Using data from the Korean Labor & Income Panel Study (KLIPS), this study investigates private income transfers in Korea, where adult children have undertaken the most responsibility of supporting their elderly parents without well-established social safety net for the elderly. According to the KLIPS data, three out of five households provided some type of support for their aged parents and two out of five households of the elderly received financial support from their adult children on a regular base. However, the private income transfers in Korea are not enough to alleviate the impact of the fall in the earned income of those who retired and are approaching an age of needing financial assistance from external source. The monthly income of those at least the age of 75, even with the earning of their spouses, is below the staggering amount of 450,000 won, which indicates that the elderly in Korea are at high risk of poverty. In order to analyze microeconomic factors affecting the private income transfers to the elderly parents, the following three samples extracted from the KLIPS data are used: a sample of respondents of age 50 or older with detailed information on their financial status; a five-year household panel sample in which their unobserved family-specific and time-invariant characteristics can be controlled by the fixed-effects model; and a sample of the younger split-off household in which characteristics of both the elderly household and their adult children household can be controlled simultaneously. The results of estimating private income transfer models using these samples can be summarized as follows. First, the dominant motive lies on the children-to-parent altruistic relationship. Additionally, another is based on exchange motive, which is paid to the elderly parents who take care of their grandchildren. Second, the amount of private income transfers has negative correlation with the income of the elderly parents, while being positively correlated with the income of the adult children. However, its income elasticity is not that high. Third, the amount of private income transfers shows a pattern of reaching the highest level when the elderly parents are in the age of 75 years old, following a decreasing pattern thereafter. Fourth, public assistance, such as the National Basic Livelihood Security benefit, appears to crowd out private transfers. Private transfers have fared better than public transfers in alleviating elderly poverty, but the role of public transfers has been increasing rapidly since the welfare expansion after the financial crisis in the late 1990s, so that one of four elderly people depends on public transfers as their main income source in 2003. As of the same year, however, there existed and occupied 12% of the elderly households those who seemed eligible for the National Basic Livelihood benefit but did not receive any public assistance. To remove elderly poverty, government may need to improve welfare delivery system as well as to increase welfare budget for the poor. In the face of persistent elderly poverty and increasing demand for public support for the elderly, which will lead to increasing government debt, welfare policy needs targeting toward the neediest rather than expanding universal benefits that have less effect of income redistribution and heavier cost. Identifying every disadvantaged elderly in dire need for economic support and providing them with the basic livelihood security would be the most important and imminent responsibility that we all should assume to prepare for the growing aged population, and this also should accompany measures to utilize the elderly workforce with enough capability and strong will to work.
The purpose of this study is to examine income composition elements, poverty rate, and the effects of the transfer income on poverty decrease comparing grandparents-grandchildren households with living alone, couple, and living with adulthood children. Data come from the first(2005) and the second(2007) Korean Retirement and Income Study(KReIS) and the effects of poverty decrease is examined through reconstruction of LIS income definition. The main findings are as follows. First, the total income of the grandparents-grandchildren in 2006 is the lowest and about one-fourth of the households living with adulthood children. Second, the labor income of all households are increasing but the only grandparents-grandchildren's labor income is decreasing. Third, three of ten in grandparents- grandchildren households are in poverty, the poorest households's type is the grandparents-grandchildren in 2006. Fourth, four of ten in grandparents-grandchildren is able to escape poverty after including private and public transfer income. Especially, the effects of the public transfer income in grandparents-grandchildren households is lower in 2006 than in 2004, thus the role of public income security is strongly needed. Existing research was that the poorest type among the elderly group was the living-alone households, but this results show that grandparents -grandchildren households are the poorest group. Thus, income security policy is highly needed for poor skipped-generation households.
본 연구는 경영자매집(經營者買集)에 관한 정보효과(情報效果)에 대하여 분석하였다. 여러 연구들이 경영자 매집의 경우에 주주들의 이득(利得)에 관하여 설명을 제공하였지만, 주주들의 이득을 설명하는 정보효과를 사적(私的) 정보와 공적(公的) 정보로 구분하지는 않았다. 본 연구는 이 점에 착안하여 사적(私的) 정보와 공적(公的) 정보의 시장(市場)에서의 영향을 평가하고자 하였다. 연구결과는 사전에 기업인수의 피대상(被對象)이었던 경영자매집 대상회사들의 초과수익률이 기업인수의 대상이 아니었던 기업들의 초과수익률보다 적음을 보여주고 있다. 이러한 결과는 기업인수의 대상이 아니었던 경영자매집의 경우에는 경영자매집발표시에 공적(公的) 및 사적(私的) 정보가 모두 노출되기 때문에 이미 기업인수의 대상이 되었던 기업들에 비해서 정보효과가 클 수 있다고 하는 정보가설과 일치하는 것이다. 이미 기업인수의 대상이 되었던 기업들의 경우에는 경영자매집 이전의 기업인수 발표시에 이미 공적(公的)정보가 노출되었기 때문으로 보인다. 또한 본 연구는 기업인수의 대상이었던 경우의 두번의 발표, 즉 사전의 기업인수발표와 후(後)의 경영자매집발표의 초과수익률의 합계와 근사치를 보여주고 있어서 정보가설(情報假說)을 뒷받침하여 주고 있다.
