중소기업청은 지난 해 12월 30일 '중소기업자간 경쟁제품 지정내역 및 공사용 자재 직접구매 대상품목'을 개정하고 올해 1월 1일부터 3년(2018.12.31)간 적용에 들어갔다. 개정된 공사용 자재 직접구매 대상품목 중 그동안 대한기계설비건설협회(회장 이상일)가 지정 제외를 위해 총력을 기울였던 고무발포단열재가 기존 공사용자재 직접구매 대상품목 중에서 유일하게 제외됐다. 새로 개정된 공사용 자재 직접구매 대상품목은 고무발포단열재, 애자, 공기살균기, 플라스틱포대 등 4개 품목이 빠지고 신규 지정을 신청한 12개 품목 중 8개(커튼, 차양, 볼라드, 잡석, 데이터 포트장치, 디지털영상 정보 안내시스템, 막구조물, 포설형 탄성 포장재)만 채택돼 총 127개 품목으로 확정됐다. 고무발포단열재가 공사용 자재 직접구매 대상품목에서 제외됨으로써 앞으로 기계설비건설업계의 매출 신장과 생산성 향상에 크게 기여할 것으로 기대되고 있다.

The Small and Medium Business Administration specified 123 construction materials mandatory to purchase directly and forced the public owners to provide the contractors with materials as required by related law. This study extensively reviewed various characteristics and management factors of the owner-providing materials consumed in the public apartment housing under Direct Buying System(DBS) from the public owner's perspective. Subsequently, the major managed materials were identified, and the proper response plan was developed along the material procurement process. The Procurement Management Load Indices (PMLI) of 43 materials were evaluated according to rating criteria with procurement path, project-specified level, user requirement level, supplier's responsibility, on-site work requirement, additional parts, and inspection standards. The tile and aluminum windows were classified in the group needing high-level procurement efforts to reduce the errors and ensure the efficiency. The accurate quantity estimation method, definite purchase details, management activity definition before and after production, additional quantity for rework, interference coordination were defined as the essential activities for effectively responding to DBS.

정부가 중소기업제품의 구매를 촉진하고 판로를 지원함으로써 중소기업의 경쟁력 향상과 경영안정에 이바지할 목적으로 "중소기업제품 구매촉진 및 판로지원에 관한 법률"을 제정하고 중소기업 제품을 적극 사용하도록 권장하고 있다. 또한 조달청에서도 우수조달물품 지정제도를 통해 조달물자의 품질향상과 중소 벤처기업의 판로 지원을 목적으로 성능 및 기술 또는 품질이 뛰어난 물품을 우수조달 물품으로 지정하고 있다. 그러나 건설업계는 중소기업제품의 구매 촉진 및 판로를 지원하기 위한 이들 제도가 공사비 축소로 경쟁력을 약화시키고 있다고 지적하고 있다. 특히, 발주기관에서 자재를 공급함으로써 전문건설업계는 단순 시공만 하게 돼 경쟁력을 약화시키는 요인으로 작용하고 있다는 것. 뿐만 아니라 조달우수제품 구매제도의 경우 제품 납품만이 아닌 시공까지 겸하는 경우가 빈번해 지면서 중소건설업체의 시공업역이 차츰 줄어들고 있다고 지적하고 있다. 이에 따라 본지는 중소기업청의 공사용 자재 직접구매제도와 조달우수제도에 대해 알아본다.

"The Law of purchasing policy for market support of small and medium business" was legislated to support small and medium industry by expanding purchase and revised consistently for the activation. And then the government made the public construction direct purchase compulsory about design items designated by president on small and medium business based on this law. However, secureing quality, tardiness and field material staff's heavy duty were arisen from approximately 120 direct market purchase items. The legislative intent of law is in accord with Win-Win growth between major company and small and medium business. However material staff who works in the field based on this law has difficulties with material securing quality, JIT(Just In Time), cost push. This study reclassified procurement items of "the direct market purchase system" reasonably and then suggested performance criteria for evaluation. The suggested result will contribute to vatalize the direct market purchase system.

In order to improve work efficiency in high-rise apartment building construction, it is required to establish the major criteria and practical method for selecting the construction lifts. It is necessary to analyze work efficiency and economic feasibility depending on speed, size and capacity of lifting equipment and characteristics of construction projects. The purpose of this research is to develop the fundamental process and information for selecting the lift in order to plan and manage the material lifting and laborers' vertical transporting in the high-rise apartment building projects more effectively. In order to satisfy the objective of the research, work performance of the lifting machines with different speed and carrying capacity is analyzed under the practical constraints. In addition, potential economic evaluation is conducted. One of the significant findings of the research is that the mid-speed lift shows 43% improvement in work efficiency compared with the low-speed lift. The results of the research will be used as the basis for developing the further optimal lifting management system.

Recently, large residental buildings including high-rise apartment and a multi-business and commercial-residential building are appearing in the form of Korean construction work. According to this large-size trend a tenn and cost of construction works was largely increased. Therefore, studies of techniques construction management for successful project are lively being progressed. This study introduced Just-In-Time form and Lean Construction concept in order to establish management system of a house construction work taking up much portion on aspects of work scale and materials transportation in finishing works of high-rise residental building architecture. The process of house construction works will be analyzed with these two principles for productivity improvement and then the improvement plan will be suggested. This analysis and proposal can induce the flow of finishing works smoothly and contribute to success of project through saving of a tenn and cost of construction works.
