Recently, under the pressure of national necessity, the national S&T information system(NTIS) for collecting, managing and distributing various R&D information is under discussion. The close inter-connections and cooperations among elements in R&D process, activity, information and data levels are the basis of national S&T information system. In this paper, we propose a cross reference model of R&D information. The proposed model includes research project, person and output information which are essential in the R&D activities. By using the proposed model, a cross navigating and referencing among R&D information is possible. And various queries on the models from various viewpoints are also possible. XML Topic Map, ISO13250 Standard, is used for development of the proposed model. The efficiencies and further practical usages of proposed model are discussed by demonstrating the proposed model with an example.

The objectives of not-for-profit organizations including government supported research institutes are, by definition, to achieve socially desired nonfinancial goals. Current reporting focuses on providing information to meet the needs of users. This information may be provided in the annual research report, financial report, and other reports. An objective of current reporting is to provide users with information that will assist them in evaluating the performance(efficiency and effectiveness) of reporting entity. The evaluation of R&D project's performance requires information not only about the acquition and use of resources, but also about the outputs and outcomes of R&D activities, This study aims to recommend that R&D Service Efforts and Accomplish- mints(SEA) reporting is useful for performance evaluation in national R&D programmes. To achieve this aims, I attempt to develop the R&D SEA measures with reference to the Concepts Statement No. 2 of the Governmental Accounting Standards Board. R&D SEA measures consist of five categories : (1) input measures, (2) outcome measures, (3) output measures, (4) re1a1e efforts to accomplishments, (5) explanatory information.

Along with the launch of National R&D Program in 1982, National R&D licensing policy began to operate in order to expand and promote the outputs of R&D. Even though various studies attempted to draw plans to improve the National R&D licensing policy, most of their focus was limited to the collection and allocation structure of royalty. Thus, with the aim of approaching National R&D licensing policy in a whole cyclic perspective [from collection allocation to execution' post control], this study incorporates interviews with specialists and officials in charge of technology licensing fee, Industry-University-Institute surveys as well as literature review. Through this endeavor, suggestions are made in the aspects of (1) National R&D licensing policy reformation, (2) Technology licensing fee collection and allocation structure refinement, (3)Post control system establishment.

The Korean government established 'the Act on Performance Evaluation and Management for National Research & Development (R&D) Programs' in 2005, and one year later constructed a master plan, 'A Basic Plan for the Management and Utilization of R&D performance' that focused on better diffusing the public R&D outcomes. In this study we propose a model of performance monitoring, evaluation, and management system for national R&D, which is based on a systematic approach and the logic model that has been prevalently used in planning and evaluating the public programs, to meet the purpose of the law and the master plan as well as to facilitate the diffusion of national R&D outcomes focused mainly on the industrial application technology. Furthermore, in order to use the model for the several applications, the model's specific measures which includes the quantitative methodologies such as analytic hierarchy process (AHP) and data envelopment analysis (DEA) are suggested in accordance with the existing system of the evaluation institution in Korea.

The national investment versus research result management ratio is very low as we compare to those of other advanced countries. Also the system of efficient usage of research result is insufficient. It results inefficient R＆D investment when we drive national R＆D programs. In this paper we developed a generalized information system for efficient planning and management of national R＆D programs. And we developed a efficient system of the R＆D information support and a system of a smoothly circulating R＆D information. Also we apply those systems to the development of the information system of Korea Research Council of Fundamental science and technology. This application system can provide a total R＆D information of whole life cycle of the national R＆D programs.

As practicalization and commercialization of the technologies invented from the national R&D(Research & Development) project has been emerging as an important issue, the need for a tool for R&D project management has been increased. Technology Readiness Levels model(TRL) has currently been used for R&D project management because it provides distinctive definition of the nine levels in the progress of technology development starting from the basic research level to the utilization level. However, it is difficult to adopt the model for a large-scale national R&D project in which multiple research projects are involved simultaneously. In addition, TRL demands evaluation of research projects done by relevant experts and offers no specific measures determining the level of technology development. This study uses Delphi method to develop the measurement system helping to determine technology readiness levels for the technologies invented in a large scale national R&D project. The proposed model includes definition and measurement scles for each level in TRL.

A national library bears responsibility to collect, develop, manage and preserve the national knowledge resources and heritages. The institution, in order to accomplish this duty, should center on systematically developed collection development policy. This paper, in this regard, strives to propose a model to comprise of basic principles of collection development of a national library in order for the effective management of resources by the types and subjects. Major emphasis was put on the nature of a national library as a legal deposit library, an information gateway, and a repository for national information resources. As a result, a model collection development policy appropriate for a national library has been proposed by analyzing cases in other countries to guide establishing principles for determining and analyzing the types and magnitude of the collection acquisition; by applying the Five-level conspectus to be optimal to collection magnitude; and, by identifying the essential elements in systematic development of national knowledge/information resources.

World leading national science technology information institutes provide scientists with R&D information for increasing national competitiveness. Collection development policy is the guidelines for the science technology information institutes that identify information resources and connect them together to build an information network for supporting R&D. In order to draw main elements of the collection development policy for national level science and technology information institutes, this paper analyzed the policies of National Library of Medicine (NLM), British Library (BL), Canada Institute for Scientific and Technological Information (CISTI), and Korea Institute of Science and Technology Information(KISTI). The results of this study can be used as the guidelines for the science and technology information institutes for establishing collection development policy.

본 연구는 중국 기업들을 대상으로 가치 혁신 신제품개발 전략, 관리 방식, 학습 방식, 그리고 신제품 성과간의 관계를 살펴보고, 중국 고유 문화와 중국이 겪고 있는 환경적 변화가치 혁신 신제품개발을 위한 관리 방식과 학습 방식에 어떻게 영향을 끼치는지를 조사하였다. 본 연구 결과는 이론적으로, 가치 혁신 신제품개발을 위해서는 조합적 관리방식과 조합적 학습 방식이 필요하다는 점을 밝혀 주고 있다. 그리고, 중국 기업들은 이러한 관리와 학습 방식을 수행하는데 유리한 국가 문화와 환경을 갖고 있음을 보여 주고 있기 때문에, 국가 문화와 국가 환경이 신제품개발 관리에 영향을 끼치고 있음을 증명해 주고 있다.
