A Study on the Lift Pier and Equipment of Design Criteria for Effective Vessel Management in the Marina (마리나 항만의 효율적인 선박 관리를 위한 상하가 시설 및 장비의 설계기준에 관한 연구)

  • This paper analyzes the type of facilities and equipment of the marina port and analyzes its lift facilities (lift pier) and equipment (marine mobile lift). It set up the lift facilities and equipment standards. Depending on the gross tonnage of vessels in operation in Korea, the required inner width of lift piers is 5.50 m for 35-ton vessels, and 6.20 m for 50-ton vessels. The inside width of the marine mobile lift is 6.10 m for 35-ton vessels, and 6.80 m for 50-ton vessels. There are two places where the target ship can be lifted from the lift pier installed on the domestic marina, and other marinas' lift piers inner widths are insufficient by about 0.35 ~ 0.50 m. Among the marine mobile lifts in operation, there were two apparatuses that secured the inside width necessary to lift the target vessel. Other marine mobile lifts' inner widths are insufficient by about 0.3 ~ 0.6 m.

  • Due to floating marine debris, seabed litters, dead shellfishes and polluted sediments, etc. , which are mainly caused by fishery activities in a large scale around the coastline, expansion of industrialized areas from economic development and drastic increase of free time by the improved standard of living, Korean coast is believed to be cast beyond the self purification of marine ecosystem. Seabed litters, if not remedied in a timely manner, will eventually lead to the overall disorder of benthic ecosystem. Thus, in order to prevent marine ecosystem from being thrown into confusion by seabed litters and to restore ocean environments, it is reasonable to investigate the current status of the seabed litters by carrying out an extensive examination on them and to equip ourselves for marine debris with an systemized tool that provides supports to the building process of an efficient methodology of litters disposal through managing related data appropriately. As an primary step to this goal, a systematic method of investigation is presented in this paper. With this methodology, the present state of the seabed titters is properly understood for the specified list of ports.

Analysis on Shear characteristics of Rubble Stone Using Large-Scale Triaxial Test (대형삼축압축시험을 이용한 사석의 전단 특성 분석)

  • In general, the values of shear strength properties of rubble stones have been given quoting from Japanese empirical recommendation when breakwater and offshore structures of port and harbor facilities were designed in Korea. but by large-scale triaxial test(specimen diameter 30cm, specimen height 60cm) carried out in Korean Water Resources Corporation in 2001, for the first time in korea, shear strength properties of rubble stones are evaluated directly. These are compared with the Japanese empirical recommendation. Therefore, the value of shear strength properties of rubble stones have been usually given quoting from Japanese empirical recommendation without laboratory or in-situ tests, but the results of this study state that shear strength properties of rubble stone can be rationally determined and shear behavior characteristics of rubble stone can be invesgated by large-scale triaxial test

  • 국내·외 사회 전 분야의 급속한 전자상거래 발전에 따라 해운·항만 분야에도 인터넷 사업의 진출기회가 확대되고 전략적 활동이 증가하고 있다. 그 중에서도 인터넷을 기반으로 세계가 하나의 시장으로 통합되는 경향을 보이고 있어 기업의 활동 범위가 광역화되고 있으며, 시간과 장소의 통합이 기업간 거래에서 중요시 되고 있다. 지금 세계 각 국은 해상연계 물류, 무역 등 물품의 중개 관련 사이트 및 선박 운송에 따른 각종 해운관련 서비스를 가상 공간에서 제공하는 사이버 해운 시장의 선점 및 구축에 모든 힘을 쏟고 있다. 해상 운송에 따른 각종 수송서비스를 생산, 공급하는 경제활동을 해운 활동이라 한다. 해운 시장의 불확실성, 다변성, 국제성, 개방성을 특성으로 하는 해운 거래는 전자상거래를 통해 효율적으로 처리될 수 있다. 즉, 해운 거래의 비용 감소와 양질의 서비스로 선주, 화주 등 거래 당사자들의 만족도를 높일 수가 있다. 이에 따라 국내에서도 오프라인상의 해운 거래소가 사이버 해운거래소로 옮겨질 예정이다. 가상 공간을 통한 해운 거래의 구체적인 장점은 다음과 같다. 구매업체는 기존 공급업체에 대한 접근 및 새로운 공급업체의 확보가 용이하며, 경쟁 입찰 등을 통해 저렴한 비용으로 물품을 구입할 수 있다. 판매 업체의 경우 채널 확장이 가능하며 판매비를 절감할 수 있다. 또한 e-Marketplace의 입장에서 보면 해운 산업 전체를 위한 새로운 시장을 형성할 수 있으며, 이를 통해 지속적인 수익 창출도 가능하다. 이러한 해운 거래의 B2B e-Marketplace의 출현은 향후 해운 거래의 새로운 패러다임으로 자리 잡을 것이다. 사이버 해운 거래소는 선박 매매와 용선, 화물 거래를 위한 선·화주의 연결, 표준화된 카탈로그 구축, 각종 전자문서 생성, 전자 결제, 온라인 보험 가입, 해운 선용품 판매 및 관련 정보 제공 등 해운 거래를 위한 종합적인 서비스가 제공되어야 한다. 이를 위해, 본문에서는 e-Marketplace의 효율적인 연계 방안에 대해 해운 관련 업종별로 제시하고 있다. 리스트 제공형, 중개형, 협력형, 보완형, 정보 연계형 등이 있는데, 이는 해운 분야에서 사이버 해운 거래가 가지는 문제점들을 보완하고 업종간 협업체제를 이루어 원활한 거래를 유도할 것이다. 그리하여 우리나라가 동북아 지역뿐만 아니라 세계적인 해운 국가 및 물류 ·정보 중심지로 성장할 수 있는 여건을 구축하는데 기여할 것이다.

