The aim of this study was to investigate the priority partner countries for technical vocational education and training (TVET), using the cluster analysis. The partner countries were prioritized for finance supports and knowledge sharing. We had also redesigned the TVET assistance process as well as reflected the needs of recipient countries for TVET. Especially, by redesigning the methodological support process, we also increased the effectiveness and efficiency of TVET official development assistance. In research method, potential 24 priority partner countries have been designated by the international development cooperation committee and selection criteria of international cooperation agencies and banks. Then, we conducted the cluster analysis, using three main variables: economic factor, labor market factor, education factor. In results, we clustered four and three types of the priority partner countries for TVET. In future, we suggested the new approach for selecting the priority partner countries in terms of employment and labor as well as non-designated partner countries, which will need to cooperate for TVET.

Understanding of the length of time required to realize the return on the investment of informatization is important for policy makers and decision makers of information system adoption. Previous researchers, however, assessed this issue with the performance measurement approach that was primarily based on static point of view. However, the static analysis on the outcome of the informatization investment is limited in measuring the priori and ex ante effects of the informatization implementation on temporal basis. This study present a methodology to capture the outcome of the informatization investment on dynamic basis. This assessment was performed based on an e-government project in Korea, called "Industry Human Resource Project." Particularly, the study addressed how long it takes to obtain the benefit of WorkNet System, which was part of this Korean e-government project. We proposed various approaches to illustrate the importance and temporal effect of the WorkNet System by analyzing DB data, time reduction of WorkNet business processes and return of investment of IT.

이 연구는 지난 20여 년 동안 우리나라 환경교육의 활성화를 위하여 많은 연구자, 학교 교사, 환경단체 지도자가 제안해 온 과업을 다루고있다. 그것은 학교 안팎에 걸쳐 요람에서 무덤까지 환경교육이 체계적이고 지속적으로 이루어질 수 있도록 법적, 제도적 기반을 마련하는 것이다. 법제적 뒷받침이 환경교육의 활성화를 위한 충분조건은 되지 못하더라도 필요조건으로서 매우 중요한 의미를 갖고 있다는 점은 분명하다. 이 연구를 수행한 사단법인 한국환경교육학회는 국회환경포럼과 함께 환경교육진흥법(가칭) 시안의 개발과, 나아가 실질적인 입법화를 위해 노력하였다. 이를 위하여 먼저 우리나라에 이미 존재하는 도서벽지 교육진흥법, 특수교육진흥법, 산업교육진흥법, 영재교육진흥법, 과학교육진흥법, 유아교육진흥법, 이상 여섯 개의 교육진흥법을 분석하여 환경교육진흥법 시안 개발을 위한 시사점을 얻고자 하였다. 다음으로 외국의 환경교육 관련법에 대한 사례 연구를 진행하였다. 특히 미국의 경우 1970년 처음 환경교육법이 제정된 이후 몇 차례의 개정과 재승인 과정을 거쳐왔다. 미국에서는 1990년에 제정된 국가환경교육법의 재승인에 관한 공청회가 지난 2000년 여름 동안 개최되어 환경교육법의 필요성, 효과, 고려할 조항 등 본 연구에 중요한 참고 자료를 얻을 수 있었다. 본 학회의 다른 연구진에 의해 2001년 10월에 완료된 제2차 환경교육 중 ·장기 강화방안 연구의 결과물도 환경교육 활성화를 위한 시안에 담아야 할 내용과 방향을 결정하는데 실질적인 도움을 주었으며, 이를 토대로 연구진과 국회환경포럼의 환경교육활성화위원회의 위원이 윤독과 수정을 거쳐 시안의 타당성과 완성도를 높이고자 하였다. 작성된 시안에 대해서는 먼저 국내의 환경 또는 환경교육 관련 전문가에게 설문지를 보내어 의견 수렴을 하였으며, 이 과정에서 시안에 포함된 대부분의 항목에 대해 높은 찬성률을 보인 것으로 나타났다. 그밖에 설문지로부터 수정 ·보완 요청 사항을 정리하여 최종 시안을 작성하는데 반영하였다. 끝으로 10월 26일 국회 의원회관에서 개최된 공청회를 통하여 다양한 집단의 의견을 수렴하였으며, 공청회 동안 제시된 의견들을 반영하여 최종 시안을 작성하였다. 이러한 과정을 거쳐 작성된 환경교육진흥법 최종 시안은, 제1조 목적에서 제11조 환경교육연구의 진흥에 이르기까지 총11조로 구성되었으며, 환경교육사 자격증제 및 환경교육 프로그램 인증제 등 획기적인 전기를 마련할 수 있는 방안들이 다수 포함되어 있다. 특히 환경교육진흥법의 주무 부처를 환경부로 제안한 것은 기존의 교육 관련 진흥법들이 교육인적자원부를 주무로 하고 있는 것에 비해 매우 특기할 만 하다. 그 이유는 본문에서 밝힌 바와 같이 환경교육이 갖고 있는 특수성 때문이다. 환경교육진흥법의 주무 부처를 환경부와 교육인적자원부 중 어디로 하는 것이 바람직한가에 대해서는 연구진 내부는 물론 공청회에 참가한 사람들 사이에도 이견이 있었음을 밝혀 둔다. 끝으로, 이 연구에서 마련된 시안과 연구 결과가 최종적으로 속히 법제화가 되고, 우리나라 환경교육 진흥에 기여하게 되기를 바란다.

