The purpose of this research is to analyze the performance of national R&D projects and to find out measures to improve the performance indicators, focusing on energy HRD projects. The main analysis target is 86 energy manpower projects supported since 2010. The performance indicators of the energy HRD projects are related to the research capacity, the number of emission workers, industry-university linkage, job creation and so on, and analyzed by using the 11 indicators of human resource performance index called KPI index. As a result of analyzing the attainment level of the proposed target by task, the index with the highest achievement level is the corporation linkage rate, and the index with the lowest achievement level is the participating company employment. As a result of examining the effects of job creation in company - linked activities, it was found that the greater the number of participating companies in the business, the greater the employment creation effect of the number of internships. As a result of the above analysis, the following policy alternatives are proposed. First, it is necessary to consider adding indicators that can express the quality performance of the business and performance indicators that can express actual business linkages. Second, it is necessary to strengthen the management of differentiated performance indicators according to policy performance targets and major target groups. Third, it is necessary to improve information input and accumulation system along with improvement of performance index.
Moonlighting or second-jobs will increase shirking of the primary job. This paper analyzes the motives for moonlighting so that the means of reducing these motives could be explored. The traditional theory claims that a worker who cannot fully realize his work potential will look to moonlighting. In a two-period model, however, the following motives are more important. The precautionary savings motive : A worker has an incentive to save for fear of losing his job and his income in the second period. The worker could save more by working more during the first period, and this additional motive for working is the precautionary savings motive. The insurance motive : When a worker is unemployed, he cannot expand his moonlighting hours according to his needs since the moonlighting hour is upward rigid. Therefore, a worker has an incentive to secure additional moonlighting hours in the first period so that quick adjustment can be made during the unemployment in the second period. Two policy measures to remove those motives for moonlighting are recommended, for these measures will enhance the productivity in the primary job. First, a firm should guarantee that there will be no layoffs in a downturn in the economy and that the employment level is adjusted to the economic states by work sharing among workers. Second, as unemployment insurance benefits compensate a portion of the income in case of unemployment, it substitutes the motives for moonlighting. A generalization of this argument can be found in Ehrlich and Becker(1972) where self-insurance(moonlighting) and market insurance(in this case, unemployment insurance) serves as substitutes. The two policy measures in the above have a spill-over effect : A decrease of labor supply in the moonlighting market will ease job search, and therefore will help those who have their primary job in the moonlighting sector.
The purpose of this study was to explore the meaning of work between Asian Americans and white Americans living with mental illness. Employment is important for recovery of Asian Americans with mental illness. However, little is known about reasons of low participation and completion rates on recovery and employment services for Asian Americans with mental illness. Although few studies have suggested that exploring cultural difference is a key to understand these issues, no study have explored how their culture influences a viewpoint on work. Therefore, a study to explore the meaning of work and influences of culture on work is required. This study used both quantitative and qualitative methods. An Internet version of world of work survey was developed based on results of study by Millner(2015) and cognitive interview. The survey was conducted from May to August 2015 and 91 people living with mental illness completed the survey. T-test was used for analyzing qualitative data and researchers analyzed qualitative data. Asian Americans showed higher preference for employment and have more difficulty at workplace and in receiving recovery and vocational services. The findings from this study can inform the development of recovery-oriented employment for people living with mental illness from diverse ethnic groups.
Since Korea experienced a 'jobless growth' in 2003, creating jobs in the service sector has been considered as a top priority employment agenda. However, despite high employment outcomes in services, labor productivity remains stagnant in the service sector in recent years. A great deal of concern has been raised regarding newly created service jobs. Critics say low productivity in the service sector will harm the engine of economic growth in our country. This paper investigates the side of the demand for quality of labor, namely, the demand for skills as one of the main source of low productivity in the service sector. To analyze the changes of skills demand, this paper suggests the concept of job-based skills instead of worker-based skills and presents the way of constructing measures of job-based skills. By means of common factor analysis using job information in the Korean Dictionary of Occupational Titles, I extract 4 direct measures of job-based skills, such as cognitive skills, physical skills, fine skills, interactive skills. These skill measures are used to explore and to test how the skill structure changed in the service sector during 2002-2006. Empirical Results show that whereas the goods sector makes progress toward upskilling being represented by increased cognitive elements and softenization of tasks, the service sector, although high-educated workers increased, exhibits trends of deskilling in the sense of job-based skills during 2002-2006 in Korea. The trend of deskilling however does not seem a general aspect in the overall service sector. Rather, it seems a compound process that high-skilled jobs are created, but, on the other hand low-skilled jobs requiring physical labor are produced at the same time.
Korea is one of the countries that propel new renewable energy industrialization actively in the context of change in this industrial structure. The previous government declared this kind of industrialization as a national goal in 2004 and the current government also supports this strategy. However, it is necessary to check whether this strategy is proper and effective. The reason is because solar, wind and fuel cells that have attracted public attention as the new growth engines cannot replace main industries yet. This paper tries to analyze the economic effects of new renewable energy industrialization by dividing them into production effect and job creation effect. The result of this analysis shows that solar energy is not effective at all, while wind energy is very effective in both production and job creation. In conclusion, this paper suggests that the government has to propel new renewable energy industrialization after consideration of these kinds of economic effects.

