Fast diffusion of personal computer and network, and developed security technology are augmenting specific gravity of convenient and safe electronic voting system supplementing much problems of existent off-line vote form. But in spite of enlargement of these weight, much limitations are extravagant. Specially, problem that secure voter\`s anonymousness and accuracy of poll can be important urea that judge if electronic voting system can be applied actually. Also, problems such as buying and selling of vote remain to subject that must solve yet. In this paper, we introduce items that is considered to design the safe electronic voting system, and present limitation of electronic polling system announced in [1]. And we propose improvement way. Improved protocol keeping advantages that is presented in [1], designed to keep away voter\`s anonymousness defamation by conspiracy of Election Administration Committee and Totaling Committee, and block unlawful election intervention as original.

It is imperative to migrate the current public key cryptosystem to a quantum-resistance system ahead of the realization of large-scale quantum computing technology. The National Institute of Standards and Technology, NIST, is promoting a public standardization project for Post-Quantum Cryptography(PQC) and also many research efforts have been conducted to apply PQC to TLS(Transport Layer Security) protocols, which are used for Internet communication security. In this paper, we propose a scenario in which a server and multi-clients share session keys on TLS by using the parallelized NTRU which is PQC in the key exchange process. In addition, we propose a method of accelerating NTRU using GPU and analyze its efficiency in an environment where a server needs to process large-scale data simultaneously.
With the development of information technology, the size of insurance fraud is increasing rapidly every year, and the method is being organized and advanced in conspiracy. Although various forms of prediction models are being studied to predict and detect this, insurance-related information is highly sensitive, which poses a high risk of sharing and access and has many legal or technical constraints. In this paper, we propose a machine learning insurance fraud prediction model based on blockchain, one of the most popular technologies with the recent advent of the Fourth Industrial Revolution. We utilize blockchain technology to realize a safe and trusted insurance information sharing system, apply the theory of social relationship analysis for more efficient and accurate fraud prediction, and propose machine learning fraud prediction patterns in four stages. Claims with high probability of fraud have the effect of being detected at a higher prediction rate at an earlier stage, and claims with low probability are applied differentially for post-reference management. The core mechanism of the proposed model has been verified by constructing an Ethereum local network, requiring more sophisticated performance evaluations in the future.

Photographic records capturing the changes of a city are vital parts of local history archives. They were, however, not collected properly for the local history archives even by local governments. Therefore, as a solution for this problem, seven major cities (Seoul, Incheon, Gwangju, Ulsan, Daejeon, Busan, and Daegu) initiated the urban landscape documentation project for archiving the photographic records of each city. This study investigated the current status of the urban landscape documentation project and found that Daegu metropolitan city's project only holds some of the contest photos and a few old photos from the local government. A proper donating process is urgently needed to preserve valuable photographic records of Daegu, and this study aims solutions for the Daegu metropolitan city's urban landscape documentation project to improve the acquisition methods of photographic records. This study suggests the process for photographic records donation from citizens and a metadata set for donated photographs.
It is an undeniable fact that the counter-guarantees are always exposed to wrongful or fraudulent demands for payment due to its institutional hallmarks and simplicity. Generally counter-guarantees are payable by presenting a written statement indicating that the local guarantor was in receipt of the beneficiary's statement that the principal was in breach of the underlying contract without any proof of any default. No proof of actual payment of guarantee is required. These matters may lead to numerous disputes or conflicts between the parties concerned. These problems raise may legal issues such as a guarantor(or a counter-guarantor)'s dishonor, the wrongful or fraudulent demands for payment, and the fraudulent conspiracy or the acquiescence of the local guarantor in the course of the procedural demand for payment. On the other hand, the guarantor's dishonor or an injunction are sometimes misused as dispute resolution method between parties involved. Therefore, this research analyzed the guarantor's wrongful dishonor and related issues such as an injunction, fraud exception, and others under the counter-guarantee regime focusing on the relevant cases. This paper also suggested practical implications and countermeasures from a business point of view.

