A Study on the Unified Policy of the Public Library Administrative System in Korea (공공도서관 행정체계 일원화에 대한 고찰)

  • The 21st century is the era of knowledge and information, and also the age of education and culture. The importance of a public library, which stands in the center of the stream of the times, cannot be overemphasized. A public library is a reservoir of learning and culture as a base camp for achieving a creative economy and the flourishing of our culture. Many problems are caused with the promotion of unification of a public library administrative system coming to the fore as a large issue of library communities in poor surroundings where the public libraries don't observe the library laws and rules bottom of such a reservoir is splintered by drought, and its embankment is not solid. Accordingly, this study is aimed at suggesting the improvement plan by analyzing all arguments and problems in relation to the promotion of the administrative system unification of a public library. For this purpose, first, the study considered the developmental process of the discussion about public library unification; secondly, the points at issue and problems in public library unification are reviewed; finally, this study arranged and suggested the improvement plan related to public library unification.

Public Kindergarten Teachers' Concept Knowledge on Inclusion Education (장애유아통합교육에 대한 공립유치원 유아교사의 개념지식)

  • Objective: The purpose of the study was to examine public kindergarten teachers' concept knowledge on inclusion education and to compare concept knowledge by teacher types (general teachers with experience of inclusion, general teachers without experience of inclusion, and special teachers). Methods: The subjects, sixty early childhood teachers in public kindergarten, were asked to draw concept maps illustrating their understanding of inclusion education for young children. The collected concept maps were analyzed using the methods utilized by Novak and Gowin (1984) as well as You and Kim (2018). Results: The results were as follows. First, 209 superordinate concepts were shown, and they were categorized into 13 representative superordinate concepts. Second, 1,585 subordinate concepts were shown. Among them, partial inclusion, complete inclusion, and teacher cooperation were frequently used. Third, contents of concept knowledge on inclusion education varied by teacher types. Conclusion/Implications: Discussions were included to support and enhance early childhood teachers' content knowledge on inclusion education for young children with special needs.

Preparation and Self-Confidence to Response to Emergent, Acute or Life-threatening Health Crisis among School Nurses in South Korea (학교내 응급상황에 대한 준비 실태와 보건교사의 응급처치 수행자신감)

  • 배경 및 목적: 본 연구는 학교 내 응급상황(천식 위기, 알레르기 반응, 저혈당 위기, 발작, 심폐정지, 출혈/골절, 머리/목 상해, 열성질환, 중독, 질식)에 대한 행정 차원과 물품구비 차원에서의 준비 실태, 그리고 응급처치 수행자신감을 파악하는데 목적이 있다. 방법: 단면조사연구로 274명의 보건교사를 대상으로 하였으며, 자가보고형 조사지를 이용하여 대상자와 학교의 일반적 특성, 학교 내 응급상황에 대한 행정·물품 준비 실태, 그리고, 응급처치 수행자신감 등 3개 영역의 자료를 수집하였다. 자료수집은 2018년 2월 1일부터 2018년 7월 31일까지 실시하였고, 자료분석은 기술통계, t-검정과 분산분석을 이용하였다. 결과: 대부분의 학교에서 응급상황 관리계획이 있었으나, 응급상황별로 천식 위기는 46.7%, 알레르기 반응은 58.4%에서만 관리계획을 갖추고 있었다. 산소, 혈당측정기, 자동제세동기, 경추고정장치 등은 85% 이상의 학교에서 보유하고 있었으나, 기관확장제 흡입기, 에피네프린 주사제, 흡인기 등은 거의 갖추고 있지 않았다. 응급상황 수행자신감은 5점 만점에 2.67점 (발작관리) 에서 3.55점 (심폐정지관리)이었으며, 일부 응급상황에 대해서 의료기관 근무경력이 증가함에 따라 수행자신감이 증가하였다. 결론: 대부분의 학교에서 응급관리계획을 수립하고 있었으나, 응급상황별 관리계획을 수립한 경우는 반 정도에 불과하였다. 보건교사의 학교 내 응급상황에 대한 응급처치 수행자신감은 전체적으로 낮게 나타남에 따라, 이들의 역량강화를 위한 체계적인 교육과 멘토링 프로그램이 요구된다.