This paper provides insight into some important features of the intergenerational resource allocation in Korea, before and after the financial crisis in 1997-98. Data sets of three periods before and after the financial crisis (1996, 2000, and 2005) were used to compare the results. This research particularly addresses two related issues: i) the generational effects of economic crisis, and ii) the capacity of age reallocation systems to spread economic risks across generations. The results show tremendous consumption smoothing and resource reallocation by age, during and after the financial crisis. Private education and private health consumption decreased for children between 1996 and 2000. However, the decrease in private education and private health consumption was mitigated by the increase in public consumption. It appears that the public sector did not only mitigate the adverse impact of the economic crisis on consumption, but it also reduced the widening disparity amongst generations. Within transfers, the public transfers for the elderly increased substantially as the private transfers decreased rapidly. Finally, there was a big increase in the asset-based reallocation of the elderly. The increase in asset-based reallocation was mainly due to an increase in asset income between 1996 and 2000, but it was almost entirely due to a decrease in saving (i.e. an increase in dissaving) between 2000 and 2005. This suggests that Korean elderly seemed to have some degree of supporting system during the crisis, even without sufficient pension benefits. The increased reliance on asset accumulation will be critical in the long-run in Korea, as public pension funds diminish due to population aging.
This study is an empirical research to analyze how many private income transfers in Korea decrease poverty rate, to compare the effects of private income transfers' decreasing poverty rate with income classes. This study has utilised the Family Income and Expenditure Survey to estimate the poverty ratio in urban areas and Unemployment Household Survey which Korea Institute for Health and Social Affairs has investigated at 1998. Majour findins are these. First, Sizes of private transfers incomes are much than that of public transfers incomes. The rates in receiving private transfers income are ten times higher than that in receiving public transfers income among urban worker's household. The mean of private transfer income are about six times larger than that of public transfer income among urban worker's household. Second, the effects of private income transfers' reducing poverty rates are not large. After private transfers, urbarn workers' households are about 10 per cent away from its poverty line, and unemploy households are only 3 per cent away from its poverty line. Third, especially, private income transfers are hardly reducing poverty rates among extreme poverty class. After private transfers, urban workers' households which their incomes are within low 5%, are not away from its poverty line at all.
Since the 1980s, the western welfare states have experienced a wide spectrum of socio-economic changes; changes in population composition, the economic globalization, the post-industrialization, an increasing flexibility in the labor market. etc. This study examines the trend of poverty in welfare states, and analyzes how those socio-economic changes are related to it. For these purposes, this study first calculates the poverty indices for several years in 10 welfare states using the Luxembourg Income Study database, and then decomposes the index by subpopulation and income sources. Major findings of this study can be summarized as follows. First of all, the welfare state in general has experienced an increasing trend in the degree of poverty since the 1980s. In particular, poverty has greatly intensified in the United Kingdom and the Netherlands. Many other welfare states including Canada, Germany, Sweden, and Norway have also experienced substantial increases in poverty. The increasing trend of poverty is not wholly due to changes in population composition such as increases in the aging population and one-parent(mother) families. Contrary to the traditional belief, these population groups are not as much poor as the working-age population. In particular, the degree of poverty in the elderly is less severe than in the working-age group. Furthermore, since the 1980s the market income poverty in the aging population has shown a decreasing trend in many welfare states. The degree and trend of poverty in one-parent families vary greatly across countries, owing to the labor market and income transfer policies. The most important reason for the increasing poverty trend in the welfare state is that the degree of poverty has been deepening in the working-age population. Especially, the market income poverty of the working-age population has considerably increased in every country except the Netherlands. Structural changes in the economy and the labor market may drive the increasing trend of poverty. Further studies and deliberate anti-poverty policies are needed to tackle the factors relating to the increase in the market income poverty.
