Development of Social Media Curriculum through Recognition of New Civil Servants (신규 임용공무원의 인식을 통한 소셜 미디어 교육과정 개발)

  • The purpose of this study is to investigate the level of digital literacy, which is the future core competency of new civil servants who will support the services of the public while most of the civil service processing is replaced by the information technology. To do this, we analyzed the recognition and level of technical literacy, code literacy, media literacy, news literacy, and social media literacy by dividing 180 people including new appointees, prospective students, and practitioners into 5 digital literacy subjects. Based on this, we developed an improved social media curriculum. This study suggests that the civil service education and training program can be turned into a learner - centered curriculum.

  • 본 논문은 공무원들의 업무수행과정에 있어서 행정정보이용시 나타나는 특성을 연구하였다. 15개 시ㆍ도 공무원을 대상으로 설문조사한 데이타를 수집, 분석하였다. 행정기관의 공무원들은 문서화일 및 상관의 조언 등을 정보원으로, 정보이용 교육의 필요성은 87.4%가 요구하였다. 정보이용행태에 영향을 미치는 변수로 직급, 경력, 직렬, 직무수행단계 등이 증명되었고, 학력과 연령은 상관관계가 없었다. 효율적 정보관리업무를 수행하기 위한 기초연구로 행정능률 향상을 위해 체계적인 행정정보시스템이 설계되는데 기초자료로서 일조가 되고자 한다.

A Study on the Perceptions of Consumers, Producers, and Government Employees toward Geographical Indications (지리적 표시제에 대한 소비자 생산자, 지방자치단체 공무원의 인식에 관한 연구)

  • This study investigates the perceptual differences on geographical indications among consumers, producers, and government employees. First, in terms of the recognition of the geographical indication certification mark, approximately 56% of consumers showed no experience to recognize the mark, indicating their low level of recognition. Besides, some respondents among producers and government employees indicated no experience or no recollection on the certification mark. In terms of the vitalization of geographical indications, consumers and government employees showed positive responses while producers were negative on it. Consumers and government employees attributed the reasons for the low level of vatalization of geographical indications to the low level of consumer recognition. On the other band, producers indicated that the complicated registration procedure and incidental expenses were the main reasons for this issue. Lastly, this study examined if there were significant differences on the perceived consumer preferences on the domestic and imported agricultural and processed products among the three groups. The results found that producers and government employees perceived that consumers preferred the imported products to the domestic products than customers actually did, indicating the lack of understanding of these two groups on consumer preferences on agricultural and processed products.

Effects of the Social Capital of individual Civil Servants on the Efficiency of Public Service - Focus of civil servants in Jeju province (공무원 개인의 사회적자본이 공직업무효율성에 미치는 영향 - 제주특별자치도 공무원을 대상으로)

  • This survey research was performed to determine the social capital that public officials generate within the relationship of the community at the individual level by performing their public office work as an administrative duty. To this end, a survey was conducted on 500 civil servants in Jeju province. The survey period was May 19-23, 2014. 476 subjects were analyzed using a T-test, One way ANOVA, and multiple regression analysis to on SPSS 19.0Win software. As a result of the analysis, 1. The norms of the community cultural, male staff participation and cooperation, and social capital level of civil servants, showed a significantly higher association than female civil servants. There was a difference between the populations of registration to an association to the work location type. In addition, the social capital increases generally as the level of the officers increases. 2. The sub-category in the social capital of a personal level on civil servants family & associates trust, participation & cooperation and neighbor trust had a positive impact on the efficiency of public services. On the other hand, community cultural associations (network) did not have an influence on efficiency.

  • This study aims to examine the mediating effects of ethical leadership and the moderating effects of organizational culture in relation to the impact of public service motivation on innovative behavior by public officials. This research utilizes data from the 2021 Public Employee Perception Survey conducted to public officials by the Korea Institute of Public Administration. Public service motivation had a positive effect on innovative behavior and ethical leadership, while ethical leadership had a positive effect on innovative behavior. In addition, ethical leadership mediated the relationship between public service motivation and innovative behavior. Under organizational culture, hierarchical and innovative cultures exhibited moderating effects. The policy and practical implications of these findings are as follows. First, it is important to build ethical leadership in order to retain the national competitiveness of public officials and encourage innovative behaviors that can adapt to changes at public organizations. Second, the competition rate for public service examinations has fallen recently. This may be interpreted as an unfavorable perception of public service bureaucracy among the MZ generation. Consequently, in line with the changing times, the organizations of public officials must adopt to a future-oriented, innovative culture. Third, it is necessary to explore alternative methods for developing an innovative culture, such as giving greater flexibility and autonomy through transfer of authority to public officials who address the public directly.

  • The purpose of this study is to examine the structural relationship and confirm the effect of labor as a civil servant in charge of civil affairs how excessive social support and delayed tension affect psychological exhaustion. The results are as follow. First, as a result of analyzing the structural relationship between Emotional Labor, social support, perceived stress, and psychological exhaustion of Civil Affairs Officials, Emotional Labor of civil Civil Affairs Officials has a positive effect on social support, perceived stress, and psychological exhaustion. Social support had a significant negative effect on psychological exhaustion. Perceived stress was found to have a positive effect on psychological exhaustion. Second, as a result of soldering the labor effect of social support and involved tension in the relationship between labor and psychological burnout of public officials in charge of financial resources, a partial mediating effect was confirmed.The object should be used to first respond to and show the reinforcement of social support and the reduction of painted pressure, identified as labor variables, before farmers appear.

  • The purpose of this study attempted to investigate the degree and relationship of health knowledge, health beliefs, and preventive health behavior of public health center officials and provide basic data to develop measures to promote preventive health behavior of public health center officials. Factors affecting health behavior were identified as sub-factors of health beliefs: benefit (β = . 298), severity (β = . 193), and trigger for action (β = . 183). The explanatory power of preventive health behaviors between these variables was found to be 33.9%. This study was attempted in the absence of research on COVID-19 knowledge, health beliefs, and preventive health behaviors among public health center officials, and objective observation or qualitative research that could supplement the limitations of self-reported questionnaires was conducted to 19 Research exploring the meaning of preventive health behaviors is needed.

  • Dismissing incompetent public servants started from Ulsan City is spreading to the nation. As part of comprehensive administrative reform in provincial and municipal authorities, such movement is strong to kick out those who are not qualified and incompetent as public servants. It is because citizens have high hope for the change of public officers. Firing incompetent workers started from Ulsan city government was spread to Seoul City government and to the central government. However, other concerning views over kicking out incompetent public workers are very strongly raised. Accordingly, this study examines various opinions and does institutional, legal, and theoretical reviews on the dismissal system of incompetent workers that is widely spread. It examines social significance and problems over the system and suggests its improvements and directions of innovation toward administrative reform.