The purpose of this study is to develop a digital-based non-face-to-face instructional design model for national public servants. For this purpose, we reviewed the direction of non-face-to-face instructional design based on previous research, and interviewed a total of 10 instructors and learners with experience in non-face-to-face education to identify the success factors of non-face-to-face instructional design for government employees. In addition, to ensure the validity of the instructional design model, a Delphi survey was conducted with experts in instructional design and educational management. As a result, the digital-based instructional design model for national public servants reflects the importance of learning objectives and content design to enhance learning motivation and improve educational effectiveness, and includes detailed implementation plans to support specific and clear performance activities for instructors in non-face-to-face education situations. The instructional design model developed through this study can be expanded as a standard for improving the quality of education in public human resource development, and can be used as a teaching and learning guide according to learner types and characteristics.

The purpose of this study is to survey the importance and holdings of competency of Archives and Records management Professions and compare the difference between the quantum. For these purposes, I derived six competencies(tasks, knowledge, skills, interests, work values and attitudes) from O*NET and used this by questionnaire. Survey is conducted to archivist and records managers in National Archives, central government agencies, municipalities, school districts and universities. Through this analysis, I seized core competencies and holdings of archivists and records managers and the difference between the quantum by organization and career. In addition, I suggested the difference between Korean's and American's competency importance.

E-learning programs in every organizations are increasing rapidly every year. The special organization that our military service is conscripted by the duty of national defense purposes to the period of military service. So couple of soldiers are think as the corresponds to college, or some knowledge layer from the operating management discarding period, lifetime value. But, now a day changed of the military life, it is when the individual soldiers can have some self-development and the lifelong education in terms of a period, and can changeing the footsteps of the new life that the function as a 'bridge' to activate production of barracks life. So that it can be supported themselves need to strive for human resource development. This study is being discussed on the correlation of military human resources and qualified operating and sustainable and promising future eligibility for qualified by taking advantage of the Boston Consulting Group Matrix(Boston Consulting Group Matrix).