A Study on the Characteristics and Evaluation of the Policy in Japan's recent Reform of Education - Focus on the MEXT and CCE - (일본의 최근 교육개혁 정책의 특징과 평가 - 문부과학성과 중앙교육심의회를 중심으로 -)

  • The purpose of this study is to analyze the characteristics of Educational Reforms Policy in lately Japan and to evaluate it. Especially focus on the activities of the [MEXT; Ministry of Education, Culture, Sports, Science and Technology] and [CCE;The Central Council for Education] This article composed of five chapters; Implication and problem situation, History of the Japanese educational reforms, the characteristics in the site of process of educational reforms policy, evaluation on the main policies, and Conclusion(contain the suggestion for Korea). The method of study composed of the literature search and interview. The System Analysis[input-process-output-feedback] is used as a model of the analyze the characteristics of educational reforms policy. By the new Basic Act on Education, the principles of educational administration is changed. Education administration shall be carried out in a fair and proper manner through appropriate role sharing and cooperation between the national and local governments(Article 16). As a conclusion, The initiative in the establishment of educational reform plans has gone over to the cabinet side from MEXT. And evaluate the five policies. That is Japan's Basic Plan for the Promotion of Education, The new Basic Act on Education(enacted on 2006), Provincial Governor's (Tokyo & Oska) Educational Reform Plan, Reform plan of the Boards of Education, and Improvement Policy of the Quality of Teachers.

Fire Service Policy Theory for Establishing Fire Science (소방학의 학문적 정체성 확립을 위한 소방정책론 정립방안)

  • In Korea, about 80 academic departments related to fire science are in operation throughout the country, but fire science is not included as a branch science in the science classification system acknowledged by the Ministry of Education, Science and Technology and its position as a science is not solid yet. In response to this problem, research is being made actively to establish fire science recently. This study aims at composing the fire service policy theory which is one of sub areas of fire science. First, the concept of fire service policy should be established, and fire service policies should be divided into different types. In addition, it is necessary to examine the direction of the development of fire service policies in Korea, and the unique characteristics of fire service policies should be described. Next, we will mention fire service policy making and participants, theories on the determinants of fire service policies, the execution of fire service policies, and the evaluation of fire service policies. Particularly, based on the peculiarity of fire service, it is necessary to explain policies on fire prevention and precaution, fire investigation, rescue and first aid, public campaigns for safety and prevention, fire insurance, etc. Finally, we suggest the future directions of fire service policies according to the change of environment in the future.

A Meta-Analysis of Cyberethics Research and Critical Evaluation from a Perspective of Information Human Rights (사이버윤리 연구동향 분석과 정보인권 측면에서의 평가)

  • This study reviewed academic research related to the cyberethics in the field of humanities and social sciences. The most active and vibrant field of cyberethics is Pedagogy, followed by Law, communication, philosophy, social welfare science, sociology, business administration and psychology. In the field of cyberethics every major has different research themes. The research trend of cyberethics does not reflect distinctiveness of cyberspace, remaining in previous ethical philosophy. Further, it just establishes abstract morality. In the overall research of cyberethics lacks recognition of information human rights, therefore, it shows little tendency to living ethics. Moral recognition based on information human rights should be emphasized, and multi-disciplinary study is requested for future studies.

건축학교육인증제도 및 행정문제 고찰 - 건축제도개선과 협회의 역할

  • 세계화의 진전으로 사실상 국가간 장벽이 없어짐에 따라, 전문직 자격에 있어서도 각국이 공통으로 적용할 수 있는 국제적 기준이 필요하게 되었고, 이에 따라 UIA는 건축사자격에 대한 국제 기준이랄 수 있는 '건축실무에 있어서의 전문성에 관한 국제기준 권장안(UIA Accord on Recommended International Standards for Professionalism in Architectural Practice, 1999)'을 발표하였다. 때마침 WTO에 의한 전문서비스분야의 시장개방문화와 함께 우리나라의 건축사제도에도 일대 변혁이 불가피하게 된 것이다. 이에 우리 협회에서는 현안에 대한 신속한 대처를 위하여 UIA와의 관계정립이 필요하다는 판단하에 UIA 회원단체로서의 가입을 추진하는 한편, 구체적인 대안마련을 위한 연구를 진행하여 '건축사자격 상호인정에 따른 대응방안(1999.9)'을 발표하였고, '한중일 건축사협의회'를 설립, 3국의 공동대처방안을 모색하는 등 지속적인 노력을 기울여 왔다. 협회 뿐만 아니라 학회를 중심으로 한 건축학교과과정의 모델연구, 건교부와 건축3단체가 참여한 '건축사자격제도 개선방안에 대한 대응방안연구(2002.12)'등을 통하여 이미 5년이상의 건축학 교육과정이 신설되었고, 건축교육인증을 위한 인증원 설립준비가 진행되고 있다. 이러한 변화는 비단 세계화 혹은 무역자유화라는 현안에 대한 대응의 필요성 뿐 아니라 궁극적으로는 우리나라 건축교육의 질을 높이고 국제기준과 동등한 건축사제도를 갖춤으로써 건축사의 자질을 향상시켜 국제경쟁력을 강화하고자 하는데 목적이 있다 하겠다. 나라마다 건축사제도의 성립 과정과 배경이 다르지만, 대부분의 나라에서 건축사제도는 건축사단체에 의하여 운영되고 있다. 우리 협회도 최근에 진행되고 있는 인증원 설립을 위한 연구에 적극적으로 참여하여 주도적 역할을 담당하고 있기에, 관련 내용을 소개하여 회원여러분의 이해를 돕고자 한다.

