A Study on Change Orders in Overseas Construction using Feature Selection - Focus on Plant Construction in the Middle East - (Feature Selection을 활용한 해외 건설의 공사변경 관리에 관한 연구 - 중동 플랜트 건설프로젝트를 중심으로 -)

  • This paper looks into how to enhance construction project management, focusing on the change order, which is often considered one of the major causes for construction delays, disputes, and claims in the middle east construction. First, this paper categorizes the major causes of change orders. It suggests a detailed classification standard for affecting factors resulting from change orders based on a case study result of an on-going construction project in the Middle East. In particular, this paper presents a method to apply a machine learning-based feature selection to quantify the importance of change order triggers and affecting factors. As a result, the case study identifies six major change order triggers and eight affecting factors. Also, a meaningful relationship between change order triggers and affecting factors by each category is presented. This paper will contribute to setting a clear guideline for change order management for the international plant construction field while helping prevent construction delays and cost run-ups by reducing the time required for change order resolution between project owners and contractors.

A Case Study on Penetrating Hard Rock with Alternative Methods of Shield TBM for Weathered Layer in Subway Construction (지하철공사에서 풍화대용 쉴드 TBM의 경암 구간 굴진 시 대체공법에 대한 사례연구)

  • Recently, the Shield TBM (Tunnel Boring Machine) construction method is used gradually to increase at the Tunnel Constructin site. However the design and application of the Shield TBM were carried out without sufficient investigation of the ground conditions in the construction site. Due to insufficient understanding to the corresponding equipment is frequently occurring unexpected construction cost and extension of a construction period. The most suitable alternative construction method was determined by analyzing tunneling rate, duration, construction cost of shield machine and tunneling data of alternative method. The result of the case study is suggested as follows. First, the accurate soil exploration on the construction site should be preceded to prevent from tunneling stoppage and schedule delay. Second, the most suitable selection of the shield machine to the ground conditions of the construction site should be executed based on the investigation. Third, the best alternative method for boring of hard rock section is 'hard rock blasting after open cut and cover method'.

  • 1979년 준공된 수도권 광역상수도 1단계 시설은 상당한 노후화가 진행되었을 것으로 예상되며, 또한 향후 한강하류권 용수공급계획이 예정되어 있어 내부부식 및 관로손상부 개량의 시급성이 제기되었다. 이에 따라 직경 2,800${\sim}$800mm의 초대구경 도수관 53.9km의 개량을 위한 사업이 추진되었으며 시공성, 환경성, 경제성 등의 여러 항목에 대한 검토 결과 신개념 녹색공법인 비굴착식 건식일체형 공법이 최종 선정되었다. 그동안 기존관 개량공사에서 주로 사용되었던 굴착공법이 굴착에 따른 공기지연, 소음 분진 악취 등의 환경오염, 전구간 굴착에 따른 공사비 증가 등 많은 문제점을 안고 있는 것에 반해, 동사업에서 채택된 비굴착공법은 관로내에서 작업이 이루어지므로 공기단축, 환경오염 최소화에 따른 민원발생 최소화, 작업구만 굴착함에서 오는 공사비 절감 등 상대적으로 훨씬 우수한 것으로 평가된다. 동공법에 따르면 관내부 갱생공사는 '배수 및 잔류토사 제거'${\to}$'관내건조'${\to}$'표면처리'${\to}$'프라이머도장'${\to}$'본도장'의 순으로 진행된다. 일체형 장비에 의한 이와 같은 초대형관의 자동화시공은 세계에서 처음 적용되는 것이다.

  • Claims are on an increasing trend in the domestic construction field with changes of negative thought about them. But there are still many factors of causing disputes Potentially due to old customs that an owner is predominant over a contractor. Unless these factors are solved, it is obvious that many disputes will occur henceforward. This study derives claim factors that must be solved first of all through analyzing how claim factors influence construction management factors such as time, cost, quality, and presents countermeasures that may prevent these claims.

