'Techno-scientific Way of Thinking' on Women's Technoscientific Practices : From Barad's Agential Realistic Perspectives (여성들의 기술과학 실행에 대한 '기술-과학적 방식의 생각하기': 캐런 바라드의 행위적 실재론을 중심으로)

  • This paper, as an initiative to fertilize analyses on women's technoscientific practices, reviews theoretical discussions and empirical studies in-between feminism and STS, mainly owing its thinking technologies to Karen Barad's Agential Realism. The first part of this paper shows that women's technoscientific practices as research sites are not only fertile grounds between STS and feminism but also conflict areas between constructivist theories and feminist politics. The second part proposes Agential Realism as an way of thinking to deal with 'conflicts' between STS and feminism in analytical levels. Agential Realism provides useful conceptual tools for 'techno-scientific ways of thinking' through the reconceptualization of agency, the displacement of agency by accountability, and the configuration of STS analysis as 'apparatus.' The third part finds three examples of 'techno-scientific ways of thinking' on women's technscientific practices from previous feminist STS works, which suggests how to analyze not only women's technoscientific practices but also diverse practices of science, technology, and medicine as follows: follow 'the invisible', account for 'ontological choreography', and 'care' for what is analyzed.

Analysis of relationship between exhibitions of public astronomical science museums and science curriculum revision, 2009 (천문과학관의 전시자료와 2009 개정 과학과 교육과정과의 관련성 분석)

  • Since Daejeon observatory has been built as the first astronomical science museum(ASM) whose theme is astronomy and space, many ASMs have been built or are being built by the governmental support. ASMs are requested to perform an important role as the educational venue that can be experienced the scientific activities for supplementing regular science education. This study investigated the analysis of the connection to astronomy-related contents of science curriculum revised in 2009 for exhibits of 17 ASMs. As a result, exhibits of ASMs show the low reflectivity to science curriculum and are very biased to standard of accomplishment. That is, they are not sufficient enough for the students to reach the learning objectives. However the astronomical scientific activities which are hard to be performed in regular school curriculum can be experienced at ASMs. Additionally, since exhibits of ASMs are easy to access and accept, they can provide the effective educational activities and learning effect. Therefore, ASMs have to be improved for supplementing regular science education through the informal curriculum of astronomical scientific activities by the producing and displaying good astronomy-related exhibits.

Assessment of an Aesthetic Model of Science for NOS Teaching (예비교사의 과학의 본성 지도를 위한 과학의 미학적 모델 측정 방안)

  • In order to teach the nature of science which is one of the goals of science education, the aesthetic model of science was developed into a two-dimensional model through theoretical reviews on the aesthetic aspect of science. We represented 10 kinds of scientific experiments that scientists thought are beautiful in the aesthetic space of science. This paper tried to represent the greatest and famous scientific experiments in the history of science into the aesthetic space of science to find the suitability or usefulness of that model. At the same time, we were able to develop measuring tools as the Likert-scale with pictures of scientific experiments. Through this, we propose various teaching approaches on the nature of science (NOS) based on the aesthetic model of science and the potential for utilization in measuring the effects of the ways of teaching NOS.

  • 최근 정부는 변화하는 환경에 조응하기 위한 혁신적인 국가 R&D 시스템의 도입 및 성과평가 준거 틀의 전환을 시도하고 있다. 이에 연구자 중심의 "정부 R&D 혁신방안(2015)"을 제안하고 기존의 추격형 R&D체제에서 벗어나 질적 우수성 추구로 패러다임 전환과 창의 도전적 R&D에 초점을 맞춘 평가방식, 그리고 행정시스템 간소화 등을 해결해야 할 주요 과제로 제안하고 있다. 하지만, 다양한 이해관계자가 제시한 지속적인 의견 등을 고려할 때, 변화 이슈에 대한 장기적인 R&D 시스템 전개방향은 공감되나, 실행단계에서 실효적 적용은 많은 논의가 필요해 보인다. 특히, 특정 집단의 이해관계를 벗어나기 힘든 경우, 편향된 이슈 및 정책 제안이 제시되거나, 제안된 정책 간 일관성 있는 논리를 설정하기 어렵거나, 불특정 다수의 이해관계자 집단 간 이익 대변 혹은 현실을 벗어나는 이상적인 방향을 제안하는 경우도 있다. 따라서 이해관계자를 넘어서는 통합적 관점에서 사회 전체적 여건을 고려하는 혁신적 국가 R&D 시스템에 대한 정책적 실행방안을 고민해 볼 필요성이 제기된다. 본 연구에서는 우리나라의 과학기술 혁신정책 및 R&D 성과, 주요국 관련 동향 등을 살펴보고 현행 R&D 추진 시스템을 사회 시스템 차원에서 바라보며, 제기되는 관련 이슈에 대한 비판적 담론과 쟁점을 정리 및 분석하였다. 또한, R&D 혁신주체 간 상호작용 및 추진 시스템 효율성 측면의 핵심 이슈를 분석하여 R&D 추진 시스템 중장기 구축방향과 한계도 체계적으로 살펴보았으며, 이를 정리한 실행전략을 제시하였다.

