  • 해외건설공사를 성공적으로 수행하기위해서는, 낙찰통보전 낙찰가능시점부터, 현장소장을 비롯한 현장준비팀을 조직 운영하여, 계약서류상의 각종 요구사항, 승인사항, 인 허가사항, 현지법,공법,계약조건, 공정계획, 인원소요계획, 장비소요계획 등을 검토 한다. 또 현장답사 등을 통하여 견적시에 계획되고 작성된 모든 내용을 검토 보완, 수정 및 Update함과 동시에,선발대를 현장에 투입해 발주자로부터 현장을 인수하고 가설공사를 시작하며 조기착공에 서두른다. 단, 현장투입 전 발주자로부터 접수한 Letter of Intent(낙찰/계약의향서)상의 착공관련 조건을 확인하거나 Notice to Proceed(착공지시서)의 접수를 확인해야 한다. 시공자의 입장에서 건설공사의 궁극적인 목표를 이익의 극대화로 볼 때, 공사초기에서의 신속한 동원이야말로 목표달성에 이르는 지름길이며, 발주자 및 감리자로부터 신뢰를 받아 공사 전반에 걸쳐 순조로운 현장운영을 가능케 하는 것이다.

  • Construction contract have great possibility of dispute between contract parties because of long term performance of contract, various participation of the person concerned, effect according to external environment, etc. It is needed correct comprehension and construction management because good reason of claims depends upon contract document or clauses of the related laws and regulations in cases. The purpose of this study is to suggest desirable Interpretation principle for the harmonious management of the construction work in the cases or arbitration adjudication.

  • Most construction works in a building site are progressed by many work categories and sub-contractors. Therefore there are many difficult things of management of construction-information because variable occurrences are happened to manpower and material resources. For this reason, various management systems are suggested, but the application of these systems are difficult because only construction company manages these systems and sub-contractor's participation, understanding and financial ability are insufficient. In addition to that, there are other problems such as lost information when it is carried, perversion and distrust of information by hand and lots of time and labor are necessary for collection, analysis, and management of information which are offered for daily report. so the purpose of this study is for improvement of reporting process with making an analysis of productivity effects and an analysis of function and problem of daily report. I intend to suggest the direction of improved daily report system for better productivity of construction work through input information and management of cooperation enterprises.

  • 도로는 교통기능 외에 여러 시설물을 수용할 수 있는 사회 인프라구축의 공간으로 활용될 수 있기 때문에 서울시뿐만 아니라 각 지방자치단체에서는 이러한 공간을 활용하기 위한 도로점용공사는 매년 전국적으로 수만 건에 달하고 있다. 따라서. 매년 발생하는 도로점용공사의 차로과다 점용, 교통시설물 설치 부적절, 보행자 안전무시, 공사안내표지 부적절, 공사구간에서의 불법 주.정차 등의 문제점이 계속하여 발생.지적되고 있으나 이에 따른 관련 규정이 미흡하여 도로점용공사 시행자의 불법을 초래하고 있는 실정이다. 또한 서울시의 경우 시스템적 접근방법인 관련조례에 의해서 수행되기보다는, 교통자문회의로 운영되고 있으며, 관련 인원 및 법적 제재조치가 미약하여 도로점용공사의 효과적인 관리가 어려운 실정이다. 따라서 서울시 및 각 지방자치단체에서는 도로점용공사로 인한 보행자와 운전자의 통행권 확보와 안전상의 문제 등을 하루빨리 인식하여 도로점용공사에 따른 도로공사장 교통관리 규정을 법규화 하여 체계적으로 관리할 필요가 있다. 이에 따라, 본 논문에서는 도로점용공사에 따른 관련법 및 적용대상, 관련보고서 검토, 서울시를 사례로 한 공사중 교통처리방안 운영실태 및 문제점의 진단을 통하여 향후 도로공사장 교통관리 규정의 운영적 및 제도적 측면의 개선방안과 향후 추진방향을 제시하고자 한다.

