The Study of Reflecting Regional Characteristics in Car Insurance for Reduction of Traffic Accidents (교통사고감소를 위한 자동차보험의 지역요인 반영에 관한 연구)

  • This study dealt with regional characteristics in car insurance for reduction of traffic accidents. The objective was to establish scientifically the verification procedure in the application of regional auto insurance rate. To specify the objective, this study conducts the correlation analysis between factors which are various in each local traffic environment and the loss ratio in automobile insurance. Also, this provides a correlation and a modal in loss ratio, classifying human factors in locality in major cause result from traffic accident. Based on the results, this brings up the problems with applying a uniform criterion for automobile insurance rate although various factors have effect on traffic accidents in locality. Therefore, what stands out most from this study is that a policy on automobile insurance applied to regional factor should be introduced.

  • Recent interests in both vehicle emissions and public health have facilitated the development of more eco-friendly transportation systems. This study proposed an integrated simulation approach for evaluating the effectiveness of speed management strategies from the various perspectives including safety, operational efficiency, and environmental compatability. Those simulation methods include driving simulation, traffic flow simulation, emissions simulation, and air dispersion simulation. An essence of the proposed simulation framework is to create the systematic connection of each simulation method toward the evaluation of effectiveness of speed management strategies. As an example, chicane and speed hump in residential area were evaluated by the proposed method. It is expected that the proposed simulation-based approach would be effectively used for the decision-making process in selecting better alternatives considering both safety and public health.

  • During the years 2016 to 2020, the Ministry of Oceans and Fisheries embarked on a strategic initiative to develop a comprehensive Korean e-navigation system, which encompassed the establishment of an 'Long Term Evolution for Maritime (LTE-M).' The primary objectives were to proactively align with international navigation standards and enhance maritime safety for small vessels, particularly fishing boats. However, limitations were identified in the utilization of this network, primarily its constrained application for specific purposes. In response to these limitations, this study delves into user-centric investigations through surveys and interviews, with the goal of expanding the horizon of network utilization. User requirements emerged as the result of study, emphasizing the need for broader network applications, a wider range of target users, diverse network utilization methods, and regulatory streamlining. The user-driven insights gleaned from this study hold the potential to inform and shape future legislative measures, fostering more versatile and inclusive LTE-M network utilization for enhanced maritime safety.

Analysis of Elderly Pedestrian Traffic Accident Data and Suggestions (노인 보행자 교통사고원인 분석 및 대책)

  • The purpose of this study is to find out the characteristics of elderly pedestrian accidents and to suggest policy implications to enhance the level of elderly pedestrian safety. Although much efforts has made to enhance traffic safety environment, pedestrian traffic accidents among elderly population are not significantly decreased. This is mainly because current traffic safety measures do not much consider the characteristics of elderly pedestrians in the aspects of physical and psychological conditions. Main findings from vehicle-pedestrian traffic accident data and survey are as follows. First elderly pedestrians have high probability of traffic accident near crosswalks or cross streets rather than on crosswalk or cross streets. Second they need more green light time for crossing the streets. Third, they feel motor cycles running on the side walk and parked vehicles on the side walk are the most dangerous factors. Forth, general drivers do not have reasonable understanding for the walking behaviors of elderly pedestrians. Fifth, elderly pedestrians frequently need to rest while walking. Sixth, elderly people do not see clearly or understand traffic signs. Finally, many elderly pedestrians experience accidents or inconvenience while walking on the sidewalk.

  • Environmental Impact is getting more attention in many feasibility studies for railroad-related projects and research items. For sustainable growth and green transportation, the benefits typically used for feasibility studies in railway-related projects, are composed mostly of economic criterions which is not considering growing attention on changing paradigm. Based on the analysis of current methodologies, improvements in estimating environmental impact especially on noise and pollution are suggested.

  • The growing amount of using the fossil fuel is bringing about environmentally, economically serious problems like as global warming. To solve the problems, the international society has begun to decrease greenhouse gases through the international agreement like as the climate change convention. In South of Korea, it was presented practical goal of Green Development try to decrease greenhouse, which is the future 60 years vision. And, it contains the strategies of Green Development and 5th Plan of Green Development. Nowadays, the government accepted the active alternative scenario 3, which is the goal of 4% decrease in greenhouse gases until 2020's, presented by Presidential Committee on Green Growth. This study established the strategies of Transport Demand Management to decrease the greenhouse gases in transportation part, and then we measured the effect of them. As a result, if it takes effect the aggressive strategies annually, it will cut greenhouse gas pollution by 3.1%, which is 7,590,000t$CO_2eq$, in transportation part. So, we can expect that it would be the effective policy tool to achieve the goal of government, which is the Green Development, if it controls the strategies of TDM effectively by the political needs.

  • Recently, with the development of Smart City Solutions such as Big data, AI, IoT, Autonomous driving, and Digital twins around the world, the proliferation of various smart devices and social media, and the record of the deeds that people have left everywhere, the construction of Smart Cities using the "Big Data" environment in which so much information and data is produced that it is impossible to gauge the scale is actively underway. The Purpose of this study is to construct an objective and systematic analysis Model based on Big Data to improve the transportation convenience of citizens and formulate efficient policies in Urban Information and Public Transportation accessibility in sustainable Smart Cities following the 4th Industrial Revolution. It is also to derive the methodology of developing a Big Data-Based public transport accessibility and policy management Platform using a sustainable Urban Public DB and a Private DB. To this end, Detailed Living Areas made a division and the accessibility of basic living amenities of Gwangju Metropolitan City, and the Public Transportation system based on Big Data were analyzed. As a result, it was Proposed to construct a Big Data-based Urban Information and Public Transportation accessibility Platform, such as 1) Using Big Data for public transportation network evaluation, 2) Supporting Transportation means/service decision-making based on Big Data, 3) Providing urban traffic network monitoring services, and 4) Analyzing parking demand sources and providing improvement measures.

