젠더혁신이란 과학기술은 젠더와 무관한 것을 간주해 온 기존의 사고 틀에서 벗어나 연구개발을 추진함에 있어 젠더분석을 기반으로 보다 신뢰할 수 있는 과학기술을 창출하는 행동을 말한다. 과학기술에서 젠더분석을 고려하지 않아 시장 확보의 기회를 잃고 막대한 손실을 초래한 경우가 종종 있었다. 이를 막고 젠더관점을 고려하기 위해 연구개발 전단계에서 젠더분석을 도입하고 과학연구를 위한 젠더 거버넌스를 구축해야 한다.

국가연구개발사업은 현재 각 부처 별 다수의 법률에 근거하여 운영되고 있다. 일선 연구자 입장에서의 행정 절차 상 불편함과 국가 연구개발 중장기 계획 상 일관성의 부족이 문제로 지적되었다. 이에 수년 전부터 국가연구개발사업에 공통적으로 적용할 법률의 필요성이 제기되었으나, 실제로 제정되지는 않았다. 이 논문에서는 여러 정부 부처를 아우르는 국가연구개발사업 법률 제정 시 사안 별로 공통 적용을 해야 할 것과 그렇게 하지 말아야 할 것을 구별한다. 관련 정부 조직 개편에 있어서는 각 정부 부처들의 국가연구개발사업 기획 기능 강화와 국가과학기술자문회의 및 과학기술혁신본부의 정부 부처 간 사업 조정 기능 강화, 그리고 전문기관의 사업 관리 기능 전담을 법적으로 규정할 것을 주장한다. 국가연구개발 중장기 계획의 일관성 제고가 이 법률안의 취지에 포함되나, 중장기 계획은 지속적으로 제 개정이 필요하기 때문에 법적으로는 근거 조항만 두고, 국가과학기술자문회의가 범부처 중장기 계획을 수립하도록 할 것을 주장한다. 또한 부처 간 사업 조정 시 유사 및 중복 사업이 아닌 경우, 사업이 축소되지 않고 각 부처가 개별적으로 진행할 수 있는 근거 조항이 필요함을 주장한다.

This study reviews technological innovation to examine science, technology, and innovation (STI) policies and strategies for academy-industry cooperation for innovation and entrepreneurship in Daejeon. STI policy in Daejeon is based on a vision that harmonizes regional and national policies at a regional level, fostering of a key innovation cluster and strategic industries in Daejeon, and a new growth engine of converging industries such as information technology (IT), biotechnology (BT), and nanotechnology (NT). This paper proposes the following: First, considering the harmony of national and regional policies, STI policy should be promoted at the regional level considering venture and SMEs. Second, we recommend nurturing a global innovation cluster as part of a regional STI and venture ecosystem. This will support the region of Daejeon as the heart of a global innovation cluster by having Daedeok Innopolis and the International Science and Business Belt as its two major axes. Third, we recommend strengthening academy-industry cooperation in Sejong and other regions.

The new innovation model that deals with agenda as sustainability, quality of life, societal challenges is emerging as NIS(National Innovation System) is needed to transit to post catch-up and creativity. To achieve this objective, there is a growing need for enhancing usage of ICT, end-user's needs, prolification of R&D results and social impact. Living Lab is the new innovation model that end-user's participation, co-work/network within actors and usage of user's experience and This study deal with Living Lab related R&D of ICT-based service from co-work with end-users. Example cases are Turku Archipelago Living Lab in Finland, and Living Lab projects in EU, EIT ICT Labs and ELLIOT. And the focus of case analysis is that reflection of user's needs and experience, and aspect of ICT usage.

한국의 출연(연)은 과학기술 기반 창조경제 실현을 위한 선도적 탈추격 R&D 주체로서의 출연(연)의 역할모델 재정립을 요구받고 있으며, 이는 자율과 책무에 기반한 지속가능한 R&D 체제로의 패러다임 전환을 수반한다. 본 연구는 공공연구기관의 자율성을 정의하고, 자율성을 구성하는 요인을 기관장 선임 및 거버넌스, 연구전략 및 목표관리, 예산, 인력, 그리고 평가로 구분하고, Autonomy Regime on Wheel (ARoW) 모델을 통하여 제시하였다. 자율성을 구성하는 각 요인에 대한 핵심 질의를 정의하고, 한국과 선진공공연구기관의 현황을 파악하여 벤치마킹 분석을 수행하였다. 분석 대상 선진 공공연구기관은 독일, 영국, 미국의 기관들로 선정하였으며, 특히 연구회 구조의 유사성 및 각 연구회 간 연구분야 및 임무의 균형이 조화롭게 유지되고 있는 독일의 4대 연구회를 중심으로 연구를 진행하였다. 연구를 위하여 분석대상 기관의 홈페이지를 포함한 국내?외 문헌조사 및 독일, 영국, 미국의 현지조사 과정을 거쳤으며, 이와 함께 국내?외 관련 전문가들에 대한 인터뷰를 진행하였다. 한국 및 선진 공공연구기관의 자율성 현황을 분석한 결과, 자율성을 구성하는 요인들에 대하여 전반적으로 한국의 실질적 자율성이 상대적으로 약한 것으로 나타났다. 본 연구는 공공연구기관의 자율성을 정의 및 분석한 최초의 학술적 연구로서, 향후 자율과 책무에 기반한 지속가능한 출연(연) 발전을 위한 전략 수립에 기반자료로 활용이 가능하다는 점에 그 의의가 존재한다.