  • Electrical construction cost index has been applied fixed-weighted method. But fixed-weighted method can't faithfully reflect industrial structure changes. Because the weighted value and price index of fixed-weighted method is fixed on the basic period. Electrical construction cost index is composed of the cost of labor and material. So it fluctuates sharply whenever the construction association of korea announces the laborer's wage of electrical construction. And it depends on only the producer price index changes that is related to electrical construction since then. So a study is focused on developing electrical construction cost index applied chain-weighted method. Because chain-weighted method can reflect the realities of the electrical construction and alleviate the sudden changes of labor cost with link index. We verify that chain-weighted method relieves the step states of electrical construction cost index applied fixed-weighted method.

  • Technology based civilization has made a sustained advancement, resulting in economic growth and material prosperity. The outcome was the beginning of environmental destruction. Especially, in regard to construction, it has been recognized as a key culprit for pollution. As such, the construction industry has recently shown interest in the environment, as it has been applying environment friendly method of construction and reducing wastes. As the number of old common housing increases in our country, reconstruction and remodeling are implemented as a means of improvement. However, it can be said that remodeling is the inevitable option because of cost and environmental problems associated with reconstruction. As part of its feature, remodeling work is preceded by removal work. And, removal work inevitably creates construction wastes. Treatment of wastes that takes into consideration environmental aspects is important and for this, removal work that is based on environment friendly remodeling to ensure selective separation must be implemented. Yet, a removal work based on environment friendly remodeling has a lower level of output compared to existing methods. Because remodeling work by its nature has a post construction work which proceeds after it, securing work efficiency is important as the removal work is a critical path activity. Thus, the present study improves the work process of a removal work that is based on environment friendly remodeling so that it becomes a work process that includes work efficiency. For this, as a case study, old common housing has been selected, and a TACT process has been developed which is based on data acquired from environment friendly removal work. And, this study develops an optimal TACT process which is based on environment friendly remodeling by conducting a simulation for a 15 floor apartment.

A Study on Improving Performance Bond System for Efficient Execution of Public Construction Works (효율적인 공사수행을 위한 공사이행보증제도 개선방안 연구)

  • This study analyzed problems of operating performance bond for public works and derived some suggestions for improvement. The Contract Law for Government Owner requires to submit performance bond which guarantees performing the construction contractor pays back compensation money when the obligation is not executed. Currently, first bid eligibility for participation is exactly required for executing company of performance bond obligation, not considering volume, technical level, and special type of remaining works. In collaboration contract, if guarantee accident occurs, it is obliged for remaining collaboration contractors to be qualified to fulfill the whole contract. This study proposes following improvement plan to solve problems of current performance bone in public works. Firstly, qualification criteria must be deregulated exceptionally for selecting proper contractor, which executing performance bond obligation, considering progress and characteristics of remaining works. Secondly, In collaboration contract, the prerequisite of remaining contractors' should be deregulated as 'implementation requirement of the remaining works'from'implementation requirement of the whole work'. Finally, defect responsibility should be included in liabilities of performance bond by specifying that owner or guarantee agency bear them.

  • 건설공사 표준안전관리비 계상제도는 '88년도에 도입되어 시행되고 있는 제도이다. 그러나 건설업에 종사하는 사람들 대부분의 이해부족으로 사용에 혼란이 있고 또한 사용 잘못으로 인해 불이익을 당하는 경우가 종종 있어 안타까움을 더하고 있다. 이에 필자는 이러한 제반 문제를 해결하는 데 다소의 도움이 되고자 표준안전관리비의 이해를 위한 해설과 사용방법 및 벌칙에 관한 사항을 정리해 보았다.

  • 야간작업은 가능하면 피해야 하지만 공사기간의 제한이나 공정상의 이유로 인하여 불가피하게 진행되는 경우가 있다. 또한, 주간에서와 같이 눈으로 보면서 식별하고 위험을 인지할 수 있는 신체적 능력이 저하될 뿐만 아니라 조명등의 주변여건이 식별을 불가능하게 하거나 불확실한 시각으로 부정확한 식별이 이어지는 잠재위험이 상존해 있다고 볼 수 있다.(중략)