  • Travel demand forecasting is the important process of transportation policy and planning, especially trip assignment is also important because it finds deficiency of network GIS can be applied to transportation due to its various merits. Recently Program development environment is changed to component-based and transportation-component is necessary. This study evolves in implementing trip assignment model with GIS and tries to apply the system to the Cheongju City.

  • 보행자 교통사고는 보행자와 운행 중인 차량 간 발생한 충돌사고로 도로 및 주변 환경 등에 영항을 받는다. 이 연구에서는 2018년부터 2022년까지 서울특별시에서 발생한 노인 보행자 교통사고 자료를 수집하여 보행자 교통사고의 사고 요인을 분석하였다. 분석에 있어서 고려된 연구모형은 랜덤포레스트, Gradient Boosting regression(GBR)이다. 분석 결과 서울특별시의 지리적 특성과 교통 통행 패턴을 반영하여 교통약자를 대상으로 하는 교통정책을 보완하고, 보행 안전을 강화하는 것이 필요하다.

  • 지속가능한 국가 발전을 위한 물관리 정책은 항상 국정 과제의 중심에 있다. 물관리는 수재해예방, 양질의 안정된 물이용, 충분한 식량생산, 수생태계와 물환경의 보호, 효과적 재정투자 등과 같이 다양한 분야에 계층적이면서도 상호연계성 있는 전문성을 요구한다. 동시에 물관리의 효과와 편익은 경제활동의 기반이 되고 환경보전의 원천이므로 정책의 수요는 정부뿐만 아니라 국민과 더불어 자연으로부터 기인한다. 특히 기후변화의 불확실성 또는 감염병 대발생과 국가적 위기에도 지속가능한 국가 발전을 이행하기 위해서는 시의성 있고 유효한 물관리 정책은 필수이다. 그동안 우리나라 물관리 정책의 세분화 또는 파편화는 물관리 전문성 강화의 효과보다는 비효율성의 결과를 더 크게 생산해 왔었다. 특히 부족한 협력과 조정은 과잉·중복 투자, 비일관적 정책, 비효율적 성과라는 왜곡된 통합물관리 정책 순환이 반복되게 하였다. 최근 정부는 국토교통부의 하천수량(홍수 포함) 및 광역상수도 관리 기능을 환경부로 이관하는 물관리일원화를 추진하여 통합물관리의 발판을 마련하는 계기를 달성하였다. 하지만 비록 정부조직법 개정과 물관리기본법 제정으로 통합물관리 정책의 틀은 마련되었으나, 국토교통부가 하천법 상의 일부 사무를 담당하므로서 하천관리 정책의 복잡성과 다원화는 높아졌다. 따라서 하천의 이용 및 관리에 관한 만족도, 관리주체, 미래상, 물관리일원화 후 정책수요, 기후변화에 관한 인식, 하천관리 참여 의향 등을 조사하는 연구는 시급한 실정이며 향후 하천기본계획, 생태하천복원사업, 소하천정비사업 등과 같은 재정사업의 추진 방향에도 매우 중요한 주제라고 할 수 있다. 본 연구에서는 현재와 미래 하천의 이용 및 관리, 그리고 정책방향에 대하여 일반 시민(4,500명)과 전문가(168명) 대상의 설문조사를 실시하였으며 인식의 공통점과 차이를 비교분석하였다. 설문조사의 내용은 3가지 부문(하천이용, 하천관리, 하천정책)으로 구분하여 각 부문별로 세부문항으로 구성하였다. 일반 시민과 전문가 간의 인식조사 비교 결과, 공통적으로 시민과 전문가는 하천의 바람직한 미래상으로 '깨끗한 수질의 하천'을 가장 높게 선호하였다. 하천관리 우선순위를 묻는 질문에 대한 시민과 전문가의 응답도 대하천, 도랑이나 개울, 중하천, 소하천 순으로 동일하였지만, 1순위와 2순위의 격차는 시민(26.1%)보다 전문가(1.2%)가 낮았다. 또한 시민과 전문가는 하천관리의 주체로 '물전문기관'을 가장 높게 선호하였지만, 전문가는 '물전문기관' 다음으로 중앙부처(20.2%)를 선호하였지만, 시민은 중앙부처(6.8%)를 가장 선호하지 않는 하천관리 주체로 응답하여 두 집단 간의 큰 인식의 차이를 알 수 있었다. 물관리일원화 후 보다 큰 관심을 가져야할 정책으로는 '건강하고 깨끗한 수질'을 시민(38.9%)과 전문가(47.0%)는 1순위로 선택하였으나, 2순위는 시민은 '생태서식공간'(11.6%)을 전문가는 '안정적 수량확보'(20.2%)를 선택하여 두 집단의 인식 차이가 있음을 알 수 있었다.
