A Study on Affordability of Bogeumzari Housing in Metropolitan Area: Focused on Public Sales Housing, 10-Year Rental Housing, and Shared-ownership Housing (수도권 보금자리주택 대상계층의 지불가능성 분석: 공공분양, 10년임대, 분납임대주택을 중심으로)

  • The purpose of this paper is to appraise Bogeumzari Housing Program(BHP) which is providing public housing of different types for the target brackets on a matching system basis. Especially, on government's announcing BHP plan with the designation of several Bogeumzari districts in Seoul Metropolitan area, they raised a question about target groups' receiving the benefits of BHP plan and this paper focuses on the question. We tried to analyze two topics. First one is about the exorbitant windfall profits to the future potential residents derived from low price or rental cost of Bogeumzari Housing in comparison with neighborhood's market price. Second one is the low possibility of low-moderate income household's access to absolutely high price Bogeumzari Housing that is because the market price is so high in some area. BHP includes not only long-term public rental hosing(Permeant rental housing, National rental housing) for low income households but also other types of public rental housing(10-year rental housing, shared-ownership rental housing) for moderate income households. So, in this study we tried to find out the affordability of each bracket in three public housing types, which are public sales housing(condominium), 10-year rental housing and shared-ownership rental housing. Through analyzing the housing affordability by types, regions, size, we tried to seek the answer to the controversy and propose policy implications related to the future public housing programs.

A Study on the Improvements of eBook Services for Children in the Public Library (공공도서관 어린이 전자책 서비스 개선방안에 관한 연구)

  • This study aims to analyse the actual condition of the ebook services and propose the improvements of ebook services for children in the Korean public library. For this purpose, the current condition of the ebook services in the public libraries were analyzed and categorized by three criteria. Secondly, the ebook use analysis was conducted using PCs and mobile devices in terms of access to ebook library site, searching method, contents type and viewer, lending process, and user help. As a result of the analysis, several issues such as the difficulty in access to ebook site, the complexity of setting and usage depending on the file format, the insufficient user guide, the relatively lower quality service than the commercial's, and the lack of retrieval functions specialized for the ebook were presented. The improvement plan for the ebook services, especially for children in the public library was suggested.

  • Recently, the South Korean government actively opens the public data to encourage people to use it in private sector. It is based on 'Government 3.0' that is the paradigm for government operation. According to this trend, a data platform is required for establishing and commercializing business models that utilizing geospatial data. However, it is currently insufficient to establish the geospatial data system using the text-based public open data. This study constructs a geospatial data supply system using the public data for the purpose of providing and using the public data of spatial reference type efficiently. It improves the accessibility of user and the usability to the public data having location information. Besides, this study suggests that the components of the appliance system that connects the public data from different public institutions for different purposes with producing the geospatial data in the type of a finished product.

  • Commercialization of public technology is the transfer of government-led scientific and technological innovation and R&D results to the private sector, and is recognized as a key achievement driving economic growth. Therefore, in order to activate technology transfer, various machine learning methods are being studied to identify success factors or to match public technology with high commercialization potential and demanding companies. However, public technology commercialization data is in the form of a table and has a problem that machine learning performance is not high because it is in an imbalanced state with a large difference in success-failure ratio. In this paper, we present a method of utilizing CTGAN to resolve imbalances in public technology data in tabular form. In addition, to verify the effectiveness of the proposed method, a comparative experiment with SMOTE, a statistical approach, was performed using actual public technology commercialization data. In many experimental cases, it was confirmed that CTGAN reliably predicts public technology commercialization success cases.

A Study on Improvement Plans for the Compilation of the History of Public Institutions in Korea (국내 공공기관의 기관사(機關史) 편찬에 관한 개선 방안 연구)

  • The historical records of public institutions are not only important historical records for the study of modern Korean history in various academic fields such as politics, economy, society, culture, and science, but also important historical content that students and the public may be interested in. In this study, among the 350 institutions designated as public institutions as of 2021, 339 public institutions that can request information disclosure through the information disclosure portal were investigated. Based upon the results of the survey, it was found that 217 (67%) out of 326 (96.2%) public institutions compiled a total of 516 institutional histories. This study proposed improvement plans in terms of the compilation of history in public institutions and the utilization of users by analyzing the results of the investigation of the compilation status of history in public institutions by six elements: compilation time, target period, department in charge, budget and required period, accessibility, and regulations.

