Horizon scanning that one of the methods for future prediction is adaptable way of establishing the policy strategy based on big data. This study aims to understand the social problems scientifically utilized horizon scanning technique, and contribute to public policy formulation based on scanning analysis. In this paper, we proposed a public opinion framework for public policy based on social bigdata, and then confirmed the feasibility this framework by analysis of the relationship between public opinion and results after implementation of public policy. Consequently, based on the analysis, we also drew implications of policy formulation about 'free childcare for under 5-years of age' as an object of study. The method that collects public opinion is very important to effective policy establishment and make contribution to constructing national response systems for social development.

The purpose of this study is to understand the experiences of older adults living in the public welfare housing for the elderly and to examine what kind of this housing is as the housing alternative. Through the Robert Stake's intrinsic case study, it explored how older residents experienced this place, and how the relationships between residents, office workers, and community had been in the process, and what kind of issues were there. Various kinds of data, such as resident surveys, participant observations, interviews with 76 elderly residents and 4 office workers, and related newspaper articles, were analyzed using the thematic analysis method and methods suggested by Stake(1995). The results are presented as follows. First, it looked at who lived here and explored what was happening in this place where people of various backgrounds were gathered. Second, four types of life could be seen centering on the social relationship and daily life of older adults. Third, this study examined how the various ways of life were related to the main reasons for moving in here, and summarized how the residents perceived this place. The fourth and the fifth examined the relationships and dynamics among older residents, with office workers, and with the community, focusing on the two issues most commonly mentioned by residents. The results of this study show that, as a living organism, the interaction between the systems affects not only the culture of the housing, but also the lives of older adults. In particular, it can be seen how the perceptions of the practitioners are affecting the lives of the elderly. Based on the results of the study, further considerations were discussed.

In accordance with the increased political and social utilization of social media, demands on online trend analysis and monitoring technologies based on social bigdata are also increasing rapidly. In this paper, we define 'risk' as issues which have probability of turn to negative public opinion among big social issues and classify their types in details. To define risk types, we conduct a complete survey on news documents and analyzed characteristics according to issue domains. We also investigate cross-medias analysis to find out how different public media and personalized social media. At the result, we define 58 risk types for 6 domains and developed automatic classification model based on machine learning algorithm. Based on empirical experiments, we prove the possibility of automatic detection for social issue risk in social media.

In Korea, starting with the Government 3.0 Policy, the utilization of public data as an important driving force to promote economic growth has been highlighted as a major issue. However Korea is currently only able to open and provide accumulated data stored in the public domain. To resolve this issue, we need to not only open and provide public information, but also to create new information by linking the data and developing related services. Thus, this study analyzes the linkability of public information and provides lists of the linkable public data. In order to do this, we first have performed preconditioning processes on the accessibility and workability of the data. Next, we have deduced the major keywords in public data through analyzing the morphemes, and then the core keywords (Top 10) and their linkable keyword lists through an analysis of social networks. Based on the outcome of this study, a subsequent study will deduce new information by linking the public data and creating various services and information contents. Furthermore, not only conceptual but also practical linking measures need to be created, and a related law must be prepared.

Companion animals are increasingly being recognized as members of society in outdoor public spaces. However, the presence of dogs in cities has become a subject of conflict between pet owners and non-pet owners, causing problems in terms of hygiene and noise. This study was conducted to analyze public complaint data using the keywords 'dog,' 'pet,' and 'puppy' through text mining techniques to identify the causes of conflicts in outdoor public spaces related to dogs and to identify key issues. The main findings of the study are as follows. First, the majority of dog-related complaints were related to the use of outdoor public spaces. Second, different types of outdoor public spaces have different spatial issues. Third, there were a total of four topics of dog-related complaints: 'Requesting a dog playground', 'Raising safety issues related to animals', 'Using facilities other than dog-only areas', and 'Requesting increased park management and enforcement related to pet tickets'. This study analyzed the perceptions of citizens surrounding pets at a time when the creation and use of public spaces related to pets are expanding. In particular, it is significant in that it applied a new method of collecting public opinions by adopting complaint data that clearly presents problems and requests.

정부는 건설현장에서 발생하는 다양한 형태의 불공정 관행을 개선하고 공정한 건설환경을 조성하기 위해 지난 6월 14일 '건설산업 불공정 거래관행 개선방안'을 발표했다. 개선방안은 하도급계약의 공정성을 높이기 위해 불공정 하도급계약을 무효화하고 발주자가 하도급계약을 의무적으로 점검토록 했다. 또한 건설하도급 외상매출채권 담보대출로 인한 하도급업체의 피해를 줄이기 위해 보험 보증 등을 통한 보호를 강화하는 방안도 담겼다. 이와함께 주계약자 공동도급 발주공사를 적극 발굴하여 원 하도급업체 간 수평적 협력관계 정착을 유도키로 했다. 정부의 이같은 개선방안은 그동안 대한설비건설협회가 정홍원 국무총리를 비롯하여 서승환 국토부 장관 등 관계부처와의 간담회와 관계요로에 수시로 건의한 결과 정부가 이를 적극 수용하여 마련된 것이다. 이로써 설비건설업계는 공공공사 분리발주 법제화와 함께 적극 추진하였던 주계약자 공동도급 활성화, 불공정하도급 관련 제도의 대폭적인 개선으로 경영환경이 크게 개선될 것으로 기대된다. 대한설비건설협회 김경회 총괄본부장은 "협회의 건의사항이 대폭 반영된 만큼 개선방안이 실효를 거둘 수 있도록 더욱 노력할 계획"이라고 밝혔다.

