This article examines the continuity and change of Korean welfare regime during 1990s. Democracy, globalization and the financial crisis changed the landscape of Korean society as a whole and provided a catalyst for the change of the Korean welfare regime. In order to show how and what changed in Korean welfare regime, this study concentrates on the transformations of income maintenance programmes and social welfare services. The changed aspects are as follow: (1) The ratio of social expenditure to GDP has increased during 1990s and now stood at ten percent level. (2)Rather than backing up the company welfare, government strove to build and expand income maintenance devices for all citizens. (3) The poverty and inequality reduction effects of income maintenance programs are very weak in early 1990s, but they are gradually getting stronger impact on poverty and inequality. But, there are also continuance. (1) In spite of the relative development of income maintenance programs, social welfare services are still poorly designed as before. (2) The expenditure level of social welfare services shows sharp contrast to income maintenance programs and lagged behind the other OECD countries. (3) The expansion of social service sector employment are also not so salient. In 2002, social service employment is only at close to 2.5 per cent of the total employment. Accordingly, korean welfare regime is now characterized by a model which is to curb poverty and inequality by engaging in direct government provision of income maintenance programs, but refrain from expanding social service by relying on net welfare which encourage the provision of services within the family. A implication of our analysis is that the expansion of social welfare Korea saw after 1997 was not really an regime shift. According to the arguments of Peter Hall, first and second order changes in policy do not automatically lead to third order changes which imply regime shift. Policy changes which occurred during 1990s was not accompanied by a shift in policy paradigms. Family dependency in welfare is not yet changed.

The purpose of this study is to analyze status of information service and to suggest its activation strategies after establishing its category in the school library. As a result of establishing scope and contents of information service, materials of information offering and guide are converged on reading education and information literacy curriculum integrated subjects. But the arrival rate of information service is very low like 48.2% under the 2012 Korean Libraries' Management Evaluation. It is especially poor to raise self resilience and school participation of students with information service involved in the affective domain such as readers' advisory service and bibliotherapy. In order to activate its information service, there is an urgent need for systems improvement in placement of the teacher librarian. It is also necessary to reinforce the status of information literacy instruction under the nation-level curriculum and continuous base expansion as a core information service of the school library. Service development for readers' advisory service and bibliotherapy is also needed to contribute to solving problem and stress situation of the student. The school library has to make an effort to connect its information service with local communities for the school community.

Intangible cultural heritage is a collection of community wisdom and talents and it has artistic and cultural values of the nation. And because it represents an identity of the country, it is an important records information resources that we must be inherited from generation to generation. Korea's intangible cultural heritage system has developed with the aim of preserving and transmission, but now it is necessary to take an creative approach as a resource as a resource for cultural diversity and utilization in an intangible cultural source. Therefore, it is important to maintain systematic management of intangible cultural heritage records information resources in order to continuously preserve, but it is also important to establish a basis for continuous use. The purpose of this study is to propose improvement plans for the archival information services of domestic intangible cultural heritage. We analyzed the status of the archival reference services of intangible cultural heritage institutions in consideration of the characteristics of intangible cultural assets. In-depth interviews were conducted with the responsible person to collect opinions and requirements during the service. We suggested the improvement plans through drawing out implication on problems and direction of archival information services for intangible cultural heritage.

The aim of this study is to suggest the quantitative standard of a marginal village. For the purpose, the study selected 43 villages with the population of 50 or less, the classification of a marginal village in accordance with advanced research and 47 villages with the population over 50 in Buyeo-gun region. The common reason of occurrence of a marginal village suggested by advanced research is a characteristic of a village or decline and extinction of a village rather than a simple index of population or aging rate. Therefore, the study assumed that decline of functions of the village would be caused by decline a function of communities consisting of the villagers. The study then assumed that the relatively low or 0 number or rate of participants would result in community functions. The study conducted t-test on basis of population and aging rate and an analysis to find the range with relatively large differences in the number of communities, participants and the rate of the participants, etc. The result showed that the community function began to decline when the population was less than 60~70 and the aging rate over 75%~85%. As the decline of functions of communities began in population of 70, the critical point was met when the population was 40 or less. With population of 40 or less, the young and the old group communities became extinct or showed rapid decrease in the number of participants. The study assumed that decline of functions of a village, a reason of occurrence of a marginal village would be decline of functions of communities, but there was no further analysis on decline or extinction of a village with population of 40 or less. There shall be further studies about whether a village of population of 40 or less is led to decline of a function or extinction of village communities.
The purpose of this study is to find out what their professionalism is and how their expertise grows among Christian alternative school teachers. Professionalism refers to the broad expertise such as specific knowledge, skills, and attitudes needed for a particular profession. The teacher expertise is also closely related to the life cycle of a teacher. The present study collected and analyzed the data using a mixed research method that combined a survey and interview. The survey, which involved 276 Christian alternative school teachers, asked about the current teacher's interest, the importance and retention of each element of professionalism, and, in addition, the level of external efforts and help in developing professionalism. The in-depth interview was conducted on 7 Christian alternative school teachers and identified the meaning of teacher professionalism, teacher quality and competencies, and environment for the professional growth. The results reveal that the professionalism recognized by Christian alternative school teachers is rather complex. It includes communication and relationship, calling and identity in addition to the curriculum and instruction expertise that reconstructs the curriculum from a Christian perspective. It is further found that teachers' decision to respond to the calling, subsequent continuous self-development, the teacher community that embodies such calling and efforts, and the school environment where autonomy and responsibility coexist, are equally important for their professional growth. Thus, in order to promote the professionalism of Christian alternative school teachers more effectively in the future, it would be necessary to provide programs that take the teacher's whole life cycle into account and are also directed to teachers themselves rather than to institutions. Considering the emphasis on the expertise in communication and relations, pre-service teacher education should focus not only on developing subject matter expertise, but also fostering communication and relational skills with students and other school community members.