80년대초 이후 기술혁신의 가속으로 중소기업에서도 기술변화에 대한 적응이 경쟁력의 유지를 위한 핵심과제가 되면서, OECD 국가는 중소기업에 대한 과학기술정보(科學技術情報)의 이전(移轉)을 촉진하는 정부지원을 확충하였다. 경제성과의 개선을 위해서는 기술혁신만이 아니라 기술혁신의 성과를 확산시키는 것도 중요하다는 인식으로 중소기업의 경쟁력향상에 기여하는 과학기술정보의 공급확대를 위하여 연구개발사업(硏究開發事業)에 대한 지원을 강화하는 동시에 중소기업에 대한 과학기술정보의 이전을 촉진하기 위하여 과학기술정보의 공급원(供給源)(대학, 시험연구기관 등)과 중소기업을 연결하는 다양한 중개(仲介)(촉매(觸媒))기관(機關)의 설립 운영을 지원하고 있다. 연구개발과 과학기술정보이전에 관한 과학기술공급원과 중소기업간의 인식의 차이를 해소하기 위하여 정보교환(情報交換)과 인적교류(人的交流)를 확대하고 과학기술공급원이 제공하는 지식을 중소기업이 이용하기 쉬운 기술로 변환하기도 한다. 이러한 기능을 중개기관이 효과적으로 수행하기 위해서는 중소기업 사업자와 신뢰관계(信賴關係)를 구축하는 것이 긴요하며, 기술변화를 인지 수용하도록 유도하는 초기단계에서는 중소기업의 네트워크를 통하여 접근하는 것이 효과적이다. 이러한 기술확산과정(技術擴散過程)의 특성으로 인하여 지역혁신체제(地域革新體制)의 구축과 기술혁신정책(技術革新政策)의 지역화(地域化)가 강조되고 있다. 최근에 통상산업부와 과학기술처도 기술혁신정책의 지역화를 시도하고 있다. 연구기반과 산업기반을 고려하여 지역별로 다양한 유형의 산학연 공동연구기반이 구축될 계획이다. 기술혁신정책의 지역화는 시도단계에 불과하며 효율적인 지역혁신체제를 구축하기 위한 여건도 불리하다. 선진국에 비하여 대학과 연구기관의 연구자원(硏究資源)에서도 현격한 차이가 있으나, 네트워크의 혁신성을 좌우하는 지식집약형 중소기업의 비중과 중소기업기술개발의 혁신성에서도 선진국에 비하여 절대열위에 있다. 이러한 불리한 여건을 극복하기 위하여 중소기업의 혁신현장에 밀착된 지역의 전문가집단이 지역경제의 비전과 지역산업의 특수성을 고려하여 지역연구개발사업(地域硏究開發事業)을 전략적으로 기획하고 효율적으로 추진하며, 기획 추진과정에 참여하는 지역대학 지역시험연구기관 지역산업단체 등이 구성하는 지역사회(地域社會)의 협의체(協議體)가 정보공유(情報共有)와 공동학습(共同學習)을 통하여 지역혁신체제의 형성을 주도하고 경쟁과 협력의 조화를 통하여 기술혁신을 가속시키는 지역사회(地域社會)의 규범(規範)과 문화(文化)가 정착되도록 노력하며 중앙정부는 지역연구개발사업에 대한 지원에서 투명하고 합리적인 평가기준을 제시하고 지역산업의 혁신성과에 의하여 지원을 차등화(差等化)하는 경쟁원리를 도입하여 지역사회의 합리적 의사결정을 유도해야 한다.

Due to the constant expansion of overseas public IT market, exportation market mainly based on e-government is expanding and platform needs to be introduced urgently to systematically support it. Thus, this study was carried on to draw evaluation items and weighted value of tools to support decision-making out of services of public IT platform. In this study, the tools supporting decision-making were defined as concept that draws exportation customers by wholly considering 2 aspects of enterprise capabilities and national environment. To develop tools supporting decision-making, the items to evaluate the aspect of enterprise capabilities and national environment were drawn through study on literature and open question and evaluation items were eliminated and AHP analysis was done through question given to experts. As a result, the significance was found in the order of Export Competitive Advantage > Export Marketing Strategy > Export Human Resources > Export-Related Organizational Resources > Export-Related Organizational Capabilities in the aspect of enterprise capabilities. The significance of evaluation was found in the order of Service Market Efficiency > Technical innovation and Maturity > Institutions > Market Efficiency > Macroeconomic Environment > Infrastructure in the aspect of national environment.
