교육은 인간이 지닌 잠재적인 능력을 바람직한 방향으로 발전할 수 있도록 도와주는 과정이다. 따라서 우수한 잠재능력을 가지고 있는 아동을 조기에 발굴하여 그들이 가지고 있는 능력과 자질에 맞는 체계적인 교육을 제공함으로써 그들의 내재된 능력을 발현하도록 하는 것은 개인의 성장과 발달을 도모함을 물론 나아가 국토가 좁고 자원이 부족한 우리나라에서는 국가의 발전에도 직결되는 매우 중요한 교육적 과제이며, 이러한 교육은 우수한 잠재적 능력을 가진 영재에게도 요구된다 할 것이다. 하지만 아직도 영재교육에 대한 인식과 지원이 미미한 실정에 있는 우리나라의 경우 초등정보과학영재교육을 위한 법적 제도적 장치가 확립되어 있지 못하고 초등정보과학영재교육이 실제적으로 자리잡을 수 있는 여러 가지 여건이 매우 부족한 실정이다. 초등정보과학영재교육의 활성화를 위해서는 교육과정 개발, 적합한 영재의 선발 등 많은 노력이 필요하겠지만, 더불어 초등정보과학영재의 교육의 실제를 담당하고 있는 영재교사에게 필요한 자질과 소양이 무엇인지에 대한 분명한 논의가 필요하고, 이러한 소양과 자질을 향상시킬 수 있는 방안에 대한 연구도 활발히 전개되어야 할 것이다. 따라서, 본 연구는 이제 그 싹을 피워가기 시작한 초등정보과학영재교육의 활성화를 위해 초등정의과학 영재교사가 갖추어야 할 자질과 역할을 제시해보고자 한다.

As social environment has changed, a practical academy for higher employment rates becomes more important in higher education. It is need to have a paradigm shift in geography education. In this background, this study explore practical education in geography. This study propose practical strategy using GIS curriculum. First, the demand analysis in national and regional area is need. Second, continuous renewal reflecting new technologies is need. Third, capstone design and co-operative education with GIS company is need. Fourth, convergence and diversification in Geography education is need. Fifth, publicity for the practical geography education is need.

매년 11월말까지 1,200여 일선 조합의 예산 대의원총회가 개최된다. 2009년 우리 조합 관내의 농업을 발전시키고 조합 살림을 꾸려가기 위한 사업계획을 짜야하는 중요한 회의다. 특히 9월 중순 미국에서 시작된 금융위기의 여파가 올 연말부터 우리나라에 본격적으로 영향을 미치게 되면 국내 경기가 더욱 침체될 전망이다. 이 때문에 대출 금리 인상과 농산물 소비 감소 등, 조합과 조합원의 주변 여건은 크게 악화될 것으로 우려된다. 이 때문에 조합 경영 및 농가경젱 여건 약화를 철저히 대비한 사업계획 및 수지예산 편성이 절실하다. "월간 한농연"은 농축협 이감사.대의원 교육의 내용을 총 4회에 걸쳐 요약.정리한 특강 시리즈를 연재할 예정이다. 예결산 대의원총회의 철저한 준비와 대응을 통해 조합의 민주적이며 투명한 경영을 확립하여, 다가올 경제위기를 슬기롭게 극복하고 조합원 실익증진에 힘써야 할 것이다.

북한은 과학기술중시정책을 추진하면서 과학기술 우대환경을 조성하고, 전민과학기술 인재화 및 과학교육 강조 그리고 새 세기 산업혁명을 내세우며 자력갱생과 경제 발전을 위한 과학기술의 도구적 입장을 가지고 있다. 특수부문에서 강점을 가지고 있고, 기초과학 부문 및 정보기술영역에서 성과를 보여주고 있고, 국제학술활동에도 참여하는 등 얼마간의 대외 개방성도 나타내고 있다. 핵문제 즉 비핵화의 과제가 남아 있으나 남북 정상회담과 북미정사회담을 통해 남북교류협력의 여건이 나아지고 있고, 과학기술계 정부출연연구기관 소속의 연구자들이 북한연구과 남북협력을 준비한다. 대북 재제의 여건하에서 활성화될 수는 없으나 남북 과학자간 학술대회를 개최하고, 백두산연구기지 설립으로 백두산 지진 뿐만 아니라 천문 연구와 천연물, 광물 개발 등을 제안하였다. 앞으로는 남북과학기술협력센터 설립을 검토하고 보다 다양한 남북 과학기술 협력을 위한 기반 조성을 위한 향후 계획을 논한다.

