A Study on the Relationship between Public Service Motivation and Educational Satisfaction of New Marine Police Officials (신임해양경찰공무원의 공공봉사동기와 교육만족과의 관계 연구)

  • This study verified the effect of public service motivation volunteer work on educational training of maritime police recruits. Results show sub-factors of motive for public volunteer work, self-sacrifice, commitment to public good and positive perception of public policy affected educational satisfaction, but one other sub-factor, compassion, did not affect educational satisfaction. The practical implication is that assets without form and that which exist internally within the individual, such as spirit of public volunteering and spirit of self-sacrifice, can increase educational satisfaction. Unlike ground police, maritime police bear the danger of being on water, which necessitates the need for enhencing intagible assets like public sevice value.

  • 최근 몇 년 사이 기업들의 IT자산 수량과 투자비용은 급격히 증가하였다. 매년 많은 예산을 IT에 투자하여 정보시스템을 구축하고 그에 따른 IT자산을 도입하였지만, IT투자가 비즈니스의 향상 및 개선에 많은 도움이 될 것이라는 기대와는 달리 IT서비스가 비즈니스를 지원하지 못하는 경우가 발생하고 있다. 최근 IT최대의 화두인 IT거버넌스 개념 역시 IT와 비즈니스의 GAP을 줄여서 IT 서비스가 경영목표와 전략을 지원하도록 IT운영을 하자는 것이다. 해양수산부는 정보자산관리시스템을 통하여 본부 및 여러 소속기관의 정보자산을 통합 관리하고, 투자에 앞서 비즈니스의 요구에 맞는 투자가 되도록 지원하고, 투자된 IT자산을 효과적으로 관리할 수 있는 방안을 마련하고 IT핵심 서비스들에서의 활용으로 그 가치를 더해 갈 것이다. 본 사례연구는 ITA를 서두르고 있는 정부 및 공공기관에 그의 기반이 될 정보자산관리체계 구축사례를 제사하고자 한다.

  • This study aims to provide basic data for establishing strategies for asset management in the future through priorities and influence of the asset management items of public facilities in Korea. To this end, 4 upper items and 20 lower items in priority were selected based on existing literature. The analytic hierarchy process was used to determine the importance of each of the selected items, and the interpretive structural modeling (ISM) technique was used to examine the relationships among the 20 lower items. On this basis, directions for the efficient asset management of public facilities were suggested.

The Policy of Park Asset Transfers in England: A Move toward Community Ownership and Park Management (커뮤니티의 공원 소유와 관리·운영 방안으로서 영국의 공원 커뮤니티자산이전 정책)

  • Recently, the ways in which individual communities own and manage parks have been both discussed and realized in America and England. Some benefits of these asset transfers are that local governments can reduce the financial cost of management as well as improve the service of the parks. In addition, communities can develop these parks as unique assets. Ultimately, this is a new understanding of parks as community commons. This study examines the policy of park asset transfers to communities in England. These transfers, which involve reallocating land and building management and/or ownership from the public sector to a community group, are part of a policy agenda known as "Big Society", which aims to create a "small government" within a "big society". The agenda is pursued by both the English Conservative and Unionist Party governments. Eight case studies of community park asset transfers in England were examined in this study, under three categories-transfer process, partnership among stakeholders, and financial structure-and synthesized along three issues-financial contribution, level of public transparency, and closeness of the relationship between park and community. In some cases, new community groups were created specifically to receive park assets, while in other communities, existing groups became the park trustees. For most parks, community groups raise park maintenance funding through diverse methods; however, these groups are often not entirely financially independent from local government. Thus, many park trustees have already created, or are planning to create, other assets from which parks can benefit. Second, some efforts for public transparency include trusts that are registered as charities, of which their public nature is admitted officially. These trusts resolve important decisions through boards of trustees, in an effort to promote income-generating business while not excluding users. Ultimately, a close relationship between park and community empowers the community to participate in managing and maintaining the park; in turn, the park's capacities are improved. Current struggles include the many limits involved in communities accepting ownership and management of a park, and a lack of local government experience regarding public-private management and maintenance of a public asset. This study, however, details interesting policy implications for Korean community involvement as well as diverse financial methods to facilitate park management.

Novel Database Classification and Life Estimation Model for Accurate Database Asset Valuation

  • In the future knowledge society, the importance of business data is expected to increase, and it is recognized as a raw material for companies to manufacture product or develop service. As the importance of data increases, methods to calculate the economic value of database assets is being studied. There are many studies to evaluate the value of database assets, but the characteristics of database assets are not fully reflected. In this study, we classified database assets into revenue-type, non-revenue-type, and public-type database assets by considering the characteristics of database assets. In addition, focusing on the fact that revenue-type database assets can be valued similarly to existing technology valuation, we developed a method for calculating the life of database assets that includes risk-adjusted discount rate.