The purpose of this study is to improve the efficiency of digital conversion by presenting factors that domestic small and medium-sized manufacturers should consider when attempting digital conversion. Using SME data from 2019 to 2021, we analyze the impact of digital transformation on the financialization of enterprises and which digital technologies affect financialization, and further analyze the mediating effect of green technology innovation between digital transformation and business finance. did The results of the study support the negative impact of digital technologies on corporate finance, and cloud computing technologies have been found to significantly inhibit the level of corporate finance. In addition, it was found that green technology innovation plays a mediating role in suppressing corporate financialization by promoting green technology innovation through digital transformation. Digital transformation influences corporate decision-making through green technology innovation, suggesting that the combination of digital technology and green projects should be considered.

This paper aims to identify the role of local governments in building regional innovation system. The central government has recently decided to support the promotion of innovation capacities of local innovators and innovation networks among thor The central government forces local governments to establish the council for regional innovation in order to implement these goals. Meanwhile, there is no consensus about the way in which the council for regional innovations constitute and operate. I think it is the time for us to talk about this seriously. It is widely conceived that local governments in Korea have still been hierarchical. Thus, they would be difficult to make the decision effectively on regional innovation and development initiatives. In this context, I suggest that the regional innovation promoting agency needs to take authorities to secure transparency and autonomy in planning, implementing, evaluating regional innovation initiatives. The local government no! ed to play a central role in establishing the agency. However, the local government should not try to intervene and control its operations.

For the past 20 years, expert groups and citizens in Korea have debated on the usefulness of personalized medicine. These debates were mainly focussed on the possibility of the promise - people mainly discussed whether it was a probable future or if it was just a hype. Following Hedgecoe and Tutton(2002) who argue that it is only a 'rhetorial device', we will analyze about 9,000 news media coverages that deal with personalized medicine. With these data, we will show that the same terminology of personalized medicine have been used very differently according to the time and people who use it. Our research will show that this term has both diachronic heterogeneity and synchronic equivocality. This has happened because of the innate lack that exists in our symbolic system. Policy and governance regarding new technology is important because they provide quilting point to those slippery term/signifiant. Also we would like to carefully suggest that we might be able to call this phenomena as signifiant-politics.

The purpose of this study is to analyze the process of changes in regional science and technology policies in Korea and to seek future development directions. In Korea, regional science and technology policies have been implemented since the introduction of the local autonomy system. Since then, it has been implemented in earnest with the establishment of a central government-level plan. The regional science and technology policies have been developed to this day by interacting with national science and technology policies and regional development policies. Nevertheless, due to the path dependence and lock-in effect in the accumulated process, the regional science and technology policies are still subordinate to central government policies. Thus, the establishment of an independent ecosystem for local science and technology is still insufficient. Furthermore, the gap between regions is deepening, such as the growing of aging population, population decline due to low birth rates, job losses due to the recession of local key industry, and the concentration of the youth population in the metropolitan area. The transformation path such as digital transformation and carbon neutrality paradigm is expected to further widen regional disparities. In order to address a comprehensive problem, the implementing system of regional science and technology policies need to be newly established. A framework for reinvention of regional science and technology policy needed in the era of grand societal challenges have to be developed.

Modern cities are changing to 'smart cities' dramatically with the introduction and development of the fourth industrial revolution technologies. Among these technologies blockchain is unique because it not only embraces technological innovation but also societal revolution. Therefore, blockchain is expected to play a pivotal role for contributing comprehensive development of smart city. The current research and policy atmosphere in Korea, however, is that blockchain is just a new technology and its broader impacts are overlooked. This study argues that blockchain has significant effects on smart cities not only from technological perspectives but also from social, economic, institutional, governmental perspectives. Further, this study suggests three categories that blockchain can help the development of smart city: technology, socio-economic, and governance, with examples of existing blockchin projects. However, these projects have been builting separately without any interaction under the common hood of 'smart city'. To emhance influences of blockchain on smart cities in positive ways, private companies, policy maker, and citizend are supposed to consider and discuss about publi sector's blockchain that is commonly used in at the smart city level.