Study on the Operational Status of the In-Depth and Supplementary Class of the 7th National Science Curriculum (제7차 과학과 교육과정에 있어서 심화.보충 수업의 운영 실태에 관한 연구)

  • The purpose of this study was to find out the operational status for the in-depth and supplementary class of middle school described in the 7th national science curriculum. To do this 455 students of 8th grade and 71 science teachers are administered questionaries which were developed to ask about whether or not execute the in-depth and supplementary class, the frequency of the execution, the way of forming groups and the contents of teaching etc.. The operation of the in-depth and supplementary class at middle school were prevented by following factors such as too many class time of teachers, overpopulation in class, insufficiency teaching materials and so on. Therefore, to solve these problems, various approaches should be adapted such as effective teaching method, teacher training program, specialized classroom, independent teaching on the part of teacher and so on.

Educational Need Assessment for Developing Curriculum for Field Epidemiology Specialist Training Program on Infectious Disease (전염병관리 전문요원 교육과정 개발을 위한 교육요구 사정)

  • This study aimed to assess the educational need for management of communicable disease prior to developing curriculum for Field Epidemiology Specialist Training Program on Infectious Disease. We sent questionnaires(72 items) to two personnels who were related to communicable disease in each public health center through e-mai and 300 were returned(62.0% of response rate). The subject for education which showed the highest educational need was management(2.31 point), followed by immunization(2.30 point), and the lowest was surveillance(2.10 point). Generally, the educational need was higher in the aspect of attitude or practice than in that of knowledge. The subject which showed the differences in educational need by job titles were immunization(p<0.01), outbreak investigation(p<0.01), and case management and sanitation(p<0.01). There was negative correlation between communicable disease management-working duration and educational need. Considering this result, the curriculum should be focused on strengthening the ability for problem-solving especially in management and immunization.

Research trends in Journal of The Korean Society for School & Community Health Education on Vulnerable Populations from 2000 to 2023: Based on the elderly and people with disabilities (한국학교·지역보건교육학회지 2000년~2023년 취약 계층 연구 동향: 노인과 장애인을 중심으로)

  • Purpose: This study aims to identify research trends in papers related to the elderly and the disabled published in the journal of Korean society for school & community health education from 2000 to 2023 and seek the direction of the academic development of this journal in the future. Method: A total of 26 articles related to the elderly and the disabled, who are vulnerable groups, were analyzed by year by analyzing the specific subjects, research themes, research design, data collection methods, and keywords of papers published from 2000 to 2023. Results: Looking at the research subjects, studies on the elderly (18 studies) accounted for a larger proportion than studies on the disabled (8 studies). Research themes in the field of healthy living practices for the elderly (44.4%) and research in the field of mental health management (37.5%) for the disabled accounted for a high proportion. The design of research were mostly quantitative and cross-sectional studies. Data collection is mostly based on secondary data. In studies targeting the elderly, keywords appeared in the following order: 'Health' and 'Elderly'. And research targeting the disabled appeared in the following order: 'Disabilities', 'Health', and 'COVID-19'. Additionally, research on the elderly and the disabled has recently shown an increasing trend. Conclusion: Research on the elderly and the disabled has been conducted in line with the purpose of the Korean society for school & community health education, However, In terms of quantitative expansion and qualitative research, research themes, research designs, and data collection methods must be diversified. Methods, public perception. Additionally, research on vulnerable groups that fit the public health promotion and health education paradigm is needed.