제조업과 유통업 등을 대상으로 했던 '한국서비스품질우수기업 인증'이 건설업 부문으로 확대되면서 건설업계의 관심이 커지고 있다. 서비스품질우수기업 인증제도는 기업 및 국가 경쟁력 제고와 소비자의 삶의 질 향상 및 권익보호를 위해 서비스 품질에 대해 이뤄지는 유일한 정부 인증으로 재단법인 키캄연구소(KICAM : 한국건설경영연구소)가 절차를 진행하고 지식경제부 기술표준원이 인증서를 발급해 준다. 2001년 시행된 이래 현재까지 800여 개 제조 유통업체 및 공공기업이 인증을 획득했고, 지난 9월부터는 고객서비스를 중시하는 건설산업 구조변화를 반영해 건설부문에도 시행됐다. 건설업 서비스품질 인증은 아파트 분양에서부터 입주, 사후관리까지 모든 단계의 사전 사후서비스 프로세스는 물론 서비스 품질문화 달성을 위한 리더십 등 추진력 부문, 고객만족 추진체계 등 시스템 부문, 서비스 경영성과 부문 등을 평가지표에 따라 종합 심사하게 된다. 특히 현장평가와 고객평가, 그리고 암행평가를 토대로 기술표준원 인증심사위원회에서 1000점 만점에 800점(중소기업은 700점) 이상을 획득한 기업에 한해 우수기업으로 인정해 준다. 건설업 서비스품질 인증제도에 대해 살펴본다.

조달청이 지난해 12월 27일 국민건강보험공단본부 신사옥 건축공사(설계금액 1,496억원)와 진접-내촌 도로건설공사(설계금액 1,396억원)를 주계약자 공동도급으로 발주한다고 밝혔다. 국민건강보험공단 본부 신사옥 건립공사는 조달청이 맞춤형 서비스로 집행하는 사업으로 부계약자인 전문건설업체는 기계설비공사업체(덕트설비공사 약 57억원)를 적용하기로 했다. 이는 정부 발주공사에서 주계약자 공동도급에 의해 처음 발주된 것으로 앞으로 모든 공공공사에 주계약자 공동도급이 확대될 전망이다. 조달청의 이번 주계약자 공동도급 발주는 대한설비건설협회가 그동안 국민건강보험공단과 조달청에 기계설비공사를 주계약자 공동도급으로 발주해 줄 것을 건의한 결과이다.

정부통합전산센터는 정부부처별, 기관별로 구축 운영 중인 전산시설, 운영인력 등 정보자원을 통합하여 공동활용체계를 구축하는 대표적인 전자정부사업이다. 2006년부터 단계별 통합을 추진하는 과정에서 다양한 IT 거버넌스 이슈들(issues)이 잠재되어 있다. 따라서 효과적인 IT 거버넌스를 구현하기 위해서는 이슈별 핵심성공요인들(CSFs)을 확인하는 것이 중요하다. 그러나 공공부문에서 IT 거버넌스의 핵심성공요인을 다룬 연구들은 많지 않다. 본 연구에서는 문헌고찰과 전문가 패널의 의견수렴을 통해 정부통합전산센터의 IT 거버넌스 핵심성공요인들을 도출한 후 정책적, 실무적인 시사점을 제공하였다. 본 연구의 결과는 정부통합전산센터의 효과적인 IT 거버넌스 구현에 기여할 수 있을 것으로 사료된다.

지난 2011년 3월에 출범한 제8대 집행부는 정해돈 회장을 비롯한 회원사 모두가 한마음으로 노력한 결과 괄목할 만한 사업성과를 거두었다. 특히 설비건설업계의 오랜 숙원사업인 공공공사 분리발주 확대 법제화를 위해 각고의 노력을 기울인 끝에 국가계약법 시행령이 개정되어 올해 1월 1일부터 시행에 들어간 성과는 1994년 법 제정 이후 20년 만에 일구어낸 아주 값진 성과로 평가되고 있다. 또한 녹색건축물조성지원법 시행령에 '국토부 장관이 5년마다 기계설비 발전정책을 수립하도록 의무화'한 조문 신설로 향후 기계설비 발전계획을 정부 차원에서 수립할 수 있게 되었다. 이와 함께 건설산업 공생발전위원회를 통한 주계약자 공동도급 확대와 저가하도급 심사제도 개선 등 불공정하도급 거래 관행 개선으로 회원사의 경영환경을 크게 개선시켰다. 본지는 2011년 3월부터 2014년 2월까지 제8대 집행부의 사업실적을 점검해 본다.
