Social Impact Assessment on National Development Projects in Korea (대형 국책사업에 대한 사회영향평가)

  • 새만금사업, 신행정수도(행정중심복합도시, 세종시), 한반도 대운하사업(4대강 살리기사업) 등과 같은 대형국책사업은 대통령 선거공약으로 제시되었다. 그러한 대형국책사업이 국가의 이익을 위해 꼭 필요한 것으로 제시되었다 하더라도, 그 결과는 좋은 의도와는 다르게 나타날 수도 있다. 대통령 선거후 환경정책기본법과 환경영향평가법에 따라 대형국책사업에 대한 사전환경성검토(전략환경평가)와 환경영향평가가 이뤄졌지만, 예상하지 못했던 정치적, 사회경제적, 환경적 갈등이 발생하였다. 이러한 개발 및 환경 갈등의 원인은 여러 측면에서 찾을 수 있겠지만, 사회경제적 항목을 중심으로 하는 사회영향평가의 미흡을 그 원인으로 제시하는 연구가 많다. 대규모 국책사업을 둘러싼 개발 및 환경 갈등을 해소하기 위해, 우리나라와 외국의 사회영향평가의 현황과 연구 동향을 고찰하고, 국책사업의 주요 쟁점의 분석을 통하여 사회영향평가의 중요성과 필요성을 강조하였다. 그리고 사회영향평가의 도입, 강화, 지침 마련에 대해 다음과 같이 제안하였다. 첫째, 현재의 사전환경성검토(전략환경평가)시에 사회적 통합, 경제적 측면(B/C분석, 비용, 고용 등), 법제적 측면, 한반도 통일이나 국가균형발전 등과 같은 사회경제적 항목을 평가항목에 추가함으로써 사회영향평가를 도입하고; 둘째, 환경영향평가 시에 공공시설, 교육, 교통, 문화재, 경제적 타당성, 고용, 토지이용을 현재의 사회경제평가항목에 추가시켜 사회영향평가를 보다 강화시키고; 셋째, 한국의 환경적, 정치적, 경제적, 사회적, 문화적 상황을 반영하여(사회영향평가의 원리와 지침(가칭))을 마련하도록 한다.

  • This study analyzed the impact of securing nature-friendly public spaces on the healthy growth of children. Additionally, it examined the case of Germany to extract implications for Korea. The natural environment enhances children's play, physical activity, cognitive abilities, and overall happiness. Therefore, it is generally considered a necessary space that must be provided for domestically, especially for children who experience high academic stress and low levels of happiness. However, as evidenced by Germany's "Nature Experience Area Project," creating nature-friendly spaces for children requires legal support at the national level. Additionally, such projects should be integrated with key national policies. Furthermore, beyond interdisciplinary collaboration, caregivers must have a positive perception of the natural environment.

The Impact of the Incheon Free Economic Zones on Regional Disparities in Incheon (인천 경제자유구역이 인천시 자치구(군)간 지역불균형에 미치는 영향분석)

  • Incheon Free Economic Zone is the first free economic zone specified in 2003 in Korea. Previous research on the Free Economic Zone has focused on the activation of the free economic zone or foreign investment issue at the level of the national economic plan. Related to the development of a free economic zone, studies are currently insufficient on the relevance of the local economy, the development of linkages with hinterland, and the balanced regional development. Therefore, this study tried to investigate the impact of Incheon Free Economic Zone to the local economy through analyzing the causes and characteristics of the imbalance between the regions in Incheon by comparing before (1996~2002) and after (2003~2009) of the Incheon Free Economic Zone legislation (2003). The result shows that development of the free economic zone has not been connected to the local economy activation and the ripple effect on the old town in Incheon. Further, the construction of a large apartment and infrastructure in the free economic zones have increased the disparity between the free zones and the old town.

The Opening Space for Quality of Life in South Korea (삶의 질의 공간구조화 과정에 대한 사회학적 고찰)

  • Going beyond the previous formulations of development theories, the present paper explores the effects other than political economy on quality of life in a rapidly developing country. The major analysis takes up the historical trend and nature of the developmental transformation that is partially a consequences of state structures and partially autonomous form it in South Korea. Also, it diagnoses developmental pathways for the future track by constructing a baseline model for state transition on the basis of power game between the state and civil society in the country. The results of the historical analysis show that civil society has been transformed in the course of confrontations and interactions between the state and nationalist social movement. The distinction between developmental(or bureaucratic authoritarian) and democratic state is presented to show that these are two qualitatively different aspects of state of state power, requiring separate analytical treatment. Furthermore, the state-centric approach which emphasizes the active role of the state at the sacrifice of societal fabric-constraining social conditions for quality of life - appears to be modified. On the contrary, the impact of civil society is transmitted both directly and indirectly via labor and ecological movement for quality of life, which is critical to the formation of the welfare state in the country. The prospect for sustainable development in Korea lies in providng and expanding quality of life in terms of the financial feasibility of the state through the public-private cooperation, and abstaining from drastic and radical commitment to welfare services as is the case with the European declines in welfare state, Further studies are needed to examine the interrelationships in different historical and cultural settings of developing counties to estimate a theory of quality of life and social justice.