  • 4차 산업혁명을 위한 국가연구개발사업에서 연구자 중심의 자율과 책임이 강조되고 있다. 자율과 책임의 연구문화를 위해서는 연구자의 자율성 보장을 확대하는 한편 책무를 다하지 못한 연구자에 대해서는 일관성 있는 제재조치를 강구해야 한다. "과학기술기본법", "국가연구개발사업 관리 등에 관한 규정"에 따를 때 연구자에게 부여되는 제재조치는 크게 참여제한, 사업비 환수, 제재부과금으로 구분될 수 있는데 본 연구에서는 일정기간 연구자의 국가연구개발사업에 참여를 제한하는 제재조치에 초점을 맞추어 살펴보고자 한다. 현재 법령상의 국가연구개발사업 참여제한 조문 규정은 연구자의 책임성 강화를 위한 '가중 규정'을 신설하는 과정에서 일부 법령 해석상의 문제가 제기되었다. 따라서 본 연구에서는 "과학기술기본법", "국가연구개발사업 관리 등에 관한 규정"의 참여제한 규정을 중심으로 연구개발과제의 수, 참여제한 사유의 동일여부, 적발시점에 따라 사례를 구분해 현 참여제한 제재조치 규정을 적용해보고 발생할 수 있는 문제점을 살펴봄으로서 4차 산업혁명 시대 연구자에게 책임감을 부여하기 위한 제재조치의 일관성을 확보 할 수 있는 개선방향을 제언하고자 하였다.

  • IoT 장치들은 연구, 의료, 금융, 민생 분야 등에 지원하고 있으며 취약한 보안 메커니즘으로 인하여 IoT 네트워크의 개인정보 안전성이 중요해지고 있다. 안전한 다자간 계산은 서로 믿지 않는 참여자라도 데이터 수요자에게 원본 데이터를 누설하지 않는 범위 안에서 다자간 연합 계산 능력을 제공한다. 상업 네트워크나 산업 네트워크에서는 대량의 데이터는 다른 플랫폼들과 통신하기 때문에 기업이나 개인의 개인정보 데이터가 통신 과정에서 도청될 경우 데이터 보유자에게 막대한 경제적이나 잠재적인 손실이 발생한다. 본 논문에서 데이터 통신 과정을 계층별로 정의하여 블록체인에 기반의 안전한 다자간 계산 아키텍처를 제안한다. 제안하는 이키텍처에서 블록체인을 사용함으로써 데이터의 유효성 및 검증 가능성을 보장한다. 인증된 데이터로 안전한 다자간 계산 수행하기 때문에 통신과정의 보안성 및 기밀성도 확보한다. 암호학 및 블록체인 기술의 지속적 발전 및 활성화에 따라 제안하는 아키텍처가 지속적으로 개선할 잠재력이 있다.

  • 최근 대용량 데이터 전송을 요구하는 과학기술 응용에 대한 사용량이 증대 되고 차세대 인터넷에 대한 관심과 지원이 점차 확대되고 있다. 이러한 요구를 충족하기 위해 고성능 망에서의 단대단 네트워크 성능 측정 및 진단기술이 중요시 되고 있다. 본 논문에서는 현재 존재하는 단대단 망 성능 측정 도구들을 분석하고 각 도구들의 특징을 살펴본 후 현존하는 측정 도구들의 한계점에 대해 살펴본다. 또한 이러한 분석을 바탕으로 앞으로 단대단 망 성능 측정 기술이 나아가야 할 방향에 대해 모색한다.

