  • 국제적으로 지속적인 이슈가 되고 있는 에너지 절감에 대한 대책으로 다양한 에너지 절감 기술들이 연구 개발되고 있다. 특히 전체 에너지 사용량의 약 20%이상을 차지하는 건물(가정/상업/공공)부문에서는 에너지 진단 및 분석을 수행하기 위해 건물 에너지 관리 시스템(BEMS: Building Energy Management System)과 건물 자동화 시스템(BAS: Building Automation System) 그리고 다양한 환경정보들을 수집하여 활용한다. 하지만 기존 분석 방식은 결과의 신뢰성에 최소한의 영향을 주면서 데이터 관리 효율을 높이는 방법에 초점을 맞춰 연구가 진행되었으며, 이를 위해 기존에 수집된 데이터를 압축하거나 샘플링하는 사전 정제 과정을 거치게 되었다. 하지만 빅데이터 플랫폼을 활용하면 더 이상 신뢰성을 낮추면서까지 데이터를 정제할 필요가 없어지고, 수집되는 모든 데이터에 대한 다차원 분석을 빠르게 수행할 수 있게 된다. 따라서 본 논문에서는 하드웨어의 한계로 기존 건물에너지 진단 및 분석 시스템에서 제공하지 못했던 다양한 분석 및 진단 서비스들을 빠르고 정확하게 제공하도록 하는 빅데이터 플랫폼 기반 건물 에너지 통합 관리 시스템 설계에 대해 서술한다.

  • 정보기술의 발달은 산업 전반에 매우 큰 영향을 주는 요소가 되고 있다. 이러한 정보 기술을 프로젝트에 효율적으로 사용함으로써 기존 프로젝트의 수행에 있어 불합리한 점을 제거하고 개선함은 물론 전체 프로세스에 대한 경제적인 효과를 기대할 수 있다. 특히 건설부문은 계획, 설계, 시공 및 유지관리에 이르기까지 다양한 공종이 유기적으로 연결되어 수행되는 바, 유비쿼터스 컴퓨팅 환경을 실제 건설공사의 현장에 접목하려는 시도는 의미가 크다고 볼 수 있다. 이른바 u-city 건설은 IT기반의 첨단공공서비스가 사회전반에 제공되는 도시를 말한다. 최근에 기존 도시를 첨단화하거나 완전히 새로운 신도시를 건설하는 지방자치단체 또는 국가주도형 사업은 대부분 첨단 유비쿼터스 기술을 적용, 도시 서비스의 차별화를 구축하고 있다. 이에 본 논문은 도시의 근간을 이루는 토목사업중 도로를 설계함에 있어 관련되는 유비쿼터스 요소기술을 도출하고, 이를 설계에 반영하므로 u-건설의 실질적인 접근방향을 모색하고, 동시에 지속적인 u-건설이 가능할 수 있는 기반을 삼고자 한다.

4S Framework Construction Structure for Interoperability of Spatial Information (공간 정보의 상호운용성을 위한 4S 기반 프레임워크 구축)

  • The provision of spatial data is a key infrastructural requirement for the promotion of economic growth, environmental quality, social progress, etc. 4S technology integrates 4 kinds of systems that process spatial data: GIS (Geographic Information System), GNSS (Global Navigation Satellite System), ITS (Intelligent Transport System), and SIIS (Spatial Imagery Information System). Spatial data processing field is expected to get synergy effect and overcomes development limit of individual unit technology via 4S technology. This paper discusses both the development of 4S-kernel technology and the construction of 4S-based framework, In the development of 4S kernel technology, we will concentrate on the following issues: the development of 4S base components for reciprocity integration among GIS, SIIS, GNSS and ITS technologies, the development of 4S-Mobile S/W and H/W, 4S-Van components, and national LBS technologies. And in the construction of 4S-based framework, we will especially concentrate on the ISP for overall 4S technologies, the international cooperative research center, and the guide model deduction for supervision and certification of 4S projects. Finally, we examine about how the construction of 4S-baed framework affects 4S industry.

