Effects of External Factors on Corruption in Government Society (공직사회의 외부요인이 공직부패에 미치는 영향)

  • The purpose of this study is to identify the influence of external-social and cultural factors on the perception of corruption in the public society through the Structural Equation Model(SEM) and to seek ways to reduce corruption in the public society. Currently the level of corruption in public sectors that people think is still large, and it is necessary to continuously reduce corruption in public sectors in order to improve national competitiveness. Since one society is a part of a country in system theory and social network theory, public society needs quantitative research in order to find the causes of corruption and solve them. The model was built and the variables were defined in SEM based on 600 questionnaires. As a result of analysis, corruption in public offices has decreased since the implementation of the solicitation and graft law, and socio-cultural factors have had a direct impact on corruption in public offices. The further research area is to seek detailed ways for transforming the education and awareness of civil society across the country in addition to the efforts of the public officials themselves in order to reduce corruption in public offices.

  • 국제투명성 기구가 발표한 우리나라 부패인식 지수는 2008년을 기점으로 매년 하락하는 추세를 보이고 있으며, 지난 2013년 55점(세계 46위, OECD 34개국 중 27위)를 나타내고 있다. 현대사회에서 공직자의 부패문제는 과거부터 꾸준히 제기되어온 해결과제라고 할 수 있으며, 최근 몇 년간의 문제만은 아니라는 것을 의미한다. 다산 정약용의 저서 "목민심서" 율기육조 중에서 제2조 청심에서 청렴은 수령의 기본임무이고, 모든 선의 근원이요 모든 덕의 근본이니, 청렴하지 않고서 수령 노릇을 할 수 있는 자는 없다고 하였다. 이는 공직사회의 청렴성을 중요시 하는 것으로 현대사회를 살아가는 공직자에게 귀감이 된다고 할 수 있을 것이다. 그러나 최근 경찰공무원의 청렴성이 대중매체의 도마에 끊임없이 회자되며, 이는 경찰조직구성원 전체에 대한 신뢰를 저하시키는 요인으로 작용되고 있다. 따라서 본 연구에서는 경찰부패와 청렴도 제고에 관련되는 선행연구를 검토하고, 경찰조직의 내 외적 환경에서의 청렴도 제고를 저해하고 있는 문제점을 도출하여, 이에 관한 개선방안을 제시하도록 하였다.

  • The rapid change in the administrative environment is bringing about changes in the civil service society, and the civil service society is also aware of the difficulty in responding to the changing circumstances of the existing recruiting system, and is attempting to change the new recruiting system. However, in a civil service society that emphasizes stability, it is not easy to change the recruiting system, and it is necessary to examine whether the recruitment of public official in the future is possible by the current recruitment method. Therefore, this study presents the talented people required for the future society through the literature and examines the current recruitment method for recruiting a talented people who meet the future required officials. In this paper, we suggest a four talents in the future : flexible pioneering talents, fused collaborative talents, creative information union talents, and emotional sympathetic talents. And also we will present a direction for the development of the approach.

Effects of the Social Capital of individual Civil Servants on the Efficiency of Public Service - Focus of civil servants in Jeju province (공무원 개인의 사회적자본이 공직업무효율성에 미치는 영향 - 제주특별자치도 공무원을 대상으로)

  • This survey research was performed to determine the social capital that public officials generate within the relationship of the community at the individual level by performing their public office work as an administrative duty. To this end, a survey was conducted on 500 civil servants in Jeju province. The survey period was May 19-23, 2014. 476 subjects were analyzed using a T-test, One way ANOVA, and multiple regression analysis to on SPSS 19.0Win software. As a result of the analysis, 1. The norms of the community cultural, male staff participation and cooperation, and social capital level of civil servants, showed a significantly higher association than female civil servants. There was a difference between the populations of registration to an association to the work location type. In addition, the social capital increases generally as the level of the officers increases. 2. The sub-category in the social capital of a personal level on civil servants family & associates trust, participation & cooperation and neighbor trust had a positive impact on the efficiency of public services. On the other hand, community cultural associations (network) did not have an influence on efficiency.