Occupational safety and health management expense in construction industry means the monetary amount that the purchaser appropriates to prevent various disaster from happening during the construction period by setting aside a certain amount from subcontract based on the construction type and scale. The current appropriation standard of the Ministry of Employment and Labor has been enforced since its stipulation in 1988 although various policy changes for the safety in construction industry, e.g. the development of occupational safety management techniques in construction industry, changes in construction field site environment, cost depreciation, etc., are happening in Korea and overseas. Therefore, it is required at this point to examine whether the current occupational safety and health management expense appropriation is proper or not on the basis of time trend and the changes in the construction industry environment. Accordingly, this study aims at investigating the appropriation of occupational safety and health management expense for construction industry by the construction type and target expense in response to current construction industry environment and proposing the proper appropriation. The above research result proposes the calibration of the appropriation as specified and stipulated by the Ministry of Employment and Labor by the construction type and target expense, which is necessary to reflect the actual condition of the current construction industry environment.
This study is about the effectiveness and activation strategies of vacational training programme for the disabled guided by the Ministry of Labour and the Korea Employment Promotion Agency for the Disabled(KEPAD). This research employed quantitative approach. The quantitative research used the samples of 853 disabled people who had finished vocational training programme during recent 3 years. In this research the effectiveness is categorized into two ; product effectiveness and employment effectiveness. Product effectiveness is influenced by the kind of train-center, train-area, train-length. The KEPAD, non-IT job area and train-period over 6 month are more effective. Employment effectiveness is significantly influenced by demo-sociological factor rather than disability factor. Especially the kind of train-center is very important to be employed for the disabled. This implicates that choice of train-center by the disabled and effective management of it by the public sector is very important in developing employment. Effective management, stated above, includes reengineering programmes and functions accountable to the need form the trainee, bridging the gap among train-centers in terms of performance, differentiation of financial support according to the product to save the public fund, encouraging one special programme in one train-center.
This study illuminates the mechanism of life course on labor status of old age complementing the limits of labor status hypothesis of old age and model of statues attainment and combining them. The main results from this analysis are summarized in four points. Firstly, older men mostly engaged in agriculture, forestry and fishing industry or low-class occupations. A very small portion held high level or professional occupations. Regular full-time employees or employers were only 4.4% while, about 70% of older employees were temporal employees or self-employed. This shows that the elderly affluence hypothesis which alleges that most older men maintain high level occupations, applies to only a few. The second finding is that wealth differentials are sizable: about 20% of older workers own less than 50 million won, while 9.3% possess more than 600 million won. Therefore, it is not safe to claim that most people have accumulated enough wealth for old age according to the elderly affluence hypothesis. This gap being mainly reflected by education level, suggests that the model of status attainment is appropriate as wealth accumulation hypothesis. Thirdly, educational level determined not only lifetime careers, but also labor status of old age. Fourthly, using path analysis, the last finding is that education had effect on labor status of old age through lifetime career and wealth. That is, old men who have low education level had unstable lifetime career and own less wealth. They work in low income job, low social occupations and unstable occupation type in old age. This shows that life inequality continues until old age. Therefore, the inequality of education opportunity, spread of part-time work and small scale self employees should be discouraged. Furthermore, related policy should be provided in order to prevent being caught in unstable work.
The purpose of this study is to clarify macro causes influencing on the diversity of single-mother households poverty among OECD Countries including Korea. This study carried out pooled time series cross-section analysis applying unbalanced panel design on the period from 1981 to 2012. There is marked diversity on single-mother households poverty. GDP per capita does not contributes to reduce poverty, and female employment rate and % population 0-14 exacerbate poverty. Several factors contribute on poverty reduction including social spending, child cash spending, union density, employment protection on regular workers, proportional representation system, cumulative left cabinet, cumulative women seat. In Korea, it needs to overcome the limit of anti-poverty strategy mainly based on economic growth and labor market flexibility. And it needs to enlarge universal welfare institutions, child benefits, work-family reconciliation policy, and to design adjusted labor market institutions including union density and employment protection, to introduce consensus political model including proportional representation system to enhance left power and women's representation.

The information security industry is increasing in importance and market size due to the development of the fourth industry such as artificial intelligence, IoT and etc. This paper was analyzed the impact of the increasing information security industry on the domestic economy by using the Input-Output table. It was classified industrial sectors into information security products and information security services industries, and then reclassified the Input-Output table into 35 industries. And it was estimated the production inducement coefficient, the value-added inducement coefficient, employment inducement coefficient, and etc. The production inducement coefficients of the information security product and service industry are each 1.571, 1.802, and the value-added inducement coefficients of them are each 0.632, 0.997, and the employment inducement coefficients of them are each 2.494, 7.361. Only the value-added inducement coefficient of the information security service industry is slightly higher than the total industry, and the remaining inducement coefficients are all lower than the total industry. In addition, the information security product industry has no the forward and backward linkage effect, and the information security service industry has no the backward linkage effect. But it has the forward linkage effect. As a result of analyzing the economic ripple effect of the information security industry, the production inducement amounted to 359.9 trillion won, value-added inducement amounted to 164.8 trillion won, and employment inducement amounted to 803 thousand people.
