The purpose of this study is to present an activation model of the culture program and reading activity at public libraries in Seoul City. For this purpose it is to review theoretical basis on public library culture program and reading activity, and to analyze the present status of them and then to introduce the case of Nowon Children's Library Culture Program and Reading Activity as a form of the characteristic program of public library supporting the culture and reading activities in Seoul City.

With the cultural and educational functions of public libraries becoming revitalized according to social changes, there has been a development of reading cultural programs. This study researched the operating conditions of reading culture programs for elementary school students in public libraries in Suwon City for the past 5 years and presented the programs' drawbacks and improvement plans drawn from surveys on user satisfaction. An analysis of the survey results yielded the following suggestions for improvement: forming a consultative group with other managers of reading culture programs in Suwon's public libraries, promoting using various media, forming a human resource pool to hire professional instructors, operating of the educational programs for potential volunteers, expanding of the facilities for reading culture programs, and linking with the other folk culture and art organizations in order to develop classes folk culture and art organizations. The results of this paper will be used as a reference when operating conditions of reading culture programs for elementary school students in public libraries in Suwon City, and they will offer the opportunity to implement problems according to needs of participants.

The purpose of this study was to survey the current situation of young adults' reading programs in public library. For this purpose, this study conducted a questionnaire survey to the young adults' program librarians on the current state of the young adults' reading programs. This study aims to secure basic data for the development of locally customized reading culture programs by closely examining and analyzing the reading practices of local library users, their evaluation and improvement of existing reading culture programs, and the types and directions of reading culture programs they would like to see in the future. To this end, a survey was conducted among users of public libraries in the Busan area and the results were analyzed. The survey was conducted online and offline, with 609 respondents. Based on the results of this study, the following implications can be drawn: First, the definition of reading activities is expanding beyond traditional paper books to various digital media, and it is necessary to reflect this change in future program development. Second, as lack of time and lack of information were identified as the main reasons for non-participation in reading activities, libraries and related organizations should offer programs at more flexible times and expand participation opportunities through effective promotion strategies. Third, the continuity and diversity of library reading culture programs should be strengthened, and fourth, they should be differentiated in terms of topics, time, size, and type by age group. Finally, programs should be improved through continuous user surveys. The results of this study can be used as a basis for improving and developing library reading culture programs in the future.

The Aim of this study lead to facilitating schemes of cultural program in public libraries. In order to present schemes, We analyzed status of operating cultural programs in domestic and outside the country. Research methods are literature investigation, survey and case analysis. As a result of this research, facilitating for cultural programs in public libraries is presented five schemes. We would like to use the result of this research as basic data for supporting policy of cultural program in public libraries.

1920년대 문을 연 서울특별시교육청 소속 공공도서관은 그저 시설과 장서를 갖추고 그야말로 가장 기본적인 서비스만 제공하였다. 그러다가 이용자수도 늘어나고 그들의 요구도 다양해지면서 독서교실을 비롯한 독서관련 프로그램을 운영하게 되었고, 현재는 독서는 물론 취미 교양, 인문학강좌 등 거의 모든 분야에 걸쳐 다양한 프로그램 및 행사를 진행하고 있다. 도서관 및 평생학습관의 프로그램은 기관마다 조금씩 차이는 있지만 대개 독서교실처럼 독서 관련 프로그램들이 주류를 이뤄 왔으나 평생교육프로그램(문화교실)이 기하급수적으로 늘어나면서 교양 취미생활까지 광범위하게 운영되고 있다. 또한 2000년대 중반부터 시작된 도서관 평가에 프로그램 및 행사가 많은 비중을 차지하면서 양적, 질적 성장을 보이고 있다. 여기서는 서울특별시교육청 소속 공공도서관 및 평생학습관의 변천 중 프로그램 및 행사 부문에 대하여 주요 내용과 특색, 성과 등을 대략적으로 살펴보면서 바람직한 방향을 모색해 보고자 한다.

The purpose of this study is to draw implications through domestic and international best case studies of library programs, and to suggest ways to improve a public library reading programs through analysis based on the 3rd Reading Culture Promotion Basic Plan in line with the changing role of future libraries. there is To this end, first, prior studies were analyzed from various angles to derive clustering standards for library programs. Based on this, programs of various domestic and foreign libraries were analyzed based on clustering criteria. And based on the clustering criteria of library programs and the 13 key tasks under the 4 strategies of the 3rd Reading Culture Promotion Basic Plan, the status of a specific public library reading programs was analyzed. Through this, in consideration of the demand of users in the era of the 4th Industrial Revolution, participatory reading promotion programs are expanded, and in response to the post-COVID-19 era, beyond face-to-face library services, non-face-to-face and non-contact library services are also considered. A development plan was presented. It is expected that this analysis and application attempt will ultimately go beyond the unit library and contribute to improving the public library service in Korea into a library program closely related to the lives of users.

The purpose of the study is to suggest a conceptual framework for the vacation reading programs in promoting children's love of reading in public libraries. Within the conceptual framework of free voluntary reading (FVR), the study identified the concept of reading that public libraries should pursue in developing children's reading programs and analyzed current vacation reading programs that four public libraries in Seoul held during winter and summer vacations of 2013. More specifically, the study analyzed (1) their purposes, (2) durations, targeted children groups, the number of children users, (3) their instructors, (4) the content design of the programs, (5) selected books, and (6) completion certificates and rewards for participation. Lastly, the study discussed whether the programs satisfied the characteristics for promoting free voluntary reading and played the roles for vacation reading programs in public libraries. The results of the study suggest the need for shifting the current vacation reading programs to be more inclusive, so that more children can develop to learn love of reading.

The purpose of this study is to identify the main subjects of the reading programs which are provided by the public libraries during september, "the reading month," in 7 metropolitan cities, Seoul, Pusan, Daegu, Incheon, Daejeon, Gwangju, and Ulsan. To achieve this purpose, the data are collected from 622 programs of the sixty-two libraries. The content analysis method was used to analyze data and find results from it. The results are summarized as follows: 1. Reading and culture are identified as the main subjects of the programs. 2. The preferred subjects among the public libraries in 7 metropolitan cities are identified as different.

This study analyzes the current status of reading programs in public libraries based on literature research and data from the National Library Statistics System to derive implications and, based on this, to determine policy directions necessary to revitalize reading programs in public libraries in the future. First, based on the implications derived from the analysis, a plan for securing and sharing data on reading activities in public libraries. Second, the results of a correlation analysis of factors related to the planning and operation of reading programs present to suggest ways to revitalize sustainable reading programs. Third, the improvement of reading program evaluation indicators and expanding qualitative evaluation and creating an official mechanism to collect opinions from public libraries on a regular basis by the Ministry of Culture, Sports and Tourism and the Korean Library Association. Fourth, a cooperative network between public libraries that held reading competitions was proposed.
