본고(本稿)는 빈곤문제(貧困問題)를 둘러싼 새로운 시각(視角)을 설명하고 빈곤대책(貧困對策)의 방향전환을 촉구하기 위해서 집필되었다. 복지차원(福祉次元)의 부조(扶助)에 의존하기보다는 스스로의 노동(勞動)에 의해 자립(自立)할 수 있도록 도와주는 것이 최선(最善)의 빈곤대책(貧困對策)이라고 보는 시각(視角)인 것이다. 세계은행(世界銀行) 둥이 빈곤대책(貧困對策)을 보더라도 가능한 한 자신의 노력(努力)과 노동(勞動)에 의해 자립(自立)할 수 있어야 하며 또한 그러한 기회가 최대한 보장되어야 한다는 점이 부각되고 있다. 사회부조(社會扶助)의 대상자들인 빈민(貧民)들이 개인적(個人的)으로나 자발적(自發的)인 조직화에 의해 시장경제(市場經濟)에 참여하여 적극적인 삶의 추구를 도모할 때 이는 취업증가를 통한 소득증가(所得增加), 나아가서 지역개발(地域開發) 및 국가경제성장(國家經濟成長)에도 기여하게 될 것이다. 더불어 사회적(社會的) 안정(安定) 및 정치적(政治的) 기반형성(基盤形成) 등 바람직한 외부효과(外部效果)를 창출할 가능성이 높게 된다. 본고(本稿)는 태동되기 시작한 빈민들의 생산협동조합운동(生産協同組合運動)에 초점을 맞추어 지역사회에 근거를 둔 경제공동체사업(經濟共同體事業)의 활성화를 강조하고 있다. 이로써 취업기회(就業機會)가 확충되고 지역개발(地域開發)이 촉진되며 그들의 소득증가(所得增加)를 통하여 탈빈곤(脫貧困)에도 도움을 줄 수 있을 것이므로 빈곤대책(貧困對策)의 우선순위(優先順位)가 여기에 두어져야 할 것이라고 제안하고 있다. 조금이라도 일할 수 있는 능력(能力)이 있다면 빈민(貧民)들은 협동조합(協同組合)을 결성하여 자립(自立)할 수 있도록 스스로 노력해 나가야 할 것인바, 이에 대하여 정부는 새마을금고(金庫) 등을 통한 금융지원(金融支援)과 조세감면(租稅減免)을 통하여 조직화를 지원하는 방향으로 인센티브를 제공해야 할 것이다.

Astochastic finite element model which reflects both the effect of discontinuities and the uncertainty of material properties in underground rock mass has been developed. Latin Hypercube Sampling technique has been mobilized and compared with the Monte Carlo simulation method. To consider the effect of discontinuities, the joint finite element model, which is known to be suitable to explain faults, cleavage, things of that nature, has been used in this study. To reflect the uncertainty of material properties, multi-random variables are assumed as the joint normal stiffness and the joint shear stiffness, which could be simulated in terms of normal distribution. The developed computer program in this study has been verified by practical example and has been applied to analyze the circular cavern with discontinuous rock mass.

This study analyzed social effects of participating in living culture activities for Daejeon citizens. The social effects were set to creativity and self-esteem at the individual factor and community involvement and exchange at the social factor, this effects were tested by the method of participation in living culture activities. We used SPSS 22 to analyze this effects, factor analysis, analysis of variance, and logistic regression analysis were used. The results showed that participation in lecture programs increased the effects of community involvement and exchange at the social factor. Participation in the club activities showed a decrease in creativity, and further analysis of the club activities was necessary. Participation in cultural art events increases self-esteem. Participation in performances and exhibitions of cultural art events increased creativity. Through these analysis results, first, development of living cultural programs to improve the characteristics of local residents and community of village culture. Second, revitalization through support of various community club activity programs. Third, support for the formation of village cultural community through exchange and cooperation between local Culture and Art Activists and local residents. Fourth, development and expansion of living-oriented and generation-integrated living cultural programs for young and old generations.

Recently the Northeast Asia region, which includes Korea, China and Japan, has become one of the top three regions for trade and, therefore, is being recognized as a new hub for the global economy. Meanwhile, tourism not only improves the economy, but also enhances mutual understanding through interchange and has cultural functions such as that of the sharing of human values for a bright future. In addition, the promotion of the tourism industry will not only ensure Korea of becoming a hub for the Northeast Asia economy, but it can be a win-win plan that contributes in forming a future Northeast Asian community achieved through peace and prosperity based on the social and cultural connections within the region. Taking the above into consideration, there is a need to carefully scrutinize the status of tourism in Northeast Asia for the management of the future of Korea.

