The purpose of this study was to investigate the effects of post-traumatic stress on anxiety of national merits of war and to investigate the moderating effect of ego resilience on the relationship between variables. We collected data on 200 national merits of war from August 2017 to October 2017 and examined general characteristics, post traumatic stress, anxiety, and ego resilience by using SPSS 24.0 Statistics Program. Post-traumatic stress was positively correlated with anxiety (r=.426, p<.001) and negatively correlation with ego-resilience (r=-.297, p<.001), respectively. Anxiety was negatively correlated with ego-resilience (r=-.656, p<.001), and ego-resilience was found to have a moderating effect on post-traumatic stress and anxiety (F=45.796, p<.001). Based on the results of this study, it is necessary to develop a national education system to manage post-traumatic stress and to operate a training and management program considering the characteristics of the subjects.

It is growing a necessity of consideration and management to the relevant policies for the elderly Patriots and Veterans systematically in order to increase the life-supported services since the rapid growth of the aging society. It is difficult to ensure the outcome of cost-effectiveness about the policies because of the residual welfare view and the limitation of the government budget in terms of the traditional Bohun(Korean independent movement activists, veterans and sacrificed advocators for democratization) service, though. In addition, it is not realized the individual activity and daily life-supported services yet to the elderly Patriots & Veterans since the concentration of security income and medical care. Accordingly, it is proper to quest a new Bohun policy from the traditional residual welfare view to universal or ubiquitous welfare service, which will enable them to get the various care service benefit in terms of cost-effectiveness. In this vein, the study is trying to figure out the alternative supply mechanism in-home care service to the elderly Patriots and Veterans; especially, the study emphasizes on the linkage between the regional social welfare service system and Bohun welfare service system.

지난 50여년간 국가유공자 및 제대군인의 보상은 전쟁 및 군복무중 발생한 상이처로 인해 장애를 입은 자를 중심으로 보상해 왔으며, 군 복무 중 발생한 질병의 보상에 대해서는 아직까지 심도 있게 논의된바 없다. 우선 한국의 군복무와 관련한 질병 보상과 관련한 본격적인 논의에 앞서 중요하게 고려되야 할 부분은 우리보다 100여년 이상 앞서 연구해 왔고 지금까지도 활발히 진행중인 미국의 질병 보상 제도와 질병 인정범위에 대해 분석해볼 필요성이 제기된다. 미국의 군복무와 관련한 질병에 관한 최초 보상의 역사는 1800년대로 군복무와 관련한 질병에 관한 대표적인 최초의 보상 질환은 PTSD(Post Traumatic Stress Disorder)의 초기 형태인 향수병(nostalgia)으로 이 질환이 군복무와 연관된 질환으로 인정받은 최초 질병이었다. 미국의 경우 미국의 군복무와 관련된 질환은 직접질환과 추정 질환으로 분류되는데 먼저 군복무 직접 질환의 경우 질병 보상이 되는 대표적 질환은 고혈압, 당뇨, 빈혈, 동맥경화증, 관절염, 심장염, 간질, 신장염, 정신병, 활동성 결핵, 위궤양 등 거의 모든 질환이 포함되어 있다. 특히, 정신병 흡연과 음주에 의한 질환 자살도 남에게 피해를 주지 않은 경우는 대부분 보상이 된다. 이상 살펴본 바와 같이 선진국에 비해 한국의 군복무와 관련한 질병보상 범위와 너무도 상이한데 국가유공자예우에 관한 법률 시행령 제 14조에 의거 1급부터 7급까지 등급판정을 부여하는데 이는 대부분 외상에 의한 절단, 관통상, 신체 기능상실자를 위주로 보상을 하고 있어 외상과의 합병증이 없는 질병에 대한 보상은 실질적으로 거의 인정을 받지 못하고 있는 실정이다. 끝으로 군복무와 관련한 질병 보상과 의료, 복지증진을 위한 종합적인 발전 방안을 몇가지 제언코자 한다. 첫째, 제대군인 질병연구센타 설립. 둘째, 정신질환, 외상후 스트레스장애군(PTSD), 진행성 질환 무상의료 지원 및 연금지급 셋째, 고엽제 2세환자의 역학조사가 필요하다.

지식경제부 기술표준원(원장 허경)은 11월 11일 기술표준원 중강당에서 제7회 한국파렛트컨테이너산업대상 시상식을 개최하고 파렛트 및 컨테이너 분야의 품질향상 및 표준화에 기여한 유공자 및 업체를 표창했다. 일곱번째가 되는 이 행사는 물류산업의 기본설비인 파렛트와 컨테이너에 대한 표준화를 이행하고 표준설비 사용을 확산하기 위하여 표준 파렛트와 표준 컨테이너의 생산, 보급 및 사용실적이 우수한 기업과 표준화에 기여한 유공자를 선정하여 매년 시상하고 있다. 일관수송체제의 가장 핵심인 파렛트는 국가표준(KS)인 일관수송파렛트 T11형을 2003년 국제표준(ISO)에 반영시킨 이후 정부, 업계 및 관련단체의 지속적인 노력으로 국내물류산업에 약 40%정도의 표준화를 이루는데 앞장섰다. 제7회 한국파렛트컨테이너산업대상 수상자들의 공적을 살펴보도록 한다.

The aim of this study was to examine the quality of life (QOL) and its related factors in veterans with physical dysfunction. The survey data was collected from 412 patients with physical dysfunction managed at five veterans' hospitals in Seoul, Pusan, Daegu, Gwangju, and Daejeon city. The baseline for the quality of life was measured using the SF-36 (Short-Form 36), activities of daily living was measured using a Modified Barthel Index (MBI), pain level was determined using Quadruple Visual Analogue Scale (QVAS), and the depression level was assessed using Korean version of the Geriatric Depression Scale: Short-Form (SGDS-K). The SF-36 scores showed a significant correlation with age (r=-0.132), self-rated current health status (r=-0.545), active daily living (r=0.514), pain level (r=-0.243), and depression level (r=-0.565) (p<0.05). The most influential variables on the QOL were the depression level (B=-.969, p<0.001), QVAS (B=-0.163, p<0.001), and MBI (B=0.140, p<0.001). The results of this study showed that that depression, pain and activities of daily living are significant predictors of the QOL in veterans with a physical dysfunction. Therefore, healthcare providers need to consider these parameters for interventions to improve the QOL in veterans with a physical dysfunction.

우리나라 최초의 화학자 이태규(1902~1992년) 박사는 동작동 국립묘지 국가 유공자 묘역에 안장되었다. 충남 예산에서 출생하여 예산보통학교ㆍ경성고보를 거쳐 일본으로 유학, 31년 경도대학에서 한국인 최초의 이학박사가 되고 해방 후 귀국하여 서울대 학장을 지내면서 후배들을 모아 조선화학회를 창립했던 그는 귀국 3년만에 미국으로 떠나 그 곳에서 연구생활을 계속한다. 그 후 73년 과학원 교수로 다시 귀국하여 후학 양성에 평생을 바치고서.

Vehicles are used in daily life as convenient transport, it is important to authenticate driver because vehicles are controlled by driver. Especially, in these days, there is a discussion on introduction of Driving Under the Influence car-starting locking device installation for preventing accidents caused by Driving Under the Influence of alcohol, these car-starting locking device installation requires a lot of money and time. Suitable user authentication for solving user's inconvenience during the disabled and men of national merit to receive discount benefits is needed. In this paper, For solving these problems, we propose the efficient vehicle control and user authentication system for preventing driving under the influence and providing the disabled and men of national merit benefit based on driver authentication by using user's smartphone NFC communication and user's biometric information.
