The purpose of this study is to investigate the current characteristics of healthcare and welfare policies in Japan focused on the related policies in 2000's. In Japan, with the perspectives of entering the super-aged society by 2005 and the movement of all of the baby boom generation into the elderly generation by 2015, more rapid progress to the aging society is expected. From this situation, Japanese government has developed diverse elderly-oriented strategies such as "structural reform of social security", "nursing care system" and "gold plan 21" in 2000's. However, most of the related researches targeted the period to early 2000's, excluding the papers about the individual policies. Recently in our country, many related policies have been developed such as the enforcement of "long term care insurance system for the elderly" by 5 year period reevaluations and the preparation for 2nd step of "Plan for Ageing Society and Population"(2011~2015). At this moment, the investigation on the related policies of Japan could give appropriate references to us, a late starter of aging society.

일본의 사회복지적 정보기술에 대해 3회째 연재를 하고 있다. 우리나라도 장애인이나 고령자 저학력자를 위한 정보통신 기술의 개발이 이뤄지고 있긴 하지만, 아직은 미흡한 실정이다. 사회 복지적 정보기술은 반드시 필요한 부분임에도 불구하고, 연구개발이 진척되지 않고 있는 것은 역시 국가적 차원에서 기술개발과 개발된 기술의 수요를 창출해 줄 수 있어야 한다. 즉, 사회복지의 정책이 정보통신 분야로 확대되어야 함을 의미한다. 이에 일본의 고령자를 위한 정보기술 모니터링 시스템을 소개하고자한다.

선진국은 인터넷 시대의 전성기를 맞아 새로운 하나의 사회를 구성하고 있는 사이버 공간에서의 복지를 구현하기 위한 노력들을 하고 있다. 사회복지가 잘 이뤄진 나라들은 늘 그렇듯이 가난한자 소외된 자, 노약자들을 위한 끊임없는 연구를 하고 한발 앞선 움직임을 보여왔다. 그들이 선진국일 수 밖에 없는 이유는 바로 거기에 있는 것은 아닐까? 아직도 우리나라는 공공적인 차원에서 장애인이나 노약자를 위한 사회복지정책이 미흡한데 하물며 정보통신분야까지 신경 쓸 겨를이 있을까?라는 생각을 가져본다. 일본은 정보통신분야에서도 고령자나 장애인을 위한 다양한 기술개발과 복지를 구현하는 준비에 한창이다. 이러한 움직임은 그들이 앞서나간다는 것만으로는 설명하기 어려운 부러운 점이다. 이에 일본의 고령자와 장애인을 지원하는 정보기술에 대한 얘기를 들어보는 것도 좋을 듯 싶다.

This paper is the design for the welfare robot of apple artificial pollination by a survey for 25 elders' needs of Daegu-Gyeongbuk rural region. The results are summarized as follows. 1) In the apple farms of the region, most of farmers are the couples of 50 years thru 70 years to plant the apple trees only. The apple farm requires the senior farmers lots of painful works including their bone and muscle system problem to result in safety accidents. 2) For the aging progress of rural area, the senior farmers spend lots of labor hours and cost to do artificial pollination, a proper deletion of small fruits, and a speed spray, etc.. Most of them agree to the development of the welfare robot for an apple artificial pollination. 3) The survey results could be applied to the conceptual design in the users' point of view. Therefore, they are used as the important effects for the detail design and commercial design to develop the welfare robot for the rural seniors.

세계 각 국은 출생률 감소와 평균수명 증가에 따른 인구 고령화의 급진전과 다양한 선천성 또는 후천성 장애로 인한 장애자의 급증에 대비, 이들을 위한 복지정보통신시스템 및 기기 개발을 적극 추진하고 있다. 본 고에서는 고령자 및 장애자를 위한 복지정보통신시스템 및 기기의 현상과 미래 파악에 초점을 두고, 시스템 및 기기가 갖추어야 하는 기능과 이러한 기능을 실현하기 위한 기술을 장애형태별로 정리해보았으며, 또한 정보통신기술의 발달에 따라 출현가능한 새로운 복지정보통신시스템 및 기기와 이러한 시스템 및 기기의 개발시 고려되어야 할 여러가지 요인 및 추진방법들을 살펴보았다.