Cities face new challenges not only in natural disasters by climate change but also in social and economic fluctuations. With the existing simple reconstruction method, it is difficult to solve the overall problems that a city or region may face. As a new approach to cope with various changes, the concept of resilience is emerging. Resilience is also one of the themes of recent major urban design projects. Design with the concept of resilience is a new strategy that can deal with various changes of urban space, rather than a temporary trend. The purpose of this paper is to explore the design method by analyzing cases where the concept of resilience is employed. We aim to examine what kind of design strategies are needed for the resilience design and how this design process differ in character, as compared to general design projects. Cases for this study include the "Rebuild by Design" competition held in 2013 and the "Resilient by Design/Bay Area Challenge" competition held in 2017. This paper consists of literature reviews and case studies. The latter is divided into two aspects: content analysis based on the theory of resilience and characteristics of the design process. Cases are analyzed through literature reviews and process characteristics of resilience design in response to the general design process. The main categories for urban resilience used as the framework for analysis include: Urban Infrastructure, Social Dynamics, Economic Dynamics, Health and Wellbeing, Governance Networks, and Planning and Institutions. As a result, the aspects of resilience concepts considered and design strategies undertaken by each team were identified. Each team tried to connect all 6 categories to their design strategies, placing special value on the role of governance, a system that enables collaborative design and project persistency. In terms of the design process, the following characteristics were found: planning the whole project process in the pre-project phase, analyzing predictable socioeconomic risk factors in addition to physical vulnerabilities, aiming for landscape-oriented integrated design, and sustainable implementation strategies with specific operations and budget plans. This paper is meaningful to connect the concept of resilience, which has been discussed in various articles, to design strategy, and to explore the possibility of constructing a practical methodology by deriving the characteristics of the resilience design process. It remains a future task to research design strategies that apply the concept of resilience to various types of urban spaces, in addition to areas that are vulnerable to disasters.

The project on Geonjisan Universal Design Forest Trail in Jeonju City was designed and constructed by an NGO called 'Jeonbuk Forest for Life' which was a winner for the '2008 Open Competition by the 'Committee for Greening Society' established in Korea Land Corporation. The purpose of this study is to evaluate the design satisfaction of UD forest trail. Post Occupancy Evaluation (POE) method was applied to measure the user satisfaction and the total number of users. The main result of the study were as follows: the major users of the Geonjisan UD forest trail were people aged over 60 years old(37%) and the main purpose of trail usage were to 'walk and rest'(51.5%) and to 'exercise and rehabilitation' (40.6%). Furthermore, the overall user rating for the UD forest trail design was "satisfied"(3.91 point in 5-point Likert Scale). The three most influencing factors of the overall user satisfaction were facility management, user conflict, and trail width and slope. About forty-five people were found to be End-user in the UD forest trail while six people were found as End-user in non-UD trails. Most importantly, the number of End-user observed on the UD forest trail was greater than the number found in non-UD forest trail. The result implies that the UD forest trail attracts more End-users and provides opportunity for gathering and interaction with the other users. Moreover, the satisfaction rate for the UD forest trail landscape is found to be high in Likert scale, which we can assume that the well-grown existing trees and topographic features as well as appropriately designed wood-paths influence the high satisfaction rate of the users. The POE of UD forest trail revealed the importance of universal design concept due to its convenient uses of the handicapped, old, weak, pregnant woman or children.