The purpose of this paper is to analyze a process of formation of an ethnic community in the global era, taking an example of foreign workers in Igok-Dong, Dalseo-gu, Taegu. Previous studies suggest that playing a role as a hub of culture, resources and ethnic networks an ethnic community becomes an imagined space where its members can feel "us". Through this imagined space, ethnic people communicate and exchange information with each other and establish transnational linkages between their origin and destination countries or the third countries. In my research in Igok-Dong it was observed that ethnic shops had become the centers of the community of foreign workers and helped them connect with their own ethnic people from wider areas than their residence. Partly because of such networks exclusively focused on their own ethnics, there was little connection developed between foreign workers and locals. A social distance between the two parties may turn into antagonism as the ethnic community grows in number. Since it is foreseen that demands for foreign workers will continue to rise in Igok-Dong it is necessary to seek ways to achieve a more inclusive and harmonious multi-ethnic society for both foreign workers and locals.

Even though the character showing the image of independent woman could be an essential index to define feminist work, it is not enough to define the tendency of works. Thus, this study reviewed if it would be valid to interpret as a feminist work. First, the 'sisterhood' which is the main theme of contained the feminist concept as 'women's solidarity' on top of friendship between sisters. Therefore, when analyzed focusing on the core concept of women's solidarity like difference, empathy, and solidarity, reflected 'differences' in narration, character, and image, etc. When differences in sisters which became the cause for misunderstanding and conflict were acknowledge based on their true love, the process of forming empathy and solidarity was described. The solidarity between Elsa and Anna not only became the power to defeat the enemy, but also reflected the feminist value of forming the community of coexistence like Adelen which was rebuilt after getting back the spring. Thus, it was verified that is a feminist work.

Immigrant farmers work in various social and economic fields of activity, settling in their rural community. In this study, I inquired into the way of acting of immigrant farmers, based on the texts which were made in the precedent studies. The texts were transcriptions that were made by interviews with immigrant farmers. I classified immigrant farmers' activities into 8 groups that were related to; farming, nonfarm business, off-farm business, volunteering, participating in community organization, lifelong learning, leisure and social interaction in everyday life. And, I tried to capture the characteristics and meanings of those activities. The implications from this analysis are as followings: 1) most of immigrant farmers have small family farm so that they need nonfarm or off-farm jobs, 2) pluri-acivities of immigrant farm households can contribute to their community's economic viability, 3) their economic activities should be observed carefully in the perspective of self-help approach in community development as well as farm households' livelihood strategy, 4) immigrant farmers have many difficulties to participate in community, nevertheless community participation will improve the social capital, 5) gender-sensitive policy should be developed.

The purpose of this review was to introduce and examine 'development' and 'relations' as the core concepts of Home Economics in 2015 revised middle school curriculum in Korea. The 2009 and 2015 proclamation of the ministry of education on home economics curriculum and 26 published middle school textbooks were reviewed. The major findings were as follows. First, the components of human 'development' and family 'relations' were strongly associated with promoting four key competencies (i.e. the self-management competency, the communication competency, the aesthetic sensibility competency, the community competency) of 2015 revision. Also, four of cross-curricular learning topics (i.e. character education, multicultural education, safety and health education, human right education) in 2015 revision could be effectively discussed with human 'development' and family 'relations'. Second, when teaching and learning of the core concept, human 'development', continuous dynamic aspects of life-span development, the connectedness of different domains of development, systematic approach of various concepts in development, specificity and empirical evidence of information and variability of developmental patterns in adolescence should be considered. Third, when teaching and learning of the core concept, family 'relations', family trait such as generational relations, gender relations, role relations and power relations should be taken into account. In addition, exclusively focusing on normal family ideology or image of middle-class family and lecture-centered instruction methods should be changed for students to achieve the competencies relevant to family relations. The future directions for applying core concepts, 'development' and 'relations' in classroom will be discussed.

The purpose of this study is to develop the evaluation criteria for the maintenance preserve of agriculture and rural heritage. The major steps for this study are 1) drafting the evaluation criteria for maintenance preservation of agriculture and rural heritage 2) verifying the evaluation criteria, and 3) determining the weighting values of the confirmed evaluation criteria. First, to derive the evaluation criteria for maintenance preservation of agriculture and rural heritage, the researcher reviewed the literature on the evaluation of agriculture and rural heritage, including research on the indexes of agriculture and rural heritage, the degree of the maintain preservation of heritage. A total of 31 evaluation criteria were selected. Second, to verify the selected 5 evaluation items and 31 evaluation indexes, the Delphi Method was implemented. Using traditional 3-step Delphi Method consisting of close-ended forms, with a panel of 41 experts, the researchers verified 5 evaluation items 31 evaluation indexes, two for each evaluation area validity. The confirmed evaluation areas are 5 items of management plan, management support system, surroundings of heritage, local network, heritage utilization and 31 criteria were preservation maintenance, performance plan, resident community composition, monitoring, act of parliament fulfillment, ecosystem management, landscape harmony, restoration and transmission plan and enhancement of residents' capability, etc. in the order. Through maintenance preservation evaluation index of agriculture and rural heritage, it can be utilized as sustainable development of plural resources.
