  • This paper is to evaluate an open space on university campuses enclosed within buildings, with respect to building elevation a wall of an open space including outer wall materials and window forms and an open space itself. It uses case study methods to periodically know specific details about open spaces and surrounding buildings elevation. It was found, at first, that it was emphasized vertical elements on window frames as well as building elements in an era of the 1910's to the 1930's. It, however, was changed into emphasizing on horizontal features in the era of the 1960's to the 1970's. Meanwhile the period from the 1940's to the 1950's was a turning point. The horizontal style was continued until the 1980s and the style was changed into various style mixed with various types. Secondly, an open space was recognized as a valuable design criteria for a construction of buildings in the 1930s to the 1970s. It was, however, a forgotten criteria during the late 1970's and the 1980's because of short age of the construction budget of the government. In the 1990's, the importance of open space design reappeared on the design of a block plan. Thirdly, a design style of an open space was authoritarianism using symmetrical and magnificent style in the 1910's to the 1930's. The time of 1945 to the 1950's was a turning point from authoritarianism to an idea of efficiency. In the 1960's and the 1970s, an idea of efficiency emphasizing their functions was prevalent to the design of buildings and open spaces and this trend was continued until the 1980's. A romanticism was realized on the design of an open space and surrounded building's.

At present, in particular after the Cold War, Japan has extended exchange on regional and private levels with the countries located on the other side of the apan Sea from the first stages of friendship to economic relationships. In the future, it is necessary to promote the establishment of an International exchange network and traffic system for each of the traffic facilities in order to build up the Block that will mainly contribute to the economies of countries and regions In the area. For the purpose, it is fundamental to reexamine the national land planning and the local development planning of each of the countries. • This study sought to examine and revise the 'Multicultural Family Support Act' for domestic multicultural families. To this end, we looked at the Multicultural Family Support Act along with the current status and support policies of multicultural families. First, as in Article 1 of the Act, it proposed to reflect Article 3 of the Article 5(basic ideas) to realize the purpose of the law contributing to 'improvement of quality of life' and 'social integration'. Second, the current law stipulates that support and related policies should be implemented every five years, and by conducting planning and due diligence surveys every three years, it suggested the necessity of consensus on the disagreement between the support policy and the planning period. Third, the government proposed a revision to the mandatory regulation (that is, it should be done) under the provisions set by law. Finally, we proposed a plan to designate 'Multicultural Family Day' or to designate it with other family days. As the globalization of the members of each country, which has been rapidly continuing in the 21st century, it is expected that Korea will be able to welcome them and review the act and institutional devices that can be together more than ever.

  • Digital transformation calls for a new social contract that must transform the existing norms and paradigms of our society. Digital constitutionalism is a way of building new order through a new social contract and is an ideology that aims to establish and ensure a normative framework for the protection of fundamental rights and balance of power in the digital environment. The Internet/Digital Bill of Rights is a representative example of constitutionalization based on this ideology. Initially, it took the form of an informal, non-binding declaration led by civil society organizations or various stakeholders, setting forth normative principles adapted to the changing nature of digital society. More recently, they have taken the form of formal charters, declarations, or laws containing principles at the national or regional level. The "Digital Bill of Rights" proposed by the Korean government can be seen as an example of this trend, but it does not fully reflect the recent trend of Internet/Digital Bills of Rights in terms of substantive and procedural legitimacy. Even if the government provides a certain normative direction, it needs to be combined with a concrete action plan in each area to create a balance of norms with digital technologies and industries instead of simply being a "declaration".

  • Although the Dreamland site was the only flat amusement park in the northern part of Seoul, the site lost its function as a regional park due to aging and, therefore, was no longer in use. The site is surrounded by currently existing high dense low-story housing blocks and proposed new towns. A renovation plan for Dreamland was raised by the City of Seoul to enhance the quality of the urban environment in the northern part of Seoul. This study articulates the design concepts and strategies of the prizewinning work of the International Design Competition for Gangbuk Large Park. The three key points can be summarized as follows: First, this design proposal tried to find a new possibility for a large mountain park in an urban areas. These days, mountain parks are used limitedly as ordinary living spaces for activities such as a walking, hiking, and physical training. New strategies were sought to reconstruct the sentiment with which our ancestors enjoyed the mountains. Second, this proposal tried to make Dreamland a socially self-sufficient park. We designed a park which generates self-energy and which communicates with the city, not a park which only exists as a green island in a city. Lastly, rain fed paddy fields, a typical Korean vernacular landscape, was a tangible space which represented people's life-styles harmonizing with the nature. Rain fed paddy fields is a design motif which puts the three surrounding mountains together with the site. It is expected that the new design will works as a noted place.

  • An ideology what a modern society seeks is lifelong employment through lifelong learning. The single word which draws the attainment is lifelong vocational competency development. This study is designed for exploring its possibility and limit of a redesign of it, and tries to propose efficiently a redesign idea of a vocational educational path. To this end, it was analyzed by a subject for a national human resource foundation plan and a lifelong bocational competency development foundation plan. In addition to that, it was covered a structure and content analysis of main laws and regulations which are a base of policy making. An educational path could be divided into an area of formal education system, an area of workplace for labors, and an area of lifelong vocational competency development. And the insights were drawn by pulling apart an operational situation of main organizations and a recurrent process of the educational path. The redesign plan of a vocational education path we did analyze to activate lifelong vocational competency development system is deduced as following. Firstly, it should be re-organized with a direction towards an effective manpower training to be linked with skills and demands required by an industry. Secondly, it should be generalized for a model of recurrence between work and learning and its alternation for lifelong vocational competency development. Thirdly, it should create a cluster in the region for lifelong vocational competency development so that it is to form an efficient network to have a division of labor and its liaison with cooperative relationship.