The purpose of this study is to explore the issues and implications for landscape design education in Korean landscape architecture by analyzing the National Exhibition of Korean Landscape Architecture(NEKLA). This study analyzed the suggested topics and selected site as well as the commentary that appeared in the NEKLA's award-winning book published from 2004 to 2014. Results of the study are as follows: First, topics of NEKLA are not only competition guidelines but related to exploring new area and role of Korean landscape architecture. Second, most dealing with site is 'industrial heritage and regeneration space' and 'green infrastructure'. In more recent years, a larger variety of sites were addressed. Third, site locations are concentrated in metropolitan areas, and awards and participation of the non-metropolitan universities was very low. Fourth, seven criteria can be applied in a general landscape design competition such as 'newness of the concept(idea)', 'logicality of the design process', 'selection of site fidelity of analysis(interpretation)', 'presentation and completion of the master plan', 'consistency with the theme', 'linkage of concepts and results' and 'feasibility'. The evaluation criteria are increasing the sophistication of the design language to provide useful suggestions on how to find design education methods. Its implications are as follows: First, training is essential to derive innovative ideas, but it should avoid excessive concept-oriented education. Second, design education may include instruction on how to define the problems related with the site. Third, more emphasis on design logic is essential to transform the innovative concept to actual results. Fourth, 'slick images' unrelated to design should be suppressed. Fifth, practice is needed to solve the topics addressed in the design process of education. Sixth, 'feasibility' and 'creative thinking' are necessary to recognize a reciprocal relationship that is helpful to one another. This study uses direct quote commentary to minimize the subjectivity of the researcher and to trace issues of the contemporary landscape architecture more directly and vividly. This study is a record waiting for another review as meta-criticism. In this regard this study, the landscape architect of the next times will have a mean that historical records to review the current thinking of the landscape theory and design.

A plaza represents the identity of a city, and that reveals a plaza's importance. Gwanghwamun Plaza and Seoul Plaza are two representative plazas where the citizens can freely express their opinions. Many major plazas in the center of Seoul were built under the Japanese occupation. Among these, the plaza of Joseon Bank has different characteristics than Gwanghwamun Plaza and Seoul Plaza. Even though this plaza was built in the center of the commercial, administrational, and cultural district during the Japanese colonial period, the research on this plaza has been limited. This study was conducted to verify the features of this plaza by analyzing its construction and transformation during the Japanese colonial period. The study's results outline how the plaza was constructed by the Japanese administration. The intention of the government is shown by the fact that it purchased land parcels and held a design competition. In the 1910s, the government purchased seven parcels of land during the expansion of roads as the place for the plaza. During the late 1930s, the government accepted a traffic circle to regulate the traffic and eliminate the conflict between crossing movements. In 1939, a fountain was built in the plaza's center, and its design was selected through a design competition. It was planned as a square, but gradually turned into a rotary. Furthermore, the plaza was a landmark and symbol of the power and modernity of Japan. As the main modal point of public transportation, the plaza became surrounded with largescale Western-style buildings, commercial advertising, and neon signs. The plaza became a place where people could experience the modern city. These spectacular displays showed that Japanese imperialism was perceived as a strange and peculiar landscape to the majority of Korean citizens. This study investigates the history and characteristics of the plaza, focusing on its beginning as well as the transformation of its form. As to the limitations of the study, it does not consider political and economic contexts within the transformation of Seoul and in relation to this plaza. Instead, that research remains for a future study.
Emergence of new media platform had changed relationship between the broadcaster and the viewer, which used to form 'performer-audience' structure. This research has focused on the transition of 'streamer-viewer' role in single-media broadcasting, such as Youtube or Twitch, and identify how they progress group storytelling as a team. Walter Benjam and Leslie Marmon Silko's notion of 'story and storyteller' and Erving Goffman's 'social role theory' was used to define participants' role in new media broadcasting. channel, on Youtube, was selected and analyzed as example case. The domain of 'front stage' was broadened in recorded contents comparing to live streaming. The audience of live streaming is included to the front stage during the expansion. The role of streamer, game participant, and live stream contents viewer is also adjusted during the change, which leads to group-creation of the contents. Streamer plays a role of main-storyteller and suggest identity of the community. Game participants work as sub-storyteller, filling in the blank space in game storytelling and making it sophisticated. They also perform based on community's identity, which streamer has built in advance. Lastly, live steam viewers are intermittent sub-storyteller, which seldom add up the narrative. Though, their main role is to preserve identity of game broadcasting community by reacting according to community's identity. As a result, the game broadcasting narrative is developed by combining and adding up pieces of story made in different level and role of participants. The research redefine the role of viewer and storytelling method in new media, especially in single-person broadcasting. Considering the rapid shift in recent media and contents, a new approach to the streamer-veiwer role and group storytelling of this research can be one of the new method to analyze contents produced in new media, such as Youtube.