  • In Korea, demand for the Social Overhead Capital(SOC) projects has tremendously increased since 1970's and is expected to keep growing to support national economic development as well as to enhance the quality of life. In these projects, project planning and feasibility study phase is one of the most critical phases because it determines the success of later phases. However, we have experienced trial and errors repeatedly such as cost overruns and schedule delays in many of the SOC projects. These problems can be prevented or at least expected in the earlier phase and it requires well-developed and standardized project planning process and systems before design, procurement, and construction phases begin. Therefore, the purpose of this research is to investigate current problems in this phase and provide framework for a model for the project planning management which can be used for the SOC projects to insure the whole project success.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

Estimation of Greenhouse Gas Emission from Off-road Transportation (비도로 수송에 의한 온실 가스 배출량 추정)

  • Off-road transportation sector including construction equipment, ground support equipment in airport, cargo handling equipment and agroforestry machinery have not calculated as emission source classification in 1A3e2. In this study, the statistics of oil consumption for construction, aviation, shipping and agroforestry are separated for this sector by oil type. And the greenhouse gas emission by off-road transportation emission factor in 1996 & 2006 IPCC Guidelines are calculated and compared with each other. As a result, the nationwide $CO_2$ equivalent emission from off-road transportations by the emission factor of 1996 & 2006 IPCC Guidelines are calculated as 4,919 kton/yr and 5,530 kton/yr in 2007. The contribution ratio of off-road transportation emission by this study is estimated as 5.5% to the subtotal emission from on-road transport sector.

Experiments on Stability of Tetrapods on Rear Slope of Rubble Mound Structures under Wave Overtopping Condition (월파조건에서 경사제 항내측 사면에 거치된 테트라포드의 안정성 실험)

  • In this study, hydraulic model tests were performed to investigate the stability of armor units at harbor side slope for rubble mound structures. The Korean design standard for harbor and fishery port suggested the design figures that showed the ratio of the armor weight for each location of rubble mound structures and it could be known that the same weight ratio was needed to the sea side and harbor side (within 0.5H from the minimum design water level) slope of rubble mound structures. The super structures were commonly applied to the design process of rubble mound structures in Korea and the investigation of the effects of super structures would be needed. The stability number (Nod = 0.5) was applied (van der Meer, 1999) and it showed that the armor (tetrapod) weight ratio for harbor side slope of rubble mound structures needed 0.8 times of that for sea side slope.

Analytical Verification of Seismic Reinforcement Effect of Port Breakwater during Earthquake (지진시 항만 방파제의 내진보강 성능에 관한 해석적 검증)

  • As large-scale earthquakes have occurred in Korea and their aftermath continues to be felt, laws and regulations on seismic design have been emphasized, and in Korea, the seismic design standards have been newly revised after the Gyeongju earthquake. In the revised seismic design standards, a stability review for the destruction of the support activity of the breakwater was newly added. Therefore, in this study, we conducted a stability analysis on the seismic reinforcement method for the study site, and checked the ground acceleration of the subgrade and the displacement of the structure over time. As a result of the stability analysis, the safety factor increased by at least 0.5 and up to 1.7. As a result of the time history analysis, the displacement of the superstructure decreased by up to 290 mm and down to 12 mm in both the shallow and deep sections before and after reinforcement, and the ground acceleration decreased by up to 5.33 m/s and down to 0.31 m/s after reinforcement.

The Korean design standard for harbor and fishery port suggested the design figures that showed the ratio of the armor weight for each location of rubble mound structures and it could be known that the same weight ratio was needed to the sea side and rear side slope of rubble mound structures. The crest elements were commonly applied to the design process of rubble mound structures in Korea and the investigation of the effects of super structures would be needed. The damage rate (S =2) was applied and the stable wave height was measured for each test condition. The results were suggested as the armor weight ratio of the rear side slope(armor rock) to the sea side slope (tetrapod) in relation to the relative crest height.