  • 홍수피해경감편익 가운데 직접편익 항목은 크게 일반자산피해액, 인적피해액, 공공시설물피해액으로 구분되며, 이 가운데 공공시설물피해액은 현재까지 국내실정을 고려하지 않은 일본수치를 그대로 차용하여 실제 적용시 해당지역의 규모, 특성을 무시한 채 평가되어 왔다. 이러한 공공시설물 홍수피해액은 전체 피해액에서 차지하는 비율이 상대적으로 매우 크고, 해당지역의 개발정도에 따라 피해정도가 상이할 수 있기 때문에, 이에 대한 보다 실증적이고 합리적인 접근이 필요하다. 그리하여 본 연구에서는 국내 실정에 적합하고 지역특성을 실제적으로 고려한 공공시설물피해액을 산정하기 위한 방안을 모색하였다. 이를 위해 본 연구에서 고려하는 공공시설물을 재정의하였고, 피해특성 및 양상에 따라 침수심 예민 공공시설물과 침수심 비예민 공공시설물로 분류하여 각각에 대한 분석절차를 제시하였다.

  • 일반기업에서 성과측정이 매우 중요시되는 것과 마찬가지로 공공환경의 복잡한 변화와 함께 공공기관에서도 성과측정이 중요시 되고 있다. 이에 따라 공공기관에서는 무형자산의 중요성을 인식하면서 성과측정과 관리의 수단으로 균형성과지표(Balanced Scorecard)를 도입하고 있다. 그러나 균형성과지표는 일반기업의 성과측정을 위해 고안된 방법론으로 공공기관의 특성을 반영할 수 있도록 변형되지 않고서는 공공기관에 그대로 도입되어 사용될 수는 없다. 더욱이 기존의 BSC는 '시간지연(time delay)'을 가지고 있는 지표들간의 상호작용 및 상호 의존성을 반영하지 못하고 있으며, 지표들간의 피드백을 유발하는 인과관계를 간과하고 있다. 따라서 본 연구에서는 핵심지표들간의 상호작용 및 관계성의 설정과 새로운 정책이나 입법과정에서 발생할 수 있는 '시간지연'에 의한 영향 등을 반영하고자 시스템다이내믹스(System Dynamics)와 시스템사고를 적용, 공공기관, 성과측정에 적합한 Dynamic BSC 모델을 개발하고자 한다.

Construction of web-based IT Assets Management System (웹기반 IT 자산관리 시스템의 구축)

  • As IT is also recognized as assets, IT assets management system is trying to introduce for the management and operation in domestic enterprises and public institutions. The general assets management system was introduced in domestic companies, but because it managed mainly the only simple information about the assets, there were a lot of operational difficulties of the assets. In order to operate effectively the IT assets used in special business such as bank, prosecutors, railway, etc the classification system of IT assets based on the EA was needed first of all. Accordingly, in this paper, we classified IT assets systematically according to the EA meta model Application Guide V1.4 in consideration of the characteristics about the IT asset business for A public institution, and performed to improve the operating costs and efficiency by implementing a web-based IT assets management system for this public institution.

A comparative study on the business value assessment of local government open data assets in China based on AHP technique (AHP기법을 활용한 중국 지방정부 공공데이터 자산의 상업적 가치평가 대한 비교연구)

  • This study is based on data ecology theory and takes Chinese local governments' open public data as the research object. Data asset value assessment methods are compared from a new perspective of data business operations. The results show that the assessment model constructed using the hierarchical analysis method (AHP) can more objectively reflect the commercial value of government open data assets than the traditional cost, revenue and market methods, has the advantage of a comprehensive assessment of data value index, and better reflects the findings of a comprehensive index of regional data value. The data show that the local government data value assessment index is positively proportional to the region's digital economy development index, highlighting the driving effect on the digital economy. The results of the study provide a good help for the identification of local government data value rights. The research and practice of promoting the construction of data innovation and data business operation models, improving social well-being and promoting the rapid development of the digital economy to achieve data realisation provides a good reference.

  • 공공기관은 자신의 정보시스템에 대한 보안 대책을 수립하기 위하여 자체 보안·분석평가를 수행함으로써 적절한 보안 목표와 방향을 설정해야 한다. 하지만, 현재 연구되어 있는 위험분석 및 보안평가방법론등은 복잡하고 전문적인 사항이 많으므로 자체 보안분석을 수행하기에는 인력 및 비용이 많이 소요된다. 이를 위하여 본 논문에서는 정보시스템의 위험분석방법론에서 제시하는 자산, 취약점, 위협, 대응책에 보안평가방법론을 포함하여 정보시스템에 대한 모델링, 가정, 증상, 원인, 해결책등을 통한 자가진단 보안 분석·평가 방법을 제시한다.
