Small libraries have continued to be extended since 2013 enactment of regulations requiring establishment of small libraries in multi family housing complex not less than 500 households and the 'Living SOC Project' of national government. Gwangmyeong city designated the year of 2020 as the 'year of citizen autonomy' sharing the authority with citizens and publicly announced its plan to rapidly extend the living and cultural spaces as a part of that extension. Likewise, as the social environment and the need of users are expected to change, it seems that the small libraries in Gyangmyeong City must prepare a plan for practicing a long and mid term practices in responding to that change. Thus, this Study tries to make a suggestion for a plan for the policy for revitalization of small libraries in order to handle those changing social environment and the need of users. For this, a survey and in-depth group interview were conducted for the operators of the small libraries in Gyangmyeong City. As a result of this Study, the following policies are suggested: first, improvement of support system for improving operational system, strengthening of cooperative system of public libraries, and strengthening of role of public small libraries, strengthening of public characters of private small libraties and differentiated support through evaluation based on abilities; and second, it is necessary for utilization of circulating librarians and professional volunteers, sharing of materials through mutual lending of books, associate librarians having term of office and revitalization of small library conference by regions.

'가구업계의 공룡'인 이케아가 한국에 상륙했다. 지난해 12월 18일 경기도 광명시 KTX역 인근에 첫 한국매장을 연 후 하루 3만명 이상의 인파가 운집하는 등 연일 화제를 뿌리고 있다. 10년 전만 해도 사람들의 발길이 잘 닿지 않았던 이 지역은 KTX 광명역 개통 후 주로 기차 승객들이 왕래했으나 최근 코스트코 광명점과 광명종합터미널, 롯데 프리미엄아웃렛이 개장되면서 점차 활기를 띄고 있으며, 이케아 광명점 개장을 계기로 경기도권 최대의 쇼핑특구로 성장할 전망이다. 이케아는 지난 1943년 스웨덴에서 설립된 이래 전세계 40개국 340여개 매장에서 가구뿐만 아니라 벽시계, 가방 등 인테리어 소품까지 약 9,500여 종의 물품을 판매하고 있으며, 전세계 직원수 15만명, 매장당 평균 매출 약 1,200억원에 이르는 다국적 대기업이다. 이케아는 또 유럽에서 눈부시게 성장하고 있는 에너지 기업 가운데 하나다. 전 세계에 풍력발전기 96대를 직접 설치해 전기를 생산한다. 또한 광명점에 3,000개를 비롯해 전 세계 100여개 매장에 태양광 패널 55만개를 설치했다. 생산된 전기는 공장과 매장에서 쓴다. 본지는 지난 해 11월 말 준공검사를 끝내고 개장 준비로 분주한 이케아 현장에서 기계설비 및 소방공사를 담당한 (주)정도설비 이대호 현장소장과 시공사인 대림산업의 공화석 설비부장을 만났다.

The Smart City Plan specifies that it should reflect the content of the Smart City Comprehensive Plan, which is the upper plan while presenting the basic direction, promotion strategy, service establishment and operation plans of a smart city construction project. However, there are not enough empirical studies on whether plan contents are systematically established according to smart city planning hierarchy. In this study, we are to use the social network analysis to find out the local government's smart city plan is actually highly connected to the Smart City Comprehensive Plan, a master plan at national level. To this end, we conducted a social network analysis on Gwangmyeong and Chuncheon, which were recently approved for smart city planning. First, 108 keywords were derived from the 2nd Smart City Comprehensive Plan, and the connectivity between these keywords and Smart City Planning was analyzed. The results of the social network analysis showed that the total connections of Smart City Planning in Gwangmyeong was 371, which was higher than 307 in Chuncheon, and the average degree of connection per keyword and network density were also higher in the Gwangmyeong Smart City Planning than the Chuncheon Smart City Planning. The results of the study showed that the Smart City Planning actually had a high connectivity with the Smart City Comprehensive Plan, and the keywords with high connection centrality were different for each local government. The result of this study can be used as a basis for judging whether there is a high correlation between plans.

최근 들어 기후변화와 함께, 화재 발생이 증가함에 따라 인명피해와 경제적 피해가 늘고 있다. 화재 발생시 인명 피해를 줄여주는 소방시설 중 경보설비와 유도등설비는 위험 상황시 경보와 함께 동선을 유도하는 유도등을 보고 재실자들이 안전한 공간으로 신속하게 대피할 수 있도록 하는 소방설비 이다. 이중에서 유도등설비는 화재발생 상황에서 매우 중요한 역할을 맡고 있다. 특히 복잡한 동선을 가지고 있는 복합건물 및 지하철, 고층건축물에 신속한 대피 유도에 필요한 설비이다. 그러나, 화재 초기에 신속한 대피를 해야 하는데 5분도 되지 않아 화재로 인해 발생한 가스는 검은 연기로 유도등의 역할과 효과를 저해하는 현상을 가져온다. 즉 유도등의 녹색빛이 보이지 않는다. 이는 저시력자 또는 시력에 장애를 가지고 있는 자들은 더욱더 유도등을 확인하고 대피 하기란 쉽지 않게 된다. 이런 단점이 있는 기존의 유도등에 IoT(Internet of Things)와 함께 증강현실 이미지를 스마트기기에 활성화 한다면, 진한 검은연기로 인한 빛의 가림으로 인한 유도장애에 대해서 개선 할 수 있을 거라 생각되어, 변류기의 전류 감지를 시작으로 그 신호를 스마트기기에 녹색의 유도 이미지를 활성화하여 골든타임에 대피가 신속하도록 설비를 구현하여 그 가능성을 확인하였다.

광명시 경륜 경기장은 국민 체육진흥공단에서 턴키(Turn key)공사로 발주하였고, CS구조+공간건축+대우건설, 삼성건설, 태영건설의 제출안이 당선되어 현재 시공중에 있다. 경기장의 저층부는 PC로 설계되었고, 지붕은 철골 트러스를 사용한 Dome 형상으로 이루어져 있다. 돔 지붕의 개념은 지붕에 물을 부었을 때 가장 흘러가기 쉬운 방향으로 트러스를 배치하여 유연한 힘의 흐름을 유도하는 것이다. 143.6m(폭)${\times}$183.5m(길이)${\times}$21m(높이)의 지붕엔 지붕의 개념인 Flow Truss를 물이 흐르는 방향의 방사형으로 배치하고, 내부에 압축링(Compression Ring Truss)과 외부에 인장링(Tension Ring Truss)를 설치하여 힘의 흐름을 단순화시켰고, 실내에서 보기에 플로우 트러스의 간격을 넓게 유지함으로써 개방감을 극대화시켰다. 또한 Flow Truss는 동일한 곡률과 길이로 설계하여 표준화시킴으로써 시공성과 경제성을 동시에 만족토록 하였다. 현재 저층부 시공은 거의 완료된 상황이고, 곧 지붕을 설치할 예정이다. 본 고에서는 돔 지붕의 형성 개념과 설계 과정을 살펴보고, 접합상세 등의 해결에 대해 살펴보겠다.