  • The purpose of this paper is to explore what roles can and should regional culture play in establishing a regional innovation system, which has been recently described as an essential factor for balanced regional development and specialized regional development. In doing so, we first investigated key concepts and discourses regarding regional innovation system and examined the success factors of a regional innovation system. We also explored how the Korean policy makers have developed the nation's regional innovation policy and regional cultural policy in order to understand the policy context and its limitations. After examining the theoretical background, we reviewed the representative cases of regional innovation in Japan, Yufuin and Yubari, to grasp the way in which 'culture' plays its roles in the formation of the regional innovation system. Since culture has a role as a unique sector, such as art and content industry, as well as a community's style of life, this study tried to explore the aspects and ways of how culture can contribute to the establishment of regional innovation systems considering these distinctive levels. In drawing the implications of the case study, we found that special attention is required for the 'process of formation' of regional innovation systems. We also confirmed that the success of the core activities at each stage heavily relies on the culture of the region; in order to fully understand the relations, it is necessary to re-establish the existing concept of culture and cultural policy with a more holistic perspective.

The Process of Changes and Challenges of Regional Science & Technology Policy in Korea (한국 지역과학기술정책의 변화와 발전 방향)

  • The purpose of this study is to analyze the process of changes in regional science and technology policies in Korea and to seek future development directions. In Korea, regional science and technology policies have been implemented since the introduction of the local autonomy system. Since then, it has been implemented in earnest with the establishment of a central government-level plan. The regional science and technology policies have been developed to this day by interacting with national science and technology policies and regional development policies. Nevertheless, due to the path dependence and lock-in effect in the accumulated process, the regional science and technology policies are still subordinate to central government policies. Thus, the establishment of an independent ecosystem for local science and technology is still insufficient. Furthermore, the gap between regions is deepening, such as the growing of aging population, population decline due to low birth rates, job losses due to the recession of local key industry, and the concentration of the youth population in the metropolitan area. The transformation path such as digital transformation and carbon neutrality paradigm is expected to further widen regional disparities. In order to address a comprehensive problem, the implementing system of regional science and technology policies need to be newly established. A framework for reinvention of regional science and technology policy needed in the era of grand societal challenges have to be developed.

  • Along with the mood of 'Beyond GDP', it is necessary to explore how these subjective concepts such as happiness and well-being are quantified to be compared among many countries. The concept of 'Work-life balance (WLB)' is likely to be located on the boundary between the subjective and objective areas. Thus, this article aims to examine the policies related to WLB and how to change or develop those policies considering the concept of WLB and the circumstantial particularity of Korea. There are several suggestions on certain developments in the existing policies interfering WLB at three levels. First the government needs to conduct campaigns to transform traditional gender roles through active advertisement. Second, the company needs to use the long-lasting 'hierarchical organisation culture' for employee's work-life balance for regulating working hours and exhausting paid holidays and maternity or paternity leave. Finally, families should understand and support their wives' current circumstances facing the struggle between a mother and economic worker.

An Empirical Study on the Economic Development Effects on Kazakhstan Focusing on the Macroeconomic Indices: International Oil Price, Interest Rate, Real Exchange Rate (카자흐스탄 경제발전에 대한 실증연구 : 국제유가·이자율·실질환율을 중심으로)

  • Recently, countries on the Caspian Sea were had heavily interested due to instability of international resource market. These countries having been developed basing on energy exports, especially Kazakhstan have drastically grown during a decades. However economy, heavily relied on the exports of energy, is influenced on fluctuation in the international energy price as well as sometimes exposed at Dutch disease. These days, Kazakhstan, increased trade and investment with Korea, has been on the rise as new supplier for energy. Therefore, economic change in Kazakhstan can be an important issue. In this paper, we analyze relations among oil price, interest rate, and real exchange rate during sample period from January 1999 to December 2008 expanding Balasa-Samuelson model. Empirical results present that oil price, interest rate, and real exchange rate mutually keep their balance. Eventually, we find out Kazakhstan has exposed at Dutch disease since oil price and interest rate have negative impacts on real exchange rate respectively.

The Economic Impacts of Subsidizing Water Industry Under Greenhouse Gases Mitigation Policy in Korea: A CGE Modeling Approach (국가 온실가스 저감정책과 물산업 지원의 경제적 영향 분석 - 연산일반균형모형 분석)

  • This paper constructed the single country sequential dynamic CGE model to analyze the economic impacts of subsidizing water industry under the GHG emission abatement policy in Korea. We introduced the carbon tax to reduce the GHG emission and made two scenarios. One is to transfer the total tax revenue to household. The other is to mix the tax transfer and water industry support. Our Simulation results show that the macroeconomic effects might be positive by subsidizing water industry compared with the pure tax transfer. However, the support of water industry doesn't contribute to head for the non-energy intensive economy because it's economic activity highly depend on fossil energy and energy intensive products as intermediate demand. This means that it is important to make efforts on the cost effective measures such as energy technology progress, alternative energy development, and energy efficiency improvement in water industry against climate change policy.
