하여 체류시간 중심의 검·보정이 수행될 수 있도록 하였으며, 검·보정 대상인자 역시 대수용가의 수요량, 수요패턴, 그리고 관로유속계수로 확장된 모형을 구축하였다. 최적화 기법으로는 메타휴리스틱 기법중 하나인 화음탐색법을 활용하였다. EPANET 2.2 Toolkit과 Visual Basic .Net을 연계하여 프로그래밍하였으며, 개발된 모형을 실제 지방상수도 시스템에 적용하여 분석하였다.