Exploring the Use of Traditional Science Knowledge by 'Being a Commentator on Korean Traditional Science Culture' Activities (우리 과학 문화 해설사 되어보기 활동을 통한 전통 과학 지식의 교육적 활용 방안 탐색)

  • This study was carried out to identify the reality of students' understanding of Korean traditional scientific knowledge (TSK), the educational contexts influenced their understanding of TSK, and their sense of value of TSK, through the science activity 'Being a commentator on Korean traditional scientific culture' as a way of finding direction to apply TSK to science education while maintaining the inherent meaning of our traditional science. Seventh grade students have discovered TSK contents in Changdeok Palace, prepared their own scripts for seven months, and finally, explained to fifth to sixth grade students. The video recordings of all lessons, scripts of explanation, reports of field activities, and individual interviews were all analyzed. Students understood TSK in four viewpoints: the traditional view of nature, the traditional science and technology, the traditional life using science, and the natural science contents. During their activities, communication with peers or elders both in classroom and in Changdeok Palace, the interaction with place, and the sense of responsibility as a commentator helped students understand the scientific aspects of TSK, form contextual and sensible scientific knowledge, and apprehend various scientific explanations of contents. Depending on their internalization of experiences, the students' experiences produced three types of interpretation: delivery, persuasion, and understanding. Students formed their TSK sense of value as scientific characteristics, the need of new perspective about science, the need to protect and maintain TSK as our culture. The results of this study show that TSK can provide integrated and actual contextual education in science education and can be used to understand the cultural diversity of scientific and scientific methods and the characteristics of oriental scientific thinking. In addition, the simultaneous approach of TSK and school science to traditional culture can contribute to ideal concept formation and subjective attitude toward our traditional culture.

A Study of the Giftedness Expression Mechanism of Young-sil Jang through Gagne's DMGT Model (Gagne의 DMGT 모형을 통한 장영실의 영재성 발현 기제 연구)

  • This study uses Gagne's 'Differentiated Model of Giftedness and Talent (DMGT)' to collect and extract major life events of Jang Young-sil, and to investigate how giftedness was formed and developed in his life history, and what factors enabled him to demonstrate his talent in the field of science and technology. In addition, based on the framework of Gagne's Differentiation Model for Giftedness and Talent(DMGT), we analyzed the mechanism of giftedness manifestation of Jang Young-sil and sought to explore the direction of gifted education based on this. To sum up the results of the study, first, in Giftedness(G), it was found that Jang Young-sil had excellent scientific and technological skills. Second, motivation, determination, self-management, and personality factors that constitute the inner catalyst(IC) of the individual have had an impact on the development of giftedness. Third, it influenced the social environment and peer giftedness in environmental catalysis(EC). Fourth, the catalyst of chance or chance(C) was the factor that had the greatest influence on Jang Young-sil's manifestation of giftedness. Fifth, informal learning and non-institutional formal learning in the developmental process(LP) influenced the manifestation of giftedness. In this way, the talent development factors of people such as Jang Young-sil provide implications for the need to understand the manifestation mechanism of giftedness in the future, develop examination tools that can detect giftedness, and develop customized programs that can develop giftedness.

The Study on Needs of Guaranteed Funding for Defense Science & Technology through Defense Expenditure Pattern Analysis (국방비 성장패턴 분석을 통한 국방과학기술에 대한 안정적 투자 필요성 연구)

  • Defense expenditure is the investment for national defense capabilities acquisitions based on the national competitiveness, and includes research and development budgets more than some fixed ratio. So we need to guarantee the defense research and development budgets for National Defense Reform 2020 to posture that correspond to the future warfare, to acquire advanced weapon systems and critical technologies effectively. Especially advancement of the defense technology capabilities for future warfare is one of the issues that we are faced, and it needs to be researched and interested continuously. In this paper, we analysed 16 nation`s defense expenditures growth patterns and defense S&T indices, and proposed the needs of the guaranteed funding at the fixed ratio for defense S&T development.