A Digital TV system is necessary for data Processing as well as video and audio processing. Especially in the case of interactive broadcasting, it should manage returning channel created by the Internet, PSTN, and so on. Because of many functionalities and multitasking jobs, it needs an Operating System. Embedded Linux as open source program can increase a cost effectiveness in market and has many advantages - reusable device drivers and application programs, more convenient developing environment using shell and file system, and easy problem resolution within Open Source Community. In this paper, we modified Embedded Linux kernel and cross developing environment for a big-endian system, redesigned devices for kernel execution, and configured system memory map in order to load a linux kernel. Also we developed an device driver for entire system control.

The precast concrete beam-column connectors to retrofit an apartment building were investigated experimentally. Five precast concrete beam-column connectors were considered to develop a modified model which was adapted to domestic construction conditions from the DDC(dywidag ductile connection) of Germany. Special H-shape steel hardware was used to decrease the width of column and beams for the construction of external frames in apartments. It was found that the DDC had high joint strength and ductility, however failed in inclined shear crackings in the columns. The modified one showed better behaviors in tests because they did not show critical column crackings at failure. The test result of modified one with grouting was compared to that of the one without grouting within the duct. The one with grouting showed higher strength and ductility in failure than that without grouting.

Generally, regime shift occurs less frequently than policy change and/or government change. Regime shift needs alterations and changes along the three critical components which constitute a domestic regime: (1) the character of the socioeconomic coalition that rules the country; (2) the political and economic institutions through which power is acquired and exercised; and (3) the public policy profile that give political direction to the nation. This paper tries to examine characteristics of the welfare regime of Korea, and explore policy reform options for the welfare regime shift in Korea. From the viewpoint of livelihood security perspective, I firstly tries to examine development process of Korean welfare regime and specify the main characteristics of that regime. Secondly, I present three policy reform options: (1) reform of the formal political institutions such as electoral system and government type; (2) restructuring of the composition of government expenditure structure; and (3) reduction of the informal employment. These three policy reform options are related to the alteration of socioeconomic coalitions and the changes of the political and economic institutions. Instead of concluding remarks, I finally suggest two debate topics to the round table discussion.

In modern society, people will obtain the necessary goods and find meaning of himself and his community through jobs. The meaning of job for people with disabilities is identical with people's with non-disabilities and people with disabilities will live as a member of society through jobs. Because people with hearing impairment have a problem about job such as the short longevity and high turnover, vocational aptitude test which evaluates psychological characteristics, aptitudes and interests is necessary for them. In this paper, we design and evaluate the picture vocational interest inventory supporting the Internet as a vocational aptitude test for people with hearing impairment. We use the picture vocational interest inventory of Korean Employment Development Institute as a implementation target. The previous tests for people with hearing impairment have a problem which an examinee, an examiner and a sign language interpreter are involved in the test at the same space and time. Therefore, our picture vocational interest inventory has no limitation of time and space because it processes on the Internet.

This study aims to examine the difference in the rurality of rural villages near a metropolitan city. It investigated the general status and economic activities of the two villages near Ulsan Metropolitan City to find out what the differences are and to diagnose the reasons for such differences and their impact on future changes in the villages. Through this survey analysis, it found that the two villages have been continuously experiencing a decrease in population over the last 10 years, despite being near large cities. In addition, it also identified the characteristics of the agricultural and livestock industries taking center stage in economic activities. In other words, although the cases are rural villages near a big city, it was shown that the village near a provincial city is basically based on agricultural characteristics. Regarding future prospects, on the one hand, in the case of Dagae-ri, the villagers expect that the current livestock industry-oriented activities may continue to develop. On the other hand, in the case of Shinhwa-ri, the residents think that the rural characteristics may be rapidly lost and urbanized. Based on these findings, this study suggests that rural policies for villages near large cities also need to be applied in a discriminatory manner, taking into account the basis on which economic activities in the villages are developed.

To develop transgenic birdsfoot trefoil (Lotus corniculatus L.) plants tolerant to environmental stress, Arabidopsis NDPK gene (AtNDPK) was introduced into birdsfoot trefoil plants using Agrobacterium-mediated transformation and expressed powerfully under the control of the E35S promoter. The expression vector, pEN-K was used for introduction of AtNDPK gene into birdsfoot trefoil plaits. The transformed calli were selected on kanamycin containing medium and then regenerated. The transformed birdsfoot trefoil plants were cultivated for 4 months on BOi2Y medium. Genomic DNA PCR and Southern blot analysis confirmed the incorporation of AtNDPK into the birdsfoot trefoil genome.