Engineering methodology which is defined broadly as the various nontechnical knowledge such as design process and the personal skills such as creativity that an engineer must have to be a successful practitioner, is not sufficiently implemented in the present undergraduate engineering programs. A systematic design education model is proposed in this paper to teach the principles and art of engineering. First level design education is to introduce engineering process and cultivate student's creativity. Second one is to apply the knowledge of sciences, mathematics and engineering sciences to the solution of basic engineering problems. Third one is to solve a real-life problem.

The purpose of this study is to analyze characteristics of welfare level for the persons with disabilities in Korean local governments. The study adopted multidimensional scaling and cluster analysis. Based on prior studies and comparative importance research, three indicators were extracted from the welfare circumstance index for the disabled. They are the ratio of the registered disabled population, the ratio of the disabled household in poor households, the ratio of dependence on public finance. Also, nine dimensions and twenty seven indicators were extracted from the welfare level index. The dimensions are as follows : Education, income & economic activities support, welfare services infra-structure, health & welfare service support, movement convenience & safety, rights protection, culture, leisure & information accessibility, welfare administration & budget for the disabled. The findings from the welfare circumstance index show that local governments are divided into three groups and all indicators are statistically significant. On the other hand, the findings from the welfare level index, show that local governments are divided into four groups and five indicators are statistically significant. Based on these findings, the study proposes improvement in the disabled welfare level, and balanced development of local governments.

급변하는 항만의 교통특성과 이용자들의 정보서비스 욕구에 발맞추어 해상교통관제 운영기법이 변화하고 있으며 차세대 다기능 해상교통정보시스템과 같은 새로운 기술이 개발되는 등 해상교통물류체제의 혁신이 이루어지고 있다. 이에 따라 세계 각국은 해상교통관제구역을 항행하는 선박의 질서유지 및 안전사고 예방과 사고 발생 시 신속한 대응조치를 위하여 해상교통관제사의 인력양성 및 인력관리에 많은 노력을 기울이고 있다. 국내에서도 선진해양교통행정을 위하여 분산된 해상교통관제 기능일 일원화 되어감에 따라 새로운 해상교통관리 체제의 효율적인 운영을 위하여 해상교통관제사들의 지속적인 훈련의 필요성이 대두되고 있지만 교육제도의 인지, 여건, 장비보급의 부족, 다양한 상황에 대한 교육시나리오의 부족으로 인하여 시뮬레이터를 이용한 교육이 효율적으로 이루어지지 못하는 문제점이 발생하고 있다. 본 연구에서는 해상교통관제사들의 교육을 위한 국내 외 규정을 분석하고 교육현황 및 해상교통관제사들의 요구사항을 파악하여 해상교통관제시뮬레이터를 이용한 교육의 개선방안을 제시하고자 한다.

인터넷의 발전은 우리 교육계에 많은 변화를 가져오고 있다. 초고속 인터넷 서비스의 등장과 함께 인터넷 대역폭이 커지면서 작은 용량의 파일전송 위주에서 음악, 영상, 애니메이션 등의 대용량 서비스가 많아지는 추세에 따라 인터넷 홈페이지도 동영상을 위주로 서비스하는 곳이 급증하고 있다. 초등학교에서도 학교소개, 학교행사, 학생활동을 동영상으로 제공하여 활용도가 낮은 학교 홈페이지의 활용도를 높이고 학생들이 기획, 제작, 편집에 직접 참여하여 적성과 흥미를 키우며 생활 여건 때문에 학교행사에 참여하지 못하는 학부모들의 참여를 이끌어 낼 수 있는 학교 인터넷방송국을 구축을 통해 교육적 효과를 얻기 위하여 초등학교 인터넷 방송국 구축방안을 제시하였다.

Nowadays, the number of school students in rural area has decreased significantly. For this reason, there are mixed classes among students of different grades in schools in rural area. Moreover, there are several teachers who teach two and more subjects except for the major of teacher so educational environment has been deteriorated. To tackle this problem, the ministry of education has suggested merging small schools in rural area. However, some people believe that merging small schools would make educational environment more worse and would not solve this problem. To solve this problem, this research suggests that the proper solution for educational environment of merging small schools through surveying environment of merging schools.