The purpose of this study was to analyze the economic structures of low-income households, and to provide the policy suggestions for their economic well-being. The data for this study was from the 2009 year of the Korea Welfare Panel Survey (KOWEPS). The results are as follows: As for income structure, the low-income households had lower amounts in earned income, business and side-work income, and property income, but a higher amount in transfer income. They had a lower amount in private transfer income, but a higher amount in public transfer income. They had the highest rate of transfer income, showing that the rate of public transfer income was higher than that of private transfer income, and the government assistance was the highest rate in public transfer income. The households in extreme poverty had the lowest amounts in earned income, financial income, private transfer income, but the highest amount in public transfer income. The households in poverty had the lowest amount in transfer income. The households in extreme poverty, poverty and near poverty showed the highest rate in transfer income. As for asset structure, the low-income households had a lower amount in every type of assets. They showed the highest rate in total debt, and had a higher rate in housing asset, but lower rates in real-estate asset, financial asset and other asset. The households in extreme poverty had a lower amount in every type of assets than the households in near poverty. Three types of the low-income households showed the highest rate in housing asset, but the households in extreme poverty was the highest among them. As for expenditure structure, the low-income households had lower amounts in all of the expenditure items. They showed the highest rate in food expenditure, the second highest in other consumption expenditure. The households in extreme poverty showed lower amounts in almost all of the expenditure items than the households in near poverty, but the households in extreme poverty showed a higher amount in monthly rent than the households in neat poverty. Three types of the low-income households showed the highest rate in food expenditure. The expenditure rates of food, monthly rent and light·heat·water for households in extreme poverty were higher than those for the households in near poverty.
Aggregate income stability depends heavily on labor market institutions that stabilize or de-stabilize earnings. But, with the expansion of sate welfare programmes, public income transfers are also important sources of income stability for individual and families. Moreover, income stability is determinant factor of individual and family well being, there are another strategies of income stability in society. Family-based and community-based strategies are particularly important. Accordingly, the distribution of income stability in a given society depends on such institutional arrangements as market, family, state, and community. The purpose of this study is to analyse the income stabilizing role of family, state, and community. I found that stabilizing effect of the family and community was very strong in Korea. When institutional features of labor market and the state leave individuals exposed to market risk, they may be respond by relying more on family-based or community-based strategies of income stabilization. But, I can't deny the possibility of an inadequacy of these strategies in according to the rapid changes of family structures and informal networks. Therefore, state-based strategies of income stabilization should be more strengthened in Korea.
The purpose of this study is to investigate the relationship between public care and family care. Public care for older adults began in 2008 with the implementation of the Long-Term Care insurance in South Korea. Although the expansion of public care has the purpose of reducing the care burden for the family, it is not easy to say whether the developments of public care system reduce the amount of family care for older family members. Theoretically, public care and family care are expected to have various relationships depending on the degree of the role and function(substitution, hierarchical compensatory, task specific, supplementation, complementarity). And literatures have showed inconsistent results depending on the country, data, and methods. In this study, we analyzed the relationship between two care types focusing on home care services for older persons. Analyses were based on data from the second(2008) to sixth(2016) waves of Korean Longitudinal Study of Ageing(KLoSA). To investigate elderly care dynamics in the households, we pooled the data for four changes between two periods(2008-2010, 2010-2012, 2012-2014, and 2014-2016). This study used an analytic sample of 262 older adults, who are aged 55 over and experienced public care at least one point of time. We used Fixed-Effects(FE) model to analyze the differences within the same individuals under the condition that time-invariant unobserved factors are controlled. This study distinguished the cases of entry into public care and other cases of exiting public care. The results showed that older people who are dependent on public care are less dependent on family care than before. In both entry and exit groups, negative relations were maintained, but in the entering stage of public care, the degree of negative relations was relatively small, whereas in the stage of maintaining or departing from public care, relatively negative relations were strong. At the beginning periods, even though public care increased, family care did not decrease significantly. On the other hand, at the time of ending public care and relying on family care, family care increased significantly. The results of this study show that the relationship between public care and family care is close to hierarchical compensatory model and varies according to the stage of caring transition. Also, it was found that the cases of transition from public care to family care have the biggest burden of elderly care than other groups.
While the amount of Official Development Assistance (ODA) in Korea has been increasing, there are some criticism about the effectiveness and management of ODA itself. The ODA in the area of Science, Technology and Innovation (STI) is also increasing but seems to have many problems. First, there is not clearly defined or agreed definition for STI ODA internationally as well as domestically. Second, the evaluation on the STI ODA performance is not enough. Third, the planning and management capability to implement ODA project is generally lacking. In this background, the issue of performance factors of STI policy consultation project was analyzed using the case studies and expert interviews. It is concluded that not only STI knowledge transferring capacity but also the absorptive capacity is important for the success of STI policy consultation project. In this sense, it is suggested to plan and manage the STI ODA project with the consideration of both transferring capacity and absorptive capacity.
