  • Recently The public project ordering in local autonumous entities is a tendency increasing of CM service because of the visible and affirmative effect in the CM which is advanced meanwhile. And, the CM services of project all phase excepts a planning business are performed. To develop CM must be prepared the system plans concerned with the CM application from planning phase, actuality maintenance of CM fee-estimation standard, understanding conversion of participation subjects, the specialization through certification of CM qualification, etc. But, unexpected actuality the problems occurs when the CM business is performing. The purpose of this study are to present the solution to the problems concerned with the design management, design phase VE, additional business by owner, schedule control and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Susung Culture & Art Center.

Survey Analysis for Water Companies in Korea (국내 물기업 심층조사 분석)

  • 물산업 통계(2020)에 따르면 우리나라 물기업은 총 15,473개이며 매출규모는 43조원 수준으로 조사되었다. 그러나 국내 물기업은 소규모 영세기업 중심으로 구성되어 있어 시장경쟁력이 취약한 상황이다. 이러한 물산업의 구조를 개선하고 물산업을 육성하기 위해서는 국내 물기업들의 경쟁력 장애요인 및 시장상황에 대해 분석할 필요가 있다. 본 연구는 국내 물기업 1,023개를 대상으로 물산업 심층설문조사를 수행하였고 이를 분석하여 우리나라 물기업들의 육성방안을 모색하였다. 조사 결과 우리나라 물기업들은 정부, 지자체, 공공기관의 발주에 대한 의존도가 약 70%로 높은 시장구조를 형성하고 있었으며 공공부문이 수요처, 민간 물기업은 공급자로 시장관계가 형성되고 있었다. 또한 물기업들은 해외시장에 대한 진출에 대한 의향이 매우 낮게 평가되었으며 기술개발 동기로는 내수시장 점유율 확대유지가 48%로 나타났으며, 경쟁상대로는 국내중소기업이라고 대답한 비율이 88%로 나타나 국내 물시장의 과대경쟁이 심한 상황으로 조사되었다. 본 연구는 이러한 물시장의 현재 상황을 개선하기 위한 우리나라 물기업들의 해외진출의 애로사항 및 경쟁력 향상을 위한 성공요인들을 조사하여 향후 우리나라 물시장 성장을 위한 정책방향을 제시하고자 하였다.

Estimation Method of the Competitive Bid-price in Bid-rigging of Public Construction (기댓값 분석에 따른 공공공사 입찰담합의 가상경쟁가격 산정방법)

  • Korea's public construction projects are under construction through bidding, however, due to the nature of the bidding, collusion between participants can occur. The collusion of bids accordingly damages the client. So, it is necessary to calculate the appropriate fictitious competition price to compensate for this. In this regard, econometrics methods are generally used, but there are limitations and issues arising from the nature of construction, especially design-build bid. Therefore, this study proposes a method to estimate reasonable competitive bid-price in design-build bid. It derives the lowest bid-price from the design submitted by the proponent and estimates the competitive bid-price by examining the factors according to the penetration rate according to the technical level of the tester, the skill level of the competitor, and the type of tester. Based on the method proposed in this study, a reasonable price can be derived that reflects the characteristics of the design and construction bidding bidder selection method and also it can be used as a reference material in the actual bidding process as well as calculating the damage due to the answer.

  • The Construction Management(CM) System in Korea is systematized both in name and reality by being prescribed in Construction Industry Act('97) and Construction Management Act('01) through various discussions considering reformation of construction industry structure and enhancement of construction technology competitiveness. Specially in the public construction works, CM Pilot Project is promoted by central government for the activation of CM system introduced for efficiency of public construction project. The promotion of Pilot Project is not only the settlement and activation of CM system but also the process to embody and diversify the CM system. Now we should develop various CM application type such as Owner type, PM type and type for private capital project in doing so. And with this efforts, we could expect that CM system should play an important role to enhance the efficiency of public construction works and should affect private construction sector.