The purpose of this study was to analyze whether there are country differences in the intention to use Welfare Technology among older adults. Based on Technology Acceptance Model and Structural Equation Model, we surveyed total 334 older adults aged 65 and over living in Korea and the U.S. and analyzed the path differences between the perceived ease of use, perceived usefulness, attitude toward use, and intention to use of Welfare Technology between two countries. Results showed that the effect of 'perceived usefulness' on 'attitude toward use' was the highest in Korea at 0.74 (p<0.001), and 'Perceived ease of use' in 'Perceived Usefulness' in the United States at 0.75(p<0.001), with the differences being statistically significant. Findings indicate that 'Long-term Orientation' may explain the differences between the two countries. Practical and policy implications are presented in conclusion.

This study analyzed the determinant factors of elderly housing by housing type according to the Financial Retirement plan of preliminary elders and it aimed to draw a future development scheme of elderly housing. This study used parameters of existing research as control variables and it has a meaningful point that the variables of Financial Retirement plan of elders were verified through the research model which this study used. In addition, there was a difference between the detailed models. As a comprehensive analysis result, the Choice Model of elderly housing type has a difference between determinants, the single-family housing and the multi-family housing, based on the Welfare Facility for the Aged from Financial Retirement plan of elders.

인구 고령화는 세계적 추세이지만, 특히 한국과 일본은 현저하게 빠른 증가 속도로, 2050년 일본이 세계 1위, 한국이 세계 2위로 전망되고 있다. 본 연구는 한국과 일본의 고령자 일상생활활동의 건강성에 관한 실태와 비교 분석을 통해 사회, 문화 및 노인 인구 증가 속도 등 여러 면에서 우리나라와 유사점을 가지고 있으면서도 노인 문제를 우리보다 약 20년 정도 앞선 경험으로 고령화 대책이 구체적인 일본 노인복지를 통하여 한국 노인 문제에 다양한 시사점을 제시하고자 하였다. 이를 위해 한국과 일본 각각 양국가의 언어로 번역된 설문지를 사용하여, 한일 65세 이상 노인 603명과 267명을 연구대상으로 하였다. 훈련된 연구 조사원들을 통해 일대일 면접 방식으로 한국의 노인복지관과 노인대학과 센터 등에서, 일본의 시니어클럽연합회와 사회복지법인의 자원봉사 그룹, 고령자 생협 소속 노인들에게 조사되었다. 이를 통해, 행복한 노년기를 위한 인간존엄의 근원적 테마로 다양한 시사점을 제시하였다.

바이링걸의 인지증고령자와의 보다 유효한 커뮤니케이션의 가능성의 검토를 목적으로, 이문화를 배려한 모국어에 의한 개인 회상법을 이용한 회화를 실시했다. 회화는, 재일 코리안의 문화를 배려한 특별 양호 노인홈에 입주중이며 중도의 인지증 바이링걸 고령자 4명(모두 여성, 평균 88세)의 협력하에 실시했다. 모국어와 일본어의 장면에서, 개인 회상법에 의한 회화 내용과 감정 표출에 차이가 발생하는가의 관점에서 양 회화장면의 비교 분석을 실시했다. 그 결과, 중증의 인지증고령자라고해도 바이링걸의 특징인 자연스러운 코드 스위칭(Code-Switching;CS)가 관찰되었다. 즉, 과거의 학습이나 경험에 의해 축적된 모국의 언어 형식을 사용하는 기능이 잔존 능력으로서 잠재하고있는 것이 밝혀졌다. 덧붙여 ERiC 감정 반응 평가 척도를 이용해 관찰한 결과, 일본어의 장면보다 모국어의 장면에 대해 긍정적 감정의 풍부함이 관찰되었다. 이상으로, 바이링걸의 재일 코리안 인지증고령자 1세와 모국어를 이용한 회상법에 의한 회화는, 바이링걸의 특징을 기초로한 하나의 유효한 어프로치라고 생각된다.
