  • Employing bunching estimators of Cengiz et al. (2019) for data from the "Economically Active Population Survey," this paper estimates the effect of minimum wage increases on the volume of waged employment for the period 2009-2019. A bunching estimator, which exploits yearly changes in the hourly wage distribution due to the minimum wage hike, can be easily applied to the Korean labor market, which adopts the yearly single national minimum wage. The estimation results suggest that an increase in the annual minimum wage during the period from 2009 to 2019 had a negative effect on the volume of waged employment. A 10% increase in the (real) minimum wage leads to a 1.42~1.74% decrease in the volume of waged employment. Disemployment effects of minimum wage hikes are greater in the sector with a higher proportion of minimum wage workers. It is necessary to carefully consider disemployment effects in determining the level of the minimum wage.

  • The purpose of this research is to analyze how the wage level of new job seekers in the platform labor market affects the period on getting the first job. Recently, the platform gets attention as one of alternatives to solve the increase of unemployment rate. It is important to create quality jobs that we build up a trust between employers and employees in the platform. Previous studies showed that feedback from previous employers is important for solving the information asymmetry problem between those people. However, there is no feedback for new job seekers who have not get the first job. Therefore, we focus on the fact that wages are presented by job seekers rather than employers in the platform, and we will figure out that the low wages of new job seekers may affect the shortening of job-hunting period. For this reason, we use 3,704 job seekers of Freelancer.com. Survival analysis shows that low wages for new job seekers have a significant impact on shortening job-hunting period.

After we criticized the limitations of existing studies, we presented goal-based criteria and evaluated the long-term job-seekers subsidy as a case. This evaluation study is of micro-effect analysis which focuses on the effects on subsidized employees and employers. The Findings are: The subsidized employees were appropriately selected and can be taken as having difficulties in the labour market. The employment effect of the subsidy was significantly positive, though the wage effect was significantly negative. The effect of maintaining of skill measured by occupational mobility was positive, but not significant. The effect of increasing the quantity of employments in the subsidized companies were found significant. It could be proposed from the findings that the wage subsidy for the frail labour force is so effective as the subsidy for the employed labour force and could be boosted.

  • Uncertainty in the employment market from the COVID-19 created incomplete employment. As a result, job seekers were required to have overqualifications than job requirements. In previous studies, overqualified workers by incomplete employment were not satisfied with their jobs. A representative result is the intention to change jobs. However, within COVID-19, the perceived overqualification of workers will appear differently. This is because in a rapidly increased employment competition environment due to COVID-19, it will appear as loyalty to maintain a stable job. As a result of this study, work experience was the greatest benefit and high risk for office workers. In addition, both the benefits and risks of overqualification affected loyalty. Unlike the negative impact as in previous studies, workers tried to remain stable at work in an unstable employment environment caused by COVID-19.