  • NGIS projects have been widely proceeded by the central and municipal governments, and the higher cost for proceeding the NGIS projects emphasizes the importance of the data sharing among related agencies. For supporting data sharing, effective data generation, and management. 'THE GUIDELINE FOR MANAGING AND DOCUMENTING GEOGRAPHIC INFORMATION CATALOGUES' has been established and enforced since the year 2002. Although metadata for distributing geographic information through the NGIS distribution network has already been installed, this needs to be complimented to maximize the data utilization. Based on such requirements, a draft standard of the national metadata which is compliant with the ISO 19115 has been proposed from this study. All components of the metadata for distributing geographic information have been included and related metadata items for the management purpose have been derived from domestic and foreign studies. Based on this, draft national metadata standards comprised of 13 sections have been made. The metadata standards from this study could contribute to building basic standards to access and to utilize geographic information in various application field. This would also be fundamental base for activating GIS in public and private sectors.

  • Up until recently, Korea has ranked the first place in UN e-Government Survey for three consecutive years. In keeping with such accomplishment, the size of budget execution has been consistently growing in accordance with Korea's Government 3.0 policy and vision, leading to increase in big-sized informatization projects in the business. Especially in mission critical public sector's infrastructure where it affects many people, growing demand for establishing high-quality information system with new technologies being brought to attention in order to meet the complex needs of citizens. National defense information system, being one of representative domains examples in the concerned area, established high military competency by applying breakthrough technology. Network-oriented national defense knowledge informatization was set as the vision in order to implement core roles in making efficient national defense management; and effort has been made to materialize the vision by making advancement in national defense's information system and its informatization implementation system. This research studies new quality index relevant to test and evaluation (T&E)of informatization business in national defense which is the representative example of mission critical public sector's infrastructure. We studied international standards and guidelines, analyzed actual T&E cases, and applied them to the inspection items that are currently in use, complying with the e-government law (Act No. 12346, Official Announcement Date 2014. 1.28., Enforcement Date 2014. 7.29.) As a result of productivity analysis, based on hypothesis in which suggested model was applied to T&E of the national defense informatization business, we confirmed the possibility of enhancement in the T&E productivity by assessing reliability, expertise, and safety as evaluation factors.

  • 기후변화로 동절기 기온 저하에 따른 수도계량기의 동파는 지속적으로 심화되고 있으며, 이는 계량기 교체 비용, 누수, 누수량 동결에 의한 2차 피해, 단수 등 사회적 문제를 야기한다. 이와같은 문제를 해결하고자 구조적 대책으로 개별 가정에서 동파 방지형 계량기를 설치할 수 있으나 이를 위한 비용발생이 상당하고, 비구조적 대책으로는 기상청의 동파 지도 알림 서비스를 활용하여 사전적으로 대응하고자 하나, 기상청자료는 대기 온도를 중심으로 제공하고 있기 때문에 해당서비스만으로는 계량기의 동파를 예측하는데 필요한 추가적인 다양한 변수를 활용하는데 한계가 있다. 최근 정부와 공공부문에서 22개 지역, 110개소 이상의 수도계량기함내 IoT 온도센서를 시범 설치하여 계량기 함내의 상태 등을 확인할 수 있는 사업을 수행했다. 전국적인 계량기 상태의 예측과 진단을 위해서는 추가적인 센서 설치가 필요할 것이나, IoT센서 설치 비용 등의 문제로 추가 설치가 더딘 실정이다. 본 연구에서는 겨울 동파 예방을 위해 실제 온도센서를 기반으로 가상센서를 구축하고, 이를 혼합한 하이브리드 방식으로 동파위험 기준에 따라 전국 동파위험 지도를 구축하였다. 가상센서 개발을 위해 독립변수로 위경도, 고도, 음·양지, 보온재 여부 및 기상정보(기온, 강수량, 풍속, 습도)를 활용하고, 종속변수로 실제 센서의 온도를 사용하여 기계학습 모델을 개발하였다. 지역 특성에 따라 정확한 모델을 구축하기 위해 위치정보 및 보온재여부 등의 변수를 활용하여 K-means 방법으로 군집화 하였으며, 각 군집별로 3가지의 기계학습 회귀모델을 적용하였다. 최적의 군집 수를 검토한 결과 4개가 적정한 것으로 판단되었다. 군집의 특성은 지역별 구분과 유사한 패턴을 보이며, 모든 군집에서 Gradient Boosting 회귀모델을 적용하는 것이 적합한 것으로 나타났다. 본 연구에서 개발한 모델을 바탕으로 조건에 따라 동파 예측 알람서비스에 실무적으로 활용할 수 있도록 양호·주의·위험·매우위험 총 4개의 기준을 설정하였다. 실제 본 연구에서 개발된 알고리즘을 국가상수도정보 시스템에 반영하여 테스트 수행중에 있으며, 향후 지속 검증을 할 예정에 있다. 이를 통해 동파 예방 및 피해 최소화, 물절약 등 직간접적 편익이 기대된다.