현장탐방 - (주)성아테크 가락시장 시설현대화사업 제1단계 신축공사

  • 가락동 농수산물도매시장은 지난 1985년 개설된 국내 최초 공영도매시장이자 연간 230만톤 거래 규모의 세계 최대 도매시장으로 서울시민 농수산 먹거리의 약 50%를 담당하고 있으며 전국 공영도매시장 물량의 약 33%를 처리하는 등 전국 농수산물 유통의 중추 기능을 담당하고 있다. 가락시장은 5,000여개 유통업체가 영업 중이며 하루 이용객은 13만명, 출입차량은 6만7,000대에 달할 정도로 과부하를 겪고 있다. 또한 도시 주거환경을 저해하는 혐오시설로 치부돼 이전 압박을 받아왔으며 전반적인 시설 노후화와 유통 수요에 부적합한 물류구조, 주변 교통정체 야기 등의 문제로 시설현대화 필요성도 제기되어 왔다. 이에 따라 서울시농수산식품공사가 지난 2009년 재건축을 통한 시설현대화 사업을 발표하고 기존의 시장 기능을 유지하면서 재건축을 하는 순환식 시설현대화 사업을 3단계(당초 계획은 2009년~2018년까지 10년 예상했으나 가락시장 계획변경 타당성 검토용역 결과에 따라 2025년까지 지연될 것으로 예상됨)에 걸쳐 추진키로 했다. 이에 따라 1단계 사업은 지난 2011년 6월부터 진행되어 2015년 2월 준공 예정이다. 본지는 가락시장 시설현대화 1단계 공사에서 기계설비 및 소방공사를 담당한 (주)성아테크(대표 정해돈) 이완식 현장소장과 시공사인 대림산업(주) 박승재 현장소장을 만나 현장 이야기를 들어 보았다.

Proposal of Improvement Devices for Construction Dispute Resolution System in Public Works (공공건설공사의 분쟁해결조항 개선방안 연구)

  • This study aims to propose a set of improvement devices for construction dispute resolution clause of public improvement project in Korea. To do so, the study addresses the system and procedure of construction dispute resolution in domestic and overseas, and reviews precedent cases, specifically focused of a selective arbitration case. In public sector's initiated contracts, the absence of c)aim procedure clause is unable to response to the claims in timely manner, and the ambiguity of clause o( selective arbitration make it difficult to resolve a dispute by arbitration. Thus, in this study alternative dispute resolutions are explored as a way to resolve various construction disputes of public-initiated project in developed countries.

  • All of the partner must manage continually scheduling for the successful project in construction. Besides, that is not a important only contracter's managing but also owner's managing which is a very important about project finishing in time. Especially, in the case of mega project, the owner has to manage progress of scheduling to control contractor. And the case of progress to delay or to change, owner, contractor, and inspector must make a plan of recovery scheduling. This study proposes a construction process model from IDEF Methodology.

A Study on the Application of TACT Planning & Scheduling in Finish Work of Apartment Houses (공동주택 마감공사에서의 택트공정관리 적용에 관한 연구)

  • The purpose of this study is using a TACT planning and scheduling for apartment houses construction that have many of same units. Because using a TACT planning and scheduling is concluded time reduction at same units as apartment plan. The main contents of this study are 1) window and door work through the field study, 2) adjust worker assignment to minimize work time variation, and 3) an effect of working time through a case study. As a result, the total working time can be improved $21.2\%$ by using the TACT planning and scheduling. The stu요 recommends that 1) establish an accurate data between work period and resource, and 2) preparation to measures minimization of waiting time before using a TACT planning and scheduling.

  • Poor usage of work-continuity for planning and management is one of the leading causes of decreased productivity in high-rise and complexity construction projects. For efficient finish work, tact scheduling method needs to be implemented according to tact time. But there are the studies about zoning of work area, daily construction information and tact planning and management, there are not the studies about tact time yet. The purpose of this study is to help implementation of tact scheduling by tact time and adjusted work-plan. The main contents of this study are as follow; (1)Tact time has been calculated as coordination of work-plan between a general contractor and specialties. (2)Project-plan can be without delay by tact time calculation method.

  • Construction work has character which claim or dispute is frequently raised. This means that each construction project has it's own contract documents due to the difference of environment and time. Therefore to overcome the associated risks, domestic contract rules and acts should be reformed. Several well-recognized contract documents developed by FIDIC, AlA, CMAA and general conditions of the contract is investigated and analyzed. Based on the research outcomes the direction of reformation is suggested.
