  • Communal places for parents to take child-care are very important in activating cooperative child-care(CCC). Therefore, Jeju Special Self-Governing Province has been operating Cooperative-Childcare-Places(CCPs) since 2016. This study analyzed the operational status of the CCPs and presented the model type to provide data for the activation of CCC. Qualitative analyses were applied to the results of interviews with 10 staff members. The common task they considered difficult was recruitment, and there was a big difference in the operation of the regular program depending on the competence of the staff in charge. The lack of support systems, such as education and consulting, has made it difficult for the staff to do their work. Additionly, four models of CCPs were found, a resident self-governing type, a workplace type, an institutional type, and a rural complex type. In conclusion, CCP spaces should be planned and facilities created with a focus on the needs of child-care activities. Second, the role of staff in helping to organize the parents' self-governing committee is crucial. Third, it needs to establish a support system to strengthen the capacity of the staff members.

Since their foundation in 2005, Healthy Family Support Centers provided a variety of community activities for both parents and children through the Co-Child Care Sharing Programs. That being said, it is certain that the Healthy Family Support Centers play a central role in making a family-friendly environment. This study surveyed the physical environment of the co-child care sharing space and suggested further improvement. The content of this survey represents the characteristics of co-child care sharing space in Incheon such as operation status, physical space, prepared facilities, and preference for facilities. This study also explored the field of two co-child sharing spaces (Bupyung-gu and Seo-gu) as an example case. The subject of this study was 14 co-child sharing spaces of nine Healthy Family Support Centers in Incheon investigated from July 2014 to October 2014. This study indicated three results: first, the size of the co-child care spaces, their composition and facilities are very different from each center and require standards and guidelines for the co-child sharing space in regards to physical space, composition, and facilities. Second, co-child sharing space should be provided with individual special programs and diversified activities in addition to playing activities. Third, many healthy family support centers operate over two co-child sharing spaces along with an out-located co-child sharing space that require mutual organizing and operational networking between each co-child sharing space to effectively share programs.

  • Pumasi and Cooperative Child Care Sharing have had positive results among participants and show possibilities of spreading out to the community in general. However, performance was not proved where it is clarified, and the experience of 23 local Healthy Family Support Centers have that ran the demonstration project were unable to be collected. It is the point of time when the initial backing up is important but the centers do not have the systematic support. Therefore, this research presents an effective management plan through qualitative research involving Pumasi participants and person in charge. The operation strategies by the stage of the project were as follows: First, in the beginning stage, the person in charge establishes the target and vision of the project. Second, when comprising the Pumasi team, it was necessary to consider their characteristics according to the team organization subjects. Third, it is necessary to extend the turn-off time and provide many programs so that the various populations can participate. Fourth, in the advertising step, word of mouth and individual contact needs to be utilized. Fifth, in a medium or small city or an urban-rural complex area, the person in charge should support the participants' Pumasi activities. Sixth, various programs such as a passive and active parent education program and Pumasi education program for the leader needs to be provided for the activation of Pumasi activities. Lastly, a cooperative child care sharing location needs to be constructed by the duality system of the base space and outer space. In this location, the inside play space for the children is essential.

  • This study provides a critical analysis of the Family Center's programs for adoptive families by interviewing employees at these centers and at Adoption Agencies who have experiences with adoption programs. For this study, nine such workers from three separate Family Centers and three such workers from two separate Adoption Agencies have (voluntarily) engaged in in-depth interviews. Major findings from the interviews are that the Family Centers were initially motivated to carry out adoption family programs for three principal reasons: they located many families (in need of adoption family program); potential adoptees were interested in the program; adoption families participated in the pre-existing programs such as Self-help Group and Co-parenting Space. Workers in the study also reported that they approach to an adoption family and their contemplation on ways to provide better services to the adoption families. They don't have any official and formal manual or guidelines from the Government Ministries and offices such as Korean Institute for Healthy Family; as a result, the workers at Family Centers have endeavored to gain connection with Adoption Agencies in hopes of cooperation with them and to improve the services at Family Centers. For benefits of Family Centers as a delivery system, they mentioned nationwide infrastructure, family professional, and arrangement of integrated program for family. For improvements, they listed awareness education based on a thorough consideration of adoptee's varied characteristics, close cooperation with adoption institutions, provision of basic operational manual from Korean Institute for Healthy Family, and governmental efforts to enlarge the consideration pool for families.