An Empirical Study on the Influence on Public Data Usage in Private Business Sectors (민간의 공공데이터 활용을 위한 이용의도에 미치는 영향에 관한 실증적 연구)

  • The opening of public data has been perceived as a critical factor in deciding a country's rise or fall. Since the global economic crisis, countries around the globe have expanded the supply of public data as a new growth engine to create significant economic effects. As a result, there has been a rising demand for a study on the influence of public data in the private sectors. This study attempted to achieve the following objectives. First, the effects of independent variables-system quality, information quality, information security, social influence, innovation and assistance by the public organization- on the intention to use the public data was examined. Second, the effects of the mediating variables - Perceived Ease of Use (PEU) and Perceived Usefulness (PU) - on the independent variables and intention to use (dependent variable) were investigated. Third, after selecting utilization type, frequency of public data usage and frequency of occupational & e-government service usage as moderating variables, their effects on the relationship between the independent variables and dependent variable (intention to use them in the private sector) were studied. It is expected that the study results would be useful in developing strategies aimed to utilize public data in the private sectors.

The Utilization of Big Data's Disaster Management in Korea (국내 재난관리 분야의 빅 데이터 활용 정책방안)

  • In today's data-driven society, we've been hearing a great deal about the power of Big Data over the last couple of years. At the same time, it has become the most important issue that the problems is caused by the data collection, management and utilization. Moreover, Big Data has a wide applications ranging from situation awareness, decision-making to the area to enable for the foreseeable future with man-made and analysis of data. It is necessary to process data into meaningful information given that the huge amount of structured and unstructured data being created in the private and the public sector, even in disaster management. This data should be public and private sector at the same time for the appropriate linkage analysis for effective disaster management. In this paper, we conducted a literature review and case study efficient Big Data to derive the revitalization of national disaster management. The study obtained data on the role and responsibility of the public sector and the private sector to leverage Big Data for promotion of national disaster management plan. Both public and private sectors should promote common development challenges related to the openness and sharing of Big Data, technology and expansion of infrastructure, legal and institutional maintenance. The implications of the finding were discussed.

Economic Values of Freshwater Ecosystem Services from Demand and Supply Perspectives (수요 및 공급측면에서 평가한 하천 생태계서비스의 경제적 가치)

  • This study aims to estimate the values of freshwater ecosystem services from demand and supply perspectives. From demand side, unit-values of ecosystem services are derived from Environmental Valuation Information System (EVIS) and aggregated to 5 main watersheds in Korea. The derived unit-values are based on the willingness to pay estimates per household from stated preference methods. The nation-wide average total values of water quantity supply, water purification, and natural disaster control are estimated as 501.2, 410.4, and 242.4 billion won/year, respectively. From supply side, we examine the direct and indirect public expenditures (or investment) in 2013 to improve freshwater ecosystem services by the government. The total sum of government expenditures corresponds to 8,882 billion won in 2013, where 12.9, 81.3, 0.3 and 5.3% are spent to improve provisioning, regulating, supporting and cultural services, respectively, indicating that most efforts are concentrated in enhancing regulating services.

  • The government policy had placed new construction as the kernel of the investment in the road department. This had been shifted, however, since the government's budget of the road department reached its peak in 2000, new construction had came to a downsizing phase while the maintenance increased gradually. Considering this recent trend, the necessity of a new paradigm in the road policy had came to a fore, in order to prove the justification of increase in the maintenance budget as well as successfully fulfill the user's needs in the service quality. The developed countries that had intensively constructed social infrastructure in 1950-60s are enjoying a great achievement by applying the asset management concept in coping with the deterioration of the public facilities. This research suggests the basic framework in establishing "Korean Road Asset Management System" designed to efficiently manage the national road. The main feature of this system is to absorb economic analysis course into the current pavement management system, in order to form not only long-lasting but also preventive road management policy.