The Subjectivity Study on 'The Corruption' of Our Society: Using the Q methodology of Hypothesis Abduction (우리사회 '부정부패'에 대한 주관성연구: 가설발견의 Q방법론을 활용하여)

  • This study aimed at public officials who are most strongly demanded to tear up the corruption and diagnosed what they really think about 'the corruption'. So, a qualitative research method called 'subjectivity study' or 'Q methodology' was used to typing on the perception of corruption. In other words, 30 Q-samples related to corruption and P-samples composed of 30 public officials were investigated to derive the analysis results. As a result of the analysis, three types of perceptions of corruption were defined. That is, showed a high distribution of civil servants such as 'educational administration' and 'teacher', and and showed a high distribution of 'general administrative positions' civil servants. Also, among the respondents of , it was found that the distribution of 'high' was higher for the level of corruption in our society, and the distribution of 'medium' for and was found in the case of the respondents with high factor weight. The overall explanatory power was high at 62.11%, and based on the series of results, a hypothesis could be found that 'the perception of corruption differs according to the characteristics of the work of public officials'. By the results, the commonly recognized terms for 'corruption' were 'politician/politician' and 'solicitation'. Therefore, based on a series of results, this study is expected to be the 'Priming' for finding ways to move toward a more transparent society by diagnosing and reflecting on the thoughts of corruption in our society once again.

A Qualitative Study on the Fire Officials Inter Integrity (소방공무원의 내부청렴도에 관한 질적 연구)

  • Corruption in public offices can lead to corruption in overall society. Moreover, it can also result in steady growth of social expense caused by distrust in direct public relations of civil society administration. In order to devise a more comprehensive measure against corruption, it is essential to evaluate internal organization. This study suggests a scheme for improvement on fire officers' inter integrity, researched by in-depth interview. According to the study, there are numerous conventional corporate cultures remaining in the organization which fire officers are mutually trying to create reasonable and democratic corporate cultures. Furthermore, it was found out that structural issues of the organization, such as guaranteed anonymity of corruption prevention system, closed budget, et cetera, are the mostly dissatisfactory factors other than individual matters of the organizational members.

  • Corruption of the bureaucratic society can cause the whole society to corrupt and it can also increase public expense gradually because of the civil society's distrust of the administration. Throughout experience of front-line firefighters, this study lets the entire firefighters take an interest in increasing integrity and make it the primary assignment of fire administration. It is the most important to find out the illogical systems and try to improve them in order to solve the increasingly secret and sophisticated forms of corruption completely. The purpose of this study is to show the ways to improve firefighters' integrity by analyzing and pointing out the main factor and the realities of corruption of firefighters.

  • Rapid development of Information Technology(IT) requires new changes in overall official sections, and government also makes effort to promote the productivity and efficiency of official sections with IT. Objectives of this research are to evaluate the management of Electronic Approval System and to present the efficient way of using Electronic Approval System. In this research, we presented that the efficient use of Electronic Approval System requires systematic education, improvement of approval procedure, stability of system, improvement of system operation speed and connection with other official department.

  • Dismissing incompetent public servants started from Ulsan City is spreading to the nation. As part of comprehensive administrative reform in provincial and municipal authorities, such movement is strong to kick out those who are not qualified and incompetent as public servants. It is because citizens have high hope for the change of public officers. Firing incompetent workers started from Ulsan city government was spread to Seoul City government and to the central government. However, other concerning views over kicking out incompetent public workers are very strongly raised. Accordingly, this study examines various opinions and does institutional, legal, and theoretical reviews on the dismissal system of incompetent workers that is widely spread. It examines social significance and problems over the system and suggests its improvements and directions of innovation toward administrative reform.
