  • To enhance the quality of disaster management service, the paradigm shift is necessary from the supplier-centered approach to demander-centered approach. In this paper, demander means all the policy actors that participate in the field of disaster such as central & local governments, emergency rescue systems, civil volunteer groups as well as the disaster victims. In this study, we analyze the current problems of disaster management service in demanders' point of view through in-depth interviews and then address suggestions based on each entity's recognitions and understandings related. The results are as follows: 1) Lack of systemicity in the current disaster management service. 2) The mutual distrust and understanding among the policy actors participating in the disaster site. 3) In the field of disaster, not only the disaster victims but also people related to entities are deprived of a stable living due to a long period of rescue activities. Furthermore, the conflicts derived from allocations of the aid fund can bring about the collapse of local community involved in disaster. 4) The life of the disaster victims that have been damaged mentally and financially is earnestly necessary to be conveniently served by disaster management service.

  • This study investigated the effect of social support (MOS-SSS), and physical (ADL, IADL) and mental (CES-D, MMSE-K) function on the quality of life (WHOQOL- BREF) among the elderly at care facilities. The survey respondents were 524 elderly aged 65 and older living in 15 care facilities located in D city. Data were collected through a personal interview conducted by interviewers who visited each care facility from November 2015 to January 2016. As a result, the quality of life was significantly lower in the elderly group with lower social support, with dysfunction in ADL and IADL than in the normal range group, with depression and cognitive impairment group than in the normal range group. The quality of life had a significant positive correlation with social support, ADL, IADL and cognitive impairment, but a significant negative correlation with depression. According to the results of covariance structure analysis, physical function had a greater impact on the quality of life than mental function or social support. Lower quality of life was associated with lower physical and mental function and lower social support. Therefore, concrete measures need to be devised to enhance physical function in order to improve the quality of life among the elderly in care facilities.

  • This study aims to understand the process of family reunion of the ex-offenders. To this end, Korea Rehabilitation Agency under Ministry of Justice and Healthy Family Support Center conducted intensive interviews with ex-offenders, their families and with 8 counselors who are in charge of ex-offenders and their families' residential, psychological, and educational support. The data collected through the interviews were analyzed by Consensus Qualitative Research(COR). The followings are the results: the counselors found out that most of ex-offenders had experienced unhappy childhood which was lack of healthy relationship with their parents. Secondly, counselors noticed a common feature among the families of ex-offenders. The common feature was that they keep the fact that one of their parents was imprisoned to their children as a secret. Thirdly, through the data analysis, counselors could understand various factors that affect reunion of ex-offenders' families: the factors that helped successful reunion were ex-offenders' sense of responsibility, open and healthy communication among family members, and mutual understanding of being a good family member, whereas, irresponsible dependance to other family members, denier and avoidance from the family members against ex-offenders, and lost sense of being a family member were the factors that discouraged the reunion. It turned out that the kinds of crime that ex-offenders committed also affected family reunion. The processes of reunion were easier for those who served their time with fraud, embezzlement, whereas, it was much more challenging for those who served their time with rape, violence, or murder. Fourthly, counselors learned that "relaxation" is the key factor in the process of reunion of ex-offenders' families. They also emphasized that there should be thorough monitoring process before the intervention in the reunion process. This study contributes in terms of finding healthy ways of intervention with ex-offenders' families and developing programs that help ex-offenders to recover their relationship with their family.

  • The purpose of this study was to examine the image perceived by fathers of children with Internet addiction. To achieve the study purpose, we conducted depth interviews with ten fathers of children with Internet addiction who had been diagnosed as At-Risk through a face to face meeting. The reason for choosing face to face interviews was to listen to the subjective stories and descriptions from fathers about the kind of fathers they are, which are felt and experienced in real life. More specifically, we selected the depth-interview methods through structured questions and non-structured questions. The interviews were held for two or three hours through an individual meeting of ten fathers and data were collected in order to conduct a categorical analysis. The figures discovered from fathers of children were divided into four categories; the father figure who is indifferent to the Internet use of his child, the father figure depending only on education through the Internet, the father figure who is in a weaker point than the Internet and the father figure who is addicted to the Internet. Based on the study results, we suggested the desirable behaviors, which may be useful for both fathers and children with Internet addiction as well as a follow-up study.

More specifically, examiners conducted individual in-depth interviews with 12 children associated with Internet addiction for 30~40 minutes during four sessions through structured questions and non-structured questions. After collecting data, examiners conducted a categorical analysis based on collected data. Finally, the research results, discovered in this research, were as follows: First, the Internet set up the inter-generational barrier in the relationship between father and child, second, children took an interest in the Internet instead of their busy father, Third, the Internet played the role of a place to escape from the awkwardness with their father, fifth, fathers were not able to control the Internet use of their children. Based on the research results, this study suggests a desirable behavior pattern for fathers which can be conducive to children with Internet addiction and their fathers along with a follow-up study.

  • This study was conducted to review the adequacy and applicability of the safety certification system for educational facilities which was implemented in 2021 and to derive possible improvements to the existing certification system. This study analyzed the existing certification system, examined similar systems from abroad, conducted interviews with certification experts, and presented the proposed improved system to experts for review and advice. The proposed model replaced the current certification process with three stages of follow-up management. This allows for problems that may occur in the evaluation process and the composition of evaluators to be prevented by applying a feedback system. In the review stage of the newly proposed certification system, certification experts recommended specifying the detailed standards of certification performance such as criteria for selecting examiners and arbitrators. They concluded that there were no fatal flaws in the overall structure of the evaluation system. According to the results of this review, the proposed evaluation system was proven to be an effective improvement to the existing system.