  • Construction Technology Service is currently hardly managed due to failure to offer standard management system of service performance, company performance, and business evaluation in every Ordering Agencies. After Construction Technology Promotion Act is enforced in May 2014, Ordering Agency obligates them to report to Minister of Land and Transportation within 10 days upon contract/ amendment/ completion. In 2013, in advance to enforcement of this law, performance management system for construction technology service was developed for a test run. However this system only applies to main contractors while management and operation of subcontractors are unavailable that causes problems on connection and integration with Experience Management Trustee. Therefore, this research will establish systematic foundation that enables real-time information of service performance and evaluation of subcontractors to result standardization of performance and evaluation for public ordered services.

  • The purpose of this study is to derive basic data of the Guaranteed Maximum Price(GMP) process and to present specimens that can be used at the time of execution of CM at Risk project in South Korea. CM at Risk project is issued in South Korea, but the actual data is lack. On the other hand, CM at Risk project is universalized and the market of the CM at Risk is steadily growing. Because of that, in this study, The United States cases was selected as a sample. GMP consists of CM's fee, CM contingency, project direct cost, project indirect cost, allowance. GMP negotiations are performed before the end of design completion, and after 3 rounds of estimation comparison, preliminary GMP is confirmed. GMP can be multiple contract and it is useful for Procurement of long lead materials and early construction. If the actual cost is lower than expected GMP, sharing of the saving is an option since the conflict of interests between the client and the contractor can occur.

  • Construction uncertainties are frequently exposed to the claims. In most cases, an interpretation of the claims is based on the construction contract. Therefore, the key points of contract negotiation are how to fairly distribute the contract risks to the client and contractor. For these, a FIDIC that is considered as an international standard contract form would be a good reference to decide reasonable contract risk distribution. In order to find out any unreasonable and unfair contract clauses at the general conditions of contract applying generally to public construction project in Korea, this study surveys, analyses and evaluates the general conditions of contract based on a FIDIC, and then proposes a risk mitigation methodology to response those clauses' risk factors reasonably.

  • A construction project consists of many types of contracts. In the process of selecting the successful contractor after bidding, there will inevitably be fierce competition, which may lead to corruption or bribery. Even after signing the contract, during the period of settling the amount of the contract, bribery could occur. Such corruption could harm the development of the construction industry. It is, therefore, necessary to establish a strategy to prevent corruption by strengthening the transparency of the bidding process. In this study, to prevent corruption in the construction industry, a new service is proposed in which the successful bidder is selected by a professional third party, and the introduction of diverse delivery systems for construction projects and the invigoration of alternative methods of settling disputes are also proposed in this study.

Decision Making Model for a Public Construction Project Delivery Method Selection based on Analytic Hierarchy Process (AHP를 이용한 공공공사 입찰 방식 의사결정지원 모델)

  • The bidding method of public works is decided based on the experience of the officials in charge and the convenience of the work, but the validity of decision making process for the bidding method has not been verified. Another challenge in the bidding method selection is its objective validation is not easy because the decision making is based on experience, when a new type of project is ordered or a new bidding method is applied In this study, therefore, a decision making model to facilitate the selection of a public construction project delivery method was developed and examined with its applicability. This model was developed using the Analytic Hierarchy Process and was verified through 32 persons who were actually in charge of the works. As a result of applying this model, 5 of the 32 persons showed consistency in using the model. and they expressed positive opinions about the model. The model can provide a guide while recognizing the fact that they cannot depend entirely on the model. Therefore, the model proposed in this study is expected to reduce the work-related burden of the persons who are involved in the related work and help the objective performance of their tasks when a new bidding method or project appears in the future.

Strategy for Various CM Applications based on Comparative Case Analysis (사례 비교분석을 통한 CM 적용 다양화 방안 - 발주자 특성 및 사업특성을 중심으로 -)

  • Domestic CM market has continued to grow since the enactment of CM policies in 1996. In addition, future CM market is forecasted to have potential high growth. Therefore, it is necessary to apply various CM business models reflecting the owner's requirements and characteristics in order to improve in the CM industry and to strengthen the competitiveness in the overseas construction market. In this context, the purpose of this study is to suggest strategies of various CM applications based on comparison of 4 cases analyzed by 'business weight' and 'business depth' in terms of business function as well as by the types of 'CM market' and 'CM practice'. Result of this comparative analysis shows that each case presents differences in terms of type, business weight, and business depth of CM practice. However, domestic public CM services are currently being challenged to strengthen capability throughout the project life-cycle against the limitation of government's CM policies focused on the construction supervision.