Roles of Public Libraries in Closing Disparities of Cultural Capital (문화자본 격차 해소를 위한 공공도서관의 역할)

  • It is generally accepted that cultural capital is constructed through cultural environments that facilitate the cultural activities of individuals. Although public libraries foster the cultural environment and support various cultural activities, there is controversy about whether public libraries still affect the formation of cultural capital in the current evolved cultural environment. This research empirically verified the roles of public libraries in the formation of cultural capital by conducting a survey targeting public library users. As a result, public libraries as cultural institutions play an important role in providing opportunities to access and utilize cultural resources and to experience various cultural activities, which are connected to the formation of different types of cultural capital. In addition, public libraries function to close the cultural divide and social disparities by providing equal opportunities to construct cultural capital for community members.

A Study on the Improvement Measures through Analysis of Late Fee Policy in Public Libraries in the United States and Korea (미국과 국내 공공도서관 연체료 정책 분석을 통한 개선 방안 연구)

  • This study analyzed the current status of late fee policies for overdue books in public libraries in the United States and Korea and derived measures to improve the late fee policy in public libraries in Korea. Therefore, this study analyzed the current status of late fee policies in public libraries in Seoul, Korea. The results indicated that 14.8% of public library operators and 21.6% of public libraries in Seoul had late fee policies. In the US, the American Library Association and major public libraries were found to have recently eliminated late fees. The main justification for this policy change was their recognition of late fees as a form of social inequality. In fact, this study confirmed that the elimination of late fees led to users' increased access to information. This study also found that public libraries in the US turned books not returned after a certain period into lost items and imposed fines for lost items. In conclusion, this study suggested integrating measures for late fees and lost items to manage non-returned books and clarifying the legal basis for such measures.

  • Meaningless in such a rapidly grown society to have a conventional and tedious understanding and interpretation of the public only in terms of the relationship of others. This study, therefore, investigates and developed the notion and the importance of the public that has been formed and developed with the urban growth and that has disappeared through modernization. The arument will be focused on how to revitalize the public in the contemporary cities through a right interpretation of the public in the contemporary. The ultimate purpose of the thesis is to propose a design strategy by which the new public sphere will be reconstructed within the contemporary office space.

  • This paper we introduce operated public test-bed satellite system configuration for satellite communications and usage for services via COMS(Communication, Ocean and Meteorological Satellite). According to trial public test-bed operation, the broadband multimedia services are expected to be available at the next generation VSAT services due to the increasing of Ka-band utilization. In addition, UHD broadcasting services via satellite is expected to improve the universal accessibility of broadcast services.

  • 최근 정부의 정보화정책 추진으로 저비용 고효율의 정부를 만들고자 노력하면서 공공기관의 웹 사이트는 각종 정보와 서비스를 일반 국민들에게 제공하는 수단으로 자리잡아가고 있다. 그러나 많은 웹 사이트가 불편한 사용자 인터페이스로 인해 원하는 정보 접근에 많은 시간과 노력이 요구되고 있으며, 문자위주의 서비스를 하고 있어 멀티미디어로 대변되는 웹의 장점을 살리지 못하고 있다. 요즈음 업무와 관련된 이미지 정보를 제공하는 웹 사이트도 점차 늘어나고 있으나 초기 단계이며, 일반 사용자가 사용하기에는 인터페이스 측면에서 문제점이 많이 있다. 본 연구에서는 HCI 관점에서 사용하기 쉬운 인터페이스를 디자인하는데 지켜야할 원칙들에 대해 알아보고, 이러한 원칙을 적용하여 이미지 정보를 제공하고 있는 공공기관의 웹 사이트 들을 평가한 후, 웹 사이트를 구축하거나 갱신할 때 고려하여야 할 최소한의 인터페이스 설계 가이드라인을 제안하고자 한다.
